[00:00:03]

>>> GOOD EVENING, EVERYONE. I WOULD LIKE TO CALL TO ORDER THE REGULAR CITY OF PARKLAND COMMITTEE ADVISORY BOARD MEETING, 11 DAY OF MAY, 2021, 6:01 P.M. IF WE CAN RISE FOR THE PLEDGE.

>> ROLL CALL, PLEASE. OKAY, NEXT ON THE AGENDA, WE HAVE

[4. Approval of Minutes]

APPROVAL OF THE MINUTES FROM OUR MARCH 9, 2021 MEETING. HAS EVERYONE HAD AN OPPORTUNITY TO REVIEW THE MINUTES? CAN I GET A MOTION TO APPROVE THE MINUTES? SECOND? ALL IN FAVOR SIGNIFY BY

SAYING AYE. >> AYE.

>> ANYONE OPPOSED? SHOW IT PASSED UNANIMOUSLY. NEXT WE

[5. Public Comments]

HAVE COMMENTS FROM THE PUBLIC ON NONAGENDA ITEMS. WE HAVE SOME

PEOPLE THAT WANT TO TALK TODAY. >> THANK YOU, MR. CHAIR. I WANT TO TALK EVERY DAY BUT TODAY IS A SPECIAL DAY. THANK YOU FOR HAVING ME. I JUST WANTED A MOMENT TO TALK ABOUT THE CITY'S DEDICATION POLICY. THIS IS A POLICY THAT DICTATES HOW THE CITY'S FACILITIES ARE NAMED AND IT REQUIRES THAT WE CONVENE A COMMITTEE TO CONSIDER OPTIONS ON THE TABLE. WE'RE IN THE PROCESS OF DOING THAT, THE COMMITTEE WE'RE CONVENING, IT'S REQUIRED BY THE POLICY THAT THERE'S A REPRESENTATIVE FROM EACH OF THE CITY'S THREE ADVISORY BOARDS ON THE COMMITTEE. I HAVE REACHED OUT TO THE OTHER TWO COMMITTEES AND THEY AGREED WITH THE RECOMMENDATION, WHICH IS TO HAVE THE CHAIR BE THE REPRESENTATIVE ON THE COMMITTEE. AS FAR AS TIME INVESTMENT IS CONCERNED, WE'RE LOOKING AT AN INITIAL MEETING OF ONE AND A HALF TO TWO HOURS. IF A SECOND MEETING IS NECESSARY, WE'RE THINKING HALF AN HOUR TO AN HOUR. ONCE THE TASK IS COMPLETE, THE COMMITTEE IS SUNSET SO IT NOT ONGOING. IN THE NEXT COUPLE OF WEEKS WE'LL LOOK TO SET UP DATES FOR THE INITIAL MEETING THEN GO FROM

THERE. SO ... >> IT WILL BE MY PLEASURE,

WHATEVER I CAN DO TO ASSIST. >> I APPRECIATE THAT. WE'LL BE

REACHING OUT TO YOU. >> THANK YOU.

>>> CAN WE HAVE THE MINUTES REFLECTED ANGELIKA HAS ARRIVED?

>> GOOD EVENING. I'M JACKIE WAYMEYER, DIRECTOR OF HUMAN RESOURCES IN THE LIBRARY. I'M HERE TO LET YOU KNOW ABOUT WHAT WE'RE DOING WITH OUR EFFORTS FOR ENSURING OUR RESIDENTS AND VISITORS WITH DISABILITIES HAVE EVERY OPPORTUNITY TO ENJOY OUR FACILITIES AND PROGRAM. THERE ARE SEVERAL THINGS WE NEED TO DO IN ACCORDANCE WITH THE AMERICANS WITH DISABILITIES ACT AND WE'VE DONE SEVERAL OF THOSE. WE MADE AN ADA POLICY STATEMENT, WE DESIGNATED AN ADA COORDINATOR, THAT'S ME. WE HAVE PUT ALL THESE THINGS ON THE WEBSITE FOR A GRIEVANCE PROCEDURE, IF PEOPLE NEED THAT. WHAT WE'RE DOING NOW IS COLLECTING INFORMATION FOR THE ADA TRANSITION PLAN. ANY PLACE WHERE WE SEE THERE'S IMPROVEMENTS WE CAN MAKE, WE NEED TO PUT THAT INTO A PLAN AND FORMULATE HOW TO ROLL THAT OUT BECAUSE THEY DO TAKE TIME. I'M HERE TONIGHT TO ASK FOR YOUR HELP IN ASKING YOUR FRIENDS AND NEIGHBORS TO COMPLETE OUR ADA SURVEY ON LINE, ON THE FRONT PAGE OF THE CITY WEBSITE. WHAT WE'RE LOOKING FOR IS PEOPLE TO COMPLETE A BRIEF, EIGHT OR NINE QUESTION, SURVEY AND LET US KNOW IF THERE'S AREAS IN THE CITY WE CAN IMPROVE FOR ACCESSIBILITY.

THERE'S AN AREA IN THE SURVEY WHERE IF PEOPLE ARE INTERESTED ON SERVING ON A SHORT TERM COMMITTEE TO REVIEW THE TRANSITION PLAN, WE WOULD LIKE PEOPLE TO PARTICIPATE IN THAT AS WELL. IF YOU WOULD GET THE WORD OUT FOR US, THAT WOULD BE

GREATLY APPRECIATED. >> ABSOLUTELY. THANK YOU FOR YOUR TIME. LET THE MINUTES REFLECT THAT JEFF ARRIVED. NICE TO SEE YOU. WE KNOW THERE'S A LOT OF TRAFFIC OUT THERE.

>> ANYBODY ELSE? WE'LL MOVE ONTO THE COMMENTS BY

[6. Comments by the Chair and Board]

THE CHAIR AND THE BOARD. A COUPLE THINGS I WANTED TO SPEAK ABOUT WAS, GETTING BACK TO THE LIBRARY, I WAS HAPPY TO SEE THE RESTRICTIONS ARE STARTING TO LIFT A LITTLE BIT, AND I GUESS THEY'RE GOING TO RESUME INDOOR OPERATIONS SOMETIME IN JUNE.

