IT'S NATIONAL SUICIDE PREVENTION AWARENESS MONTH.
>> IT IS INTENDED TO PROMOTE SOME AWARENESS OF SUICIDE PREVENTION AWARENESS AVAILABLE TO OUR COMMUNITY. SUICIDAL THOUGHTS CAN AFFECT ANYONE REGARDLESS OF AGE, GENDER, RACE ORIENTATION, INCOME LEVEL, RELIGION OR BACKGROUND.
ACCORDING TO THE CENTER FOR DISEASE AND PREVENTION EACH YEAR MORE THAN 45,000 PEOPLE DIED BY SUICIDE. SUICIDE IS A LEADING CAUSE OF DEATH IN THE UNITED STATES.
PARKLAND FLORIDA IS NO DIFFERENT THAN ANY OTHER COMMUNITY IN OUR COUNTRY.
WHICH IS TO PUBLICLY STATE AND PLACE OUR FULL SUPPORT BEHIND LOCAL EDUCATORS, MENTAL HEALTH PROFESSIONALS, ATHLETIC COACHES, PACK LEADERS, POLICE OFFICERS AND PARENTS AS PARTNERS IN SUPPORTING OUR COMMUNITY AND BEING AVAILABLE TO ONE ANOTHER.
LOCAL ORGANIZATIONS LIKE SUICIDE PREVENTION SERVICES AND NATIONAL ORGANIZATIONS LIKE THE NATIONAL ALLIANCE ON MENTAL ILLNESS ARE ON THE FRONT LINES OF THE BATTLE THAT MANY DO NOT DISCUSS IN PUBLIC. EVERY MEMBER OF OUR COMMUNITY SHOULD UNDERSTAND YOUR LIFE STRUGGLES THAT WE NEED OCCASIONAL REMINDERS THAT WE ARE SILENTLY FIGHTING OUR OWN BATTLES. WE ENCOURAGE RESIDENTS TO TAKE THE TIME TO INQUIRE AS TO THE WELL-BEING OF THEIR FAMILY, FRIENDS AND NEIGHBORS AS A GENUINELY CONVEY THEIR APPRECIATION FOR THEM BY ANY GESTURE THEY DEEM APPROPRIATE. PEOPLE MOVED TO PARKLAND FOR A VARIETY OF REASONS BUT OUR LIBRARIES AND OTHER PUBLIC FACILITIES ARE CERTAINLY NEAR THE TOP OF THEIR R LIST. THIS SEEMS LIKE A WONDERFUL OPPORTUNITY TO CREATE A FAMILY-FRIENDLY AREA ON THE EDGE OF F THIS UNIQUE AND POPULAR NATURAL LANDSCAPE.
MOST OF US ARE RE TEACHERS AND DEFENDERS OF THE EVERGLADES. IT SEEMS LIKE A NATURAL FIT TO HAVE AN AREA OF THE CITY IN WHICH STUDENTS AND FAMILIES CAN LEARN ABOUT THE AREA AND A MYRIAD OF WAYS WITH THE UNIQUE ECOSYSTEM THAT BENEFITS FLORIDA.

PEOPLE HAVE TOSSED OTHER IDEAS WHETHER IT'S A PASS IN PARK IT'S A MEMORIAL FOR THE TRAGEDY THAT OCCURRED. PLUS MILLION-DOLLAR HOMES LOOKING AT BEAUTIFUL GOLF COURSES IN THE BACK OF A PLAZA. CLEARLY IF THIS DEVELOPMENT IS SUCCESSFUL IT WILL BE A DESTINATION TO BRING TRAFFIC IN FROM OUTSIDE AND THERE'S PLENTY OF TRAFFIC AS IT IS RIGHT NOW. I DON'T NECESSARILY THINK WE NEED TO HAVE MORE TRAFFIC IN OUR COMMUNITY. SOMETHING LIKE THIS WILL ALSO BRING ADDITIONAL CRIME.ALMOST EVERY POLICE CALL WAS TO THE MALL AND WENT AROUND THE MALL.
