[1. Call to Order]
[00:00:05]
>> IT IS 6:00 P.M. MONDAY JULY 19 THE CITY OF PARKLAND FLORIDA PARKS AND RECREATION BOARD.
STAN FOR THE PLEDGE OF ALLEGIANCE.
I PLEDGE ALLEGIANCE TO THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.
>> WE HAVE A QUORUM. >> APPROVAL OF MINUTES.
[4. Approval of Minutes]
>> I HAVE A MOTION TO APPROVE THE MINUTES.
>> SECOND PERIOD. >> ALL THOSE IN FAVOR.
>> AYE. >> IT PASSES UNANIMOUSLY.
>> MOVE ON TO PUBLIC COMMENTS. OKAY MOVING RIGHT ALONG.
[6. Comments from Staff]
COMMENTS FROM STAFF? >> GOOD EVENING, MY NAME IS SHERRI TOOPS I AM THE BUDGET AND GRANTS MANAGER OF THE CITY.
I HAVE BEEN HERE A YEAR END A HALF AND I CAME IN RIGHT FOR COVID-19 I KIND OF SUN AGAIN. I CAME FROM TAMARACK, I WAS THERE FOR TWO YEARS AND PRIOR TO THAT, CORAL SPRINGS FOR 11 YEARS. BUT I HAVE BEEN ALONG TERM RESIDENT OF PARKLAND FOR A LONG TIME.
I AM IN CHARGE WITH WRITING GRANTS TO TRY TO HELP ALLEVIATE THE BUDGET OF THE CITY. AND EVERY YEAR THE STATE OFFERS A VARIETY OF GRANTS. A LOT OF THE PARK RELATED ONES COME FROM THE FLORIDA DEFAULT OF ENVIRONMENTAL PROTECTION.
AND TONIGHT I WANT TO TALK ABOUT FRDAP FLORIDA RECREAION DEVELOPMENT ASSISTANCE PROGRAM. IT'S IN A GRANT THAT FLORIDA DEP OFFICE EVERY YEAR. IT OPENS IN THE FALL, AND WE CAN SUBMIT TWO APPLICATIONS. NEXT YEAR'S BUDGET IF THEY DECIDE TO FUND IT WE CAN PROCEED.
WE WILL PROBABLY WORK ON IT AFTER THE START OF NEXT YEAR'S BUDGET. THE STATE STARTS ON JULY 1.
GENERALLY GIVEN THE DEP THE LEEWAY, IT TAKES THREE OR FOUR MONTHS TO GET THE PAPERWORK AFTER THAT.
SO I AM LOOKING AT PROJECTS THAT WE NEED TO DO, PROBABLY AFTER JANUARY 2021. SO I WOULD LIKE TO -- 2022, I WOULD LIKE TO TALK TO YOU TONIGHT ABOUT A LARGE PROJECT IS SMALL. $50,000 AND BELOW IS A SMALL PROJECT AND YOU DO NOT HAVE TO PROVIDE A BATCH.
UP TO $200,000, YOU HAVE TO PROVIDE A MATCH.
AND USUALLY WE GO TO 200,000 AND YOU HAVE TO MATCH 200,000.
WE HAVE BEEN NOTICING THE STATE HAS BEEN FLIP-FLOPPING ON WHAT THEY WILL FUND. FOR EXAMPLE, I WROTE, A GRANT APPLICATION FOR A COVERED BRIDGE AND I WAS NUMBER SIX IN THE STATE. THEY DID NOT FUND THE PROGRAM.
SO, THERE IS NO MONEY FOR COVERED BRIDGE IN THE FRDAP GOING FORWARD. SO WE THOUGHT WE WHAT I HEDGE OUR BET AND PUT IN A $20,000 GRANT WITH A 200,000-DOLLAR MATCH AND THEN PUT IN A $50,000 GRANT WITH NO MATCH.
THE CITY HAS A FIVE-YEAR CAPITAL IMPROVEMENT PLAN, SO I LOOKED AT THAT. THERE IS A LARGE PROJECT ON THERE FOR FISCAL YEAR 2023, WHICH WOULD FIT THE CELEBRITY PARK PLAYGROUND. IT IS TO -- THE LIBERTY PARK PLAYGROUND, SO HAVING THE 200,000-DOLLAR GRANT WILL BE HELPFUL. THE SECOND ONE I WOULD LIKE TO APPLY FOR IS THE 50,000 DOLLARS SMALL PROJECT.
AND WE HAVE BEEN WORKING ON A REPLACEMENT PLAN WHERE FOR EVERY PARK IN EVERY BUILDING AND EVERY FACILITY THAT WE HAVE, THE IRRIGATION PUBLICATIONS RESTAURANT STATIONS AND THE
[00:05:02]
ROADS, SO WE KNOW WHAT HAS TO BE DONE.ON THAT PLAN, WE HAVE GOT SOME BASKETBALL RESURFACING TO DO.
AT #TWO RAILS PARKING. THAT WOULD BE AROUND $60,000.
YOU HAVE TO DO MULTIPLE THINGS THEY DON'T WANT YOU TO JUST DO ONE THINGS THEY WANTED TO DO MULTIPLE THINGS.
BUT THEY ARE VERY INTERESTED IN PLAYGROUNDS AND THEY ARE VERY INTERESTED IN BASKETBALL FACILITIES.
SO I AM HERE TONIGHT, TUESDAY IF THAT IS SOMETHING YOU WOULD SUPPORT? DO YOU HAVE ANY QUESTIONS?
>> I MEAN,, AS YOU KNOW, I KNOW YOUR HUSBAND VERY WELL.
HE IS A PASSPORT MEMBER OF PARKLAND BASKETBALL.
WE ARE ALWAYS LOOKING TO IMPROVE THE QUALITY OF THE COURTS AND SO WHAT ARE YOU LOOKING FOR RECOMMENDATIONS? IS IT LIKE A NEW SCOREBOARD OR OTHER THINGS?
>> WE JUST WANT TO HAVE A DISCUSSION IF YOU WANT, IF WE CAN PROCEED, AND THEN GO AHEAD MAKE THESE APPLICATIONS.
SO TO ANSWER YOUR QUESTION, IS NOT IN REGARDS TO HIS RECOMMENDATION AS IDEAS. THIS IS ALREADY BEEN ESTABLISHED IN THE PLAN, SO IN THAT YEAR OF 23, RESURFACING OF QUARTZ ONE AND TWO IN THE FENCING AROUND THAT.
SO IT IS SCHEDULED TO BE REDONE, THERE IS AN AFRICAN WHO WAS FOR THE GRANT FUNDING FOR THE PROJECT AND THAT'S WHAT WE'RE TRYING TO GO AFTER. SO REALLY WHAT SHERRY IS LOOKING FOR IS FOR THE BOARD TO DO YOU NEED A MOTION FOR?
>> NO. >> JUST A CONVERSATION IN REGARDS TO THE PORT AND APPLYING TO THESE GRANTS.
BECAUSE SHE NEEDS THE MINUTES AS PART OF THE GRANT APPLICATION.
>> JUST TO SHOW THAT WE HAD THE CONVERSATION.
>> EITHER WAY WITH THE MAGIC 200,000 WAS ALREADY BUDGETED, SO
THIS WOULD OFFSET. >> WITH THE WAY THINGS ARE GOING, IT WOULD BE HELPFUL. THIS WOULD BE 2023, RIGHT.
THIS WOULD START ON MARCH THROUGH MAY, AND WE REALLY DON'T COUNT OUR CHICKENS UNTIL JULY 1. USUALLY BY JUNE OF NEXT YEAR WE
WILL KNOW. >> FOR LIBERTY PARK IS A NO-BRAINER. THEY HAVE ALREADY BUDGETED AND
IT IS IN THE PLANS. >> DOES ANYONE ELSE HAVE ANY
QUESTIONS? >> MOTION, SECONDED, ALL THOSE
>> BEST. >> THANK YOU FOR YOUR WORK
[7. Comments by the Chair and Board]
>> COMMENTS BY THE CHAIR THE BOARD, I DO RECOGNIZE THAT THIS MONTH IS PARK AND RECREATION MONTH.
SO I JUST WANT TO ACKNOWLEDGE EVERYONE WHO IS ASSOCIATED AND EVERYONE ACROSS THE CITY OF PARKLAND FOR THE GREAT JOB THAT THEY DO. WITH KEEPING THE PARKS, AND THE FACILITIES IN GREAT WORKING ORDER, SO A BIG THANK YOU TO THEM. YOU GUYS DO AN AWESOME JOB THANK
YOU. >> SAME THING, A BIG THANK YOU
TO YOU GUYS. >> YOUR WORK DOES NOT GO UNNOTICED. AND THE PERSON IN THE VIDEO THAT I SAW HER RESCUING THE DOCKS. THAT WAS GREAT.
>> BETWEEN YOU AND KEVIN, I NEVER KNEW THAT.
>> THEY HAVE DEFINITELY BECOME VERY IMPORTANT.
>> YES THAT WAS REALLY COOL TO SEE.
YOU KNOW WE ARE ALREADY CLOSE TO PARKS AND RANKED, WHETHER IT'S IN THE JOB DESCRIPTION OR NOT, LIKE RESCUING DUCKS FOR INSTANCE. BUT I THINK IT IS REALLY COOL AND THAT WAS OUT FOR THE GENERAL PUBLIC TO SEE.
IT WAS WARM AND FUZZY. >> ALRIGHT MOVING ON TO TO THE
[8. Approval of the Agenda]
[00:10:04]
APPROVAL OF THE AGENDA. CAN I GET A MOTION AND A SECONDRELEASE. >> MOTION IS TO APPROVE
TONIGHT'S AGENDA. >> IT IS MEANT SECONDED,.
>> ALL THOSE IN FAVOR. >> AYE,.
>> THE MOST CONVERGENT HAS BEEN APPROVED.
[9. New Business]
NEW BUSINESS, I SEE OVER HERE, MS. GARCIA THANK YOU.>> THANK YOU. SO I'M SURE ALL OF YOU GUYS ARE WELL AWARE BY THIS POINT, AS FOR THE EXECUTIVE ORDER 2102, AS ANYTHING REGARDING TO COVID-19. ON PREVIOUS TO THAT WE WERE GIVEN YOU GUYS A LOT OF UPDATES. SO AT THIS POINT THERE WOULD BE NO FURTHER COVID-19 UPDATES THAT WE WILL COVER.
BASICALLY, IT IS A RETURN TO BUSINESS.
AS HOWARD MENTIONED, AND HIS COMMENTS, JULY IS DESIGNATED AS NATIONAL PARKS AND RECREATION MONTH.
OUR SAFETY COMMISSION DID PROVIDE A PROCLAMATION AT THE LAST MEETING ON JULY 7. AS YOU KNOW PARKS AND RECREATION PROGRAMS, ARE AN IMPORTANT ESTABLISHING AND MAINTAINING THE QUALITY OF LIFE IN THE COMMUNITIES AND ENSURING THE HEALTH AND CONTRIBUTING TO THE ECONOMIC AND ENVIRONMENTAL WELL-BEING OF OUR COMMUNITY. I WILL PASS AROUND OUR MAYOR, WAS ABLE TO GET AN ARTICLE IN ONE OF THE SPECIALS ADDITIONS IN THE SUN SENTINEL. THIS WAS AN ARTICLE DATED ON JUNE 30, IT WILL IS A GREAT ARTICLE TALKING ABOUT PARKS AND RECREATION, AND NOT JUST THE SPORTS PROGRAMS THAT YOU TYPICALLY SEE. THE GIST OF THE VALUE THAT ALL OF OUR PARKS AVENUE, TO MENTAL HEALTH, TO ENVIRONMENTAL, TO SUSTAIN AND SHAPE SOCIAL ENVIRONMENTS THAT THE PARK SYSTEMS PROVIDE. SO I WILL PASS THAT AROUND YOU GUYS CAN SEE THAT. IN ADDITION TO THAT, OUR STAFF PUT TOGETHER A MONTH OF ACTIVITIES TO ALSO PROMOTE OUR PARKS AND RESIDENTS COME OUT AND VISIT THEM.