[00:05:05]

THEY HAVE SOME CURRENT ACTIVITY FOR THE CHILDREN FOR THE MONTH OF MAY THAT INCLUDE GRAB AND GO CRAFTS WHERE KIDS PICK UP A DIFFERENT CRAFT EACH WEEK, DO THEM AT HOME, WHICH IS KIND OF NEAT. THEY ALSO HAVE PAINTING ON THE PATIO. IN ADDITION THEY'RE GOING TO ADD HOURS. IT LOOKS LIKE THEY ARE GOING TO INCREASE THE HOURS. IT'S GOING TO BE THE NEW HOURS OF 10:00 A.M. TO 7:00 P.M. MONDAY THROUGH THURSDAY, FRIDAY AND SATURDAY IT WILL BE FROM 10:00 TO 5:00 P.M. THEY'VE GOT INCREASED HOURS. ONE OTHER THING IS THE CITY OF PARKLAND RECENTLY HIRED PAUL OH CONNELL, THE PUBLIC SAFETY ADVISOR FOR THE CITY'S POLICE DEPARTMENT. HE REQUIRED AS POLICE CHIEF FOR WITTEN MANNERS AND WAS ASSIGNED SUPERVISOR OF THE INTERNET CRIMES AGAINST CHILDREN TASK FORCE. PAUL'S NO STRANGER TO THE CITY OF PARKLAND. HE WAS THE DISTRICT CHIEF IN PARKLAND IN 2007 TO 2011. HIS ROLE WILL BE TO NAVIGATE POLICIES WITH HIS EXPERIENCE TO A CITY AND STAFF LEVEL TO KEEP OUR RESIDENTS SAFE. I WOULD LIKE TO WELCOME HIM TO THE CITY. I WISH HE WAS HERE TO MEET EVERYBODY BUT HE'S JOINED YOU WITH CAPTAIN MULLIGAN AND THE LIEUTENANT AND THE REST OF THE PSO FAMILY HERE IN PARKLAND. ANY COMMENTS FROM THE BOARD? I KNOW SHARRY, I WANT TO START WITH YOU. YOU HAD SOME

THINGS TO TALK ABOUT. >>

[00:11:09]

>> OKAY, DEFINITELY. ALL RIGHT DEFINITELY WE'LL SPEAK TO THE CITY AND SEE WHAT WE CAN DO WITH THAT. I APPRECIATE THAT AND I'M HAPPY TO HEAR EVERYTHING WENT WELL AS FAR AS THE HARVEST DRIVE. A LOT OF WORK WENT INTO THAT. THAT'S GREAT.

>> JUST A COUPLE. WHAT ARE WE GOING TO DO IF WE'RE NOT DOING

THE HARVEST DRIVE? >> WE CAN STILL DO THE HARVEST

DRIVE. >> I JUST WANT TO THANK THE --

>> I WANT TO SAY SOMETHING. PART OF MY PRESENTATION TONIGHT WAS GETTING INTO ALL THE CITY COMMISSION, DIRECTIVES WE OFFER STRATEGIC PLANNING. THE COMMISSION WANTS US AS A BOARD TO CONTINUE A SERVICE PROGRAM AND WE GET TO CHOOSE WHAT THAT IS AND COME UP WITH OUR OWN PROGRAM MOVING FORWARD.

>> GREAT. >> I THINK GIVING BACK IS SOMETHING THAT WE PROMOTED THIS YEAR IN THE ST MARJORY STONEMAN DOUGLAS BAND. WE HAVE GOTTEN CLOSE TO 2,000 WREATHS FOR THE VETERANS SITE. I WOULD LIKE TO MAKE A SHOUT OUT. ONE IS THE FARMERS MARKET HAS GIVEN US A BOOTH FOR THE LAST SEVERAL MONTHS. THE OTHER SHOUT-OUT IS ALL THE CITY STAFF THAT HELPED WITH THE INTERVIEW PROCESS A FEW WEEKS AGO. THAT WAS SO SMOOTH.

THE FOUR OF US UP HERE JUST HUNG TOGETHER AND IT SEEMED TO GO BY REALLY FAST AND HAD VERY TREMENDOUS CANDIDATES. VERY

NICE. ANYTHING ELSE? >> THAT'S IT.

>> ANGELIKA? >> YES, I JUST WANTED TO SECOND WHAT JEFF SAID. THE PROCESS WAS EXTREMELY SMOOTH AND WE'RE SO GRATEFUL. I JUST WANTED TO STAY HOW DIFFICULT IT WAS TO MAKE THOSE DECISIONS AND SUPPORT THE APPLICANTS. THEY WERE SO INCREDIBLE SO I HOPE THAT'S IN THE MINUTES SO THEY CAN READ AND REALLY KNOW HOW IMPRESSED WE WERE BY THE ENTIRE GROUP. I ALSO JUST WANTED TO CONGRATULATE OUR PARKLAND GRADUATES. IT'S SO EXCITING, NOT JUST OUR SENIORS BUT ANYBODY, EITHER GRADUATING TO THE NEXT LEVEL OR JUST FINISHING UP IN THE NEXT FEW WEEKS THEIR SCHOOL YEAR. IT'S A REALLY GREAT TIME AND I'M EXCITED FOR SUMMER HERE IN THE CITY. JUST A LITTLE COMMUNITY UPDATE. I DON'T KNOW IF THERE'S ENOUGH RELEVANCE TO THIS BUT I'LL SHARE. BECAUSE OF OUR CONNECTIONS WITH THE SCHOOL AND THE SCHOOL COMMUNITY, WHERE MY FAMILY IS GOING TO. SOME OF THE FAMILIES IN THE NEIGHBORING COMMUNITIES ARE UNFORTUNATELY GOING TO LOSE THEIR BUS BECAUSE OF THE WAY THE ROUTE AND CONSTRUCTION HAS PROCEEDED. NOW ROADS AREN'T CONNECTING AND THERE ARE A LOT OF FAMILIES IN COMMUNITIES THAT ARE TRYING TO FIGURE OUT A WAY TO PRESERVE THE BUS. IT HELPS MAKE SURE OUR CHILDREN ARE SAFELY TRANSPORTED TO SCHOOL. MANY OF US LIVE PRETTY -- A PRETTY FAR WALKING DISTANCE. THERE'S A RULE WITHIN THE SCHOOL DISTRICT, IF A COMMUNITY LIVES WITHIN TWO MILES OF THE SCHOOL, AT THE DON'T GET THE BENEFIT FROM A SCHOOL BUS. BECAUSE THERE WASN'T CONTINUITY IN THE ROAD UP UNTIL CONSTRUCTION HAPPENED ABOUT A YEAR OR SO AGO, WE WERE ABLE TO BENEFIT FROM MANY YEARS OF THE BUS. SO NOW AS OF NEXT SCHOOL YEAR, WE'VE BEEN NOTIFIED THAT TRANSPORTATION WILL BE TAKEN AWAY. WE RECOGNIZE THAT THERE ARE MANY COMMUNITIES IN PARKLAND WHERE THEY MIGHT LIVE 1.9 MILES OR 1.7 MILES AND HAVE A HARD

[00:15:02]

TIME GETTING KIDS TO SCHOOL. WE'RE CONCERNED ABOUT THAT.