I DON'T THINK WE NEED THAT IN OUR COMMUNITY. IT WILL ALSO AFFECT THE PRIVACY OF THE HOMEOWNERS WHO LIVE AROUND THE GOLF COURSE IF A LOOK AT SOME OF THE PLANS THEY HAVE TRAILS CONNECTING RIGHT TO THE BACKGROUND AND MANY OF THE HOMES INHERON BAY.
IT WILL CHANGE THE FABRIC OF WHAT IT IS. SIGNIFICANTLY.

I AM APPEAR WITH A LITTLE BIT OF A CONTRARY VIEW ON THIS. I DON'T COME UP THERE WAS A LACK OF COMPASSION FOR THE PEOPLE THAT LIVE AROUND HERON BAY.
I COME HERE WITH THE VOICE OF REASON, LOGIC AND REALITY. WHEN I MOVED HERE THERE WAS NO PARKLAND RESERVE. THERE WAS NO EGRESS AND THERE WAS NO SOMERSET ACADEMY OR HERON HEIGHTS. THERE WAS NO PARKLAND PUBLIC SHOPPING CENTER IN THE BACK WHICH IS 17 ACRES. THERE WAS NO PARK OR MIRROR LAGO.
NO CAPS GOTTA. NO FALLS BEING BUILT AND A WATERCRESS.
NO FOUR SEASONS AND NO PARKLAND BAY. EVERY ONE OF THOSE PROJECTS WOULD COMPLETELY DESTROY AND DECIMATE THE CITY NOW 50 YEARS LATER IN MY OPINION WITH HIS COMMISSION AND MANAGEMENT THE CITY IS STRIVING AND PHENOMENAL.
IT'S THE BEST IT'S EVER BEEN SINCE I'VE BEEN HERE. I WANT TO THANK THE UTILITY AND THE CITY FOR WORKING AND HAVING SUCH A GOOD RELATIONSHIP TO PUT TOGETHER A PHENOMENAL DEAL.

ONLY APPROXIMATELY 12 OF THOSE ACRES WILL BE BUILT. PARKLAND COMMONS IS ONLY 17 ACRES. THE REALITY IS I DON'T COME HERE WITH LACK OF COMPASSION.
I BOUGHT IN PARKLAND ISLES YEARS AGO AND I DIDN'T KNOW THERE WAS GOING TO BE A FOOTBALL FIELD BUILT BEHIND MY HOME BUT THAT'S PART OF A GROWING COMMUNITY.
I THINK THIS IS A PHENOMENAL OPTION CONSIDERING IF LENNAR OR ANOTHER BUILDER GOT THEIR HANDS ON 225 ACRES WE COULD BE TALKING ABOUT 1000 HOMES. 800 HOMES, 1200 HOMES AND COMMERCIAL PROPERTY. IT'S GUARANTEE BUSTING OUR CHILDREN OUTSIDE OF THE CITY.

SOME OF THE ASSETS THEY ARE SELLING IRON CORAL SPRINGS AND SOME ARE IN PARKLAND'S OBVIOUSLY THIS COMPLICATES THINGS SLIGHTLY.
THERE WERE THREE DEVELOPERS WHO RESPONDED TO AN RFP AND SID HAD ISSUED TO DEVELOP 70 ACRES OF THE GOLF COURSE. AND SID HAD SET UP A PADDLE REPRESENTATIVE FROM PARKLAND, HERRING BAY, CORAL SPRINGS AND OBVIOUSLY AN SID TO EVALUATE THESE PROPOSALS WITH A FINAL DECISION BEING MADE ON WEDNESDAY. THE PARK AND PANELISTS ARE NOT IN ANY WAY SUPPORTING ANY PROJECT OR DEVELOPMENT. RATHER A PART OF THE PROCESS IN HELPING AN SID EVALUATE THE PROPOSALS. KEEP IN MIND NOTHING HAS COME BEFORE THE CITY OF PARKLAND OR THE CITY OF CORAL SPRINGS IN REGARDS TO DEVELOPING THIS AREA. THESE CONCEPTUAL DESIGNS AS OF NOW ARE JUST THAT.

