[00:00:02]
I'D LIKE TO CALL THIS CITY COMMISSION WORKSHOP FOR THE CITY OF ON WEDNESDAY, JUNE 16TH, AT
[1. Call to Order]
SIX P.M. TO ORDER PLEASE RISE FOR THE PLEDGE.I LIKE THE UNITED STATES OF AMERICA.
ROLL CALL, COMMISSIONER ISROW HERE, COMMISSIONER CUTLER HERE.
MAYOR WALKER HERE, VICE MAYOR MAYERSOHN HERE.
THANK YOU. YES, THANK YOU, I WOULD I WOULD LIKE TO START OFF BY SAYING THAT WE HAD
[4.A. NSID - RFP Process for Heron Bay Golf Course]
INVITED INSIDE OUT HERE TO PROVIDE AN UPDATED PRESENTATION ON WHERE WE ARE WITH THE SALE OF THE GOLF COURSE OVER AT THE HERON BAY AREA.INSIDE IS WORKING WITH A COMMITTEE AND ROD COLOGNE.
HE WILL GIVE A PRESENTATION ON WHERE THE COMMITTEE STANDS AND WHAT SOME POTENTIAL FUTURE PLANS ARE FOR THE GOLF COURSE.
THANK YOU FOR BEING HERE THIS EVENING.
GOOD EVENING. THANK YOU SO MUCH FOR HAVING ME.
FOR THE RECORD, I AM ROD CALANDA, DISTRICT MANAGER OF THE NORTH SPRINGS IMPROVEMENT DISTRICT. I DID A PRESENTATION HERE THAT I VERY SIMILAR TO THE PRESENTATION WE DID FOR THE RFP SELECTION COMMITTEE.
SO THE NSD GOVERNING BOARD WENT AHEAD AND CREATED A SELECTION COMMITTEE TO HELP US SELECT A DEVELOPER FOR THE POTENTIAL SALE OF ABOUT SIXTY NINE ACRES FOR COMMERCIAL DEVELOPMENT FOR THE HARAMBEE GOLF COURSE.
THE SELECTION COMMITTEE IS MADE UP OF FOUR ENTITIES.
WE HAVE THE HARAMBEE COMMITTEE HOMEOWNERS ASSOCIATION.
WE HAVE INSIDE THE CITY OF PARKLAND AND THE CITY CORAL SPRINGS.
IT IS A NINE MEMBER COMMITTEE.
THE COMMITTEE WILL GO AHEAD AND HEAR PRESENTATIONS FROM POTENTIAL BIDDERS AND DEVELOPERS, AND WE'LL MAKE A RECOMMENDATION TO THE CITY BOARD ON WHO TO SELL THE PROPERTY TO.
A VERY IMPORTANT WEBSITE THAT YOU GUYS MIGHT WANT TO CHECK OUT THAT WE CREATED WAS HÉIREANN BAY RFP DOTCOM, THIS WEB SITE IS VERY IMPORTANT BECAUSE WE HAVE COPIES OF APPRAISALS ON THERE.
WE HAVE ENVIRONMENTAL STUDIES.
WE HAVE ALL THE DOCUMENTS WILL BE ON THEIR MARKETING MATERIALS WILL BE ON THERE.
AND WE'RE DEFINITELY GOING TO HAVE THE DEVELOPERS MAKE THEIR PRESENTATIONS, WHICH WILL BE LIVE STREAMED TO THAT WEBSITE, AND IT'LL BE RECORDED AND WE'LL BE ABLE TO HAVE PUBLIC COMMENT. SO A VERY IMPORTANT WEBSITE JUST YESTERDAY WE WENT TO WAS IT YESTERDAY OR THE DAY BEFORE WE WENT AHEAD AND TOOK OUT A HALF PAGE.
IT WAS TUESDAY, SO WE TOOK OUT A HALF PAGE ARTICLE IN THE SUN SENTINEL FOR LEGAL ADVERTISEMENT. I WANTED A FULL PAGE, BUT I THINK THE HALF PAGE DID THE JOB.
SO WE'RE DEFINITELY GETTING THE WORD OUT THERE.
AND THIS IS GOING TO BE A INTERNATIONAL RFP.
THAT MEANS THAT WE'RE TRYING TO MARKET THIS INTERNATIONALLY TO COMPANIES OVERSEAS.
AND I WILL TELL YOU THIS MUCH.
WE HAVE A LOT OF INTEREST, SO THAT'S VERY EXCITING.
SO ONCE AGAIN, WE RAN ON JUNE 15TH, WE RAN THE THE HALF PAGE ARTICLE, SO WE'RE LIVE NOW FOR THE R.P. PROCESS.
SOME KEY DATES, SO ON MARCH 4TH, WE WENT AHEAD AND ENTERED INTO A PURCHASE AND SALE AGREEMENT OF CLUB LINK.
AND OUR DUE DILIGENCE PERIOD EXPIRED ON JUNE 14TH, AND THAT'S WHEN WE DECIDED TO GO LIVE THE DAY AFTER, WE'RE SUPPOSED TO CLOSE ON DECEMBER 31ST, TWENTY TWENTY ONE, WHICH I THINK THAT WE'RE GOING TO CLOSE A LOT SOONER, HOPEFULLY IN OCTOBER.
SO IF THAT HAPPENS, OBVIOUSLY WE'LL HAVE SOME KEY UPDATES ON THAT WEBSITE.
SO A LITTLE BIT ABOUT THE PROPERTY, WE'RE GOING TO HAVE ONE HUNDRED AND FIFTY ACRES CONVERTED INTO A STORMWATER PRESERVE AND I'M GOING TO TALK ABOUT THAT IN A LITTLE BIT.
BUT THE RFP PROCESS IS STRICTLY TO SELL APPROXIMATELY SIXTY NINE ACRES TO A DEVELOPER FOR COMMERCIAL DEVELOPMENT. WE'RE WORKING WITH THE COMMITTEE IS MADE UP OF ALL THE ENTITIES.
AND YOU AS A COMMISSION SHOULD BE WORKING THROUGH THOSE COMMITTEE MEMBERS TO GET WORD BACK TO THE COMMITTEE ON WHAT YOUR INTERESTS ARE, WHAT THE NEEDS ARE FROM THE CITY.
I CAN'T EVEN TALK TO MY OWN COMMITTEE MEMBERS, BUT I CAN DEFINITELY TALK TO EVERYONE ELSE BUT WORK THROUGH THOSE THOSE MEMBERS THAT WERE SELECTED FROM ALL THE ENTITIES AND GET WORD BACK TO US BECAUSE WE WANT THE INPUT, ESPECIALLY WHEN WE HAVE THE LIVE PRESENTATIONS. SO A LITTLE BIT ABOUT THE HUNDRED AND FIFTY ACRES, THIS IS BASICALLY THESE ARE THE NONPHYSICAL IMPROVEMENTS THAT NO ONE IS GOING TO SEE AND IT'S REALLY TO THE GOLF COURSE HAS ALWAYS BEEN UNDERWATER.
SO IT'S IT'S A NATURAL STORMWATER RETENTION AREA.
IF YOU GO THERE NOW, IT'S PROBABLY FLOODED.
IT WAS NEVER REALLY BUILT TO SPEC BECAUSE DURING THE RAINY SEASON IT FLOODS.
[00:05:01]
I REMEMBER GETTING PHONE CALLS FROM THE OWNER AND THE OWNER WOULD ALWAYS SAY, HEY, CAN YOU PUMP DOWN THE CANALS BECAUSE WE'RE FLOODING OVER HERE.SO THIS WAS A GREAT AREA TO MAKE A STORMWATER PRESERVE BECAUSE IT'S REALLY DOING THE FUNCTION ALREADY. WE'RE GOING TO GO AHEAD AND DO A LOT OF UPGRADES.
WE'RE GOING TO MAKE SURE THAT THE WATER FLOWS EASIER FROM EAST TO WEST TO OUR PUMP STATIONS. WE'RE GOING TO INSTALL CULVERTS AND WE'RE AND WE'RE GOING TO DO SOME DREDGING.
SO THAT'S DEFINITELY GOING TO HELP WITH THE STORM WATER SYSTEM OVERALL.
FOR THOSE OF YOU THAT DON'T KNOW, THE INSIDE STORM WATER SYSTEM IS IS UNLIKE ANY OTHER SYSTEM THAT I KNOW OF, EVERYTHING IS INTERCONNECTED.
SO WHEN YOU HAVE A DROP OF WATER THAT GOES ON THE EAST SIDE, IT BASICALLY FLOWS EVERYTHING TO THE EVERGLADES, TO THE THIRTY SIX.
NOW, THIS IS STRATEGICALLY PLACED AND THIS IS ONE OF THE REASONS WHY THIS PROJECT WORKS FOR THIS HUNDRED AND FIFTY ACRES.
SO THOSE ARE THE NONPHYSICAL IMPROVEMENTS.