WE ARE ALWAYS PROMOTING ALL OF THE PARKS.
WHETHER IT BE THE NATURE TRAIL WAY OR BASEBALL FIELDS OR MULTIPURPOSE FIELDS OR PLAYGROUNDS AND SO FORTH.
SO, WE WERE ABLE TO THIS MONTH ABLE TO PROVIDE EXTRA ACTIVITIES. IT WAS AT NO COST TO THE RESIDENTS SO THEY CAN COME OUT AND ACTUALLY EXPLORE THE THINGS THAT WE HAVE TOO OFTEN ON. AND TO LEARN A LITTLE LOT MORE ABOUT THE PROGRAMS SUCH AS FREE FITNESS CLASSES, OR DURING NONPEAK HOURS. WE HAD SOME OPPORTUNITIES FOR PEOPLE TO USE AS CLAY COURTS THAT THE CITY PROVIDES.
LAST WEEKEND WE HAD A NATURE WALK OVER AT DORIS DAVIS PARK.
AND THEN AT THE END OF THE MONTH ON JULY 29, WE ARE DOING AS SNACKS WITH STAFF. SO YOU CAN COME OUT AND ACTUALLY GET TO MEET OUR STAFF AND GET A SNACK, AND SHARE IDEAS AND OPINIONS OF THE THINGS THAT WOULD LIKE TO SEE GOING ON.
AND SOME OTHER ACTIVITIES THROUGHOUT THE PARKS AND RECREATION DEPARTMENT. AND AS MELISSA ALLUDED TO, WE HAVE A HERO IN THE ROOM. SO, OF COURSE I AM PROUD MAMA DOG. SO, WE PULLED OVER TO LOOK AT THE PROJECT GOING ON AND I GOT OUT OF THE CAR.
BRUNO SEES MAMA DUCK ON THE OTHER SIDE BY THE DRAIN.
AND I LOOK TOWARDS THE FIELD AND I ASKED HIM WHAT ARE YOU DOING? AND HE SAID THAT'S WHAT I THOUGHT, HERE CHIRPING GOING ON AND SO FORTH. SO WE RAN TO WORK WITH THE CONTRACTORS THEY LIFTED THE GREAT, AND BRUNO WAS ABLE TO RESCUE THEM. SO, FOR THOSE OF YOU WHO HAVE NOT SEEN THE VIDEO I WANT TO GIVE A QUICK LITTLE SHOUT OUT.
, IS THAT WHAT YOU ARE TALKING ABOUT? SO THERE IS BRUNO, DOWN IN THE WELL, LOOK AT HOW LITTLE, EATING, BEAUTY, THOSE DOCS ARE. MAMA DUCK RAN AWAY FROM US AND SHE'S OVER BY THE TRAIN, AND YOU SEE THESE TO RUN OVER BY THE CAR. SO YES, IT WAS A GREAT TAPE.
BRUNO WAS NOT ONLY A HERO, ENSURED THE STORY WITH THIS FAMILY, AND HIS KIDS THOUGHT HE WAS THE BEST DAD.
[APPLAUSE] SO BACK TO THE PRESENTATION, IN
[00:15:01]
ADDITION TO THE TWO GRANTS, AS YOU KNOW SHERRY IS CONSTANTLY GOING OUT FOR FEIGNED OPPORTUNITIES AND FUNDING SOURCES TO HELP US WITH EVERYTHING THAT WE CAN.WE ARE ALSO HAPPY TO ANNOUNCE THAT THEY WERE ABLE TO SUBMIT AN APPLICATION FOR POTENTIAL REIMBURSEMENT, OF $1.5 MILLION FOR THE PURCHASE OF THE 24 ACRES THAT MAKES UP A 36-ACRE PARK.
SO JULY 27, IS GOING TO BE, RIGHT NOW WE ARE TENTATIVELY OPERATING. SO THE 27TH, THERE IS ANOTHER PROCESS IN THAT. SO WE WILL KNOW MORE AFTER THAT, EXACTLY WHERE WE STAND IN IF WE ARE ABLE TO GET IT.
THAT IS A REIMBURSEMENT OBVIOUSLY THE ACRE FOR THE PARK.
>> THAT IS WITH THE STATE AS WELL?
>> I AM NOT SURE WHO THIS IS THROUGH BUT AM HAPPY TO GET THE INFORMATION. ALL RIGHT? JUST SOME IMPORTANT DATES COMING UP, OUR NEXT COMMISSION MEETINGS WILL BE AUGUST 18, SEPTEMBER 13, SEPTEMBER 22 AND OUR BUDGET MEETING WE WILL HAVE AN WORKSHOP ON THE 18TH AT 6:00 P.M.
BEFORE THE COMMISSION MEETING. AND THEN WE HAVE A FIRST PUBLIC HEARING ON THE BUDGET ON SEPTEMBER 13 IN THE FINAL HEARING IN SEPTEMBER 22. FOR YOU GUYS THE NEXT ADVISORY BOARD MEETING WILL BE SEPTEMBER 20.
KEEP IN MIND THE FIRST MONDAY IS A HOLIDAY SO WE HAD TO MOVE IT TO THE THIRD MONDAY OF THE MONTH.
SO IT WILL BE SEPTEMBER 20. SO, IN REGARDS TO SPECIAL EVENTS, OUR SPECIAL EVENTS COORDINATOR HAS LEFT US.
HIS NAME IS CORY, HOWEVER WE ARE HAPPY TO JOIN NICK WILLIAMS TO OUR TEAM. AND SO HE JUST RECENTLY STARTED WITH US. HE WAS VERY EAGER TO GIVE YOU GUYS UPDATES OF WHERE WE HAVE BEEN THE LAST COUPLE OF MONTHS WITH THE SPECIAL EVENTS ARE WHERE WE ARE GOING.
I WILL TURN IT OVER TO NICK TO GIVE YOU GUYS INFORMATION ABOUT
OUR SPECIAL EVENTS. >> THANK YOU, ALL RIGHT THANK YOU I STARTED ABOUT FOUR WEEKS AGO, SO THESE ARE THINGS I WAS NOT HERE FOR. THE FIRST EVENT I WAS HERE FOR I WILL GET TOO INDECISIVE. AT THE BEGINNING OF MAY WE HAD THE EATS AND BEATS. WE'VE HAD ABOUT 1200 ATTENDEES THERE. WE HAVE BROWARD HEALTH AS A SPONSOR, CALVARY CHAPEL, GIRL SCOUTS OF SOUTHEAST FLORIDA, AND 99 SPORTS. THE BAND WAS A SHANE DUNCAN BAND WHICH IS A VERY POPULAR LOCAL BAND.
SO WE HAD A REALLY GOOD TURNOUT FOR THAT CONCERT.
IN JUNE, WE HAD A FEW DIFFERENT EVENTS, AND JUNE 5, WE HAD SHAW DAVIS IN THE BLACK TIES, AND WE HAVE 1,000 ATTENDEES AT THAT.
THE FOLLOWING WEEKEND WE HAD A FISHING DERBY, WHICH IS BEEN POPULAR EVERY SINGLE MONTH AND WE HAD 100 ATTENDEES AT THAT.
WE HAD IT A FEW WEEKS AGO, WHEN PEOPLE CAME OUT THERE REALLY ENJOYING THE VENT. THIS FM IS COMING OUT WITH THEIR CHILDREN. THEY BROUGHT THEIR FISHING LINES A LOT OF REPEAT WINNERS FOR CONTESTS AND PEOPLE ENJOYING THAT. WE HAD A MOVIE IN THE PARK, THIS WAS THE FIRST EVENT THAT I WAS ABLE TO BE A PART OF THAT WAS JUNE 25. THE MOVIE WAS BWANA, THE WEATHER WAS ROUGH THAT DAY. AS YOU KNOW IT'S SUMMER TIME WE GET A LOT OF RAIN. STILL WE HAD 250 COME OUT FOR THAT. SO IT WAS A GOOD SHOWING.
ACTUALLY FOR THAT EVENT, YOU CAN TELL IN THE TELL OF THE PICTURES IT IS HARD TO SEE, THERE WAS SOME ADDITIONAL ENTERTAINMENT AFTER THE MOVIE. SO IF YOU HAVE NOT SEEN MARIJUANA, IT'S A TROPICAL THEMED MOVIE, WE ALSO HAD A MOVIE DANCE, AND AFTER THE MOVIE WE DIDN'T FIRED AND SO THAT WAS GREAT TO SEE. THAT WAS A FUN EVENT.
AND FOR THAT EVENT WE HAVE SPONSOR AS WELL, SO THEY CAME OUT THE PART OF TENNANT IN A VAN WHERE KIDS CAN COME UP AND PLAY VIDEO GAMES, AND THEY GIVE AWAY PRIZES FOR DIFFERENT ITEMS. FOR UPCOMING EVENTS, WE HAVE ON THIS WEEKEND, IT IS FRIDAY AND IT STARTS AROUND 8:00 P.M., THAT WILL BE IN THE PARK.
THE MUSIC WILL BE SPIDER-MAN, MONDAY AUGUST 2, WE HAVE PARKLAND NIGHT OUT. THAT IS GOING TO BE APPLYING TRAILS AMPHITHEATER. PEOPLE CAN MEET THE RESOURCE OFFICER, WE ALSO HAVE DIFFERENT SPORTS PROGRAMS THAT ARE THERE.
ESO, FIRE WILL BE THERE, AND DIFFERENT EXHIBITS FOR YOU TO SEE. THERE WILL BE A HELICOPTER, AND A DOG SHOW AND WILL HAVE SOME ENTERTAINMENT AND THAT WILL BE A GOOD EVENT. SATURDAY, AUGUST 6, WE WILL HAVE ANOTHER EATS AND BEATS. THAT SHOULD BE SATURDAY AUGUST SENTENCE -- SEVENTH. THE SHOW WILL START AROUND
[00:20:06]
630-7:00 P.M. AND SATURDAY AUGUST 14, THERE'LL BE A FISHING DERBY. LIKE I SAID EARLIER, THAT HAS BEEN A GREAT EVENT EVERY TIME WE WERE AT IT.SO WE ARE EXCITED TO SEE PEOPLE, FOR THAT ONE.
AND THEN AT THE END OF AUGUST, AUGUST 27 WILL HAVE ANOTHER MOVIES IN THE PARK. FOR THE SPECIAL EVENT PERMITS, THROUGHOUT MAY AND JUNE, WE HAD THE BAND CONCERT.
WE'VE HAD THE FISH FUN DAY, THE BRADY FUND CAMPAIGN, THE HERON BAY INDEPENDENCE DAY, AND ALSO THE HOUSEHOLD HAZARDOUS WASTE COLLECTION. AND THEN FOR EVENTS THAT ARE COMING UP, WE HAVE THE ESO SHRED -ATHON.
THAT IS COMING UP IN A FEW WEEKS.
WE HAVE NATIONAL ADOPT A SCHOOL DAY, THE SOLDIER RUSH, THE WALK FOR CANCER, AND THE MAKE OUR SCHOOL SAFE.
>> IT IS HARD TO JUDGE BECAUSE OUR ATTENDANCE VARIES.
SO ON THE MOVIES, THE 250, I WAS ACTUALLY PRETTY SURPRISED THAT IT WAS EVEN THAT HIGH DUE TO THE WAY THE WEATHER WAS.
SO, WE ARE STARTING TO ACTUALLY SEE THE NUMBERS COME BACK TO PRE-COVID-19 NUMBERS ALREADY. EVERYBODY IS READY TO GET OUT AND PARTICIPATE AND DO THINGS WITH THEIR FAMILIES.