I HAVE BEEN IN PARKLAND AREAS SINCE I WAS A KID AND WE MOVED HERE AND 84 WHEN THERE WERE THOUSANDS OF RESIDENTS AND ABSOLUTELY NO COMMERCIAL PROPERTIES WITHIN THE CITY AND THAT WAS DESIGNED ON PURPOSE. THE CITY DIDN'T WANT ANY COMMERCIAL WITHIN THE CITY WALLS AT THAT TIME. WE HAVE SINCE CHANGED. I'VE ALSO HEARD OVER THE YEARS INCLUDING MY PARENTS WHEN CYPRUS HAD WAS FOR STARTED THAT THEY WANTED NO FURTHER DEVELOPMENT IN PARKLAND. THEY OPPOSED THE LANDINGS AND MADE IT RUN.
THE SCHOOL EVEN COMES INTO PARKLAND AND EVERYONE WHO GETS INTO PARKLAND HAS HIS NOTION THAT WE SHOULD SET THE DOOR BEHIND US. I GET THAT THERE IS A POSSIBILITY THAT SOMETHING WILL GO ON A PORTION OF THAT LAND BUT WE AS A COMMISSION AND AS A BODY AND CITY AND US THE RESIDENTS NEED TO BE PART OF THAT PROCESS.

THIS IS OUR FIRST PUBLIC HEARING ON SETTING THEM MILEAGE RATE AND ADOPTING THEM RATE FOR THE SOLID WASTE AND FIRE ASSESSMENTS. OUR NEXT MEETING WILL BE NEXT WEDNESDAY AT 6:00. THIS WILL BE THE FINAL READING OF THE MILLAGE RATE AND THE FISCAL 20 TO ANY TWO BUDGET. THIS YEAR FOR FISCAL 22 WE HAVE A BALANCED BUDGET BASED OFF OF THE TAXABLE VALUE INCREASE OF JUST UNDER $359 MILLION. HAT'S BROKEN INTO TO 226 TAXABLE VALUES AND ABOUT 132 MILLION OF EXISTING VALUES. I WANT TO POINT OUT THAT HUNDRED AND 32 MILLION WITH AN INCREASE OF EXISTING VALUES IS ABOUT 2.3%.
ONCE WE REACH THE BUILDOUT AND THREE OR FOUR YEARS THAT PERCENTAGE INCREASE WILL BE WHATEVER INCREASE IS GOING FORWARD AS WE APPROACH BUILDOUT.
AGAIN, AS ANTHONY SAID THE ROLLBACK RATE IS 4.2001 AND WE ARE PROPOSING KEEPING THE MILLAGE RATE THE SAME AS LAST YEAR AT 4.2979. THE FIRE ASSESSMENTS STAYING UNCHANGED THIS YEAR AT $250 FOR RESIDENTIAL UNITS. THE FIRE RESCUE CONTRACT INCREASE IS ABOUT $360,000 AND RIGHT NOW THE CURRENT AVERAGE FIRE ASSESSMENT IS JUST UNDER $300. HERE IS A SHORT HISTORY OF WHERE WE'VE BEEN THE LAST 10 YEARS. ONE THING THAT IS IN THIS UPCOMING BUDGET IS A STUDY TO EVALUATE WHAT THE CURRENT FEE SHOULD BE AN IMPOSSIBILITY FOR THE ALTERNATIVE METHOD.
THE SOLID WASTE ASSESSMENT IS GOING UP $13.68. THIS IS A STRAIGHT PASS THROUGH ASED ON OUR FRANCHISE AGREEMENT WITH WASTE MANAGEMENT.
WE ALWAYS WANT TO POINT THIS OUT WHEN IT COMES TO BUDGET TIME AND MAKE SURE THE RESIDENTS UNDERSTAND THAT THE CITY OF PARKLAND IS ONLY A SMALL COMPONENT OF THE OVERALL TAX BILL. PARKLAND IS ABOUT 23 TO 24% OF YOUR TAX BILL AND THEY MAKE UP THE VAST CHUNK OF 65 TO 66% OF THE TAX BILL. WHEN COMPARED TO OTHER CITIES PARKLAND COMPARES FAVORABLY WITH OUR MILITARY BEING LESS IN COCONUT CREEK IN CORAL SPRINGS.