SO THESE ARE THE VISIBLE IMPROVEMENTS, OBVIOUSLY, WE'RE GOING TO HAVE WALKING TRAILS, WE'RE GOING TO HAVE AT LEAST PROBABLY THREE AND A HALF MILES OF WALKING TRAILS.
WE'RE GOING TO HAVE REST AREAS, STATIONS LIKE THIS, WHERE PEOPLE CAN ACTUALLY GO.
AND AND IT'S REALLY GOING TO BE A NICE PLACE TO ACTUALLY GO.
THERE ARE VERY FAMILY ORIENTED TO WALK AROUND.
YOU KNOW, WE'RE GOING TO HAVE THESE STOPPING STATIONS AND OF COURSE, WE HAVE TO TALK ABOUT ACCESS CONTROL BECAUSE WE DON'T WANT PEOPLE GOING IN THERE AND GETTING INTO THE HOMEOWNER ASSOCIATION.
SO WE'RE WORKING VERY CLOSELY.
I HAVE A MEETING ON MONDAY WITH THE WAY AND WE'RE GOING TO TALK ABOUT WHATEVER SECURITY IMPROVEMENTS NEED TO BE DONE, BECAUSE OBVIOUSLY THIS IS GOING TO GENERATE A LOT OF TRAFFIC GOING THROUGH THERE.
AND WE'RE GOING TO WORK WITH THE WAY AND WORK WITH THE ENTITIES AND FIGURE OUT WHAT WE NEED TO DO TO MAKE SURE THAT THE AREA IS SECURE.
AND OF COURSE, LANDSCAPING, LANDSCAPING IS A BIG DEAL.
YOU KNOW, WE NEED TO MAKE SURE THAT WE ARE GOING TO GO AHEAD AND PLANT SOME TREES.
BUT OVERALL, WE OUR PLANTS WHERE THIS IS SUPPOSED TO BE SOMETHING MAGNIFICENT, YOU KNOW, THIS IS PARKLAND. WE WANT TO LOOK REALLY NICE.
AND WE KNOW WE KNOW WHAT THE EXPECTATIONS ARE FROM THE COMMUNITY.
JUST ANOTHER VISUAL OF WHAT WE'RE KIND OF THINKING OF THE STOPPING STATIONS, THAT THIS IS THIS IS AN ACTUAL SCHEMATIC, BUT HARAMBEE, IT LOOKS LIKE IN THE BACKGROUND, YOU KNOW, BUT IT'S NOT FULLY DESIGNED YET.
THESE ARE JUST VISUALIZATIONS OF WHAT WE'RE KIND OF THINKING OF.
THE STOPPING STATIONS, YOU KNOW, ONCE I MENTIONED BEFORE, THERE'S GOING TO BE BENCHES, THERE'LL BE PAVERS IN THE AREA, THERE'LL BE ART DISPLAY MONUMENTS AND PUBLIC ART, THAT'S WHAT WE'RE LOOKING TO DO THERE. WE'VE ALREADY WE'VE ALREADY TAKEN INTO ACCOUNT ABILITY TO FINANCE THESE ALREADY IN THE BARN.
WE PUT FIVE MILLION DOLLARS IN THERE FOR IMPROVEMENTS AND WE'RE IN THE PROCESS OF POSSIBLY GETTING GRANT MONEY FROM THE STATE.
AND I'LL TALK ABOUT THAT IN JUST A SECOND.
MORE ON THE WALKING TRAILS THEY'RE ABOUT TO DO.
WE'RE PROPOSING THAT THEY BE LIKE 10 FEET WIDE.
WE'RE GOING TO HAVE EMERGENCY STATIONS THERE WITH CAMERAS BECAUSE THERE COULD BE POTENTIAL FOR VANDALISM.
SO THAT'S YOU KNOW, IT'S ABOUT A THOUSAND DOLLARS A YEAR PER CAMERA WITH THE FIVE G COMMUNICATIONS TO BASICALLY BE ABLE TO TRANSMIT THOSE SECURITY FOOTAGE BACK TO A LIVE STATION SO WE CAN MONITOR IT.
IF SOMEONE'S WALKING FOUR MILES INTO THE TRAILER AND THEY HAVE YOU KNOW, THEY CAN'T MAKE IT. THEY CAN HIT THAT EMERGENCY PANIC BUTTON AND IT'LL ALERT TO SEND RESCUE OUT THERE.
SO THESE ARE JUST SOME OF THE THINGS THAT WE'RE TALKING ABOUT DOING.
THESE ARE THE PARCELS THAT ARE UP FOR POTENTIAL SALE.
AND WE'RE LOOKING TO GET WE'RE LOOKING TO BASICALLY GET.
PROPOSALS TO TO BUY EVERYTHING, SOME OF THE SOME OF THE PEOPLE HAVE BEEN ASKING, WELL, WILL YOU SELL 10, 15 ACRES? WE'RE LOOKING TO SELL THE ENTIRE PROJECT, BUT WE'RE STILL ENCOURAGING THOSE PEOPLE TO COME IN AND GIVE US WHAT THEIR IDEAS ARE OR TO TEAM UP WITH ANOTHER DEVELOPER TO BUY EVERYTHING. SO SOME REALLY GOOD NEWS, YOU KNOW, WE'RE PAYING THIRTY TWO MILLION DOLLARS FOR THE ENTIRE TWO HUNDRED TWENTY ACRES, SO I JUST WANTED TO SHARE THIS, JUST THE SIXTY NINE ACRES ALONE APPRAISED FOR ALMOST THIRTY FIVE MILLION.
SO THAT MEANS WHAT THAT MEANS IS IF WE GET THE THESE THESE TWO APPRAISERS WERE RECOMMENDED BY THE STATE OF FLORIDA, THEY DO WORK FOR THESE ARE JUST NOT NORMAL APPRAISERS THAT WE WENT OUT AND GOT.
THESE WERE RECOMMENDED BY THE STATE.
WE WANTED TWO INDEPENDENT APPRAISERS WHO CAME IN AND THESE WERE THE NUMBERS THEY CAME IN AT, WHICH WE'RE SHOCKED.
BUT WHAT WE'RE LOOKING TO DO IS WHATEVER PROFITS WE MAKE OUT OF THE LAND SALE, WE'RE LOOKING TO SUBSIDIZE THAT ON THE STORMWATER PRESERVE.
AND I'LL GO ON RECORD SAYING THIS, THEORETICALLY, WE CAN HAVE ONE HUNDRED AND FIFTY ACRE PARK FOR FREE, AND THAT'S WHAT WE'RE LOOKING TO DO.
THESE ARE KEY DATES FOR THE RPN, SO WE HAVE ALL THE KEY DATES THAT THE RFP COMMITTEE MEETING WILL OR THE COMMITTEE WILL BE MEETING, ONE OF THE MOST IMPORTANT DATES, OBVIOUSLY, IS AUGUST TWENTY SEVEN.
THAT'S WHEN THE IN-PERSON PRESENTATIONS WILL BE LIVE STREAMED ONTO THAT WEBSITE.
[00:10:04]
AND IF WE STICK TO THE SCHEDULE BY SEPTEMBER 15, TWENTY TWENTY ONE IS WHEN WE'RE GOING TO GO AHEAD AND SELECT A DEVELOPER TO NEGOTIATE WITH.AND THAT'S VERY IMPORTANT. SO THE RFP IS NOT A GIANT WISH LIST.
IT'S BASICALLY TO TRY FOR PEOPLE TO COMPETE FOR A SEAT AT THE TABLE TO NEGOTIATE.
OK, AND THAT'S VERY IMPORTANT BECAUSE AT THAT TIME IS WHEN WE START WORKING WITH THE ENTITIES TO FIND OUT WHAT THEIR EXPECTATIONS ARE TO NEGOTIATE A SALE CONTRACT SO WE CAN INCORPORATE THOSE ITEMS INTO THE CONTRACT.
SO ONCE AGAIN, THE RPI IS NOT A YOU'VE BEEN SELECTED.
HERE'S THE LAND. THE RPI IS JUST FOR AN INVITATION TO NEGOTIATE.
THAT'S VERY IMPORTANT. WHAT I JUST SAID, IT DOESN'T COVER ALL THE EXPECTATIONS OF THE ENTITIES, IT'S FOR AN EXCLUSIVE RIGHT TO NEGOTIATE.
AND WHAT I SAID JUST PREVIOUSLY, THE CONTRACT WILL BE NEGOTIATED TO MEET THE EXPECTATIONS AND SPECIAL CONDITIONS OF THE NEEDS OF THE ENTITIES.
SOME GRADING METHODS THAT THE RFP COMMITTEE DECIDED TO DO, AND I'VE DONE THIS BOTH WAYS, WHERE THERE WAS A SIMPLE METHOD AND THE WEIGHTED SCALE METHOD, EACH ENTITY HAS THEIR OWN NEEDS. RIGHT. SO INSIDE MY MY WAY PRICE MORE OF A FACTOR THAN THE HOMEOWNER ASSOCIATION MIGHT SAY. SECURITY IS MORE OF A CONCERN.