SO UNFORTUNATELY SCOTT COULD NOT MAKE IT TONIGHT HE IS OUT SICK SO I WILL GO AHEAD AND GIVE THE UPDATE ON THE PROGRAMS THAT ARE GOING ON. WE ARE CURRENTLY DOING AN AFTERCARE REGISTRATION, I KNOW WE ARE STILL IN SUMMER, BUT WE ARE THINKING SCHOOL WILL START IN THE NEXT FEW WEEKS.
SO WE ARE PREPARING FOR THAT. WE ALREADY HAVE 55 ENROLLED IN THE NEXT SCHOOL YEAR. SO WE ARE A LITTLE BIT OVER HALF CAPACITY I EXPECT TO REACH MAX CAPACITY ALONG WITH A WAITING LIST FOR THE TIME SCHOOL STARTS. SUMMER CAMP, WE HAD CONTRACTED SUMMER CAMP PROGRAM AND ATHLETIC REPUBLIC THAT'S A SPORTS CAMP.
THERE IS A DANCE CAMP, AND THEN THERE'S A BASKETBALL GAME, AND WE ALSO HAVE VOLLEYBALL IN THE EVENING AND A MINI SUMMER PROGRAM. AND THEN WE HAVE SOCCER ACADEMY AND TRAINING AS WELL AS TENNIS CAMP OVER THE TENNIS CENTER.
THOSE CONTRACTUAL PROGRAMS, SUMMER CAMP PROGRAMS WILL GO ALL THE WAY THROUGH AUGUST 13. OUR CITY SUMMER CAMP PROGRAM THAT WE DO A PARK TRAILS ELEMENTARY, OUR TRAVEL CAMP AT WESTLAKE, AND THEN WE OFFERED THIS YEAR A HALF DAY PROGRAM OVER IN THE SUMMER SCHOOL ON NEEDING TO GO TO THAT PROGRAM.
WE ARE HAVING THOSE PROGRAMS GO THROUGH JULY 30.
BECAUSE, WE AGAIN WE ARE RESTRICTED TO TIME FRAMES THAT ARE NEEDED FOR THAT. GOING ON TO SENIOR PROGRAMS, YOU KNOW AMY WHO WAS OVER AT THE SENIOR ROGRAMS INTRODUCE A TEA TALK WITH AMY. TO ENGAGE WITH SENIOR CITIZENS, AND TO SEE WHAT TYPE OF ACTIVITIES AND PROGRAMS THEY WOULD LIKE US TO CONTINUE TO DO TO OUTREACH.
OR MAYBE GROW OR INTRODUCE. SO THAT WAS A GOOD IDEA AND GUARDING IDEAS. SO WE DID A GARDENING CLASS LAST WEEK, AND THERE'S A LOT OF ACTIVITIES THAT WE ADDED TO OUR SENIOR PROGRAMS. OUR MONTHLY TRIPS HAVE BEEN ABLE TO RESUME, SO OUR NEXT TRIP FOR OUR SENIORS WILL BE BOCA RATON MUSEUM OF ART, AND LUNCH AT THE PARK WHICH WILL BE JULY 29.
WE WILL STILL DO OUR OUTDOOR FITNESS CLASSES AND DOING STUFF ON THE AMPHITHEATER STAGE TO MAKE SURE THAT THEY CONTINUE TO FEEL SAFE AND BEING IN THE OUTDOORS AND OUT IN THE ENVIRONMENT. WE APPLIED FOR THE 47 GRANT FUND, THIS IS THE FUNDING. LET'S BACKTRACK WE ARE CURRENTLY IN THE 46 YEAR. WE HAVE 137 PARTICIPANTS ENROLLED. WE HAVE ALREADY APPLIED FOR NEXT YEAR, WHICH STARTS IN OCTOBER. WE DID RECEIVE AN AWARD LETTER, GRANTING US $40,000 ON 184 WHICH IS $1,000 MORE THAN WE GOT FOR THE 46 YEAR. WE ARE JUST FINALIZING OUR CONTRACT WITH THE COUNTY AND IT WILL GO TO COMMISSION FOR APPROVAL AND WE LOOK FORWARD TO EXECUTE THAT.
IN CONTINUING THE GRANT FUNDING. FITNESS CLASSES ARE STILL IN FULL EFFECT. PICKLE BALL DURING THE SUMMER, WE WERE OFFERING SINCE WE CANNOT BE THERE DURING THE WEEK DURING THE DAY BECAUSE OF OUR CAMP PROGRAMS, WE DID AT A TUESDAY NIGHT SESSION, IT IS SUCCESSFUL. AND THEN THE SATURDAY MORNING FROM 10:30 A.M. TO 1:30 P.M. OUR CLASSES, WE HAD A VARIETY OF THEM. WHAT WE NORMALLY DO IN FULL, BUT WE HAD A VARIETY OF CLASSES STARTING IN THE SUMMERTIME, BUT COME FALL TIME WE WILL GO BACK INTO THE SESSION.
[00:25:02]
OUR FALL REGISTRATION WILL BEGIN ON AUGUST 2.SOME NEW PROGRAMS THAT WILL BE INTRODUCING THIS FALL, IT IS EXCITING IS THAT E GAMING AS WELL AS GYMNASTICS.
AND THEN WE STARTED OUR MONTHLY TEAMS AS WELL.
AND I WILL TURN IT OVER TO BLUE NOTE TO GIVE THE ATHLETIC
UPDATE. >> GOOD EVENING EVERYBODY.
WE WILL GO OVER THE NUMBERS REAL QUICK FOR THE ATHLETIC LEASE.
GIRLS SOFTBALL, 124 PARTICIPANTS, LITTLE LEAGUE HAS 360% STUDENTS. THERE IS 11 UT WENT TO THE STATES AND WE JUST GOT BACK FROM THERE.
IT WAS A GREAT OPPORTUNITY FOR EVERYBODY.
THEY'RE EVEN SO WHEN THEY ARE GETTING READY FOR FALL BALL.
CHEERLEADERS HAS 60 PARTICIPANTS, THEY ARE CURRENTLY OUT THERE ON THE FIELD NOW. TRAVEL SOCCER, 360 PARTICIPANTS, THEY ARE GETTING READY TO START RIGHT BACK UP AS WELL.
TRAVEL ACROSS LA CROSSE IS A NINE PARTICIPANTS AND TRYOUTS COMING OUT. BASEBALL WITH HUNDRED FEET TO 50 PARTICIPANTS. AND BUDDY SCHWARTZ RECENTLY RESUMED WHICH HAD A HUNDRED PARTICIPANTS AND THAT'S A GREAT TURNOUT. THEY WEREN'T EXPECTING THAT MANY BUT THEY HAD A GREAT TURNOUT. WE HAD A CHANCE TO GIVE THEM AN EXTRA FIELD. OUR TENNIS LEAGUES ARE RUNNING STRONG AT 21 LEAGUES CURRENTLY OFFERED AT THE TENNIS CENTER.
194 PARTICIPANTS IN THOSE LEGS. THE TENNIS LESSONS CONTINUE TO TAKE OFF, THE PROGRAM KEEPS GOING AND THEY'RE DOING A GREAT JOB OVER THERE. IF YOU HAVEN'T DONE SO I DO RECOMMEND GOING OVER THERE. HE HAD 422 LESSONS AND 237.
DO YOU GUYS HAVE ANY QUESTIONS SO FAR? ALL RIGHT THANK YOU GUYS SO MUCH.
BUDDY SPORTS THERE IT IS, THEY ARE USING AN EXTRA FIELD, LITTLE LEAGUE WENT TO THE STATE CHAMPIONSHIP.
PARKLAND POKER, IT'S A 13 YOU THEY WON THE CAL RIPKEN CHAMPIONSHIP WE REPAIRED THE FIELDS AT HEINE TRAILS.
SOCCER IS COMING IN A FEW MONTHS.
WE RESURFACE THE CLAY COURTS AND CONTINUE TO DO SO.
WE FIXED IT AND CONTINUOUS MAINTENANCE THE PUBLIC WORKS DEPARTMENT HAS DONE A GREAT JOB IN THE PAST YEAR.
IF YOU GUYS HAD SEEN THE FIELDS IN THE BACK COUPLE YEARS BACK FIELD A AND B SPECIFICALLY RIGHT NOW THEY USED TO HAVE TONS OF WEEDS SO NOW I'M JUST GIVEN A LITTLE PROPS TO THE PUBLIC WORKS DEPARTMENT THEY ARE DOING A GREAT JOB AND EVERYTHING OUT THERE NOW I THINK I AM DONE. QUESTIONS?
THANK YOU GUYS SO MUCH. >> KIND OF THE BOARD MEMBERS HAVE MET TO DISCUSS OTHER PROJECTS.
>> NOTE LET'S DO OUR P, WHICH SPARK IMPROVEMENTS.
I'M SORRY. SO JUST AN UPDATE, AFTER I DO THE DEPARTMENT SO YOU GUYS CAN KNOW WHERE WE ARE AT WITH PARK IMPROVEMENT PROJECTS AND THE STATUS OF EACH OF THEM.
PARKSIDE DRIVE TRAIL, COMMISSIONER GOT BACK BY APRIL 21 AND IT IS KICKED OFF IT IS JUST ABOUT DONE SHOULD BE DONE AT THE END OF THIS WEEK THAT BOARDWALK WILL BE ABLE TO BE BACK OPEN, OUR PLAYGROUND OVER AT CAREMARK PARK CONSTRUCTION HAS STARTED ON THAT THERE WAS A CONVERSATION IN REGARDS TO A KNEE CHANNEL STRUCTURES.
SO ADDITIONAL PERMITS WERE NEED TO BE PULLED AND ORDERING AND SO FORTH OF THAT SO THAT IS GOING TO BE DELAYED A LITTLE BIT BUT NOT TOO MUCH THE LONG-TERM EFFECTS WILL BE GREAT, A RESIDENCE WILL HAVE THE SHADE OVER THE EXTRA COMPONENTS OF THE PLAYGROUND IT IS NOW SCHEDULED TO BE COMPLETED IN THE FALL.
>> THE PARK WERE NOT OPEN UNTIL THEN?
>> I'M NOT SORRY I'M SORRY? >> THE PARKS WERE NOT OPEN UNTIL
[00:30:03]
SOFTBALL AND BASEBALL FIELD RECONFIGURATION IT HAS BEEN APPROVED AND IT WAS APPROVED ON JUNE 16 WE HAVE THE KICKOFF MEETING WITH THE CONTRACTOR HE IS GOING THROUGH AND SUBMITTING ALL OF THE PERMITS THAT ARE NEEDED.CONSTRUCTION IS ANTICIPATED TO START IN AUGUST.
DUE TO A LOT OF THE ITEMS THAT WE ARE SEEING HAVE A LOT LONGER LEAD TIME. IT IS A LITTLE BIT LONGER ON A CONSTRUCTION PROJECT AS WELL, OF WHAT WAS ORIGINALLY ANTICIPATED SO WE ARE NOW LOOKING AT GETTING COMPLETED BY MID JANUARY.
THEY ARE AWARE OF THE TIMEFRME AND THE IMPORTANCE OF STAYING TRUE TO THAT. KNOWING THAT WE ARE APPROACHING THE END OF THE YEAR WE ALSO HAVE HOLIDAYS COMING THROUGH, AND MAKE THOSE ADJUSTMENTS FOR THAT. SO WE ARE MOVING FORWARD WITH ALL OF THE EXPECTATIONS OF THAT PROJECT BEING DONE BY MID
JANUARY. >> QUICK QUESTION, HAVE YOU SEEN
ANYTHING WITH THE BUDGET? >> YES, SO THE COMMISSION APPROVE THAT, IT DID EXCEED THE BUDGET.
