I KNOW THAT NSAID CAME OUT AND SAID THAT THEY PLAN TO BUILD SOMETHING DIFFERENT THAN WHAT HAS BEEN PROPOSED, SMALLER THAN WHAT HAS BEEN PROPOSED. AND CURIOUS TO KNOW WHEN THE RESIDENTS CAN SEE THAT SO WE CAN ASSESS WHAT IS GOING TO LOOK LIKE IT. IT WOULD BE NICE IF WE COULD SEE IT, ESPECIALLY IF THEY ACTUALLY MAKE THE ACQUISITION.

THE PROPOSAL THAT IS CURRENTLY ON THE TABLE I BELIEVE IS INCOMPATIBLE WITH THE RESIDENTIAL HOUSING THAT IT SURROUNDS. I ALSO THINK THAT IT IS INCONSISTENT WITH PARKLANDS COMPREHENSIVE PLAN.SO I HAVE A LOT OF CONCERNS ABOUT THE DEVELOPMENT, CONCERNED THAT IT MAY HURT US FINANCIALLY. CONCERN THAT IT MAY CREATE A LOT MORE CRIME, A LOT MORE TRAFFIC AND TRANSFORM OUR RESIDENTIAL CITY INTO A DESTINATION SHOPPING CENTER, WHICH IS REALLY NOT WHAT MOST OF US SIGNED UP FOR.

HAD A GREAT CONVERSATION WITH THE DISTRICT YESTERDAY AND HE KIND OF SOLD ME ON THIS IDEA A 25 PERCENT BEING DEVELOPED.

BUT AFTER TALKING TO A LOT OF PEOPLE IN THE LAST DAY AND I SPOKE TO A LOT OF PEOPLE SINCE LAST WEEK SINCE I CAME HERE BECAUSE I WORK AT HOME AND DOUGLAS AND I HAVE A LOT OF CONTACTS WITH FAMILIES. I HAVE TO SAY IT'S INCREDIBLE.

THEYSEE ME AT SCHOOL AND EVERYONE IS HITTING ME UP .

WE HAVE TO REALLY CONSIDER THE JUST BECAUSE CORAL SPRINGS WANTS THAT, A MAJORITY OF THE LAND I ASSUME IS IN PARKLAND AND IS GOING TO BE IN THE IMPROVEMENT DISTRICT.

AND THEY TRY TO SELL IT AT I WANT TO REDUCE THE AMOUNT OF MONEY THAT THE TAXPAYERS ARE PAYING THROUGH AN ASSESSMENT ON YOUR TAXES. I DO KNOW WE ALL PAY TAXES AND I KNOW A LOT OF PEOPLE DON'T MIND PAYING A LITTLE EXTRA.

THERE COULD BE PEOPLE WHO DON'T WANT TO PAY MORE IN TAXES THAN THEIR ASSESSMENTS. THE THING IS A LOT OF PEOPLE WHO USE OUR SERVICES. THE FIRE, THE POLICE, WE STILL PAY THE BURDEN OF THE TAXES ARE ALL THESE PEOPLE OF THOSE SERVICES. SO SHOULD THE PROVEN DISTRICT PURCHASED THIS PROPERTY, THEY NEED TO REALIZE BECAUSE I WANT TO OFFSET THE COST AND IT SHOULDN'T AFFECT THE USERS WOULD SAY OTHER PARTS OF CORAL SPRINGS BECAUSE THAT DOESN'T

BENEFIT THEM AT ALL. THAT IS NOT REALLY A GREAT ARGUMENT. REALLY BELIEVE YOU HAVE TO THINK ABOUT THE QUALITY OF LIFE FOR OUR PARKLAND RESIDENCE AND WHAT MAKES PARKLAND SO BEAUTIFUL AND PEOPLE SAY IT LOOKS BEAUTIFUL. IT IS BEAUTIFUL.

WE HAVE TO REALIZE IT IS VERY IMPORTANT.

I AM REALLY WORRIED ABOUT ALL THE CONSTRUCTION.

SHE PASSED AWAY SEPTEMBER 19 AT HER DAUGHTER'S HOME IN NORTH FLORIDA WITH HER FAMILY BESIDE HER. SHE WAS BORN IN ALEXANDRIA LOUISIANA AND SHE MOVED AFTER HER FATHER'S DEATH WITH HER MOTHER TO POMPANO BEACH WHERE SHE MET AND MARRIED BRUCE IN 1945. THEY HAD FOUR CHILDREN PER HER HUSBAND BRUCE WAS PARKLAND FIRST MAYOR, AS I SAID.