SO WE DECIDED TO GO WITH THE SIMPLE METHOD OF GRADING.
AND I LIKE THIS METHOD, ESPECIALLY WHEN YOU HAVE A BLEND FROM ALL THE ENTITIES.
THE SIMPLE METHOD IS BASICALLY A ONE THROUGH 10.
SO THE ENTITIES WILL GET INVOLVED, THE PEOPLE IN THE RPA COMMITTEE WILL SIT THERE AND THEY'LL GRADE WHATEVER DEVELOP THEY WANT BASED ON ONE THROUGH 10.
THAT'S REALLY THE WAY TO DO IT, BECAUSE SOMEONE ELSE ON THAT COMMITTEE MIGHT THINK THAT OTHER OTHER ITEMS ARE MORE IMPORTANT TO THEM.
AND IT WOULD BE VERY DIFFICULT FOR ALL OF US TO UNIFY TRYING TO RANK WHAT'S MOST IMPORTANT, BECAUSE EACH ENTITY HAS THEIR OWN INTERESTS INVOLVED.
SO THIS THAT EXCUSE ME, THIS SOLVED THAT.
AND WE FELT THAT THIS WAS THE WAY TO GO.
SO I WANT TO TALK TO YOU ABOUT THE FLORIDA COMMUNITY'S TRUST GRANT, SO WE APPLIED FOR THE TRUST GRANT AND THE GOVERNOR JUST JUST RECENTLY APPOINTED THE BOARD FOR THE SELECTION COMMITTEE FOR US TO GO AHEAD AND GET POTENTIALLY UP TO FIVE MILLION DOLLARS.
OK, FLORIDA COMMUNITIES TRUST GRANTS WILL HELP US TO GO AHEAD AND DO THE TRAILWAYS LANDSCAPING. I KNOW THAT I'VE RECENTLY BEEN TO PLANTATION PLANTATION PARK OVER THERE.
THERE'S A PLANTATION PRESERVED AT THE CITY PLANTATION.
DID THAT PARK WAS THAT TRAILHEAD WAS BASICALLY PAID FOR BY THE FLORIDA COMMUNITIES TRUST.
GRANT ME AND MY KIDS AND MY FAMILY, WE USE THAT TRAIL ALL THE TIME.
BUT THAT'S JUST ONE OF THE MANY THINGS THAT THEY DO.
AND WE'RE HOPING WITH OUR SCORE THAT WE GOT, WE'RE HOPING THAT WE'RE GOING TO GET WE'RE HOPING WE'RE GOING TO GET THE GRANT MONEY.
I DON'T KNOW IF WE'RE GOING TO GET THE WHOLE FIVE MILLION, BUT WE'RE GOING TO GET DEFINITELY SOMETHING BECAUSE EVERYONE WHO APPLIED LAST YEAR DID GET SOME MONEY.
BUT WE FEEL THAT WE'RE VERY, VERY COMPETITIVE.
SO JULY 27TH IS WHEN THEY'RE GOING TO LIVE STREAM TO DECISION MAKING, AND THAT'S WHEN I'M GOING TO PARTY, IF WE GET SOME MONEY, I'M GOING TO BE VERY HAPPY, YOU KNOW? SO THAT'S A VERY IMPORTANT WEBSITE.
HOPING TO THAT THAT PARKLAND AND INSIDE GETS THIS MONEY SO WE CAN BUILD THESE TRAILHEADS ANOTHER FIVE MILLION DOLLARS TO WHAT WE ALREADY HAVE.
THAT'S TEN MILLION DOLLARS. THAT'S A PRETTY NICE PARK THAT WE CAN BASICALLY BUILD.
I DO WANT TO INTRODUCE ONE OTHER PERSON, SO WE DID HIRE A COMPANY CALLED CATALYST.
CATALYST IS GOING TO BE DOING OUR INTERNATIONAL MARKETING.
THEY BASICALLY ARE GOING TO BE RUNNING THE HÉIREANN BRP DOT COM WEBSITE.
THEY'RE DOING ALL THE MARKETING MATERIALS.
I DON'T KNOW IF WE CAN BRING UP THE WEBSITE OR NOT, BUT I'M GOING TO INTRODUCE DON GINZBERG AND HE'S JUST GOING TO TALK ABOUT WHAT HE'S GOING TO DO INTERNATIONALLY TO MARKET THIS FOR LANDSDALE.
GOOD EVENING. MY NAME IS DON GINZBERG, I OWN AND OPERATE CATALIST REAL ESTATE BASED HERE IN FORT LAUDERDALE. I'M A 31 YEAR VETERAN OF THIS REAL ESTATE BUSINESS.
I'M A LICENSED GENERAL CONTRACTOR, A LICENSED BROKER, BEEN A BUILDER, A DEVELOPER, CONTRACTOR AND A BROKER FOR MY ENTIRE CAREER, ALL HERE IN BROWARD, PALM BEACH.
AND IT IS TRULY A PRIVILEGE TO BE ASSISTING THE NORTHSIDE.
I'VE BEEN RETAINED BY THE INSIDE, NOT THE ENTITIES IN THE COMMITTEE THAT ROBERT JUST WALKED US THROUGH. AND MY ROLE IS, AS ROD SAID, TO GET THE WORD OUT, PUT TOGETHER THE MARKETING MATERIALS, BUILD THE DATA ROOM AND BRING AND FOLLOW THE PROTOCOLS.
SO WHAT I LIKE TO SAY IS THIS IS THE RFP BOOK AND ALL THIS IS AVAILABLE ON THE WEBSITE.
THE WEBSITE. EVERYTHING WE'RE DOING IS IN THE SUNSHINE.
THERE'S A CONE OF SILENCE BETWEEN THE COMMITTEE MEMBERS, BUT ALL THE MATERIALS ARE AVAILABLE TO EVERYTHING, EVERYBODY.
SO TYPICALLY IN BROKERAGE, YOU HAVE TO SIGN A CONFIDENTIALITY AGREEMENT.
IN THIS CASE, ON THAT WEBSITE, IT'S JUST A REGISTRATION AGREEMENT.
SO ANY OF YOU CAN GO ON THE WEBSITE, A, YOU'LL ACTUALLY GET UPDATES THROUGHOUT THE TWO
[00:15:02]
MONTH PROCESS BETWEEN THE LAUNCH, WHICH OCCURRED TWO DAYS AGO AND AUGUST THE 13TH, IS APPROXIMATELY 60 DAYS OF MARKETING.SO WE WERE WORKING DILIGENTLY FOR THE MONTH PRIOR TO THIS TUESDAY WHEN WE LAUNCHED, WE WAITED UNTIL THE INSIDE EXITED THE DUE DILIGENCE PERIOD.
ON MONDAY AND TUESDAY MORNING, NINE THIRTY A.M., THE MATERIALS WERE BLASTED ACROSS INTERNATIONAL AND INTERNATIONAL DEVELOPERS OF TOTALING TWELVE THOUSAND FIVE HUNDRED GROUPS. THEY GET THE E BLAST AND THEN IT'S REGRESSION FROM THEIR TYPICALLY WE EXPERIENCE LIKE A TWENTY TO THIRTY PERCENT OPEN RATE.
THEY GO INTO THE EMAIL, THEY, THEY SORT OF LIKE WHAT THEY SEE.
THEN THEY CLICK THROUGH TO THE WEBSITE.
THEY CONTINUE TO LIKE WHAT THEY SEE AND THEN THEY CAN SIGN THE REGISTRATION FORM, GET INTO THE DATA ROOM. AND AS ROD SAID, THE DATA ROOM HAS ENVIRONMENTAL REPORTS, SURVEYS, THE APPRAISAL, THE APPRAISALS.
AND THERE ARE FANTASTIC FOR MY ASSISTANCE IN DRIVING VALUE TO THE INSIDE ON LIKE TOTAL PURCHASE PRICE FOR THE RFP.
I'M NOT IN THE POSITION TO GIVE GUIDANCE TO PEOPLE.
ALL I CAN DO IS REFER THEM TO THE MATERIALS.
OBVIOUSLY, I CAN SPEAK FROM A MARKETING PERSPECTIVE.
PARKLAND, A WE ALL KNOW HAS GREAT SCHOOLS, AFFLUENT HIGH INCOME EARNERS AND HIGH PRICED HOMES. SO WHAT? AND IT'S ALSO THE BIGGEST ITEM IS THAT IT'S UNDERSERVED IN RETAIL.
I KNOW A LOT OF PEOPLE IN PARKLAND END UP DRIVING TO BOCA OR CORAL SPRINGS OR COCONUT CREEK TO GO TO DINNER OR GET THEIR SERVICES OR ENTERTAINMENT.
SO LET'S KEEP THOSE PEOPLE IN PARKLAND.