SO, WE ARE SEEING THAT IN A LOT OF OUR PROJECTS COMING UP.
OBVIOUSLY WE ARE PLANNING ON MAKING THIS A JUST STUDENTS WITH THOSE INCREASES. REMEMBER, THESE ARE PROJECTS THAT WE THINK OF A YEAR OUT IN ADVANCE.
AND WE WANT TO DO FOR BUDGET. SO WE BUILT IN SOME STANDARD PERCENTAGE INCREASES AND SO FORTH.
BUT THIS PAST YEAR THAT STANDARD HAS DOUBLED OR TRIPLED AND IT
HAS MANAGED TO BE REALLY HARD. >> WE HAVE DISCUSSED THE CHANGES THAT HAVE BEEN MADE TO ACCOMMODATE ACCOMMODATE THE EXCESSIVE COST OF MATERIALS? ARE THE CHANGES BEING MADE TO
THE PLAN OR NO? >> I'M NOT EXACTLY SURE WHAT
YOUR QUESTION IS? >> IS OUR PATH AND STILL BATTING
CAGES AND FIELDS? >> OKAY SO WHEN WE WENT OUT TO REBID, WE DID BUDGETARY CONSIDERATIONS AS OPTIONAL BIDS.
SO YES, THERE IS NO LONGER, ORIGINALLY WERE GOING TO FOR MY BATTING CAGES. WHEN THE ORIGINAL.
WENT OUT THERE IS THREE WITH TWO OPTIONS.
BUT SINCE THE PRICES ALREADY INSECTS OF THE BUDGET WE ARE GOING TO DO THAT. THE SPACES THEY ARE, THE PLAN IS THEY ARE TWO ADS AT SOME POINT AS WE CONTINUE TO GROW WE CAN ADD ADDITIONAL BATTING CAGES IF NEED TO.
THERE WAS ALSO A REQUEST FROM OUR SPORTS ORGANIZATION OF THE PITCHING AND WARM-UP AREA. SOME ARE THOSE THINGS WE CAN LOOK AT DOING IN-HOUSE WITH PUBLIC WORKS CREWS? SO LIKE OUR PITCHING AND WARM-UP AREAS AT THE FENCE WITH THE BACKSTOP IN SOME AREAS. SOME THINGS THAT WE COULD CONSIDER DOING. ONCE THE PROJECT GETS DONE AND DEVELOPD. THERE WERE TWO ITEMS ALSO REGARDS TO SAFETY AND, WITH REGARD DOING THE NETTING BETWEEN 2 BALL FIELDS. SO I WILL GO BACK TO THE IMAGE.
YOU CAN SEE THAT THAT IS GOING TO BE THE NEW CONFIGURATION OF THE TWO FIELDS. SO BETWEEN THE TWO CENTERFIELD AREAS THERE IS GOING TO BE A NET THAT WOULD GO UP, AND CASE ANY OF THE FIELDS HIT HOME RUNS. IF WE FIND THAT IS GOING TO BE AN OPERATIONAL CONCERN, AGAIN THAT IS SOMETHING THAT WE CAN COME BACK AND ADD AFTER THE FACT.
WE THINK BECAUSE THERE ARE TWO DIFFERENT FENCES, THAT WE ARE NOT SO SURE THAT WE WILL HAVE A WHOLE LOT OF RUNS.
HOPEFULLY, BUT WE WILL SEE HOW THAT OPERATIONALLY WILL WORK.
AND THEN THE OTHER SAFE THE NETTING WAS ACTUALLY ON THE SOUTH SIDE TO PROTECT FROM THE PEOPLE USING THAT MULTIPURPOSE FIELD. SO AGAIN, WE HAVE A LOT OF FOUL BALLS GOING AND THAT IS SOMETHING THAT WE COULD TO TAKE A LOOK AND CONSIDER IN THE FUTURE.
THANK YOU. >> PINE DALES PARK AND PUT THEM IN. THIS ALONG NICELY.
UNTIL WE HAD A COUPLE OF CONCERNS AT THE END OF THE PROJECT, THERE WERE SOME CONCERNS IN REGARDS TO CREATING, FEEL, AND SAW. THAT IS THAT FINISHING LAYER THAT WE ARE LOOKING AT. SO, WE HAVE GONE YOU KNOW, THE CONTRACTOR IS ONE 100% ON BOARD WITH MAKING THE CHANGES THAT WE ARE REQUESTING, SO WE CAN HAVE THE STATE-OF-THE-ART FIELDS THAT WE EXPECT TO HAVE YOUR. BUT PART OF THAT ALSO NOW, BECAUSE WE'VE HAD WHEN THEY HEAR IN PAST COUPLE OF WEEKS IT IS PUTTING DELAY ON THAT PROJECT. I KNOW EVAN IS NOT HAPPY, WITH US BUT, WE WILL CONTINUE TO WORK WITH THE SPORTS PROGRAM TO DO THE BEST WE CAN. WE THINK IN LONG TERMS, WE DON'T WANT THE FIELDS TURNED OVER TO US THAT IS NOT GOING TO BE AT OUR EXPECTATION WHEN WE ARE ACTUALLY GOING OUT AND SPENDING THE MONEY TO DO THE REPAIR WORK, AND WE ARE GOING TO START OFF
[00:35:03]
EXACTLY WHAT WE REQUEST AND WILL BE KNEE>> CONTRACTS ARE CONTRACTS DID NOT INCREASE.
SO YES AND NO, OBVIOUSLY YES YOU GUYS KNOW CONSTRUCTION WORKERS, DEAL WITH SUBS AND SO FORTH. THEY WERE ADVISED, THAT THE FILL WAS OF A CERTAIN NATURE. THERE HAS BEEN THE CONVERSATION BACK AND FORTH. SO TO ANSWER THE QUESTION, YES AS WE GO OUT AND DO THE INSPECTIONS, THE RATING ON THERE WAS RAIN. SO WE WERE ABLE TO SEE HOW WELL THESE FIELDS ARE GOING TO TRAIN THAT WAS THE WHOLE POINT OF THE PROJECT. SO WE WERE ABLE TO PICK UP ON SOME OF THOSE AREAS, AND MAKE THE ADJUSTMENTS THAT WERE NEEDED SO WE CAN GO AHEAD AND FINISH THE PROJECT.
THE NEXT IS THE COVERED BRIDGE. SO THE COMMISSION APPROVE THE PROJECT BACK ON THE 19TH. THEY HAVE BEEN YOU KNOW ENGINEERING HAS BEEN WORKING WITH THE CONSTRUCTION COMPANY.
AND SUBMITING ALL THE PERMITS AND SO FORTH.
THE CONSTRUCTION IS SCHEDULED TO START IN THE MIDDLE OF NEXT MONTH. WE ARE ANTICIPATING THAT THIS TO BE A TEN MONTH PROJECT. AS YOU GUYS HAVE ALREADY SEEN THAT IS THE GENERAL LAYOUT OF OUR PASSIVE PART THAT WE ARE DEVELOPING IN THE COVERED BRIDGE AREA.
THIS IS THE NEW ONE THAT IT WAS ADDED TO THE LIST.
IT HAS BEEN A PROJECT THAT HAS BEEN IN THIS FISCAL YEAR BUDGET.
WE WERE SLATED TO DO IT AROUND THIS TIME FRAME.
DUE TO NOT BEING ABLE TO CLOSE ALL OF THE MULTIPURPOSE FIELDS AT THE SAME TIME, SO WE ARE READY NOW TO GO AHEAD AND START TO DESIGN. PERIOD COMMISSION APPROVE THE AWARD OF THE DESIGN ON JUNE 16, AND WE ARE ANTICIPATING HAVING THE ENTIRE DESIGN COMPLETED IN DECEMBER SO IT CAN GO OUT TO BID AND BE ABLE TO START CONSTRUCTION IN MARCH OR APRIL OF NEXT YEAR. AND THAT IS ALL OF THE PROJECTS,
ARE THERE ANY QUESTIONS? >> THANK YOU CHRISTINE.
>> THANK YOU. >> WORK PLAN UPDATES WILL BE NO BOARD MEMBERS MET SEPARATELY TO DISCUSS THESE WORK PROJECTS.
FIRST PARKLAND DAYS THE 60TH ANNIVERSARY CELEBRATION.
>> THANK YOU, SO WE CURRENTLY HAVE A WORKING WHICH WILL EVENTUALLY AS WE CREATED OTHER COMMITTEES MOVING FORWARD.
TODAY WE HAVE HAD TWO DIFFERENT MEETINGS, WHERE WE BASICALLY GO OVER THE BASIS OF THE EVENT. THE GROUP DECIDED THAT THE EVENT WILL TAKE PLACE ON MARCH 112,023.
THERE WAS DISCUSSION OF A ONE DAY OR WEEKEND EVENT, JUST KNOW MARCH THE 11TH IS THE DATE OF THIS POINT.
IT COULD EXPAND FOR THE WEEKEND. WE DECIDED ON 60 AND SENSATIONAL. WE FELT THAT WAS A THEME THAT REPRESENTED A MILESTONE AGE. THE RAID WHICH IS OBVIOUSLY A BIG PORTION OF THE EVENT. I THINK THERE'S A COUPLE PEOPLE IN THE COMMITTEE WHO HAS BEEN AROUND, BUT THEIR OLD-TIME PARK LANDERS, AND SO THEY HAVE A LOT OF INFORMATION TO ADD TO THE EVENT WITH COUNSEL FOR PLANNING. SO WE CURRENTLY DECIDED ON A PARADE ROUTE. THAT WOULD ACTUALLY START AT THE ELEMENTARY SCHOOL. YOU ARE LOOKING AT, I GUESS LOOK AT THE CENTER OF THE SCREEN, AND AT THE TOP WHERE IT SAYS STAGING AREA, THAT IS THE ELEMENTARY SCHOOL.
SO ABOVE WORSE IS HISTORIC YOU HAVE GOT THAT IS COOL ROOF RIDGE, WE ARE HERE AND IT ACTUALLY ALLOWS US TO BLOCK OFF THAT ROUTE WITHOUT INTERFERING WITH ANY OF THE COMMUNITY.
AND SO THAT ALLOWS US TO STAGE P FLATBEDS OR CARS OR WHAT HAVE YOU IN THE ACTUAL PARADE. SO YOU WILL HAVE A PARADE ROUTE STARTING AT THE CORNER OF RIDGE AND PINE ISLAND.
IT IS JUST UNDER A MILE ROUGHLY 40 WILL START, AND YOU WILL COME DOWN PINE ISLAND, YOU WILL TURN AND TRAILS AND, AND WILL HEAD
[00:40:01]
EAST AND I THINK THAT LEFT-HAD TURN INTO THE PARKING LOT, COMES TO THE PARK, IN THE END OF THE PARADE WILL BE IN THE BACK LOT.LIKE I SAID TAKE ISSUE JUST OVER A MILE.
SO WE THOUGHT THAT BE A NICE TYPE PARADE ROUTE.
THERE COULD BE POTENTIALLY GOLF CARTS THAT TAKE PART, SUPPORTED SOMETHING THAT WAS POSSIBLE AND NOT DUE TO THE ASSOCIATION.
ALSO WHAT IS GREAT ABOUT THAT, IS THAT ALONG PINE ISLAND, THERE WERE A LOT OF ADDITIONAL SPECTATORS.
SO PEOPLE CAN COME INTO THE COMMUNITY IN THE SIDEWALKS AND
WE DO HAVE THAT IMMEDIATE. >> THROWS UP CLOSE AND APPLY.
>> DOES ALLOW FOR SPECTATORS TO GO.
SO THAT'S PREPARING THIS UP, THINK WILL MEET AGAIN IN AT THE END OF JUNE, GET THAT UP TO THE CITY LIKE THIS AT SOME POINT, ACTUALLY NOW THAT WE HAVE TO DETERMINE THE DATE WILL ANNOUNCE IT OF INDIVIDUALS OF VOLUNTEERS TO HELP SO.
