FIREFIGHTER PAIR MEDIC SPENCER GINN RECEIVED TWO SEPARATE NOMINATIONS THIS YEAR FROM INDIVIDUALS WITH DIFFERENT PERSPECTIVES. BOTH HOWEVER WERE CLEAR IN THEIR DESCRIPTION OF THE FIREFIGHTER GINN AS MOTIVATED AND RESPECTFUL EMPLOYEE. SUSPENSOR JOINED THE DEPARTMENT IN 2017 AND IS KNOWN FOR GOING ABOVE AND BEYOND WHEN WORKING WITH PROBATIONARY FIREFIGHTERS AND STUDENTS AT HIS STATION. OR INSTRUCTING AT THE ACADEMY.

ADDITIONALLY SPENCER INVESTS TIME WITH EXPLORER TO HELP THEM DEVELOP THE NEXT GENERATION OF FIREFIGHTERS.

SPENCER IS NOW PREPARING TO TEST FOR LIEUTENANT POSITION AS SOON AS HE'S ELIGIBLE. SPENCER RESPECTFUL CALM ON THE SCENE. WORKS WELL UNDER PRESSURE.

AND DOES HIS BEST TO ENSURE EVERY PAY RECEIVES THE BEST CARE AVAILABLE. SPENCER EXPERIENCED ADVERSITY EARLY IN HIS CAREER AND USED IT AS A POSITIVE.

RON IF YOU WANT TO COME UP. [APPLAUSE] THE CITY OF PARKLAND IS WELL ACQUAINTED WITH THE CONCEPT OF RESIDENT EAGER TO PITCH IN. EVERY NOW AND THEN SOMEONE TAKES THE CONCEPT TO EXTREME SUCH THE CASE WHEN RON HAPPENED UPON AN ACCIDENT INVOLVING A BICYCLIST AND THE LANDSCAPE TRUCK IN WHEN HE SAW SOMEONE SERIOUSLY INJURED HE SPRUNG INTO ACTION TO HELP AS BEST HE COULD.

HIS SPRINGING ACTION MORE THAN JUST SOMEONE BEING GOOD SAMARITAN. MAN ACTING ON CAREER OF PUBLIC SERVICE AND EMERGENCY RESPONSE.

SERVED 31 YEARS WITH THE CHICAGO FIRE DEPARTMENT.

RECOGNIZED FOR ACHIEVEMENT MANY TIME PRIOR TO THIS HE'S BEEN AWARDED THE ILLINOIS FIREFIGHTER MEDAL OF HONOR, THE CITY OF CHICAGO AWARD OF BRAVERY, THE CHICAGO FIREFIGHTER DEPARTMENT AWARD OF VALOR.

COMEDATION FOR BRAVERY. UNITED STATES LIFESAVING ASSOCIATION HEROIC ACTOR AWARD AND HUMANITARIAN AWARD FROM THE ANTI CRUELTY SOCIETY MANY OTHERS.

TO HAVE OUR COMMUNITY SUFFER AND I WANT TO EXTEND TO THE SURFSIDE PEOPLE AND TO FAMILIES AND FRIENDS OF ALL OF THOSE THAT WERE LOST THERE OUR SINCERE HOPES AND CONDOLENCES AND PRAYERS THAT THEY ARE ABLE TO SUSTAIN THEMSELVES THROUGH THIS VERY DIFFICULT TIME AS WHAT HAPPENED HERE IN OUR CITY.

I KNOW THEY ARE SETTING UP STATION FOR THEM WITH TRAINED PERSONAL TO DEAL WITH SOME OF THE YOU KNOW JUST THE TERRIBLE SHOCK THAT I KNOW THEY ARE FEELING AND I WANT TO OUR OF THEM TO TAKE ADVANTAGE OF THAT JUST LIKE WE HAVE IN OUR COMMUNITY. IT'S IT'S A TERRIBLE DAY I THERE'D THIS AFTERNOON THEY DECIDED IT'S NOT SO MUCH RESCUE BUT MORE OF AN ATTEMPT TO CLEAR IS SITE.