SO THAT'S ONE OF THE THINGS WE'RE DRIVING THROUGHOUT OUR PROCESS.
SO THIS BOOK, WHICH YOU CAN FIND ONLINE, IS THE RFP PROTOCOLS.
IT'S A 30 PAGE BOOK AND IT'S THE BIBLE IN WHICH PEOPLE NEED TO FOLLOW IN ORDER TO SUBMIT THE OTHER. THE OTHER DOCUMENT YOU WILL SEE, I CALL THIS ONE.
THE STEAK, AND I CALL THIS ONE THE SIZZLE IS THIS IS 10 PAGES OF PRETTY PICTURES, LIFESTYLE COMMUNITIES.
WE TALK ABOUT THE WALKING TRAILS IN HERE.
WE WANT THE MIXED USE PROJECT ON THE DRIVING RANGE TO BE INTEGRATED INTO THE WALKING TRAILS THAT ROD WALKED US THROUGH.
SO WE WANT SEVERAL POINTS OF CONNECTION BETWEEN THE TWO TO SORT OF ACTIVATE AND HAVE THEM BOTH FEED OFF OF EACH OTHER.
I MEAN, THE FACT THAT YOU'RE CREATING THREE, THREE AND A HALF MILES OF PROTECTED WALKING TRAILS WITH STATIONS IS FANTASTIC.
YOU KNOW, PEOPLE DON'T WANT TO BIKE OR RIDE A RUN ON THE SIDE OF THE ROAD AS MUCH AS BE ABLE TO USE THE TRAILS. AND WE WANT TO MAKE SURE THAT WE HAVE THAT CONNECTIVITY BETWEEN THERE. SO MY ROLE IS TO GET ALL OF THIS L FOLLOW THE DATES AND THE GUIDELINES AND THE PROCEDURES THAT WERE LISTED WITHIN HERE.
KIND OF HELP PEOPLE WITH THE VISION AND IN THE APPENDIX OF THE RFP BOOKLET, YOU WILL SEE THAT WE LISTED OUT A LOT OF RETAILERS AND WE'RE NOT SAYING YOU SHOULD PUT A SEPHORA OR A DUNKIN DONUTS. ACTUALLY, WE DON'T WANT TO TALK ABOUT THE RFP PROCESS ACTUALLY ENCOURAGES DISCOURAGES FAST FOOD.
AND WE DO NOT WANT DRIVETHROUGH.
WE WOULD DO FAST CASUAL LIKE A CHIPOTLE OR AN OFFER GOLES.
BUT WE'RE REALLY TELLING PEOPLE NO FAST CASUAL, NO DISCOUNT STORES, NO DOLLAR GENERALS AND DOLLAR TREES WE'RE TRYING TO GUIDE PEOPLE TOWARDS.
THERE'S THREE TERMS THAT I LIKE TO USE.
IT'S EXPERIENTIAL RETAIL, ITS NEIGHBORHOOD, RETAIL, AND IT'S WAS MY THIRD EXPERIENCE, SO.
EXPERIENCE NEIGHBORHOOD, I'M SORRY, I FORGET THE THIRD NAMABLE I'LL TAKE IT.
SO, GOD, THAT WORD'S KILLING ME.
I'LL BE DRIVING HOME AND I HAD AN HOUR.
I'D BE LIKE, OH, THAT WAS THE THIRD ONE.
BUT, YOU KNOW, WE WANT TO HAVE A COMBINATION.
YOU KNOW, THERE'S EXPERIENTIAL RETAIL AS A NEW BUZZ WORD OF THE LAST FEW YEARS.
PEOPLE CAN GET SO MANY GOODS ONLINE THAT WE NEED TO GET THEM OUT OF THEIR HOMES AND GIVE THEM THINGS THEY CAN'T GET AT HOME.
SO THE OBVIOUS ONES ARE GOING TO BE AN ORANGE THEORY OR MASSAGE ENVY OR GETTING YOUR NAILS DONE, YOUR HAIR DONE.
BUT THERE'S A LOT OF VERY COOL CONCEPTS LIKE TIGER WOODS HAS A THING CALLED POP STROKE.
AND THERE'S A LOT OF EXPERIENTIAL.
THERE'S ONE CALLED CHICKEN AND PICKLES THAT WANTS TO BE IN SOUTH FLORIDA AND ITS FOOD WITH PICKLEBALL. SO WE HAVE A VERY LARGE SITE.
WE HAVE SIXTY NINE TOTAL ACRES.
WE HAVE 56 ACRES AT THE DRIVING RANGE AND 13 ACRES OVER AT THE CLUBHOUSE.
AND WE HAVE THE ABILITY TO LINK THEM TOGETHER TO I BELIEVE THAT THE FOCUS OF THE RFP WILL BE ON THE DRIVING RANGE, THE FIFTY SIX ACRES.
AND THEN SEPARATELY, WE'VE ENCOURAGED PEOPLE TO PLEASE SUBMIT TO US FOR THE 13 ACRES.
AND THE BEST THING FOR ALL OF YOU AND FOR ALL OF THE STAKEHOLDERS IS THAT WE ALL GET TO SEE EVERYBODY'S PRESENTATIONS AND LEARN FROM DIFFERENT PEOPLE'S IDEAS.
AND AS WE GET INTERNATIONAL AND NATIONAL, I'VE BEEN ON THE PHONE SINCE THIS LAUNCH WITH PEOPLE IN CHICAGO, LOS ANGELES, NEW YORK, GREENWICH, BOSTON.
I HAVEN'T HAD ANY INTERNATIONAL CALLS YET, BUT THEY'RE COMING.
[00:20:02]
AND THE IDEA OF HAVING SO MANY DIFFERENT IDEAS AND PRESENTATIONS WILL ALLOW THE COMMITTEE AND THE ENTITIES TO COME UP WITH THE RIGHT PROGRAMING FOR THIS PROPERTY.IT'S A VERY EXCITING THING TO BE A PART OF.
WE WE'RE GOING TO FOLLOW THE PROCESS AND IN TWO MONTHS, WE'LL KNOW WHAT WE HAVE.
WE'LL SEE WHAT THEY DO. WE'LL SEE WHAT THEY PRESENT AND AND GATHER ALL THAT INFORMATION SO WE CAN MOVE TO THE NEXT STEP.
THANK YOU, RON. DOES ANYBODY HAVE ANY QUESTIONS? COMMISSIONER, COMMISSIONER COLOR, THANK YOU.
THANK MR. CRULLERS, HOW ARE YOU? CAN WE, UH, CAN WE GO BACK TO THE MAP? UM, YES, YOU HAD UP ON ONE OF THE ONE OF THE BOARDS.
I WANTED TO ASK YOU A COUPLE OF QUESTIONS ABOUT ABOUT SOME OF THE THIS ONE RIGHT HERE.
SO. THE FIRST THE FIRST QUESTION I HAD, YOU HAD SHOWN IMAGES OF THESE OASIS TYPE THINGS WHERE PEOPLE ARE GOING TO BE ON THE TRAILS AND STUFF LIKE THAT, I'M ASSUMING THAT THAT IS NOT PART OF THE COMMERCIAL PARCEL THAT YOU'RE TALKING ABOUT THAT'S GOING TO BE ON THE INSIDE SIDE OF.
SO WHO'S MAINTAINING THAT? WE WILL SEE AN INSIDE IS GOING TO MAINTAIN AND IF THEY PUT THOSE KIND OF PALM TREES THAT ARE SHOWN IN THERE AND THE BRANCHES ARE FALLING DOWN INSIDE IS GOING TO HAVE A PROCESS GOING IN? ABSOLUTELY.
OK, YEAH. I MEAN, WE'RE COMING UP WITH A WITH A I MEAN, OBVIOUSLY WE WANT LANDSCAPING THAT'S GOING TO BE DRY SCAPE ALMOST.
BUT USUALLY, YOU KNOW, THE TREES THAT THAT WE PUT IN THERE, ONCE THEY CLIMATIZED, DON'T REQUIRE A WHOLE LOT OF WATER.
THE IRRIGATION SYSTEM IS SOMETHING THAT WE'RE GOING TO HAVE TO OBVIOUSLY MAINTAIN.
BUT I KNOW SOMEONE THAT KNOWS.
I KNOW SOMEONE THAT OWNS THE LAKES.
YES, YES, AND RIGHT, BUT THE POINT I WAS MAKING IS THAT, YOU KNOW, I HAVE THE SAME KIND OF TREES THAT WERE SEEN IN THAT PICTURE IN MY HOUSE, AND THE BRANCHES FALL DOWN ALL THE TIME. AND IF THERE'S NOT SOMEBODY OUT THERE MAINTAINING IT AND THEY PILE UP AND IT CREATES ISSUES.
YOU ALSO MENTIONED THE IDEA OF SECURITY ASPECTS OF THINGS.