WE'RE CONCERNED ESPECIALLY WITH THE EXTENSION OF THE RIVER GLADES COMMUNITY OF THE TRAFFIC, ESPECIALLY WITH ALL THE KIDS, 100% IN SCHOOL AND HOW THAT WILL EFFECT ALL THE NEIGHBORHOODS IN TERMS OF TRAFFIC, THE CAR LINE. THE LARGEST ELEMENTARY SCHOOL IN PARKLAND. JUST HAVING TO -- FOR THOSE FAMILIES LOSING THAT TRANSPORTATION OPPORTUNITY, HAVING TO REVISE THEIR PLANS AND THINK ABOUT HOW TO GET THEIR KIDS SAFELY TO SCHOOL, BALANCE THEIR WORK SCHEDULES. I WAS JUST PUTTING THAT OUT THERE AS SOMETHING GOING ON ACROSS THAT AREA OF PARKLAND, REGARDING

RIVER GLADE. >> HAS ANYBODY SPOKEN WITH ANYBODY AT BROWARD COUNTY REGARDING SEEING WHAT THEY CAN DO TO POSSIBLY GET THAT ROUTE GOING? WE HAD ISSUES AND THEY WERE CALLED OUT AND THE HEAD HNCHOS WERE THERE AND THEY WERE VERY ACCOMMODATING TO SEE WHAT THEY COULD DO TO HELP THE KIDS.

MAYBE SOMEBODY COULD REACH OUT TO THEM. THEY MAKE EXCEPTIONS, I'M SURE, IF IT'S SOMETHING FOR THE SAFETY OF THE CHILDREN. IF YOU HAVE SOMEBODY THAT CAN EXPLAIN THAT TO THEM.

>> YEAH, YEAH. WE'VE REACHED OUT TO OUR COMMISSIONERS IN PARKLAND WHO ARE SUPPORTIVE. WE REACHED OUT TO THE COUNTY, THE SCHOOL BOARD AND OTHER REPRESENTATIVE WAS VERY SUPPORTIVE BUT IT COMES DOWN TO WHO HAS THE AUTHORITY TO MAKE WHAT DECISION. THERE WILL BE A COMMUNITY MEETING AT SOME POINT THAT THE PRINCIPAL AT RIVER GLADE CALLED. THE DATE IS NOT YET DETERMINED. IT WILL BE A ZOOM MEETING SO HOPEFULLY THERE WILL BE MORE INFORMATION. AT THIS POINT, UNFORTUNATELY ALL THE AVENUES THAT AS PARENTS, THERE'S A BIG GROUP OF US, THAT THEY HAVE TRIED, HAVE NOT YET YIELDED SOME SORT OF A RESPONSE OTHER THAN UNFORTUNATELY THOSE BUS ROUTES ARE BEING TAKEN AWAY.

>> I'M SURE WITH YOU ON IT --

>> THEY'LL SEE POSITIVE RESULTS. >> THANK YOU.

>> LORI? >> THANK YOU. I SEE AS WE GET DOWN TO THE SAME THINGS COULD BE SAID OVER AND OVER. I WAS VERY IMPRESSED BY THE APPLICANTS AS WELL. AND JUST TO GIVE SOME IDEAS, I DID NOTICE THAT IN MY TRAVELS, THERE ARE SOME CITIES THAT HAVE THEIR GRADUATES OR HAVE THEIR SCHOLARSHIP WINNERS.

THEY HAVE THEIR PHOTOS AND THEIR NAMES, PICTURES, THAT MAKES IT VERY INTERESTING TO DISPLAY. THAT -- EVEN IF WE COULD DO IT FOR ALL THE PEOPLE THAT -- MAYBE A TOP TEN OR WHATEVER.

I'M ALSO VERY CONCERNED ABOUT AFTER EVERY LEGISLATIVE SESSION, THERE ARE ALWAYS SOME LAWS THAT ARE PASSED THAT AFFECT COMMUNITIES AND CITIES, AND PROBABLY ONE OF THE MOST IMPORTANT PIECES TO ME PERSONALLY, ANYWAY, IS THIS IDEA THAT VOTE BY MAIL, A NONPARTISAN ISSUE. EVERYBODY REGISTERS TO VOTE BY MAIL. I WOULD LIKE TO SEE, PERHAPS, IF WE COULD HAVE A PARTNERSHIP WITH THE SUPERVISOR OF ELECTIONS OFFICE TO -- EVEN IF AT THE FARMERS MARKET, IF WE CAN HAVE SOME SORT OF PARTNERSHIP. BECAUSE EVERY TWO YEARS, PEOPLE WILL HAVE TO REREGISTER TO VOTE BY MAIL. ESPECIALLY SINCE WE HAVE SENIOR COMMUNITIES AND ASSISTED LIVING AREAS HERE. OR EVEN PEOPLE BETWEEN THEIR 20S AND 30S SIGNATURE MATCHES TO UPDATE SIGNATURES. IT'S SUPPOSED TO BE EVERY FIVE YEARS SO YOUR SIGNATURES LOOK CORRECT I ALWAYS THOUGHT AS PART OF A WELCOME PACKET FROM THE CITY THAT WE COULD HAVE A VOTER REGISTRATION FORM. BUT I WOULD LIKE TO SEE A PARTNERSHIP. I KNOW THAT PARKLAND HAD A VERY HIGH VOTER TURNOUT SO PEOPLE ARE VERY INVOLVED IN OUR CITY. REGARDLESS OF WHAT AN WHO THEY VOTED FOR, BUT WE SHOULDN'T -- WE SHOULD ENCOURAGE PEOPLE TO VOTE AND I WOULD LIKE TO SEE A PARTNERSHIP. GOING BACK, BILL, YOU MENTIONED THAT PARKS AND REC WERE DOING PAINTING KIDS FOR CHILDREN. IS THAT WHAT YOU DID SAY? THE LIBRARY?

>> YES. >> BECAUSE I PREVIOUSLY WAS ON PARKS AND REC, AND I HAD RECOMMENDED THAT I KNOW THAT TAMARAC WAS DOING ART KITS FOR SENIORS. SO I WAS HOPING THAT THEY WOULD DO THAT HERE, OR CONTINUE. SO IF THE MINUTES COULD REFLECT THAT THAT WOULD BE A NICE EXPANSION OF THEIR ART

KITS PROGRAM. >> THAT'S A GREAT IDEA.

[00:20:01]

>> FOR SENIORS. BUT IT'S AMAZING HOW A YEAR PASSED AND THANK GOODNESS WE'RE ALL HERE AND HOPEFULLY EVERYBODY IN YOUR UNIVERSE IS STILL HERE. TIME WENT QUICKLY, YET THERE'S SO MUCH TO CATCH UP ON SO I LOOK FORWARD TO WORKING WITH

EVERYONE. >> THANK YOU FOR YOUR COMMENTS.

>> WE PRETTY MUCH COVERED A LOT OF IT.

>> YEAH. >> IT'S AN AMAZING TASK, ISN'T IT? YEAH, YEAH. . I FEEL THE SAME WAY, WE'RE ALREADY IN MAY, WE HAVE THREE MORE SESSIONS HERE

UNTIL THE END OF THE YEAR. >> CRAZY.