IN A MORE ACTUAL CREATIVITY AND THE MORE COLONIZATION THAT WE CAN GET TOGETHER AS A COMMUNITY OF THINGS WE ARE WILLING TO SUPPORT, THAT WILL MAKE A DEVELOPER AND A POTENTIAL BUYER OF THE LAND THEY ENCOURAGED WANT TO MOVE IN THAT DIRECTION BECAUSE OBVIOUSLY THEY WANT TO BUILD SOMETHING THAT IS GOING TO BE A DEMAND FOR THE CITY, OTHERWISE IT WILL NOT BE SUCCESSFUL. AND THAT IS THEIR GOAL TO BUILD A SUCCESSFUL PROJECT. WE HEARD YOU LOUD AND CLEAR ON WHAT IT IS YOU DON'T WANT. AND THINK THERE ARE DEGREES TO THE THINGS THAT ARE KIND OF BEING FLOATED.

OBVIOUSLY THERE IS ONE END OF THE SPECTRUM WHICH IS OVER COMMERCIALIZED AND OVERDEVELOPED AND THERE IS THE OTHER END WHICH IS LEAVING AT IS GRASS.

WHEN EVERYBODY TALKS ABOUT TAXES, ONLY 23 PERCENT OR SO COME TO THE CITY OF PARKLAND. AS WE COMPARE OURSELVES TO NEIGHBORING CITIES, A PROPOSED MILLAGE RATE IS LESS THAN ALL COCONUT CREEK, CORAL SPRINGS, TAMARAC AND MARGATE.

WE HAVE ALSO ELIMINATED THE LIBRARY DIRECTOR BUDGET.

IN THIS BUDGET YOU SEE A THREE PERCENT COST-OF-LIVING INCREASE FOR ALL CITY EMPLOYEES AND INCREASES OUR BUDGET.

THE ENTIRE IS ÃEMPLOYEES RETIREMENT CONTRIBUTION IS UNCHANGED. I DO WANT TO POINT OUT TO THE RESIDENCE HERE, WE DO NOT OFFER A DEFINED BENEFIT PENSION.

IS KINDA LIKE A 401(K) IN THE FOR-PROFIT WORLD SO TO SPEAK.

WE ARE NOT GOING TO BE BALANCING ANY POTENTIAL UNFUNDED LIABILITIES. 10, 15, 20 YEARS DOWN THE ROAD.

I WANT TO MAKE SURE WE OFFER A DEFINED BENEFIT.

OUR HEALTH INSURANCE IS INCREASING EIGHT PERCENT IN OUR GENERAL PROPERTY IS INCREASING ABOUT SIX PERCENT.

THIS YEAR THE CONTRACT INCREASE UNDER $400,000.

OUR CONTRACT THE FIRE AND RESCUE ABOUT 365,000 WOULD BE ADDED ADDITIONAL MONEY FOR SPECIAL EVENTS COMING UP THROUGH THE ONE THING WE PRIDE OURSELVES ON IS OUR STABILIZATION RESERVES AND REPLACEMENT FUNDS FOR STABILIZATION RESERVE IS AT 25 PERCENT OF OUR OPERATING EXPENDITURES SO THIS YEAR IT IS ABOUT 10.$6 MILLION.

WITH THE STABILIZATION RESERVE IS FOR IS IN CASE WE GET HIT BY A HURRICANE OR IN ECONOMIC UNCERTAINTY WE USE THOSE FUNDS TO HELP OFFSET THOSE COSTS. AS AN EXAMPLE, BACK IN 2017 AND HURRICANE IRMA HIT WE USED ABOUT 1.$7 MILLION OF STABILIZATION FUNDS AND PAID FOR THE DEBRIS REMOVAL AND MONITORING THAT WAS A RESULT OF THATSTORM .

SO HERE'S THE TOTAL FOR THE CAPITAL PROGRAM FOR CAPITAL AND PERMIT PROJECTS ON IS A LITTLE OVER $12 MILLION AND THAT IS A RESULT OF ADDING 4.$6 MILLION IN MOVING THE ARTIFICIAL TURF FIELDS UP IN 23 IN FISCAL YEAR 22 THROUGH THAT WAS A DIRECT RESULT OF OUR BUDGET WORKSHOP AND THAT WAS THE DIRECTION THAT WAS GIVEN BY YOU ALL TO US TO REMOVE THOSE COSTS ARE 2023 OF TO 2022. FOR STRUCTURE REPLACEMENT FUNDS HAVE BEEN UNCHANGED SINCE JULY. SO RIGHT NOW HERE IS OUR CURRENT FORECAST. SO WITH THAT, ONE OF THE TOPICS FOR DISCUSSION IN THE SPRING OF 2022 WHEN WE ARE STRATEGIC PLANNING WILL BE TOO DISCUSS HOW TO RECTIFY THAT. AND THE REASON IS THAT NEW SERVICE LEVELS COMMIT ADDITIONAL SERVICE LEVELS FOR THE 36 ACRE PARK. FIRE, POLICE AND FIRE RESCUE CONTRACTS ARE GOING TO INCREASE AT A RATE HIGHER THAN WHAT OUR REVENUE VALLEY. AND THE KIDS RANGE FROM TWO YEARS.