AND AGAIN, I WASN'T CLEAR IN THE PRESENTATION WHETHER THAT WAS GOING TO BE ON THE COMMERCIAL SIDE OR ON THE INSIDE AND INSIDE SIDE WITH THE PAST AND THINGS LIKE THAT.
WELL, WHAT WE WERE HOPING TO DO IS WE'RE HOPING TO INTEGRATE THESE PATHS TO GO ALSO INTO THE COMMERCIAL AREA. ULTIMATELY, I WOULD LIKE TO NEGOTIATE THAT THE DEVELOPER MAINTAIN THOSE THOSE PARTS.
AND THAT'S ONE OF THE THAT'S PART OF THE NEGOTIATION PROCESS.
I'M A GOOD NEGOTIATOR, AND I PROMISE YOU THAT I'LL FIGHT TO THE DEATH.
IF I DON'T GET WHAT I WANT, THEN OBVIOUSLY WE HAVE TO MAINTAIN IT.
BUT WHEN I'M TALKING ABOUT THE EMERGENCY, WHEN I WAS TALKING ABOUT THE CAMERAS AND EMERGENCIES, I WAS TALKING ABOUT THESE THESE GIANT CALL THINGS WHERE, YOU KNOW, WHEN YOU'RE WALKING IN A TRAIL, YOU'RE TWO MILES IN, YOU KNOW, YOU'RE IN AN EMERGENCY.
WHAT DO YOU DO? RIGHT. SO THERE'S YOU KNOW, THEY HAVE THESE PANIC BUTTONS AND I HAVE A PICTURE OF IT AND I APOLOGIZE.
I DON'T HAVE IT THERE, BUT IT HAS A CAMERA ON THE TOP AND IT CALLS 911 WHEN, YOU KNOW, WHEN YOU CAN SPEAK TO A LIVE OPERATOR RIGHT THERE.
WE THINK THAT'S ESSENTIAL FOR SOMETHING LIKE THIS, ESPECIALLY THE SECURITY, ESPECIALLY WHEN YOU HAVE AN AREA THAT'S SO BIG, SO CLOSE TO THE HOMEOWNERS.
I MEAN, IF YOU GO OUT TO THE GOLF COURSE NOW, I HATE TO SAY IT, BUT SOMETIMES I GO OUT THERE, YOU KNOW, WE RIDE THE TRAILS NOW, YOU KNOW, I SEE A LOT OF TRASH OUT THERE AS KIDS DOING DOING THINGS. AND I THINK THAT THE SECURITY ELEMENT IS THERE, ESPECIALLY IF WE'RE GOING TO PUT NICE THINGS THERE.
RIGHT. SO WE HAVE TO HAVE THE SECURITY ELEMENT.
AND OBVIOUSLY THAT'S GOING TO BE AN OPERATIONAL COST THAT I'M GOING TO TRY TO GET THE DEVELOPER TO PAY FOR. OK.
YEAH. AND THEN YOU TALKED BRIEFLY ABOUT A TRAIL HEADED PROCESS, AND I WAS TRYING TO UNDERSTAND WHERE THE ACCESS POINTS FOR THE PUBLIC WERE GOING TO BE FOR THE USE OF THE INSIDE AND INSIDE SIDE.
THE TRAILS. YOU'VE KIND OF GOT THE TWO PARCELS THAT SORT OF SURROUND WHERE IT LOOKS LIKE THERE MIGHT BE ACCESS POINTS.
SO CAN YOU POINT OUT FOR US WHERE THOSE WOULD BE? WELL, WE HAVEN'T DECIDED YET.
AND THAT'S SOMETHING THAT WE NEED TO DECIDE AS A COMMUNITY.
SO RIGHT NOW, WE'RE PROBABLY WE'RE IN THE PROCESS OF HAVING AN ENGINEER DO SOME SCHEMATICS THAT WE'RE GOING TO PRESENT.
I PERSONALLY FEEL THAT THE BEST PLACE TO ACCESS THE TRAILHEAD WOULD BE A PARTIAL FIVE.
THERE'S ALREADY A PARKING LOT THERE AND IT.
YOU WOULD GO IN THROUGH PARTS OF FIVE BASED ON THE LEFT OF THE CLUBHOUSE KIND OF WORK YOUR WAY UP AND THEN YOU'LL END UP IN PARTIAL TO IF YOU SEE THAT.
I WOULD LIKE IT ULTIMATELY THAT THE DEVELOPER BUILDS SOMETHING I'M PARTIAL TO TO BASICALLY DO A BUFFER BECAUSE WE WANT A BUFFER BECAUSE YOU HAVE A LOT OF HOMES THERE.
SO WHATEVER THEY DO A NICE TRAILHEAD WITH SOME LANDSCAPING SO THAT PEOPLE WHO ARE LIVING IN THESE HOMES OVER THERE AND HERON BAY ARE NOT STARING AT SOME UGLY BUILDING OR SOMETHING. NOT THAT THE BUILDINGS ARE GOING TO BE LOVELY, BUT IT'LL IT'LL HELP WITH NOISE CONTROL AND EVERYTHING ELSE.
SO WE'RE WHEN I SAY THAT WE'RE GOING TO SELL THESE 60 SOME ACRES, WE'RE HOPING TO GET SOME EASEMENTS SO THAT WE CAN CONTINUE THE TRAILHEAD.
[00:25:01]
WE WANT TO MAKE SURE THAT WE KNOW WHAT THEIR CONCEPT DESIGNS ARE AND WE WANT TO MAKE SURE WE KNOW WHAT EVERYONE'S NEEDS ARE FROM THE WAY, BECAUSE WE WE MIGHT HAVE TO PUT SOME SECURITY FEATURES THERE.AND THEN AT THAT POINT, WE'RE GOING TO START DOING THE TRAILHEAD DESIGN.
NOW, WE DO HAVE SOME SCHEMATICS OF WHERE WE THINK THE ENTRY POINT COULD BE, BUT THAT'S SUBJECT TO CHANGE. YOU KNOW, WE HAVEN'T REALLY GOT THAT FAR YET.
RIGHT NOW, OUR PRIMARY RESPONSIBILITY RIGHT NOW IS TO MAKE SURE THAT THE STORMWATER AREAS ARE DESIGNED BECAUSE THAT'S THAT'S THE PRIMARY PURPOSE OF THIS, THE RECREATIONAL AREAS.
WE WANT TO SEE HOW MUCH MONEY WE HAVE.
SO COME JULY TWENTY SEVENTH, IF I HAVE ANOTHER FIVE MILLION DOLLARS, THE TRAILHEADS GOING TO LOOK SIGNIFICANTLY DIFFERENT THAN WHAT WE HAVE NOW OR WHAT WE'RE GOING TO OBVIOUSLY HAVE DESIGNED. AND PRESUMPTIVELY, THE USE OF THE TRAILS IS GOING TO BE A DAYTIME USE AS OPPOSED TO A NIGHTTIME USE, BECAUSE I'M NOT ENVISIONING THAT THE RESIDENTS ARE GOING TO WANT YOU TO PUT LIGHTS OUT IN THE IN THOSE AREAS AND STUFF LIKE THAT.
WE'RE THINKING DUSK TO DAWN AND MAYBE OPEN ON SPECIAL OCCASIONS, DEPENDING ON WHAT'S OUT THERE. SO YOU'RE ENVISIONING SOME SORT OF FENCING OR SOME SORT OF CLOSURE PROCESS SO THAT SO THAT ACCESS POINTS TO THE PATHS ARE GOING TO BE PRECLUDED FROM PUBLIC UNTIL THE TIME THAT THEY'RE OPEN. ABSOLUTELY, SIR.
I EVEN MET WITH MARC CHERRY, WHO'S THE GENERAL MANAGER OF THE MARRIOTT, BECAUSE, YOU KNOW, HOTEL GUESTS, WE NEED TO MAKE SURE THAT THEY HAVE SOME STAKE IN THIS BECAUSE HIS HOTEL GUESTS CAN JUST WALK OUT THE BACK DOOR.
SO WE'RE WORKING WITH THE MARRIOTT.
WE'RE WORKING WITH, OBVIOUSLY, THE CITY OF CORAL SPRINGS.
AND THEN WE'RE GOING TO MAKE SURE THAT THIS IS A SAFEGUARDED AREA.
AND THAT'S OUR PRIMARY PURPOSE, TOO.
AND ONCE AGAIN, I WOULD LIKE THE DEVELOPER TO GO AHEAD AND BASICALLY HAVE A STAKE IN IT TO. AND IN REGARDS TO THAT, ARE THERE ANY ISSUES WITH ANY OF THE PRIOR DEVELOPERS, THE WSS WITH THE LAND OWNERS, THAT THAT HAD CERTAIN CONTRACTUAL RIGHTS ON THOSE PROPERTIES, OR ARE WE THERE TO SAY THERE IS A SEVEN YEAR RESTRICT THE COVENANT THAT WE'RE WORKING WITH THE WAY AND ARE TO HAVE THAT TERMINATED BECAUSE THE BOUGHT WCI? SO WE'RE IN THE PROCESS OF WORKING WITH THAT.