>> GOOD QUESTION ABOUT THE ROUTE? ARE THEY GOING TO ALLOW PARKING ALONG THE PLANE TRAILS? BECAUSE I AM ASSUMING NOT BE ABLE TO GO OUT AS THE PARADE
GOES ON. >> YES, AND IN THE PLATE IS
FINISHED. >> FOR THE RECORD, DON'T HAVE A
CLUE RIDGE DRIVING AREA? >> NO RECORD.
ARE THERE ANY OTHER QUESTIONS? >> I JUST HAVE ONE COMMENT, I JUST WANT TO THANK YOU FOR STEPPING UP AND BEING THE CHAIR OF THIS I WANT TO THANK ALL OF YOU GUYS HAVE PARTICIPATED IN IT. ALSO I THINK IT IS A PROPOSED JUDGMENT IS IMPORTANT TO ACKNOWLEDGE ENGAGING IN THE COMMUNITY AND THAT YOU ALSO HAVE PROVIDED AND BROUGHT IN OUTSIDE OF OUR BOARD MEMBERS TO BE A PART OF THIS DISCUSSION.
SO KUDOS TO YOU GUYS. >> OKAY THANKS MELISSA.
WE'LL TALK ABOUT THE USES FOR PEACE.
>> GOOD EVENING EVERYBODY SO SEVERAL OF YOU WERE ON THIS COMMITTEE FOR ME TOO HELP OUT. SO WE WERE ASKED BY THE CITY TO INVESTIGATE CHARGING A USER FOR USE OF THE FACILITIES I OUR RELATIONAL AND TRAVEL OR ANYBODY USING THE FACILITY IN OUR FIELDS AND CUPS AND SUCH. TO HELP OFFSET SOME OF THE COST OF MAINTENANCE AND UPKEEP OF THESE BILLS, ALL OF THE WEAR AND TEAR THAT GOES ON WHILE USING THEM.
A LOT OF PARTICIPATED, WE ALL GOT TOGETHER AND WE MET TWICE.
BE PRETTY MUCH CAME TO A GOOD CONSENSUS AT OUR FIRST MEETING ABOUT THE USER FEES THANKS TO BRUNO HE HAD DONE A LOT OF BACKGROUND RESEARCH. PROVIDED US WITH A LOT OF INFORMATION FROM NEIGHBORING CITIES.
BASICALLY WE DISCUSSED BACK AND FORTH AND HAD IDEAS AND ULTIMATELY WHAT WE CAME UP WITH IS THERE IS DEFINITELY, WEAR AND TEAR. WITH THE COST OF EVERYTHING GOING UP, WE WOULD NOT BE, WE DID NOT FEEL IT WOULD BE DETRIMENTAL TO MANY OF OUR PROGRAMS TO REQUEST SOMETHING OR SOME SORT OF USER FEE. TO COME TO THE CITY, AS MOST OF OUR RECREATIONAL PROGRAMS USE OUR FACILITIES FOR FREE.
SO, WHAT WE CAME UP WITH IS WE BROKE INTO TWO DIFFERENT THINGS.
BASICALLY OUR RECOGNIZE RECREATIONAL SPORTS LEAGUES.
AND THEN OUR RECOGNIZED TRAVEL SPORTS LEAGUES AND WE CAME UP DIFFERENT THING FOR BOTH OF THEM.
SO WE RECOGNIZE PROGRAMS FOR A USER FEE PER PARTICIPANT.
AND WHAT THAT MEANS IS PER SPORT, PER SEASON, AND HEADCOUNT FOR NUMBER OF PLAYERS THEY WOULD PLAY A SET USER FEE FOR THAT EACH PLAYER. WE DID NOT WANT TO CAUSE ECONOMIC BURDEN ON TO SOME OF THE SMALLER PROGRAMS. SO WE DISCUSSED IT BACK AND FORTH AND WE CAME UP WITH A 200 NUMBER FOR A COUPLE OF OTHER THING IS PART OF THE PRETENSES THAT WAS A GOOD NUMBER. SO FOR 200 PARTICIPANTS OR LESS, THEY WOULD BE EXEMPT. AND THEN FOR ANY OF RECREATIONAL PROGRAMS THAT ARE MORE THAN 200 PARTICIPANTS THEY WOULD BE ASSESSED UP PER PARTICIPANT USER FEE.
[00:45:02]
THAT FEE THAT WE TOSSED AROUND AND DISCUSSED WOULD BE A 5-DOLLAR PER PLAYER PER PARTICIPANT USER FEE.WE THOUGHT THAT WOULD BE A FAIR USER FEE, THAT WOULD NOT ECONOMICALLY BURDEN ANY OF THESE PROGRAMS, YET STILL PROVIDE SOME ADDITIONAL RESOURCES FOR US TO MAINTAIN THE FACILITIES.
OF COURSE THAT IS THE RECOMMENDATION AT THE END OF THE DAY, IT IS UP TO THE COUNCIL UPON WHAT THEY DECIDE TO DO.
AT THIS POINT, THIS IS WHERE WE STOPPED AT RECREATIONAL PROGRAMS. WE THOUGHT IT WOULD BE A FAIR AND BALANCED TYPE USER FEE WOULD TO IMPOSE A USER FEE.
WHEN IT CAME TO THE TRAVEL PROGRAMS, BUT BEING THAT A LOT OF TIMES THE TRAVEL PARTICIPANTS ARE ALSO IN RECREATIONAL PROGRAMS, WE DID NOT NECESSARILY WANT TO SAY OUR USE OF THE PAD.
SOMETIMES THOSE CHAINS, SO WHAT WE THOUGHT WITH THE TRAVEL PROGRAM IT WOULD BE MORE OF A DEFECTIVE AND FAIR WAY TO DO IT IS JUST A PROPER TEAM, PER SEASON FOR LACK OF BETTER TERM.
WE SAID ABOUT TWICE A YEAR PER TEAM.
SO IF YOU TRAVEL ACROSS, AND YOU HAVE SIX TEAMS, EACH TEAM USER FEE TWICE A YEAR. AND I BELIEVE WE CAME UP DOLLAR FIGURE UP HUNDRED AND $50. WITH THAT MOST TEAMS HAVE TEN AND 50 PARTICIPANTS JUST ABOUT WHATEVER THE SPORT IS.
SO ABOUT $10 PER PARTICIPANT GOING TOWARDS THE CITY TO MAINTAIN THE FIELD SO WE CAME UP WITH A TWICE A YEAR $150 WILL BE OUR RECOMMENDATION. NOT OUR CALL AND NOT OUR CALL IS ABOARD. BUT WE FIGURED WE WOULD RECOMMEND THIS TO THE COMMISSION, BEING A GOOD AND EQUITABLE FEE TO CHARGE THESE PROGRAMS, SO, THAT WAS OVER THE COURSE OF ONE MEETING, WE'VE KIND OF HASH THAT OUT WE ALL CAME TO AN AGREEMENT THAT THAT WOULD BE A GOOD JUMPING OFF POINT, AND NOT NECESSARILY IN ECONOMICALLY BURDEN ANYONE, BUT HELP CONTRIBUTE BACK TO THE CITY.
WE DO USER FIELDS ARE FREE AND THE WEAR AND TEAR IS VERY SPECIFIC TO KEEP UP IF ANYBODY QUESTIONS THAT GO LOOK AT THE MALL'S FIELDS. I THINK THEY ARE SHUT DOWN EVERY TWO WEEKS BECAUSE THEY ARE GETTING TORN UP THEN WE WERE ASKED, ADDITIONALLY ON TOP OF THAT TO DISCUSS, BECAUSE A LOT OF THE USE IN THE WEAR AND TEAR THAT IS GOING ON, IS BEING DONE BY INDEPENDENT COACHES, AND TRAINERS I DON'T WANT TO SAVE MAKING MONEY, MEET WITH HER FATHER BUT MAYBE NOT.
BUT THEY ARE OUT ON OUR IS USING OUR FIELD TRAINING KIDS, THEY ARE KIDS AND WE DON'T WANT TO STIFLE THAT FROM HAPPENING BECAUSE A LOT OF RESIDENTS SAID I WANT ADDITIONAL COACHING OR TRAINING FOR MY KIDS SOCCER AND FOOTBALL OR WHATEVER MIGHT BE.
WE HAD A COUPLE CONCERN WITH THAT, NO ONE WAS THEY TEND TO USE THE SAME AREA AT THE SAME TIME EVERY TIME THEY GO THERE SO THEY TEND TO TEAR UP A SPECIFIC AREA MORE THAN OTHER AREAS.
BECAUSE THEY WORK IN ONE SMALL AREA AND THEY HAVE THE KIDS RUNNING BACK AND FORTH IN THE SAME SPOT.
IT IS DAMAGING TO THE SAME AREA. THEN, THE OTHER THING THAT WAS OF CONCERN, IS WE HAVE THESE PEOPLE OUT HERE IN THE PURPOSE COACHING, AND THINGS OF THAT NATURE, AND JUST THE SAFETY OF THE RESIDENTS AND KIDS, WE DON'T MAYBE NECESSARILY KNOW WHO THESE PEOPLE ARE? SO, AGAIN, WHAT WE DISCUSSED THAT, WE LOOKED AT CITIES IN THE AREA AND AROUND WHAT DO THEY DO AND HOW DO THEY HANDLE THESE TYPES OF THINGS? ACTUALLY I HAVE PERSONAL LINES AND A LOT OF THIS.
A LOT OF THINGS HAVE BEEN TRIED BUT NOT GREAT SUCCESS, WITH BACKLASH AND STUFF, SO WE HAVE A LOT OF INFORMATION THAT WE PULL OFF. WE CAME UP WITH IS, ALL TRAINERS AND COACHES AND PEOPLE RUNNING THESE INDIVIDUAL LESSONS WE WOULD LIKE TO HAVE THEM APPLY THE CITY TO BE THE RECOGNIZED TRAINER, NOT RECOGNIZE AS FAR AS WE ARE RECOGNIZING THAT COMPETENT TRAINER IN THIS. BUT YOU ARE BACKGROUND CHECK.
CHIME IN IF I AM MISSING SOMETHING.
BUT ONCE YOU GET A BACKGROUND CHECK ON MIKE TO GET YOUR INFORMATION, WE ARE BASICALLY GOING TO TREAT THEM LIKE A COACH IN ANY OTHER SPORT. SO WE ARE AWARE OF WHO IS OUT THERE ON THE FIELD AND THEY HAVE BEEN BACKGROUND CHECK.
WE KNOW WHO THEY ARE. WE ARE GOING TO REQUIRE OR REQUEST THAT THEY ALSO GET, BUT WE HAVE BEEN TRYING TO THREAD PROGRAMS, A LANYARD WITH THEIR I BASICALLY ON IT SAYING THAT THEY HAVE BEEN APPROVED BY THE CITY TO BE OUT THERE PERFORMING THESE ACTIVITIES. AND WE WOULD LIKE THEM TO PAY A FEE. AND I KNOW, THIS IS WHERE IT GOT VERY SKETCHY IN A LOT OF OTHER CITIES, WE WANT TO TO RENT THE FIELD THAT GETS VERY EXPENSIVE, AND IF YOU HAVE SOMEBODY WAS CHARGING $30 FOR AN HOUR FOR A KID FOR PITCHING LESSON, YOU WERE GOING TO CHARGE HIM $30 FOR THIS FIELD IT DOES NOT MAKE SENSE TO DO IT SO AGAIN WE LOOKED MORE AT THE TRAVEL MODEL
[00:50:01]
THAT WERE USED FOR THE SPORTS PROGRAMS. WE SAID OKAY JUST CHARGE THEM AN ANNUAL OR BIANNUAL FEE UP HUNDRED DOLLARS, $150 WHATEVER MIGHT BE.IT IS NOT BECAUSE BRAVE FOR THEM TO GO AHEAD AND ENTER THIS PROCESS TO GET THEM BACKGRUND CHECK, GET THEM OUT THERE, AND WE KNOW WHO THEY ARE. I DON'T HAVE THE FEW WRITTEN DOWN, AGAIN THAT IS UP TO THE COMMISSION BUT I WOULD RECOMMEND 100 OVER $150 DID IT ANNUALLY. THIS IS NOT A BIG FEE FOR THEM.