>> THEY ALSO -- I WANTED TO MAKE NOTE PARKLAND -- TROUBLE ] PERHAPS IF WE COULD CHANGE ON THE APPLICATION WHERE IT SAID, HIGH SCHOOL, EXTRACURRICULAR ACTIVITIES AND COMMUNITY SERVICE HOURS. I THINK THERE WAS A LITTLE BIT OF CONFUSION THERE. SOME PUT WHAT THEY DID, AVERAGE A MONTH AND SOME DID AVERAGE PER YEAR. SO IN ORDER TO -- I THINK IT'S DIFFICULT TO DO AVERAGE PER YEAR THROUGH THE HIGH SCHOOL YEARS, AVERAGE PER MONTH. MAYBE AVERAGE A YEAR? FROM FRESHMAN YEAR TO SENIOR YEAR? THAT'S IT THANK GOODNESS WE'RE GETTING READY. WE'VE GOT THE CONCERTS BACK. I'M READY.

>> KENDRA? >> I TOO WAS ON THE INTERVIEW COMMITTEE AND I WAS SO IMPRESSED WITH THE YOUNG PEOPLE THAT CAME IT WAS SO DIFFICULT TO JUDGE. A LITTLE BIT -- FOR ME, I FELT LIKE I WISHED THERE WAS MORE OF A -- A WAY TO COMMUNICATE AFTER WE DID THOSE NUMBERS AND TALKED WITH EACH OTHER. I DON'T KNOW IF WE CAN DO THAT NEXT YEAR, TO KIND OF COMMUNICATE WHERE WE -- BEFORE WE PUT THOSE NUMBERS IN. BECAUSE THEY WERE REALLY -- IT WAS REALLY A LITTLE BIT, TO ME, A LITTLE BIT, YOU KNOW, I WANT TO SAY THERE WASN'T, FOR ME, A -- I'M NOT DESCRIBING THIS WELL, BUT A CONSISTENCY IN THAT -- HOW WE DID THE NUMBERS.

THEY WERE A LITTLE BIT -- OKAY, FROM ONE TO 25 OR SOMETHING LIKE THAT. SO IF WE COULD HAVE A LITTLE BIT MORE MAYBE CONSISTENCY IN HOW WE DO THAT. I DON'T KNOW. OR AT LEAST TALK WITH EACH OTHER AFTER, BEFORE WE MAKE THAT FINAL DECISION. SO THAT WOULD BE MY OWN SUGGESTION I'VE NEVER DONE IT BEFORE. I LOVED THE OPPORTUNITY TO DO THAT. I LOVED WORKING WITH THE GROUP THAT WAS THERE. I THOUGHT THEY WERE FABULOUS. SO -- GETTING TO KNOW THEM AND THEIR INPUT.

>> RUPERT? >> THANK YOU. TWO THINGS.

ANGELIKA, DO THEY MEASURE THE DISTANCE FROM THE FRONT OF THE COMMUNITY TO THE SCHOOL? YOU NEED TO FIND THAT OUT BECAUSE I HAVE FRIENDS WHO LIVE IN WATERCREST. THAT'S OVER HERE.

THEY LIVE IN THE BACK. I'VE SEEN THEM RIDING ALONG WITH THEIR KIDS ALL THE WAY DOWN AND GOING TO MORE THAN TWO MILES. COULD YOU FIND OUT HOW THEY GET THIS TWO MILES? THAT WOULD BE SOMETHING THAT WE COULD BRING UP -- MAYBE SAYING THAT, LISTEN, IT'S NOT CONSISTENT. SOME KIDS LIVE IN THE BACK. IT'S FURTHER THAN TWO MILES. OTHERS LIVE IN THE FRONT. SO IF WE CAN GET SOME TYPE OF CONSISTENT MEASURE AS TO WHERE THE MEASURE IS -- WHERE THE MARK IS.

>> I THINK IT COMES FROM YOUR FRONT DOOR. THAT'S FROM YOUR

MAILBOX. THAT'S HOW -- >> THE MAILBOX.

>> YEAH. >> YOU'RE TELLING ME THOSE WHO LIVE IN THE BACK OF WATERCREST IS LESS THAN TWO MILES?

>> IF IT'S MORE THAN TWO MILES FOR THEM TO GET TO THE FRONT DOOR, THEY HAVE TO PROVIDE THEM BUSES.

>> NO BUS GOES UP THERE. >> YEAH.

>> NO BUS GOES TO WATERCREST. >> YEAH.

[00:25:08]

>> OKAY. IS. WHEN WE WERE FIGURING OUT WITH MY KIDS, I WAS DRIVING THE ROUTE TO SEE BECAUSE WE WERE CLOSE.

>> MAYBE, THEN, THERE HAS TO BE ANOTHER -- YOU KNOW, A REMEASURE

OR SOMETHING. >> IT'S BASED ON -- I'M PRETTY

SURE BASED ON THE DOOR. >> YOUR DOOR. BUT --

>>

>> ALSO, I HAVE TO ADD MY LITTLE PIECE TO THE PERSONS I WORKED WITH IN THE INTERVIEW PROCESS. I WAS SO IMPRESSED, I SPOKE TO SOMEONE AND ASKED IF THERE'S A WAY WE CAN INCREASE THE BUDGET FOR SCHOLARSHIPS? CAN WE ALSO MAKE IT CLOSER IN TERMS OF -- I MEAN APPLICANTS WERE SO CLOSE. IS THERE A WAY WE CAN -- NOT FROM 1,000 TO 600 BUT TO 1,000 TO 750 THEN 750 TO 500 OR SOMETHING LIKE THAT. BECAUSE TO GO FROM 1,600, YOU'RE SEEING A BIG GAP BETWEEN THE FIRST AND SECOND PERSON. THEY WERE REAL CLOSE. I WOULD LOVE TO SEE, FOR THE NEXT BUDGET, IF WE CAN INCREASE THE BUDGET FOR SCHOLARSHIPS AND HAVE MORE

SCHOLARSHIP WINNERS. >> MAYBE ALLSTATE WILL HAVE A GOOD YEAR AND WANT TO GIVE US MORE MONEY.

>> THAT TOO. >> IT'S GREAT THEY DO WHAT THEY DO. THE KIDS WOULDN'T BE GETTING THAT IN THEY DIDN'T GIVE US THAT MONEY. BUT IT'S JUST -- I'VE BEEN A PART OF THIS FOR A LONG TIME, AS MANY OF YOU, WITH -- WATCHING THESE KIDS, WHAT THEY'VE ACCOMPLISHED, WE'RE ALL EDUCATED PEOPLE. I DON'T REMEMBER GETTING 5-POINT SOMETHING AS FAR AS THE GPA. I DON'T KNOW WHERE I GOT TODAY, LOOKING AT THESE KIDS, WONDERING IF THIS IS OUR FUTURE, IT'S AMAZING. BUT I APPRECIATE ALL THE COMMENTS AND OBVIOUSLY WE'LD FIGURE OUT WHAT WE CAN DO WITH SOME OF THESE SUGGESTIONS. NEXT, APPROVAL OF THE AGENDA.