SO THERE IS THAT RESTRICTIVE COVENANT AND WE FEEL THAT THE RESTRICTIVE COVID, IT'S GOING TO GO AWAY. OK, THE NEXT QUESTION I HAD, IT WAS RELATIVE TO THE WEBSITE ITSELF AND ACCESS POINTS TO THAT. THAT'S GOING TO BE A WEBSITE WHERE THE POTENTIAL RFP INDIVIDUALS CAN PUT ALL OF THEIR INFORMATION ON THERE FOR EVERYONE TO SEE.
WHAT OUR PLAN FOR THE WEBSITE? WELL, THERE'S TWO WEBSITES, THERE'S OUR GOVERNMENT LEGAL WEBSITE WHERE WE HAVE THE OFFICIAL DOCUMENTS, THE RFP, I'M SORRY, HERE ON BRP IS WHERE IT'S MORE USER FRIENDLY FOR THE COMMUNITY TO GO ON THERE AND ACTUALLY SEE THE PRESENTATIONS FROM THE DEVELOPERS.
OK, SO WE'RE WE'RE GOING TO LIVE STREAM THAT AND RECORD THOSE AND HAVE THOSE DEVELOPERS HAVE THOSE VIDEOS ON THAT WEBSITE.
SO ARE THOSE GOING TO BE CLOSED UNTIL SUCH TIME AS ALL DEVELOPERS HAVE ALREADY SUBMITTED AND THEN THEY OPEN AT THE SAME TIME SO THAT EVERYBODY CAN SEE THEM MUTUALLY OR WHATEVER THE RFP COMMITTEE CAN SEE LIVE, YOU'LL BE ABLE TO SEE IT, AND THAT'S OUR PLAN.
WILL THERE BE AN OPPORTUNITY FOR THERE TO BE FEEDBACK FROM THE PUBLIC ON THE WEBSITE ITSELF? THAT'S WHAT WE'RE HOPING FOR.
WE WANT THE PUBLIC COMMENT AS THE AS THE DEVELOPERS ARE MAKING THEIR PRESENTATIONS ALMOST LIKE A ALMOST LIKE A LIVE TWITTER FEED.
YOU KNOW, WE WANT THOSE COMMENTS.
WE WANT PEOPLE TO FEED INTO THEIR SO THAT THEY CAN HAVE A HAVE AN OPPORTUNITY TO COMMENT ON SOME OF WHAT THE DEVELOPERS ARE SAYING.
AND WE'RE NOT TRYING TO DISCOURAGE ANY DEVELOPER.
WE WANT TO HEAR ALL IDEAS BECAUSE ONE DEVELOPER, EVEN IF THEY DON'T GET SELECTED, THEY COULD SAY SOMETHING THAT WE DIDN'T THOUGHT OF, LIKE, YOU KNOW, GARBAGE COLLECTION.
YOU KNOW, THEY MIGHT HAVE SOME GREAT IDEA.
AND THEN WE CAN STEAL THOSE IDEAS, YOU KNOW, FREE, FREE WORK PRODUCT IS WHAT I'M ALL ABOUT. OK, THANK YOU.
COMMISSIONER, I READ A NICE PRESENTATION, I LIKE THAT, A COUPLE OF QUESTIONS FOR YOU.
WHAT'S THE PLAN FOR THE CLUBHOUSE? I HAVE NO IDEA, SIR, TO BE HONEST WITH YOU.
I TOOK A IT'S A NICE CLUBHOUSE, BUT, YOU KNOW, THAT AREA WAS KIND OF DESIGNED FOR TOP GOLF TYPE I'M SORRY, PGA TYPE ATMOSPHERE.
EVEN THE ENTRANCEWAY WHEN YOU GO THERE, IT JUST DOESN'T MAKE ANY SENSE.
WE'RE HOPING THAT IT JUST GETS DEMOLISHED AND PUT SOMETHING SOMETHING NICER THERE.
BUT, YOU KNOW, OPEN TO ALL IDEAS.
RFP IS WHEN YOU HAVE A PROBLEM AND EVERYONE SHOULD.
BUT WHAT HAPPENS WITH THE CLUBHOUSE WILL ULTIMATELY BE THE DESTINY OF WHAT THEY PRESENT.
OK, SO THERE'S NO COMMITMENT TO TRY TO MAINTAIN OR ANYTHING.
IT'S A PRETTY IT'S A IT'S IT'S IT'S A VERY BIG.
YOU KNOW, WE WERE PEOPLE PEOPLE WERE SAYING, HEY, YOU KNOW, IS THERE A POTENTIAL FOR A RESTAURANT IN THERE? OF COURSE THERE IS.
YOU KNOW, AT THE END OF THE DAY, YOU HAVE THIS BIG STRIP OF LAND THERE.
AND IT IT JUST PROBABLY WOULD MAKE MORE SENSE FOR SOMEONE TO COME AND DEMOLISH IT AND DO
[00:30:02]
SOMETHING THAT THAT'S THAT'S NICER.YOU'D HAVE TO DUMP A LOT OF MONEY INTO THAT CLUBHOUSE, INCLUDING THE ROOF IS SHOT.
SO THERE'S A LOT OF RENOVATIONS THAT WOULD HAVE TO BE DONE.
BUT IT MIGHT WORK SO WELL, MIGHT COME IN AND SAY, LISTEN, THIS IS WE REALLY LIKE THIS CLUBHOUSE. WE LIKE THE ARCHITECTURAL LAYOUT.
WE'RE GOING TO DUMP TWO OR THREE MILLION DOLLARS INTO THE CLUBHOUSE.
AND THIS IS WHAT WE'RE PROPOSING.
OK. ALL RIGHT. AND THEN YOU MADE A COMMENT THAT YOU'RE HOPING THAT A DEVELOPER WILL COME IN AND KIND OF DO AN ALL OR NOTHING MEETING.
THEY'RE GOING TO MAKE A PLAN THAT COVERS ALL THE PARCELS.
RIGHT. BUT IS THAT PART OF THE.
THAT'S THE WISH LIST. RIGHT? ESPECIALLY SO IT'S NOT A CONDITION.
IT'S NOT A CONDITION. BECAUSE I GUESS ONE CONCERN I HAVE IS THE PARCEL SEVEN IS JUST A VERY KIND OF SMALL, ODDLY SHAPED PARCEL THAT IF NOT KIND OF LUMPED INTO A BIGGER PICTURE, I WORRY HOW THAT'S GOING TO BE.
I MEAN, LISTEN, IF APPLE WANTS TO COME HERE OR IF ELON MUSK WANTS TO COME HERE, OBVIOUSLY WE'RE GOING TO LISTEN TO HIM IF HE DOESN'T WANT THE WHOLE THING.
BUT WE'RE HOPING TO SELL EVERYTHING.
BUT WE WANT TO HEAR ALL IDEAS.
YEAH, I MEAN, THIS COULD BE SOMETHING MAYBE FOR PARKING OR MAYBE THE GREEN SPACE, MAYBE.
YOU KNOW, WE'RE HOPING THAT WHOEVER BUYS IT IS GOING TO DO MORE GREEN SPACE, YOU KNOW, HAVE LIKE A LITTLE LAWN AREA OR SOMETHING.
YOU KNOW, A LOT OF THE COMMENTS BECAUSE WE GET A LOT OF FEEDBACK, TOO, YOU KNOW, AND A LOT OF THE COMMENTS THAT PEOPLE ARE SAYING IN THE COMMUNITY TO ME AND EVERYONE ELSE, I DON'T KNOW IF YOU GUYS HEARD THE SAME THING, BUT YOU KNOW SOMETHING TO WHERE THE TRAFFIC KIND OF STAYS AWAY SO YOU CAN HAVE A WALKABLE AREA.
SO WHEN YOU'RE WALKING THROUGH THESE TRAILS, YOU DON'T HAVE TO HEAR THE TRAFFIC.
AND IT'S KIND OF LIKE YOU'RE ABSOLUTELY RIGHT.
AND, YOU KNOW, THE GOOD THING IS, IS I DON'T HAVE ALL THE SOLUTIONS.
AND THAT'S WHY WE WENT OUT FOR AN HOUR.
I DON'T WANT TO DESIGN IT. I WANT TO SEE WHAT THEIR SOLUTIONS ARE.
I WANT THEM TO SPEND THEIR MONEY AND COME UP WITH A SITE PLAN AND THEN WE GET TO PICK AT IT. OK, AND ALSO, OF COURSE, YOU KNOW, I THINK WE'RE ALL SOMEWHAT OF.