HAVE A LOT OF YOUNG KIDS WHO RECENTLY MOVED INTO THE NEIGHBORHOOD. AND THE ISSUE WILL BE AS IF YOU THINK ABOUT IT. IF YOU HAVE A DAUGHTER AND SHE WENT OUT ON THE STREET ON HER BICYCLE.

ON MY STREET DOESN'T HAVE ANY SIDEWALKS.

AND WE ALSO DON'T HAVE ANY LIGHTS.

AND THERE ARE CERTAIN DAYS LIKE A DAY LIKE TODAY, YOU DON'T EVEN SEE THE POTHOLES BECAUSE THE STREETS ARE PRETTY FLOODED.

YOU COULD TAKE YOUR BIKE AND YOU ARE DRIVING DOWN THE STREET

I WILL GIVE YOU A QUICK LITTLE OVERVIEW OF WHAT THE AMERICAN RESCUE PLAN ACT IS THREE TO WANT TO START OFF IN FIRST SAY TONIGHT PURPOSE IS FOR THE COMMISSION TO APPROVE THE CORONAVIRUS LOCAL RECOVERY FUND AGREEMENT.

ONCE IT IS EXECUTED WE WILL SEND THAT TO THE STATE OF FLORIDA AND SHORTLY THEREAFTER WE SHOULD RECEIVE OUR FIRST ALLOTMENT. AND GOING FORWARD WE HAVE A COMMISSION WORKSHOP SCHEDULE FOR OCTOBER 20, 2021 AT 5:00 P.M. I BELIEVE, IS THAT CORRECT? AND AT THAT TIME WE WILL DISCUSS THE POTENTIAL PROJECTS WE CAN SE ARPA FUNDING FOR. SO OUR ALLOCATIONS BY THE STATE OFFLORIDA WAS JUST UNDER 17 MILLION .

BACK IN APRIL AND MARCH WHEN THIS FIRST CAME OUT GIVEN THE RANGE OF SOMEWHERE BETWEEN 14 AND $17 MILLION WE ARE GOING TO RECEIVE THROUGH THE ARPA FUNDS, AND THANKFUL TO SAY IN THE WAY IT IS DISTRIBUTED TO THE CITY IS THAT 50 PERCENT WILL BE DISTRIBUTED TO US UPON EXECUTION OF THE AGREEMENT.

THE SECOND 50 PERCENT WILL BE SENT TO THE CITY ONE YEAR LATER. AND THE IMPORTANT DEADLINES TO REMEMBER AS WE GET INTO THIS IS THAT THE COST MUST BE INCURRED BY DECEMBER 31, 2024 AND THE MUST BE PAID BY DECEMBER 21, 2026. THOSE ARE HARD, FIRM DEADLINES THAT HAVE BEEN PROVIDED BY THE DEPARTMENT OF TREASURY.

SO THERE ARE FOUR GENERAL USES ON HOW YOU CAN USE A FISCAL RECOVERY FUNDS. AS TO THE PUBLIC HEALTH AND ECONOMIC IMPACTS DUE TO HIS PREMIUM PAY FOR WORKERS, THREE IS REVENUE LOSS AND FOR INVESTMENTS IN INFRASTRUCTURE.

SO IN THE PUBLIC HEALTH AND ECONOMIC IMPACTS, ANYTHING YOU DO TO MITIGATE THE SPREAD OF COVID-19 WOULD BE TESTING PPE, VENTILATION IMPROVEMENTS AND SO ON AND SO FORTH WITH MEDICAL EXPENSES FOR INDIVIDUALS EXPERIENCING SYMPTOMS COMMIT EXPENSES FOR PUBLIC SAFETY, PUBLIC HEALTH, HEALTHCARE EMPLOYEES DEVOTED TO RESPOND TO THE COVID-19 PANDEMIC.

EFFORTS TO REMEDY THE EFFORT ON ECONOMIC HOUSEHOLDS.

AND EFFORTS TO REMEDY PRE-EXISTING ECONOMIC DISPARITIES THAT WERE MADE WORSE BY COVID-19.

REVENUE LOSS AND RECIPIENTS MAY USE FISCAL RECOVERY FUNDS FOR THE GOVERNMENT SERVICES TO THE EXTENT OF THE REDUCTION OF REVENUE EXPERIENCE DUE TO THE COVID-19 PANDEMIC.