[7. Approval of the Agenda]

CAN I GET A MOTION TO APPROVE THE AGENDA? SECOND. ALL IN FAVOR SIGNIFY BY SAYING AYE, ANYONE OPPOSED. PASSED

[8. New Business]

UNANIMOUSLY. NEXT, NEW BUSINESS.

>> THANK YOU, LOTS TO COVER. >> THANK YOU. A LOT OF WHAT I HAD PREPREPARED JUST GOT PULLED OUT OF ORDER. BASED ON A LOT OF

DISCUSSION. >> WE DID THAT TO HELP YOU OUT.

>> WHICH IS FINE. OUR FIRST ORDER OF NEW BUSINESS IS THE COMMUNITY ADVISORY BOARD SCHOLARSHIP. SO JUST TO RECAP THAT SCHOLARSHIP. WE ACTUALLY SENT THE COMMUNICATIONS OUT TO THE SCHOOL IN FEBRUARY, FEBRUARR APPLICATION DEADLINE FOR THAT SCHOLARSHIP WAS MARCH 26. WE THEN FORMED OUR COMMITTEE AND THEY REVIEWED APPLICATION. THE COMMITTEE WENT THROUGH THE APPLICATION INTERVIEW AND FORWARDED THEIR CANDIDATES TO THE INTERVIEW COMMITTEE. AS YOU POINTED OUT EARLIER, THAT PROCESS -- I UNDERSTAND SOME PORTIONS OF IT KIND OF FEELS -- LET'S SAY RUSHED OR SUBJECTIVE. BUT I TRULY WANTED IT TO BE A PROCESS OF THE COMMITTEE ITSELF AND NOT SOMETHING THAT STAFF WAS IMPOSING ON THE COMMITTEE. SO WE CAN ALWAYS WORK TO MAKE IT BETTER FOR FUTURE YEARS. WE GOT THROUGH THE INTERVIEW PROCESS, W PROCESS, THE COMMITTEE RECOMMENDED THREE SCHOLARSHIPS.

THE FIRST TO BREA PATEL. THAT WAS AT $400 SCHOLARSHIP. THE 600 SCHOLARSHIP WENT TO SAMANTHA HA IS ZAR AND $1,000 TO BRECK LICKERMAN SO I NEED THE BOARD TO RATIFY THE COMMITTEE'S

RECOMMENDATIONS FOR AWARD. >> SO DO WE NEED A MOTION TO

APPROVE THE THREE? >> THAT WOLD HELP.

>> OKAY. DO WE HAVE A MOTION? >> I'LL MOTION TO APPROVE.

>> DO WE HAVE A SECOND? >> I'LL SECOND.

>> ANYONE OPPOSED? EVERYBODY SIGNIFY BY SAYING AYE.

>> AYE. >> WE SHOW IT PASSED.

>> BEFORE WE MOVE ON, I DID TAKE MEMBER RHOD'S RECOMMENDATION BACK TO CITY MANAGEMENT FOR CONSIDERATION AND WE'RE MOVING THROUGH THE BUDGET PROCESS FOR CONSIDERATION OF INCREASE. I THINK WHAT WE CAN DO AS A BOARD BETWEEN NOW AND THE NEXT MEETING IS COME UP WITH A STRATEGY OF HOW WE WANT THE AWARDS. I JUST HEARD POTENTIALLY EVEN THOUGH WE'RE INCREASING, MAYBE WE ADD ANOTHER SCHOLARSHIP. SO YOU MAY HAVE AN INCREASE, IT'S A SLIGHT INCREASE BUT IT GIVES US AN OPPORTUNITY TO ADD ANOTHER SCHOLARSHIP. OR WE CAN KEEP IT STATUS QUO AND INCREASE THE

[00:30:01]

AMOUNTS. MAYBE IT'S SOMETHING WE NEED TO THINK THROUGH AS A BOARD AND PROVIDE INFORMATION TO ME TO TAKE BACK TO THE BUDGET

PROCESS. >> ALL RIGHT.

>> THE NEXT ORDER OF BUSINESS IS THE ALLSTATE SCHOLARSHIPS. THIS SCHOLARSHIP IS DIFFERENT. THIS MONEY IS FIRE DEPARTMENTED TO US BY ALLSTATE. THE WAY THE MONEY WAS SENT TO THE CITY, IT'S ACTUALLY BEEN SET UP FOR A PERIOD OF FIVE YEARS. I BELIEVE WE HAVE TWO MORE YEARS TO GO AFTER THIS AWARD FOR THIS YEAR.

AND JUST TO RECAP, SIMILAR TO THE CAB, THE PROCESS WENT OUT ON THE SECOND OF FEBRUARY TO THE SCHOOLS. GOT THE APPLICATIONS BACK BY THE DEADLINE, MARCH 26. WHEN THROUGH THE PROCESSES WITH THE BOARD AND AT THE END OF THE DAY THE TWO SCHOLARSHIP AWARDS WE'RE PROPOSING OR THE COMMITTEE IS PROPOSING IS FOR JUDE LEN AMMAN IN THE AMOUNT OF $500 AND JOSHUA U RCHAD CHAD. WE.

>> WE NEED A MOTION TO APPROVE THE SCHOLARSHIPS FOR JUDE LEN AMMAN AND JOSHUA URCANDIDATE FOR $500. ALL IN FAVOR, SIGNIFY

SAYING AYE. >> AYE.

>> PLEASE SHOW IT PASSED. >> PERFECT.

>> ONE THING I WOULD LIKE TO DO BEFORE YOU MOVE ON IS I THINK IT'S ONLY RIGHT -- YOU KNOW, FROM WHAT I UNDERSTAND, THESE KIDS WERE ALL AMAZING. I THINK IT'S ONLY GOOD TO GO AHEAD AND HONOR THE OTHER KIDS THAT WERE HERE FOR THEIR INTERVIEWS. I WOULD LIKE TO AT LEAST MENTION THEIR NAME. JENNIFER CORECOALY, CHRISTOPHER MCKENNA, WILLIAM OLSON, IS ISABELLA. JOSHUA BRON AND JASON HELBURN. IT'S A HUGE ACCOMPLISHMENT TO GET THROUGH

THE APPLICATION PROCESS. YES? >> THE SCORES WERE SO CLOSE THAT, YOU KNOW, I DO AGREE WITH YOU THAT THE NAMES SHOULD BE MENTIONED. IN ONE SITUATION, ONE POINT DETERMINED WHETHER SOMEONE GOT A SCHOLARSHIP OR NOT.

>> AMAZING. >> WOW.