COGNIZANT OF THE CONCERN THAT THE HERON BAY RESIDENTS ARE GOING TO HAVE, WHAT THE VISIBILITY OR THE VIEW IS GOING TO LOOK LIKE FROM THE BACKYARDS OF THEIR HOUSES, SO OF COURSE, THAT HOPEFULLY IS GOING TO BE PART OF THE ONE HOUR FOR ANY CONSIDERATION IS NOT ONLY JUST WHAT ARE YOU BUILDING, BUT HOW ARE YOU GOING TO SHIELD OR ENSURE THAT PEOPLE ARE NOT NECESSARILY JUST FROM NOISE COMPLAINTS AND ALSO FROM JUST THE ACTUAL EYESORE IF SOMETHING DOESN'T APPEASE FROM GOING FROM A GOLF COURSE TO A PARKING LOT? WELL, THAT'S ONE OF THE REASONS WHY THAT THERE'S ONLY ONE WAY ON THE SELECTION COMMITTEE BECAUSE, NUMBER ONE, THEY HOLD THE RESTRICTIVE COVENANT RIGHTS, WHICH THEY'RE PROBABLY GOING TO GET A FROM LAYNA.
SO THE HIGHWAY HAS A LOT OF SAY-SO, AND THAT'S WHY THEY'RE THE ONLY ONES WHO ARE ON THE SELECTION COMMITTEE. THERE THEY HAVE I MEAN, NOT THAT ANY OTHER WAY IS NOT A PORT.
I'M NOT SAYING THAT. I'M JUST SAYING THAT THAT'S WHY THEY'RE PART OF THIS PROCESS, BECAUSE THEIR HOMES. BUT UP RIGHT AGAINST THIS DEVELOPMENT.
OK. AND THEN ONE OF THE THING, JUST MORE RECOMMENDATION.
I LIKE THOSE KIND OF STATIONS THAT YOU WERE REFERENCING, BUT I'D ASK THAT AT LEAST SOMETHING TO BE CONSIDERED, BUT ALSO TO HAVE SOME SORT OF COVERED AREAS AND SOME OF THE STATIONS. I THINK ONE THING YOU'LL FIND IF PEOPLE ARE GOING TO WANT TO WALK IN THESE AREAS AND SIT DOWN, MAYBE EVEN HAVE A PICNIC OR BRING THEIR KIDS OUT THERE.
AND I JUST THINK FOR THAT AMOUNT OF SPACE, IT'S GOOD TO HAVE SOME REFUGE.
AND, YOU KNOW, WE'RE HOPING THAT LANDSCAPING WILL DO THAT.
WE'RE HOPING TO HAVE THE COVID AREAS.
BUT IT ALL BOILS DOWN TO MONEY.
SO YOU EITHER HEAR A CELEBRATION FROM ME ON JULY TWENTY SEVENTH OR I'LL START CRYING.
BUT AT THE END OF THE DAY, WE'RE HOPING THAT THE STATE GIVES US GIVES US SOME MONEY.
WE SPENT A LOT OF TIME THESE GRANT APPLICATIONS OR IT TAKES A LOT OF TIME AND ENERGY.
IT'S LIKE A PHONE BOOK, YOU KNOW, AND WE WE WERE FIGHTING WITH THEM ON CERTAIN POINTS.
AND WE SO FAR WE'VE GOTTEN EVERYTHING WE WANTED FROM THEM AND WE THINK WE GOT A GOOD CHANCE. BUT EVERYTHING YOU'RE TALKING ABOUT OBVIOUSLY COSTS MONEY.
AND WE WANT TO MAKE SURE THAT WE HAVE THE ESSENTIALS IN THERE BEFORE WE START DOING THE UPGRADES, BECAUSE WE WANT TO MAKE SURE THAT IT GETS PAID FOR PROPERLY.
YEAH, THANKS, ROD, FOR THE PRESENTATION AND RON AS WELL, A COUPLE OF QUESTIONS, HAVE THERE BEEN ANY PRELIMINARY TRAFFIC STUDIES OR ANYTHING OR IS THAT PART OF THE SECONDARY PROCESS FOR THE RPS? ONCE THEY START COMING IN? WE FEEL THAT SOME OF THE DEVELOPERS, SOME OF THE BIDDERS WILL GO AHEAD AND DO A PRESENT, A TRAFFIC STUDY. BUT WE FEEL THAT THAT'S SOMETHING THAT'S GOING TO BE A CONDITION AFTER THEY GET SELECTED TO NEGOTIATE.
THAT'S WHEN WE START DOING THE WISH LIST, THE TRAFFIC STUDIES, EVERYTHING ELSE.
AND THAT'S, YOU KNOW, WE WANT THEM TO REMEMBER THAT IT'S GOING TO COST THEM BETWEEN TWENTY FIVE TO THIRTY THOUSAND JUST TO RESPOND THAT THAT'S YOU KNOW, THEY HAD THEY HAD TO HIRE ENGINEERS AND CONSULTANTS ON SITE PLANS ONCE THEY SPENT ALL THAT MONEY.
AND ONCE THEY HAVE A SEAT AT THE TABLE, THAT'S WHEN WE CAN HIT THEM WITH THE TRAFFIC STUDIES AND EVERYTHING ELSE THAT WHAT THE NEEDS ARE, THE COMMUNITY.
AND IF THE CONTEMPLATED ENTRANCE AND I KNOW IT'S ALL TBD, BUT IF THE CONTEMPLATED ENTRANCE TO THE ENVISIONED PROJECT IS GOING TO BE THROUGH PARCEL FIVE THROUGH THE EXISTING CLUBHOUSE IN CORAL SPRINGS.
WHAT IS THE PURPOSE OF INCLUDING THE TOP OF PASSELL TWO, WHICH GOES INTO IN THE ABUTS INTO THE RESIDENTIAL AREA OF HERNE BAY AS PART OF THE LAND FOR SALE? IS THAT SOMETHING THAT IS CONTEMPLATED AS POSSIBLY SEGREGATING OR SEPARATING THOSE THOSE PARCELS? WELL, YOU KNOW, HONESTLY, WE SO I THINK IF I READ YOUR QUESTION CORRECTLY, IS IT
[00:35:06]
IS IT MANDATORY THAT WE SELL THAT LITTLE KIND OF WHAT'S SHAPING UP THERE? YEAH, I MEAN, THAT IS LIVING IN HARAMBEE.I MEAN, AND RIDING ON THE ON THE COURSE IN THAT AREA.
I MEAN, THAT IS THE AREA THAT I THINK IS MOST SUSCEPTIBLE TO INFILTRATION INTO THE COMMUNITY. RIGHT. SO WHOEVER WHOEVER BUYS IT, I MEAN, WE'RE HOPING TO SELL IT BECAUSE IT THE NUMBERS WOULD MAKE SENSE AT THIRTY FIVE MILLION IS MY NUMBER ONE OBJECTIVE IS TO BASICALLY TAKE THE PROFITS AND SUBSIDIZE THE ONE HUNDRED AND FIFTY ACRES.
ALL RIGHT. BUT WHOEVER BUYS IT OBVIOUSLY HAS TO MAKE OUT A PLAN TO TO SEE WHAT THEY'RE GOING TO BE DOING TO SHIELD THE COMMERCIAL AREA.
I REALLY DON'T SEE LIKE IF YOU LOOK AT I MEAN, IF YOU LOOK A LITTLE BIT TO THE LEFT, I REALLY DON'T SEE ANY DEVELOPMENT GOING A LITTLE BIT MORE UP TO THE LEFT OVER THERE.
YEAH. THE TOP LEFT OF OUR SCREEN, YOU CAN'T REALLY PUT ANYTHING NEAR THAT.
BUT THAT'S SOMETHING THAT THE DEVELOPER CAN USE FOR GREEN SPACE.
THAT'S SOMETHING THAT THEY CAN PUT ON THERE ON THEIR DIME INSTEAD OF US HAVING TO GO AHEAD AND HOLD THAT AS AN ACQUIREMENT.
BUT LIKE I SAID, YOU KNOW, EVERYTHING IS EVERYTHING IS NEGOTIABLE, EVERYTHING IS NEGOTIABLE. AND THAT'S THE BEAUTY OF IT.
I'M EXCITED, I'M SUPER EXCITED ABOUT THIS BECAUSE USUALLY WHEN YOU GO THROUGH A BIDDING PROCESS, WE'RE HAVING TO PAY MONEY, YOU KNOW, BUT THIS IS THEM OFFERING US MONEY AND OFFERING US IDEAS. SO THIS IS A LOT MORE FUN.
AND THE FEEDBACK THAT WE HAVE GOTTEN IS TREMENDOUS.
SO I'M SUPER EXCITED, I HOPE I HOPE YOU GUYS ARE AS A COMMISSION TO.
YOU, VICE MAYOR, DO YOU HAVE ANYTHING, SEMIN, SORRY, YOU DON'T KNOW THAT THOSE WERE MY QUESTIONS. I'M GOOD.
I JUST WANT TO THANK YOU FOR COMING.
THANK ALL YOU GUYS FOR COMING OUT.