IT WILL NOT PROVIDE HARDSHIP FOR THEM IF THEY'RE OUT THERE THREE TIMES A WEEK LIKE I SEE A LOT OF PEOPLE DOING.
IT IS NOT A BIG FEE. THE OTHER THING THAT WE DISCUSSED IS HOW DO WE INCENTIVIZE THESE PEOPLE TO DO THIS? BECAUSE WHO WOULD YOU KNOW ONCE AGAIN THE RANGER COMES OUT? IS MY NEIGHBOR'S KID, THEY CAN SO THAT WE WERE THAT WE CAN TALK TO THE SPORTS PROGRAMS AND I KNOW MINE, I WOULD BE HAPPY TO PUT ON THE WEBSITE HEY HERE'S THE PITCHING COACH HERE IS A BATTING COACH IS.
SO WOULD ALMOST SERVE AS A MARKETING TO ALSO TO THE DIFFERENT YOUTH SPORTS LEAGUES. WHICH MAY ENCOURAGE THEM TO COMPLETE THE PROCESS. BECAUSE THAT WAS OUR BIG CONCERN WITH THIS AND THIS IS WHAT'S HAPPENING WITH OTHER CITIES AND THEY ARE VERY HARD TO ENFORCE. SO INCENTIVIZE THEM, HELP WARNING THEM IN SOME WAY NOT NECESSARY AS A GOOD COACH.
THESE ARE HERE HERE ARE COACHES WHO WOULD BEEN BACKGROUND CITY.
NOT MARTIN THEY'RE GOOD OR BAD, AT LEAST WITH THE BACKGROUND PROCESS AND SUCH. THOSE OF THE ITEMS THAT WE WERE TASKED WITH TACKLING, SO I WOULD GO AHEAD AND MOVE, THE STAFF WANTS TO PRESENT A USER POLICY TO THE COMMISSION WOULD SAY THAT WE WOULD RECOMMEND IN MY MOTION IS THAT WE WILL RECOMMEND THE USE OF POLICY OVER 200 DISCIPLINES OF $5 AHEAD, BY
ANNUALLY. >> BEFORE THE MOTION IS GRANTED BUT SHOULD HAVE A DISCUSSION. TEN SHE HAS.
>> YOU HAVE TO HAVE AN OPEN DISCUSSION,.
>> SO ANY QUESTIONS THAT WILL BE DISCUSSED IN OUR MEETINGS? OR COMMENTS OR OTHER SUGGESTIONS?
>> JUST TO CLARIFY TO MAKE SURE, SO THE INDIVIDUAL WHO IS A PERMANENT RESIDENT, AND THEY ARE THE INDIVIDUALLY TRAINING.
HOW WE DECIDE TO GET INTO THAT? IF THEY COULD TURN AROUND AND SAY I AM JUST HERE WITH MY KID IN MY NEIGHBOR TO KNOW TO ME? I REMEMBER THERE IS A BRIEF DISCUSSION I CAN'T REMEMBER WHO
LEFT ON THAT. >> LEFT ON THAT, ONCE AGAIN, THIS IS GOING TO BE THE HARDEST PART IS ENFORCEMENT.
THEY CAME UP WITH THERE IS NO GOOD SOLUTION TO THAT.
THE BEST WE CAN DO IS ENCOURAGE PEOPLE TO DO THIS.
A LOT OF IT IS GOING TO FALL ON THE STAFF IN THE PARK RANGERS.
KNOWING, YES MELISSA I REALIZE YOU ARE A RESIDENT YOUR TAXES PUT YOU OUT HERE WITH A DIFFERENT TIRE CHILD EACH NIGHT.
I DO NOT THINK YOU HAVE 36 CHILDREN, BUT MAYBE YOU DO.
SO A LOT OF THAT, WE ACTUALLY HAD A PARK RANGER, AND DISCUSSES PART HE DID LEND HIS INPUT ON THAT.
I KNOW THERE ARE CERTAIN ONES OUT THERE AND YOU COULD TELL WHAT THEY ARE DOING. WE'VE ALSO ADDRESSED IN THE SPORTS POLICY THERE IS A COUPLE OTHER THINGS THAT WE ARE TRYING TO DEFINE IN THE SPORTS POLICY. IN WHICH, IT HELPS WITH DEFINING PLAY BETWEEN ORGANIZD PLAY AND ORGANIZED A HAS IF TRAINING GOING ON A COACHING GOING ON, THINGS OF THAT NATURE AND IT IS NOT BY ONE OF THE RECOGNIZED PROGRAMS THEN IT IS CONSIDERED ORGANIZED PLAY. IN WHICH SHE WOULD HAVE TO BE REGISTERED WITH THE CITY TO DO THAT.
OR YOU CAN BE ASKED TO LEAVE. SO UNFORTUNATELY, TO ANSWER YOUR QUESTION, THERE IS NO YES YOU CAN.
>> FIVE. >> WE DID NOT SELL THAT CAR OR GLOBAL WARMING BUT WE ARE WORKING ON.
>> IF THEY'RE OUT THERE WITH THEIR NEIGHBOR, AND THERE IS A NUMBER THAT WE ARE ON THE AMOUNT OF PEOPLE.
THAT WOULD EXCEED HAVING JUST A GOOD TIME.
>> ISN'T THAT CURRENTLY TEN? TEN COMES TO MIND.
>> I BELIEVE THAT. >> THAT'S THE NEXT PART AND WE DISCUSSED A RECOMMENDING DROP IN NUMBER 26 FRONT-END.
[00:55:04]
-- TWO SIX FROM TEN. >> IF THE TRAINER, THEY PAY A FEE, ARE THEY GOING TO HAVE AVALABLE TIME SLOTS, COACHIG AND THE LEAGUE AND COACHING AND YOU WANT TO GO OUT THERE AND DO A LITTLE WORK WITH YOUR KIDS ARE THEY GOING TO TURN INTO EACH
OTHER THERE? >> SO WHAT WAS DISCUSSED, CORRECT ME FROM RON PURNELL, THERE WERE NO RESERVATION PROCESS WHERE THEY CAN RESERVE A BATTING CAGE TO WORK WITH KIDS.
IT IS JUST, PERVERT THE SPORTS POLICY, CURRENTLY THE RECREATIONAL PROGRAMS, IF YOU CAME UP AND YOU HAVE A SCHEDULE PRACTICE FOR BASKETBALL AND THERE'S SOMEBODY OUT THERE RUNNING A LESSON YOU HAVE TO RECOGNIZED BY THE CITY.
SO THEY HAVE TO LEAVE SO THE RECREATIONAL SPORTS PROGRAM CAN HAVE IT. OF THAT THERE WOULD BE NO RESERVATION POLICY, IS JUST A MATTER OF CAN THEY BE ON THE
FIELD TRAINING KIDS OR NOT. >> IF I AM A COACH, AND I WANT TO GO OUT THERE AND USE THE BATTING CAGE OR SOMETHING, AND ONE OF THE TRAINS COME OUT THERE.
DO I HAVE TO BE A TRAINER IF I'M COACHING?
>> NO BECAUSE YOU'VE ALREADY BEEN BACKGROUND CHECK TO THE RECREATIONAL. IN MY UP AND THIS WILL FALL TO THE STAFF IN THE PARK RANGERS. BUT IF I HAVE A LEAGUE COACH, WHO WAS OUT THERE, WANTING TO DO EXTRA WORK WITH KIDS, PROVIDED WITHIN THE LEAGUE POLICY TO ALLOW HAVE EXTRA PRACTICE OR WHATEVER. I BELIEVE WE DISCUSSED, ONCE AGAIN IN THE SPORTS POLICY, LEAGUE PARTICIPANTS WOULD HAVE PREFERENTIAL TREATMENT OVER THE FACILITY OVER ANY A TRAINER
COACH OR WHATEVER. >> THE BACKGROUND CHECK IS $16.50 NOW IT KEEPS GOING DOWN. IT WAS AT $25.
WE ARE NOW DOWN TO $16 OF THE SENTENCE.
>> LITTLE LEAGUE I THINK IS A DOLL OF THE SEDONA ASKED WHAT KIND OF BACKGROUND CHECK THEY ARE DOING.
>> CHRISTINE, IN THE PAST, THEY USED TO COME AND PRESENT THEIR, THEIR SELVES TO THE BOARD, FOR PARTS AND REPORT TO DISCUSS WHAT THEY WANTED TO DO. TO GET APPROVAL TO THE BOARD TO AT LEAST BECOME CERTIFIED, WE HAVE NOT SEEN THAT IN A WHILE OR
IS THAT? >> YES, WE HAVE NOT SEEN THAT, ACTUALLY THE WAY IT CURRENTLY EXISTS IS THE WAY BRIAN LAID OFF, IS TRAINING IS NOT ALLOWED. UNLESS YOU ALREADY APPROVED SPORTS ORGANIZATION, YOU CANNOT DO THIS.
THE WHOLE PURPOSE AND IDEA IS TO GO AHEAD AND ALLOW A PROCESS TO TAKE BASE, HOPE AND ENCOURAGE EVERYBODY FOLLOWS THE PROCESS.
BECAUSE NOW WE ARE ALLOWING IT. NOW THAT IS A GOOD POINT IN CONVERSATION, THAT MAYBE YOU GUYS WANT TO TALK ABOUT.
DON'T THINK YOU GUYS TALKED ABOUT THIS IN YOUR MEETING.
DO YOU GUYS NOW WANT TO SEE THOSE APPLICATIONS ONCE THEY APPLY TO US? IF SO, RECOGNIZE THAT IT WILL BE EVERY TWO MONTHS. SO I MAY GET AN APPLICATION TOMORROW, AND THAT TRAINER IS GOING TO HAVE TO WAIT TWO OR TWO AND A HALF MONTHS BEFORE THEY GET AN APPROVAL.
SO, RIGHT NOW THE WAY IT STANDS, IT JUST COMES DIRECTLY TO STAFF, AND STAFF WILL REVIEW IT, WE WILL ALSO REVIEW THE EQUIPMENT ON THE APPLICATION. THEY WILL PUT DOWN THE EQUIPMENT THAT REQUEST TO USE, WE WILL EVALUATE THAT SO IT DOES NOT DAMAGE THE FIELD. THEN THEY ARE GIVEN THE APPROVAL
ONCE THEY CLEAR BACKGROUND. >> THAT WAS NOT SPECIFICALLY DISCUSSED, ONE OF THE THINGS THAT WAS DISCUSSED IS WHERE THEY RUN INTO PROBLEMS IN OTHER CITIES.
THE MORE HOOPS WE GIVE THEM TO JUMP THROUGH THE LESS LIKELY THEY WILL PARTICIPATE. IT IS HAPPENING.
IT IS NOT ALLOWED, BUT IT IS HAPPENING.
IT IS ONE OF THE THINGS FOR THE STAFF, THAT IS PROBABLY TEARING UP THE FIELDS MORE THAN ANYTHING ELSE.