>> A TOUGH JOB FOR THAT COMMITTEE, I'LL TELL YOU. I

KNOW IT IS. >> I WANT TO PERSONALLY THANK BOTH ECONOMIES. I WAS IMPRESSED. THE FIRST APPLICATION COMMITTEE, WE GOT THROUGH IT SO QUICKLY. AS A STAFF THERE WAS INTERNAL CONFUSION BUT YOU GUYS FIGURED IT OUT ON YOUR OWN. WE'RE ONLY HERE TO GET BETTER SO WE'LL IMPROVE GOING FORWARD. THE INTERVIEW COMMITTEE, YOU KNOW HOW WELL THAT MOVED. IT FELT DAUNTING BECAUSE WE HAD A LOT OF APPLICANTS BUT THANK YOU FOR YOUR EFFORTS.

>> THANK YOU FOR ALL YOU DID. >> IN THE NEXT ORDER OF NEW BUSINESS, TO GO THROUGH THE COMMUNITY ADVISORY BOARD CITY COMMISSION DIRECTOR TASK. LET ME GET THE PRESENTATION STARTED.

>> SO THE CITY COMMISSION STRATEGY HE CAN PLANNING SESSION WAS APRIL 11-12. ONE OF THE DISCUSSION ITEMS FOR THE BOARD WAS TO LOOK AT THE VARIOUS CITY ADVISORY BOARDS AND DISCUSS THEIR MISSION, THEIR ROLES THEY SERVE FOR THE CITY AND WHAT DIRECTION FOR THE BOARDS MOVING FORWARD. THE CITY COMMISSION THEN MET AGAIN ON APRIL APRIL 29TH AND THEY WENT AHEAD AND CONFIRMED THE ITEMS FOR OUR BOARD. THE COMMISSION UNDERSTANDS A FEW ITEMS WILL RECUR ANNUALLY. THE TASK, MORE DETAIL SCOPE REQUIRES SUBCOMMITTEES WITHIN THE BOARD, DEPENDING WHAT WE HAVE TO WORK ON IN THE UPCOMING SLIDES. THE COMMISSION BELIEVES IT'S UP TO THE BOARD TO DETERMINE WHO THE SUBCOMMITTEE MEMBERS WILL BE. I EXPRESSED TO THEM WE WORKED ON A FEW PROJECTS AND TYPICALLY THE BOARDS WORKED IT OUT THEMSELF TO FIGURE OUT WHO WILL WORK ON THE BOARD. THEY FELT THEY DIDN'T NEED TO STEP IN TO PERFORM THAT TASK. WHATEVER SUBCOMMITTEE WE CREATE SIMILAR TO WHAT WE DID WITH THE SCHOLARSHIP, ULTIMATELY WE'LL BRING IT BACK TO THE MAIN BOARD AND RATIFY ANY RECOMMENDATIONS AND TAKE IT ONTO THE CITY COMMISSION.

SO HERE'S JUST A LIST OF THE PROGRAMS. SOME OF THEM I'M GOING TO GET INTO TONIGHT. SOME I STILL NEED TO WRAP MY HEAD AROUND AND COME UP WITH A GAME PLAN MOVING FORWARD SO BEAR WITH ME. THERE'S A THOUGHT THAT WE WOULD LIKE TO START A YOUTH EMBASSADOR PROGRAM IN THE CITY AND THE CAB WOULD OFFER SUPPORT FOR THAT PROGRAM. THERE'S GOING TO BE A PUBLIC ART PROGRAM.

I'LL BRING INFORMATION ON THAT TO A FUTURE MEETING. IN 2023, THE CITY WILL CELEBRATE IT'S 60TH ANNIVERSARY. SO WE'RE

[00:35:03]

GOING TO WORK ON A PROJECT THAT'S GOING TO SUPPORT THAT EVENT AS WELL. THERE WAS TALK OF INCLUSION AND DIVERSITY AND ENGAGEMENT OF THE COMMUNITY, THERE'S AN INDEPENDENT BOARD OUT THERE DOING THE WORK ON THEIR OWN.

THEY'VE REACHED OUT TO THE CITY ABOUT ENGAGING THE COMMITTEE FOR DIVERSITY AND INCLUSION. I BELIEVE WE'RE GOING TO INVITE THAT BOARD TO COME AND SPEAK TO THE CAB AND COME UP WITH HOW WE CAN SUPPORT THEM. I HAVE TO WRAP MY HEAD AROUND THAT FOR US THEY WANT US TO IT BE WITH THE PROCESS OF EDUCATION LIAISON TO THE VARIOUS SCHOOLS. WE DID THAT BEFORE. WE'LL GET INTO THAT DISCUSSION LATER IN THE PRESENTATION. THERE WAS TALKS OF US FIGURING OUT A WAY HOW TO PROVIDE CONTINUITY OF THE HISTORICAL SOCIETY. THAT GROUP IS STRUGGLING BECAUSE THEY'RE LOSING A BUNCH OF MEMBERS BECAUSE THEY'RE MOVING OUT OF TOWN. THE COMMISSIONER USED TO BE THE PRESIDENT OF THAT BOARD, HE'S NOW COMMISSIONER SO HE'S NOT INVOLVED SO THERE WAS TALK ABOUT NOT ALLOWING THAT BOARD TO JUST BASICALLY FIZZLE OUT. SO SOMEHOW FOR US TO FIGURE OUT HOW TO HELP WITH CONTINUITY OF THAT SOCIETY. AS WE TALKED ABOUT EARLIER WITH REGARD TO THE HARVEST DRIVE. COME UP WITH A ANNUAL COMMUNITY SUPPORT PROGRAM OR EVENT THAT WE CHOOSE. OF COURSE WE'RE GOING TO NEED SOMEONE TO PUT IT TOGETHER. THE HARVEST DRIVE FELL IN OUR LAPS LAST YEAR AND THE OPPORTUNITY MADE SENSE. IT WAS ONE OF THOSE EVENTS THAT I WOULDN'T SAY EASY BUT BASED ON OUR FACILITIES, THINGS WE DO AS A CITY, IT WAS EASY FOR US TO PUT THAT PROGRAM TOGETHER. BY HAVING MISS MCGUIRE, WHO KNEW HOW THE PROGRAM RAN, WE PROVIDED WHAT SHE NEEDED. IF WE'RE DOING SOMETHING FROM SCRATCH -- WE'LL FIGURE OUT WHAT WE'RE DOING AND SEE IF WE HAVE ENOUGH TIME THIS YEAR OR DO WE NEED TO PLAN FOR NEXT YEAR. WE'LL MAKE THAT DECISION AS MOVE ALONG. I'M GOING TO SKIP OVER THE HARVEST DRIVE. AGAIN, AS SHARRY TOLD US EARLIER, THEY DON'T NEED OUR ASSISTANCE AT THIS TIME. IF THEY NEED US, THEY CAN REACH OUT. AT SOME POINT WE HAVE TO DECIDE, DO WE WANT TO ESTABLISH A NEW PROGRAM OR EVENT.

PRESERVATION PROJECT THAT WILL SUPPORT THE 60TH ANNIVERSARY.