AND, YOU KNOW, WE'LL SEE HOW EXCITED YOU ARE WHEN IT'S JULY 27, JULY TWENTY SEVEN, JULY TWENTY NINE A.M..
YEAH. AND I DON'T KNOW, MAYBE THE ATTORNEY CAN ANSWER THIS.
I DON'T KNOW IF WE CAN CALL ANYONE ON THE SELECTION COMMITTEE UP THERE IN TALLAHASSEE.
I DON'T KNOW. CAN WE LEGALLY. I DON'T THINK SO.
THANKS. THANKS, RON. THANK YOU, SIR.
THANK YOU. THANK YOU FOR COMING.
IT WAS. AND THANK YOU, EVERYONE.
COMMISSIONER CUTLER HAS ANOTHER COMMISSIONERS.
HAVE ONE MORE QUESTION RELATIVE TO THIS.
DO YOU HAVE ANY KIND OF EXPECTATION ON TIMEFRAMES FOR BUILD OUT OR OR LIKE WHAT YOU'RE LOOKING AT IN YOUR MIND ON WHEN THIS KIND OF PROJECT IS GOING TO BE COMPLETED FOR FOR BOTH CITIES? WELL, THAT'S A GOOD QUESTION.
WE WERE THAT'S ONE OF OUR CONCERNS.
OUR CONCERN. IF IT WAS FUNNY BECAUSE WE HAD THIS CONVERSATION THAT SOME SOME BILLIONAIRE IS GOING TO BUY THIS AND HOLD ON TO THE PROPERTY AND NOT DEVELOP IT AND THEN OR THEY START TO DEVELOP, IT GOES DEFUNCT.
SO THAT'S ALL PART OF THE NEGOTIATION PROCESS.
YOU'RE LOOKING AT EIGHT HUNDRED THOUSAND SQUARE FEET.
SO WE'LL LET IT BE BUILT ALL AT ONCE.
NO, BUT WE NEED TO PUT CERTAIN SAFEGUARDS IN THE CONTRACT AND MAKE SURE THAT THEY START DEVELOPING RIGHT AWAY AND THAT THERE'S A THERE'S A EXPECTED COMPLETION DATE INSTEAD OF JUST SITTING ON THERE. NO ONE WANTS YEARS OF CONSTRUCTION, ESPECIALLY THE HOMEOWNERS WHO PAID MILLIONS OF DOLLARS THERE.
SO THAT'S RIGHT. THERE HAS TO BE SOME TIME FRAME THERE.
AND I HAVEN'T THOUGHT ABOUT IT BECAUSE THAT'S SOMETHING THAT ONCE ONCE THE COMMITTEE CEASES TO EXIST, THAT'S WHEN WE ARE GOING TO GET WITH EVERYONE, INCLUDING THE COMMISSIONERS ON BOTH CITIES.
AND WE NEED TO ALL DECISIVELY DECIDE HOW MUCH TIME DO WE WANT TO GIVE THEM.
DO YOU WANT FIVE YEARS OF CONSTRUCTION? PROBABLY NOT. YOU KNOW, DO YOU WANT DO YOU WANT THE PROJECT DONE IN 18 MONTHS? DO THEY HAVE THE MEANS? YOU KNOW, THERE'S A LOT OF APPROVAL PROCESSES THAT NEED TO BE DONE.
YEAH, THAT'S WHY I'M ASKING THAT QUESTION, PARTICULARLY SINCE WE'VE GOT A LOT OF OTHER PROJECTS IN OUR CITY THAT ARE GOING TO HAVE SIGNIFICANT IMPACTS ON MAYBE THE TRAFFIC FLOW AND THINGS LIKE THAT THAT WE'RE ANTICIPATING.
I MEAN, WLOX ROAD IS TALKING ABOUT GETTING WORK DONE AND AND ALL THESE OTHER THINGS.
AND SO, YOU KNOW, TIME FRAMES ARE GOING TO BE VERY CRITICAL TO HOW THIS PROJECT, YOU KNOW, HELPS OUR CITY ONE WAY OR THE OTHER.
AND IT'S NOT JUST IT'S NOT JUST THE TIMEFRAME OF CONSTRUCTION.
BECAUSE IF YOU GO ON NOB HILL RIGHT NOW, BETWEEN SEVEN AND NINE, 30 IN THE MORNING, IT GETS BACKED UP. SO ONE OF THE THINGS THAT WE COULD CONSIDER AND LIKE I SAID, EVERYTHING IS UP FOR NEGOTIATION IS WE CAN HAVE HOURS RESTRICTION BECAUSE MOST RESTAURANTS WON'T OPEN UNTIL 11:00 ANYWAY.
SO WHEN YOU HAVE THESE RETAIL SHOPS AND YOU GO TO THE MALL, THEY'RE NOT OPENING TILL TEN, TEN, THIRTY UNLESS IT'S A BREAKFAST OR COFFEE SHOP.
THAT'S SOMETHING DIFFERENT. BUT USUALLY BY THAT TIME, THE TRAFFIC HAS SUBSIDED ON NOB HILL ROAD. SO THERE'S MANY THINGS THAT WE CAN DO.
THERE'S RESTRICTIONS THAT WE CAN DO THAT MAKE SURE THAT THEY'RE NOT PUTTING AFTER YEARS WHEN THEY IF THEY HAVE A TENANT, THAT THEY'RE NOT PUTTING THOSE SECONDARY MARKETS IN THERE, THE FAST FOOD.
SO THERE'S A LOT OF SAFEGUARDS SO WE CAN NEGOTIATE.
BUT I CAN'T DO IT ALL ALONE, I NEED FEEDBACK AND I'LL BE GETTING WITH I'LL BE GETTING WHAT NANCY AND YOU'LL BE WORKING THROUGH NANCY TO GET ME INFORMATION.
A LOT OF YOU KNOW ME PERSONALLY, YOU CAN CALL ME THAT.
WE'LL ALL DECIDE THIS AS A COMMUNITY.
DEFINITELY. ONE HUNDRED PERCENT.
THE LAST QUESTION I HAD WAS GOING BACK TO KIND OF THE GRAND RIGHT, BECAUSE I THINK IT'S
[00:40:01]
IMPORTANT, LEE SAID, IS THAT THE ABILITY TO KIND OF GENERATE ENOUGH REVENUE TO SUBSIDIZE THE COST OF ONE HUNDRED AND FIFTY ACRES, I THINK THAT'S IMPORTANT FOR RESIDENTS TO HEAR THAT, BECAUSE, OF COURSE, RIGHT NOW, IN THEIR MIND, THEY'RE FOOTING THE BILL.SO ONE OF THE QUESTIONS THEY HAVE IS IN TERMS OF THE GRANT, IS THERE ANYTHING THAT EITHER PARKLAND OR CORAL SPRINGS OR JOINTLY CAN DO TO HELP INCREASE THE ODDS OF GETTING THAT GRANT? OR THIS IS SOLELY JUST YOU FILE IT AND YOU APPLY AND THAT'S IT.
RIGHT. SO THE DEADLINE'S OVER.
SO WE FILED WE FELT ONE OF THE ONE OF THE THINGS THAT WE GOT IS WE WANTED TO FIGHT ON THE ON THE TERMINOLOGY OF SHORELINE.
YOU KNOW, IT SOUNDS FUNNY, BUT WE FEEL THAT WE HAD THE SHORELINE BASICALLY.
YOU KNOW, A LOT OF PEOPLE THINK SHORELINE AND THINK OF THE BEACH OR A GIANT LAKE, BUT THEY GAVE US THE POINTS FOR SHORELINE.
WE HIRED A SPECIALIST FROM FIU.
HE HELPED US WRITE THE GRANT APPLICATION.
IT'S A VERY COMPLICATED PROCESS, BUT IT'S ALREADY BEEN SUBMITTED AND THE POINTS HAVE ALREADY BEEN SCORED. SO IT'S JUST A MATTER OF THE COMMITTEE MEETING ON THAT DATE AND DECIDING WHO GETS MONEY.
SO AT THIS POINT, THERE'S NOTHING THAT WE CAN DO.
LIKE I SAID, I DON'T KNOW IF WE CAN CALL A COMMITTEE MEMBER.
I DON'T KNOW IF THAT'S LEGAL OR NOT.
I'M NOT AN ATTORNEY. I'M A BUSINESS PERSON.
BUT I THINK THAT I THINK THE SCORES ARE ALREADY SUBMITTED AND THEY JUST HAVE TO MEET AND DECIDE WHO GETS WHAT.
AND I THINK WE'RE I THINK WE'RE LOOKING PRETTY GOOD.
THANK YOU. IS THAT IT FOR EVERYONE? GOOD. ROB, THANK YOU VERY MUCH FOR BEING OPEN, TRANSPARENT.
LOOKING FORWARD TO THE TWENTY SEVENTH.
YES, WAS MOTION TO ADJOURN.