IS THE INDIVIDUAL TRAINING, I SHOULD NOT SAY MORE THAN ANYTHING ELSE, BUT IS CONTRIBUTING GREATLY TO THE DETERIORATION ON THE MULTIPURPOSE FIELD, THE SOCCER FIELDS, BECAUSE LIKE I SAID EARLIER, THEY SIT IN ONE CORNER TRYING TO HIDE JUST USE THAT SPACE AND THEY WEAR OUT EVERYTHING IN THE SPACE. ONE OF THE THINGS WE DID DISCUSS WAS TRYING TO MAKE A PROCESS THAT THESE PEOPLE WOULD BE WILLING TO GET INVOLVED IN. I'M AFRAID IF WE PUT TOO MANY HURDLES IN THAT WAY THEY'RE JUST GOING TO CONTINUE WITH WHAT THEY
[01:00:01]
ARE DOING. PLUS, IF THEY ARE RECOGNIZED OF THE THINGS THAT ARE OF THE FIELD THAT WE DISCUSSED IN PARK RANGERS. IF YOU RECOGNIZED, YOU ARE BUYING IT. SO THEN IT WOULD BE EASY FOR ME TOO SAY HEY ROB WOULD YOU MIND MOVING TO ANOTHER PART OF THE FIELD BECAUSE THIS ONE IS BEING WORE DOWN IS THAT A ROB HIDING WHEN YOU SEE THIS COMING. HE'S GOT HIS OWN SPORTS COMPLEXAT HIS HOUSE. >> WEIGHT IS THAT PUT THE CITY FROM A STANDPOINT. BY ALLOWING THEM NOW.
PROCESS OF BACKGROUND CHECKS SO NOW THE CITIES IS DOING IT DO WE
OBTAIN THAT LIABILITY? >> JUST SO YOU KNOW EVEN WITH THE SPORTS ORGANIZATIONS WE CONTROL THE BACKGROUND SKEWNESS.
>> WE DID DISCUSS THAT, BECAUSE THT WAS ONE OF THE THINGS WE WERE CONCERNED WITH, AND I BELIEVE, YOU GUYS WERE GOING TO TALK TO LEGAL ABOUT IT. SO, I DO NOT KNOW IF YOU HAVE AN UPDATE ABOUT THAT? WE DID DISCUSS THAT AS A CONCERN. THROUGH OUR DISCUSSION THEY WERE GOING TO VERIFY WHAT LEGAL, THERE IS REALLY NO MORE, NO MORE LEGAL CONSEQUENCE OR RISK THEN WHAT YOU CURRENTLY HAVE.
THEY ARE STILL IN YOUR PART, WHY DIDN'T YOU DO SOMETHING ABOUT
IT. >> BRUNO QUICK QUESTION, WHAT DID YOU SAY IF THESE TRAINERS ARE LIMITED LIABILITY COMPANIES? INDIVIDUALLY, DO THEY HAVE INSURANCE CERTIFICATES TO COVER
WHO THEY ARE WORKING OUT WITH? >> WE SPOKE ABOUT THEM IF THEY HAVE INSURANCE. IT WAS PROBABLY AT THE BEGINNING OF THE SECOND MEETING. BUT ULTIMATELY WE DECIDED AGAINST IT, WE WANTED TO MAKE IT, WHAT WE ARE TRYING TO DO IS WE'RE TRYING TO CREATE AN AVENUE FOR TRAINERS TO COME THROUGH.
THIS IS PROACTIVE AND WHAT WE'RE DOING.
A LOT OF CITIES DON'T WANT TO WALK ON THAT END.
YOU KNOW RESERVE THE FIELD SO YOU CAN'T USE THE FIELD.
WE ARE TAKING THE STEPS TO MAKE IT EASIER FOR THOSE WHO COME OUT HERE, I KNOW YOU BROUGHT OUT A CONCERN IF THE PARENT WAS OUT THERE WITH THE CHILD. WE ARE NOT TRYING TO PUSH ANYBODY AWAY. WE ARE TRYING TO MAKE IT EASY AND CREATE SOMETHING SO THEY COME TO US.
SO WE ARE CREATING AN AVENUE AND WE DON'T WANT TO UPSET ANY
FAMILY IN ANY WAY. >> ALONG THE INSURANCE LINES, WE DID DISCUSS THAT AND ONCE AGAIN, IF YOU ARE TALKING ABOUT MELISSA WHO HAPPENED TO BE A COLLEGE SOFTBALL PITCHER AND COMES OUT DOES FIVE OR SIX LESSONS, SHE IS NOT GOING TO INCORPORATE INK GO GET INSURANCE. SHE JUST OUT THERE.
WE DID NOT WANT TO DISCOURAGE THAT.
THAT IS WHAT A LOT OF THE TRAINING IS, IT IS OLD SOCCER PLAYERS, NOT OLD AGE BUT USED TO PLAY SOCCER, USED TO PLAY FOOTBALL, USED TO PLAY WHATEVER, THEY COME OUT AND THEY MAKE A FEW EXTRA DOLLARS BY HELPING LEARN BE A GOALIE OR WHATEVER MIGHT BE. YOU KNOW, IN THE LARGER ONES, WE DISCUSSED IF WE ARE TALKING ABOUT THIS AND THEY WANT TO DO FITNESS CLASSES OR SOMETHING LIKE THAT, NOW THEY WILL BE OVER THAT AND THEY WILL NEED TO GET A SPECIAL OFFENSE PERMITS INTO ALL
OF THOSE OTHER THINGS. >> SO JUST TO PIGGYBACK AND SUM IT UP IN REGARDS TO LIABILITY. SO PART OF THIS PROCESS IS THEY APPLY TO US, AND GETTING WITH OUR LEGAL TEAM, WE WILL DEVELOP AN AGREEMENT. THAT IS GOING TO RESTRICT AND JUST LIKE WE WOULD WITH ANYTHING ELSE THAT WE OFFER IN THE CITY.
>> SO, I WOULD LIKE TO MAKE A MOTION, THAT WE AS A COMMITTEE, RECOMMEND TO THE COMMISSION, A SPORTS USER FEE POLICY.
FOR PROGRAMS, RECREATIONAL SPORTS PROGRAMS OVER 200 PARTICIPANTS, OF A 5-DOLLAR PER PLAY PARTICIPANT PER SEASON FEE.
AND FOR TRAVEL PROGRAMS OF $150 PER TEAM PER SEASON FEE.
>> THERE IS A MOTION ON THE FLOOR?
>> DO WE NEED A SPLIT PHOTO ONE MOTION?
>> ONE IS FINE, I WILL CIRCLE BACK AND MAKE THINGS EASY FOR YOU. THE WAY BRIAN WORDED THE MOTION IS YOUR RECOMMENDATION TO US IN REGARDS HOW WE SAID IN THE BEGINNING. IS THE DOLLAR AMOUNT, WE LOUDLY AND CLEARLY HEAR YOU. WE WILL NOT MAKE IT EXORBITANT TO MAKE THIS A HUGE IMPACT ON THE LEAGUE'S.
AND THE RESIDENTS THAT PARTICIPATE.
SO WE HEAR THAT, BUT ULTIMATELY, THAT IS PART OF OUR BUDGET PROCESS AND IT GOES IN OUR FEES FOR SERVICES AND IT GETS APPROVED THROUGH COMMISSION. SO, IF YOU WANT TO MAKE A MOTION THAT IS GREAT BECAUSE IT'S ON THE RECORD OF WHAT YOU RECOMMEND THE FEE TO US. THEN, WE WANT TO COME BACK INTO A ANOTHER MOTION, AND THERE WAS THE ATTACHED REVISION TO THE
[01:05:01]
SPORTS POLICY. I CAN READ THROUGH FOR THE RECORD REALLY QUICK. AND THAT WE WOULD NEED TO MOTION IF YOU WANT GO WITH THAT LANGUAGE FOR YOU GUYS TO MAKE A RECOMMENDATION AND THAT'S HOW YOU WOULD LIKE TO SEE IT GO TO COMMISSION FOR APPROVAL. IF YOU MAKE THAT RECOMMENDATION TONIGHT, IT WILL BE ON THE NEXT COMMISSION MEETING IN AUGUST FOR THEM TO ADOPT THE CHANGES. IT WILL NOT GO INTO EFFECT ON TILL OCTOBER AT THE NEW SCHOOL YEAR.>> SO YOUR REVISED SPORTS POLICY THAT YOU ARE FIXING TO GIVE, IS
THAT REFLECTIVE OF MY MOTION? >> WELL, NOT THE FEE PRODUCT IS THE PROCESS. BECAUSE WE DO NOT PUT THE FEE IN THE POLICY. IT IS JUST THE PROCESS OF WHAT YOU HAVE EXPLAINED. SO, KEEP YOUR MOTION ON THE
TABLE. >> I WILL MAKE A SEPARATE MOTION
FOR THE TRAINING POLICY. >> YES GO AHEAD.
>> THERE WAS A MOTION TO MAKE THEIR RECOMMENDATION.
>> STAFF NEEDS CLARIFICATION I THINK?
>> DAVID SECOND IT. >> ALL OF THOSE IN FAVOR.
UNANIMOUSLY. >> BEFORE WE GO INTO THE SECOND MOTION IN THE SPORTS POLICY, AGAIN, THESE CHANGES WOULD BE UPDATED EFFECTIVE OCTOBER 1, 2021.
THE FIRST CHANGE WE GET TO IS ON PAGE 22.
IT IS OF THE POLICY, AND IS MORE THAN JUST A CLEANUP OF THE LANGUAGE THAT IS, AS FAR AS THE EQUIPMENT IT IS NOT ALLOWED.
THE ONLY EQUIPMENT TO BE USED AT THE FIELD IS WHAT IS IN SPORTS FIELD UNLESS IT'S APPROVED BY THE SPORTS AND EQUIPMENT DIRECTOR. IT MAY BE NOT IN SEASON, SO WE WANT TO MAKE SURE THAT WE STILL HAVE THAT APPROVAL.
ONE OF THE OTHER THINGS THAT YOU GUYS HAD THE CONVERSATION ABOUT, ON PAGE 23, IN REGARDS TO THE NUMBER THAT IS ALLOWED FOR YOUR GROUP TO PARTICIPATE. TO THE LANGUAGE IT SAYS TO USE THE FACILITY WHICH THE PERMIT HAS NOT BEEN ISSUED, SHALL BE ON A FIRST-COME FIRST-SERVED BASIS. AS LONG AS THE GROUP IS NOT A SCHOLASTIC ORGANIZATION, RECREATIONAL TRAVEL PROGRAM, A FOR-PROFIT ORGANIZATION, AND NOT RECOGNIZED AS AN APPROVED TRAINER. THEN THAT GROUP SIZE MUST BE SIX OR LESS. JUST TO PIGGYBACK A LITTLE BIT OF WHAT YOU SPOKE ABOUT, BECAUSE AGAIN, THE WEAR AND TEAR AND SO FORTH. REGARDS TO STAFF MANAGEMENT, IT IS A LOT EASIER TO DO A FULL TRAINING SESSION WITH NINE.
SO SIX, IS GOOD. JUST FOR CLARITY PURPOSES THOUGH, IF YOU HAVE 20, NOTHING BUT KIDS, THEY DO NOT NEED A PERMIT. IF IT'S NOTHING BUT KIDS ARE GOING OUT TO THE PARK AND PLAYING A PICKUP GAME AND THERE IS NO ADULTS ON THE FIELD GIVING DIRECTION OR ANYTHING TO THAT NATURE. THEN THEN THERE ARE MORE THAN ABLE TO USE THE OPEN SPACE THAT IS AVAILABLE FOR THEM.
>> WHAT SECTION ARE YOU REFERENCING?
I DON'T HAVE A PAGE 22 ON MINE? >> MAY BE, SO OKAY, I DO HAVE THE POLICY NUMBER SO LET'S GO BACK TO THAT PLAN.