THE THOUGHT PROCESS SO FAR IS IN PARTNERSHIP WITH THE HISTORICAL SOCIETY, THE CAB WOULD HELP WORK ON A PROJECT TO CULMINATE WITH THE 60TH ANNIVERSARY. WE WILL BRING IN AN ELEMENT TO EDUCATE PEOPLE ABOUT THE HISTORY OF THE CITY. THROUGH THE HISTORICAL LANDMARK MAP PORTAL, I DON'T KNOW IF YOU'RE FAMILIAR. I DIDN'T GET A CHANCE TO GET A PICTURE BUT AT VARIOUS LOCATIONS IN THE CITY, THE HISTORICAL SOCIETY HAS BEEN PLACING LANDMARKS TO TALK ABOUT DIFFERENT ELEMENTS OF THE CITY.

THERE'S ONE HERE OUTSIDE OF THE MUNICIPAL COMPLEX. IF YOU GO OVER TO THAT PORTAL, THERE'S A LOT OF NEAT INFORMATION ON THE HISTORY OF CERTAIN LANDMARKS IN THE CITY OF PARKLAND. IN THE LAST YEAR THEY'VE BEEN WORKING ON A PROJECT TO PRESERVE THOSE ELEMENTS BECAUSE THEY'RE BEING WEATHERED. SO THEY'LL CONTINUE THAT PROJECT AND WE'LL WRAP OURSELVES AROUND THAT PROJECT AS WELL. AS PART OF THE PROJECT, THE COMMISSION WOULD HAVE TO APPROVE THIS PRESERVATION PROJECT AND INITIATE STAFF TO WORK ON THE PROJECT. POTENTIALLY WITH THE MIDDLE SCHOOL, NOT THE HIGH SCHOOL. THIS WOULD BE LIKE A SUMMER PROJECT FOR THE MIDDLE SCHOOL. THEY WOULD COME IN AND NOT ONLY HELP WORK ON THE PRESERVATION OF THE PORTALS BUT OUR THOUGHT PROCESS IS TO HAVE THEM BASICALLY WORK WITH THE CITY.

OUR THOUGHT PROCESS IS TO DEVELOP A WEB PAGE FOR THE PORTAL THROUGH GEOGRAPHIC INFORMATION SYSTEM, GIS. WE WOULD ACTUALLY GEOSPECIALLY LOCATE THE MAP PORTALS THROUGH THE CITY AND HAVE A PAGE WHERE YOU CAN LEARN ABOUT DIFFERENT ELEMENTS THROUGHOUT THE CITY. SO THE MIDDLE SCHOOL KIDS WOULD CREATE THAT LAYER. WE ACTUALLY HAVE STAFF ONBOARD THAT WORK IN GIS AND WILL GUIDE SUBSTIUTES SS THROUGH THAT PROCESS AND THEY WOULD GET SERVICE HOURS IN THE PROCESS. WHAT IS OUR ROLE AS A CAB? WE WILL ALSO BE SELECTING THE STUDENTS THAT WILL WORK ON THE PROJECTS. SO WE WOULD HAVE AN APPLICATION PROCESS WHERE THEY WOULD WRITE UP -- THEY WOULD ACTUALLY WRITE ON A TOPIC, POTENTIALLY ABOUT THE HISTORY OF THE CITY OF PARKLAND AND WHAT IT

[00:40:02]

MEANS TO PRESERVE IT MOVING FORWARD TO THE FUTURE. THAT'S WHAT I WAS THINKING ABOUT. WE CAN MASSAGE THAT TOPIC AS WE GO ALONG. WE WOULD GO THROUGH AN APPLICATION PROCESS WHERE THE CAB WOULD SELECT STUDENTS TO WORK ON THE PROJECT.

AS YOU MOVED THROUGH THE VARIOUS PROJECT, IT WOULD CULMINATE WITH THE 60TH ANNIVERSARY. OUR PROCESS WOULD BE TO HIGHLIGHT THE STUDENT'S WORK THROUGH OUR WEBSITE, SOCIAL MEDIA AND FUTURE MEETINGS. NOT ONLY THE COMMISSION MEETING BUT WE'LL HAVE THEM COME AND PRESENT TO THE BOARD. THEN ULTIMATELY, THE THOUGHT PROCESS IS TO CREATE SOME SORT OF EVENT AROUND THE PORTALS. SO I'M NOT SURE WHAT IT'S GOING TO LOOK LIKE BUT IT COULD BE A SCAVENGER HUNT AND SOMETHING TO GET PEOPLE OUT AND ABOUT TO LEARN ABOUT THE CITY. THAT'S JUST THE FRAMEWORK OF IT THIS IS FOR US TO MASSAGE AS A BOARD AND MAKE IT MORE HOW WE WANT T THIS IS JUST A STARTING PLACE. I'LL STOP TALKING RIGHT

NOW. >> QUICK QUESTION. WITH THE LANDMARKS. YOU SAID UP YOU HAVE ALL THESE LANDMARKS THROUGHOUT THE CITY. YOU COULD SUGGEST MAYBE HAVING -- OBVIOUSLY YOU WANT TO GET THE KIDS INVOLVED BECAUSE OBVIOUSLY HISTORY, AS PEOPLE AGE, PEOPLE DIE OR MOVE AWAY, YOUNGER KIDS HAVE DIFFERENT INTERESTS AND NOT REALLY INTO THE HISTORY OF THEIR CITY UNLESS THEY KNOW A LITTLE BIT ABOUT IT. YOU COULD ALWAYS SUGGEST A FIELD TRIP TO GO TO THE HISTORICAL -- WITH COVID, THAT'S PROBABLY NOT GOING TO HAPPEN ANYTIME SOON. NOT INSTEAD OF BUT IN SUPPORT OF, MAYBE BECAUSE WE'VE DONE VIDEO CONTESTS IN THE PAST, MAYBE YOU COULD HAVE A VIDEO CONTEST WHERE THEY GO TO EACH LANDMARK, TALK ABOUT EACH LANDMARK IN A VIDEO, MAYBE ACT SOM SOME OF IT OUT ATH LANDMARK. THE WINNER OF THAT, MAYBE GIVE A SCHOLARSHIP OR SOMETHING TOO. BUT ALSO THAT VIDEO WOULD BE SHOWN TO ALL THE SCHOOL KIDS. WE CAN ACTUALLY HAVE THE TEACHERS SHOW THIS VIDEO, ALL THESE KIDS -- THAT'S OUR TARGET MARKET SO MAYBE -- BECAUSE KIDS AREN'T GOING TO READ SOMEBODY'S ESSAY. BUT KIDS WILL WATCH A VIDEO, ESPECIALLY IF IT'S INTERESTING. THESE KIDS ARE PRETTY AMAZING AT WHAT THEY CAN ACCOMPLISH WITH VIDEOS. WE DID IT WITH THE RECYCLING PROGRAM. EXACTLY. IF THEY DID SOMETHING LIKE THAT IN THE --ED WINNER IS SHOWN TO ALL THE SCHOOL KIDS, NOW YOU'RE LEARNING ABOUT SOMETHING WHILE HAVING A CONTEST AT THE SAME TIME.