ANY OF THEM LOWER IS WHAT WE OFTEN COMPARE OURSELVES TO. WITHIN THE GENERAL FUND THIS IS NO DIFFERENT THAN WHEN I PRESENTED BACK AT THE WORKSHOP IN AUGUST.
WE HAVE 10 NEW EMPLOYEES BASED OFF OF THE DIRECTION GIVEN BY CITY COMMISSION WITH STRATEGIC PLANNING AS WE ENHANCE OUR SERVICE LEVELS. IN ADDITION WE ARE ADDING A DEVELOPMENT SERVICE DIRECTOR AND A SENIOR PLANNER TO BRING THE MAJORITY OF THE PLANNING FUNCTIONS AND WE ARE ALSO CONVERTING ONE PART-TIME ELECTRICAL INSPECTOR TO FULL-TIME ELECTRICAL INSPECTOR. MERIT INCREASES ARE ALSO BUDGETED AT 3%.
THE EMPLOYEES RETIREMENT CONTRIBUTION IS UNCHANGED AND WE POINT OUT THAT THIS IS NOT A DEFINED BENEFIT PENSION PLAN LIKE SOME CITIES OFFER. WE WILL NOT BE STRAPPED WITH THE POTENTIAL FOR UNFUNDED LIABILITIES DOWN THE ROAD. I WANT TO MAKE SURE THAT POINT THAT OUT. OUR HEALTH INSURANCE IS INCREASING ABOUT 8% AND GENERAL INSURANCE IS INCREASING ABOUT 6%. AGAIN, THE INCREASE IS ABOUT 400,000 WITH FIRE RESCUE INCREASING ABOUT 365,000. SO ITEMS 10 B, C AND G ARE RELATED ITEMS TO THE PROPOSED ANNEXATION AND ON THE RECORD I WANT TO POINT OUT WHICH YOU ARE ASKED TO VOTE ON TONIGHT AND WE ARE ADDRESSING THE ANNEXATION ONLY.
IT PRECEDES THE ORDINANCE BECAUSE I DON'T WANT YOU TO PASS THE ORDINANCE AND THEN YOU SEE THE AGREEMENT AND THE TERMS THAT ARE IN THERE SO IT'S ONLY ABOUT THE ANNEXATION TONIGHT AND WE ARE NOT VOTING ON A REZONING THOSE CONSIDERATIONS AND THOSE ITEMS ARE SCHEDULED FOR OCTOBER I KNOW I PROVIDED A MEMO TO THE COMMISSION THAT OUTLINES THE TERMS OF THE AGREEMENT WHICH SET THE MINIMUM COMMUNITY CONTRIBUTIONS FROM THE APPLICANT TO GET THE ANNEXATION AND ALSO SETS THE MAXIMUM LAND-USE AT THREE UNITS PER ACRE AND THERE IS ALSO A STITCH IN THIS AGREEMENT SO IF YOU MOVE FORWARD AND WE GET TO THE REZONING AND THE SITE PLAN AND THOSE UNDERLINING Ã UNDERLYING ITEMS OF THOSE ARE NOT APPROVED IN OCTOBER THE AGREEMENT CALLS FOR THEM TO WORK TOGETHER TO BASICALLY GO BACK TO WHERE YOU WERE PRIOR TO THE ANNEXATION I SHOULD ALSO MENTION THAT THE AGREEMENT REQUIRES THE APPLICANT TO AMEND THE PREVIOUSLY SUBMITTED APPLICATION TO THE COUNTY THAT WAS PREVIOUSLY REQUESTING 25 UNITS PER ACRE AND THEY HAVE AMENDED THAT TO THE MAXIMUM OF THREE UNITS PER ACRE AND THAT HAS GONE TO THE BROWARD COUNTY PLANNING COUNCIL WHICH IS THE PLANNING AND ZONING BOARD AND THIS WAS RECOMMENDED SO THAT'S WHERE IT CURRENTLY STANDS I AM HERE TO ANSWER ANY QUESTIONS THAT YOU HAVE ON THIS ITEM AND WE WILL READ THOSE INTO THE RECORD SEPARATELY.