I WOULD LIKE TO PERSONAL I WILL FIREFIGHTER PERSONAL WHO SPENT TIME AT SURFSIDE HELPING WITH THE RESCUE OPERATIONS.

AS JORDAN POINTED OUT WE HAD THE OPPORTUNITY ON THE 29TH TO GO TO THE FIREFIGHTER AWARD CEREMONY AND HEAR THE STORIES AND BRAVERY OF MEN AND WOMEN THAT SERVE US IN THEIR CAPACITIES AND SAVING LIVES. AND I KNOW THAT THOSE ARE PEOPLE WITH HIGH LEVELS OF EMPATHY AND THEY CARE ABOUT THE COMMUNITY THEY SERVE. AND I KNOW THAT THIS HAS HAD A DIFFICULT IMPACT ON THEM NOT BEING ABLE TO SAVE A LOT OF PEOPLE. YOU HAVE MY SINCERE HOPES THAT YOUR MEN AND WOMEN SEEK THE CARE THEY NEED AND ARE ABLE TO NAVIGATE WHAT IS JUST A TRAGIC SITUATION.

BEYOND THAT, I WANTED TO LET EVERYBODY KNOW THAT THE FRIENDS OF THE LIBRARY HAVE STARTED THEIR MEETINGS UP AGAIN. LIBRARY NOW ACCEPTING USED BOOKS. I KNOW THAT OVER COVID A LOT OF PEOPLE HAVE BEEN READING BOOKS.

YOUR MISSION TONIGHT SET THE MAXIMUM MILLAGE RATE FOR AUGUST. YOU WILL SET THE SOLID WASTE ASSESSMENT THAT WILL BE ON THE NOTICE AND THE FIRE ASSESSMENT FEE. THEN WE'VE GIVEN YOU A BALANCE BUDGET. AND I WANT TO POINT THIS OUT, BECAUSE YOU KNOW ONCE WE GET THE BUILD THAT'S ABOUT WHAT OUR YEARLY INCREASE WILL BE RIGHT AROUND 2 TO 3%. AND FOR THIS YEAR IT PROVIDED ABOUT 450,000 IN ADDITIONAL REVENUE.

THE PROBLEMS IS ANT 4.2. THAT WOULD GIVE THE CITY ABOUT THE SAME AMOUNT OF REV AS IT GENERATED LAST YEAR.

FOR THE FIRE ASSESSMENT WE'RE PROPOSING NO CHANGE IN THE FIRE ASSESSMENT. IT'S STILL THE SAME 250 PER RESIDENTIAL UNIT. ALWAYS WANT TO POINT OUT THAT THIS YEAR OUR FIRE SERVICE CONTRACT INCREASED ABOUT 360,000. RIGHT NOW THE CURRENT AVERAGE FIRE ASSESSMENT IS ABOUT 295. HERE'S A HISTORY OF WHERE WE'VE BEEN AT FOR THE LAST TEN YEARS.

OR LAST SUBSTANTIAL INCREASE OF 2019 FOR ADDITIONAL RESCUE UNIT AND FIRE STATION 42. ONE OF THE THINGS THAT THIS UPCOMING PROPOSED BUDGET IS TO REDO THE FIRE ASSESSMENT FEE STUDY. IT HASN'T BEEN DONE SINCE 2010. IT'S DEFINITELY YOU KNOW PASSED DUE TO DO THAT. WE'LL REVISIT THAT AND SEE WHAT STUDY COMES OUT. BACK IN 2010 THEY TOLD US WE GET CHARGED AS MUCH 434 IN 2016.

THOROUGH BREAD BREEDER HERE IN PARKLAND AND HE STARTED THE 4-H CLUB. THE NAME IMAGE OF FIRE STATION 42 AND BECKY GERON. SHE'S MAYOR FROM 1978 TO 1986 WAS THE FIRST FEMALE CITY IN OUR CITY.

AT THE TIME PRESIDED THE ONLY ALL FEMALE CITY COMMISSION IN THE STATE.