>> OR JUST MOVING FORWARD. >> OKAY, THEN WE GET TO SECTION EIGHT. THAT IS ON SPORTS POLICY PAGE NUMBER 14. EACH SPORTS ORGANIZATION SHALL SET THEIR OWN REGISTRATION FEE. WHICH IS WHAT ALREADY IS IN THE POLICY. THIS IS IN ADDITION A LANGUAGE THAT IS BEING ADDED IN AS FAR AS THE USE OF THE CONVERSATION YOU JUST SAID. RECREATION PROGRAMS AS DEFINED IN SECTION 3-B, MUST PAY THE CITY A USER FEE PER POT DISCIPLINE LISTED ON THE ROSTER AND THE AMOUNT ADOPTED BY THE CURRENT FISCAL YEAR SCHEDULE. SUCH PAYMENT IS DUE TO THE CITY, WITHIN 30 DAYS AFTER THE START OF THAT SEASON.
TRAVEL PROGRAMS AS DEFINED IN SECTION 3-C, MUST PAY THE CITY A USE AFFINITY PER TEAM, BY THE THE CURRENT FEE SCHEDULE.
THE PAYMENT IS DUE ON OCTOBER 1, AND FEBRUARY 1.
AND CONTINUING ON THE BOTTOM OF PAGE 14 OF THE SPORTS POLICY.
THESE FEES AGAIN ARE FOR RECREATIONAL AND TRAVEL PROGRAMS. SO WHEN WE TALK ABOUT THE PARK AND BUY EACH SPORTS THEY WOULD BE EXEMPT FROM FEES.
BECAUSE WE DO NOT CHARGE THOSE PARTICIPANTS ANYWAY.
THEN ON PAGE 16 OF THE SPORTS POLICY, IT IS THE ADDITIONAL LANGUAGE IN THE ADDITIONAL SECTION TO GO AHEAD AND ADDRESS THE TRAINING REQUIREMENTS TO ALLOW TRAINING TO TAKE PLACE ON THE FIELD. THE LANGUAGE SAYS THIS : YOUTH
[01:10:07]
AND ADULTS THROUGH ATHLETIC TRAINER MUST BE APPROVED BY THE PARKS AND RECREATION DIRECTIVE THROUGH HIS OR HER DESIGNEE ON AN ANNUAL BASIS FOLLOWING THE BELOW REQUIREMENTS : FIRST STEP WOULD BE TO COMPLETE AN APPLICATION FOR REVIEW.THE APPLICATION WOULD INCLUDE NAME, ADDRESS, CONTACT INFORMATION TYPE OF TRAINING, NEW FIELD THEY ARE REQUESTING TO USE AND THE LIST OF EQUIPMENT THAT THEY USE FOR TRAINING.
THE CITY HAS THE RIGHT TO ID THE EQUIPMENT LISTED TO AVOID DAMAGE TO THE CITY FACILITY. NUMBER TWO, COMPLETE A MANDATORY CRIMINAL BACKGROUND CHECK FOLLOWING THE SAME PROCESS AND CLEARANCE THAT IS REQUIRED FOR RECOGNIZED SPORTS ORGANIZATIONS PURSUANT TO ORDINANCE 2008-24. THESE WERE BACKGROUND SCREENING MUST BE PAID BY THE APPLICANT OR THE TRAINER.
UPON, NUMBER THREE UPON COMPLETION OF THROUGH BACKGROUND CLEARANCE, THE APPLICANT AND TRAINER SHALL BE PAYING AN ANNUAL TRAINING FEE IN THE AMOUNT THAT IS ADOPTED BY THE CURRENT FISCAL YEAR FEE SCHEDULE, AND EXECUTE THE TRAINING SERVICES AGREEMENT. I WILL HAVE THAT LIABILITY LANGUAGE. STEP FOUR, THE CITY APPROVED TRAINER IDENTIFICATION CARD WILL THEN BE ISSUED, AND MUST BE AVAILABLE TO PRESENT TO CITY STAFF WHILE THEY ARE USING FACILITIES. NUMBER FIVE, ANY TRAINING GROUP OF MORE THAN SIX, WILL STILL BE REQUIRED TO GET A FEEL PERMIT.
SO THEY WILL HAVE TO GO THROUGH THIS PROCESS AS WELL AS OBTAIN A
PERMIT. >> BUILDERS HAVE TO BE DONE
ANNUALLY? >> ANNUALLY THAT IS CORRECT.
BECAUSE, THE BACKGROUND SCREENING IS WHAT REALLY TRIGGERS THAT. JUST LIKE WITHOUT COACHES, WE DO ANNUALLY, TO MAKE SURE WE ARE STAYING CURRENT WITH.
>> SO IS YOUR ANNUAL DATE THE SAME TIME WHEN YOU REGISTER
AGAIN? >> YES, SO OUR BACKGROUND SCREENING, THE SYSTEM IS REALLY COOL.
>> THAT IS A WORK ON LOT -- THAT IS A LOT OF WORK ON YOU GUYS
DOES IT PROMPT YOU? >> DOES IT PROMPT YOU?
>> ON THAT FOR OUR TRAIN IS, WE WILL HAVE A DEFINED LIST, THAT WILL HAVE EXPIRATION, BUT ALSO IN ADDITION TO IT, WHEN THEY PRESENT CARDS IT WILL HAVE AN EXPIRATION DATE SO YOU WILL HAVE
TO SEE WHEN THAT EXPIRES. >> WE TOOK THAT UNDER CONSIDERATION ALSO AS THE USE OF EGOS.
BECAUSE WE DO NOT WANT TO HIT ANYBODY NEXT MONTH, BY SAYING HEY YOU GOT A GIFT FOR EVERYONE, SO THIS GOES INTO EFFECT IN OCTOBER AND PEOPLE CAN START PLANNING FOR IT, AND IF WE WANT TO RECOMMEND THAT THIS USE IF HE DOES NOT COME INTO EFFECT UNTIL NEXT FALL, AS OPPOSED TO THE SPRING, THAT IS UP TO US I GUESS IF YOU WANT TO GO BACK AND REVISIT THAT WE CAN.
AT LEAST OCTOBER WOULD GIVE THEM A COUPLE MONTHS BEFORE THE SPRING SPORT STARTS TO ADJUST THEIR REGISTRATION FEES AND WHATEVER THEY NEED TO TO A COMEDY FOR THE USER FEE.
>> YES, I MEAN, JUST TO STAY CONSISTENT WITH FEES IN THE WAY THE BUDGET PROCESS ROLLS, THE IT TO ADJUST A LITTLE BIT OF THAT, OBVIOUSLY THIS GOES INTO EFFECT OCTOBER 1, AND REGISTRATION HAS ALREADY TAKEN PLACE. WE AS CITY STAFF WOULD NOT CHARGE THAT WILL RECEIVE THE ROSTER BUT MOVING FORWARD, ANY REGISTRATION THAT TAKES PLACE AFTER OCTOBER 1, THEN IT WOULD BE APPLIED TO IT. LIKE BRIAN SAID IF YOU WANT OF A CONVERSATION TO MAKE THE AMENDMENT TO CHANGE OCTOBER 1 DATE? THE RECOMMENDATION IS GOING TO COMMISSION TO ADOPT A SPORTS POLICY AS OF OCTOBER 1.
>> BUT WE CAN CHANGE THEIR RECOMMENDATION, SO I AM TRYING TO THINK OF WHEN, AND MAYBE BURNER YOU CANNOT.
BASKETBALL THEY ALL STARTED, WHEN THE SOCCER REGISTRATION?
>> THE REGISTRATION IS ONGOING. >> SO IT'S REALLY SPRING SPORTS?
>> I GUESS MIGHT AFFECT THE QUESTION IS ARE WE GOING TO AFFECT ANYBODY BEFORE THE SPRING SEASON?
>> THE ONLY EFFECT WOULD HAVE TO IS ACROSS.
>> THEY START WHEN? >> THEIR SEASON STARTS IN THE
SPRING. >> SO BASICALLY IT IS THIS SPRING SO THAT IS ADEQUATE TIME FOR PEOPLE TO ADJUST.
>> ANY OTHER QUESTIONS OR DISCUSSIONS REGARDING THIS?
>> DO YOU LIKE LANGUAGE THAT WAS WRITTEN YOU CAN MAKE A MOTION TO
[01:15:05]
RECOMMEND TO CITY COMMISSION OR IF THERE IS CHANGES YOU WOULD HAVE TO AMEND THOSE CHANGES JUST SO I KNOW WHAT TO PRESENT TOCOMMISSION. >> DO YOU GUYS THINK WE NEED A SEPARATE MOTION FOR THE TRAINERS OR THE LANGUAGE IN THE SPORTS POLICY WOULD DO IT. I AGREE.
>> SO JUST A MOTION TO MAKE THE SPORTS POLICY RECOMMENDATION.
>> THAT'S THE MOTION. >> DAVID MADE THE MOTION.
>> HI SECOND. >> ALL THOSE IN FAVOR?
>> AYE. >> UNANIMOUS MOTION APPROVED.
>> JUST A QUICK COMMENT, AGAIN, BRIAN THANK YOU FOR STEPPING UP, I THINK THAT EVERYBODY THAT ACROSS THE BOARD THAT TAKES THE TIME TO COME IN, THIS WAS A NEW THING AS WE TALKED ABOUT IN THE LAST COMMISSION, I MEAN, THE LAST ADVISORY BOARD MEETING.
TO HAVE THESE PLANS FOR YOU GUYS TO BE ABLE TO SPEND TIME OUTSIDE OF THE MEETING EVERY OTHER MONTH TO DO A LITTLE WORK.
I HAVE TO APPLAUD ALL OF YOU GUYS IN TAKING CHARGE AND EACH GROUP HAVING TWO MEETINGS BETWEEN THE LAST MEETING IN THIS MEETING. HAS DONE SUBSTANTIAL RESEARCH AND IS THAT GOOD THOUGHT TO CONVERSATION PUT INTO IT.
WE LIKE THE SUGGESTIONS AND IDEAS, AND WE ARE GLAD THAT EVERYONE IS PARTICIPATING IN HELPING GUIDE THIS AS WE MOVE FORWARD. SO KUDOS TO EVERYBODY, AND WE LOOK FORWARD TO WORKING WITH YOU ALL.
>> THANK YOU. >> ON THAT NOTE AS WELL, QUESTION OF THE RANGERS, I WANT TO GIVE THEM KUDOS.
THE PEOPLE WHO WERE TOWNS OR NEIGHBORS, THEY ARE RELATED TO, I KNOW THE RANGERS HAVE A HARD TIME DETERMINING WHO IS USING SOME OF THE FIELDS, SO THANK YOU TO THE RANGERS.
>> YES, THANK YOU THEY DO HAVE A DIFFICULT JOB.
>> EVERYBODY KNOWS SOMEONE HERE DOES THAT.
>> OKAY, MOVING ON TO OLD BUSINESS, DEDICATION POLICY
[10. Old Business]
COMMITTEE. SO, LAST MONTH, THE DEDICATION POLICY COMMITTEE CONSISTING OF ME AND OTHER MEMBERS INCLUDING CHRISTINE. RECOMMENDED TO THE CITY COMMISSION SIX TO PROPOSE NAMING SPRINGFIELD NUMBER EIGHT, PINE TRAILS PARK, FIELD NUMBER TWO AT PINE TRAILS PARK, THE FIELD AT THE EQUESTRIAN CENTER, THE CHILDREN'S WING OF THE LIBRARY.FIRE STATION NUMBER 42. AND THE MUNICIPAL COMPLEX.
THE DEDICATION COMMUNITY UNANIMOUSLY APPROVED THOSE RECOMMENDATIONS, AND THEN THE CITY COMMISSION VOTED UNANIMOUSLY TO ACCEPT THE RECOMMENDATIONS.
THERE IS AN ADJUSTMENT WITHIN NAMING 20 QUESTIONS AFTER THE FORMER MAYOR. SO, THAT IS ALL I HAVE.
MOTION TO ADJOURN. >> SECOND PERIOD.
>> ALL THOSE IN FAVOR OF ADJOURNED?
>>