THAT'S A SUGGESTION. >> I HAVE A QUESTION. ARE THESE PORTALS IN WALKING -- ARE THEY ABLE TO BE IN WALKING DISTANCE

FROM EACH OTHER? >> NOT NECESSARILY. I THINK THEY'RE SPACED OUT FAR ENOUGH THAT IT WOULDN'T BE WALKING

DISTANCE. >> BECAUSE I WAS ALSO THINKING O HAVING OUR STUDENTS CREATE SOME SORT OF SELF-GUIDED TOUR ON THESE AUDIO BOXES OR WHATEVER, WITH NUMBERS IN DIFFERENT PARTS OF THE CITY AND MAYBE ASSIGN THEM DIFFERENT PLACES IF THEY CAN'T DO A VIDEO SO WE COVER THEM ALL. THAT'S -- WE COULD TRY TO FIGURE OUT WHAT EXHIBITS HAVE AND WHAT THEY DO. YOU KNOW, HAVE THEM TRY TO RECREATE IT AND USE THIS AS THE THEME.

>> RIGHT. PART OF THE EXERCISE ONCE WE ROLL IT OUT IS TO GET THE HISTORICAL SOCIETY TO COME OUT AND TALK ABOUT THE THINGS THEY'VE DONE WITH THE PORTAL AND WHAT THEIR IDEA OF PRESERVING IT MEANS. THIS IS JUST FROM A STAFF PERSPECTIVE OFOUS OBSERVING SO I WANT TO GET THEM INVOLVED AND GET MORE CONTINUITY. WITH RELATING TO MAPPING THE LOCATION, THAT MIGHT NOT BE A BAD IDEA FOR A VIDEO. SOMEONE CAN IDENTIFY THE LOCATIONS BUT ULTIMATELY WE WANT TO MAP THESE FOR THE CITY.

WE'RE GOING TO HAVE IT WHERE IT'S ITS OWN PAGE AND HOPEFULLY IT'S ONE OF THOSE MAPS WHERE IT'S A LITTLE BIT FANCY, A POPOUT ON A DIFFERENT LOCATION AND A MAP ITSELF THEN GET SOME INFORMATION. PART OF ME WAS THINKING MAYBE JUST DO A WRITEUP ON THE LOCATION. AGAIN THIS IS JUST COMING OUT OF MY BRAIN.

WHAT I'M PRESENTING TO THE BOARD IS JUST THE STRUCTURE OF IT. WE CAN WORK IT AS WE MOVE ALONG. THE ONLY THING THAT'S SET IN STONE FROM A STAFF PERSPECTIVE IS OF COURSE THE HISTORICAL SOCIETY, THE EVENT AT THE END. IN BETWEEN WE HAVE FLEXIBILITY

TO MAKE CHANGES. >> RIGHT.

[00:45:01]

>> I'M JUST GOING TO MENTION AN IDEA BECAUSE I'M GOING TO FORGET IT BY THE NEXT MEETING. LIKE BRINGING TOGETHER THOSE TWW QR CODES AT THE DIFFERENT PORTALS SO YOU CAN SCAN -- THE AUDIO ON YOUR PHONE, THEN A VIDEO POP-UP WITH NARRATION.

>> GREAT IDEA. >>

>> YES, I HOPE THAT AT THE END YOU'LL HAVE SOMETHING LIKE A VIRTUAL TOUR. STUDENTS CAN ACTUALLY SEE THE ENTIRE -- SEE ALL THE SITES VIRTUALLY AND YOU CAN USE SOME OF THE INFORMATION YOU GET FROM THE STUDENTS IN THE VIRTUAL TOUR. I THINK THAT'S POSSIBLE. IT WOULD BRING EVERYTHING TOGETHER. I HAVE ONE IN MY NOTES. EVENTUALLY I'LL BRING IT BACK TO THE MEETING TO WORK OUT THE DETAILS OF THIS PROGRAM FOR THE BOARD.

THE NEXT THING FROM A CONCEPT STAGE IS THE YOUTH EMBASSADOR PROGRAM. THE PURPOSE OF THE PROGRAM WILL BE TO ENCOURAGE ACTIVE CITIZENSHIP AND FROM TOMORROW'S POTENTIAL PUBLIC SERVICE LEADER. IT WOULD BE A TWO-YEAR PROGRAM. PARKLAND HIGH SCHOOL JUNIORS. THE NUMBER OF STUDENTS IS TO BE DETERMINED.

STUDENTS WOULD REGULARLY ATTEND COMMISSION MEETINGS, THE ADVISORY BOARD MEETINGS, SHADOW CITY DEPARTMENT, VOLUNTEER AT CITY EVENTS AND ASSIST WITH SERVICE PROJECTS TO BENEFIT OTHER ORGANIZATIONS. YOUTH EMBASSADOR WOULD BE ELIGIBLE FOR A EMBASSADOR SCHOLARSHIP. WE'LL PROVIDE SERVICE HOURS ASSOCIATED WITH THE PROGRAM. THE STUDENTS THEMSELVES WOULD PARTICIPATE IN RESEARCH PROJECTS, COMMUNITY SERVICE PROGRAMS, SUBCOMMITTEES MORE MEETINGS UPON REQUEST. THEY WOULD SERVE AT ROLE MODELS AND MEET WITH OTHER UTES AND REPORT BACK TO THE CITY ON NOMINATION MATERIALS TO PROVIDE TO THE HIGH SCHOOL. US AS A BOARD WOULD BE RESPONSIBLE FOR RECOMMENDING THE FINALIST SELECTIONS. I'M GOING TO STOP THERE. THIS IS JUST A CONCEPT OF THIS PROGRAM. THERE'S MANY OTHER CITIES THAT USE THIS PROGRAM RIGHT NOW. THE CITY OF HOLLYWOOD IS ONE I LOOKED IN ON, LOOKED AT THE DETAILS OF WHAT THEY PROVIDE. IT'S LINKED TO LAW ENFORCEMENT WITH THEIR CITY OUR CITY, I DON'T THINK IT WOULD BE SO MUCH. THEY'LL HAVE SOME ELEMENT OF IT BUT OUR MAIN THOUGHT PROCESS IS TO BRING THEM IN AND TEACH THEM ABOUT MUNICIPAL GOVERNMENT AND WHAT THAT WORD MEANS. JUST SEE HOW GOVERNMENTS OPERATING ON THE WHOLE. JUST POTENTIALLY STRIKE INTERESTS FOR FUTURE MUNICIPAL EMPLOYEES.

>> GREAT. >> AND THIS IS THE OTHER PORTION, WHICH IS THE CAB POINTED SCHOOL LIAISON. IN THIS PROCESS, THE CAB BOARD MEMBER WOULD SERVE AT LIAISON TO AN APPOINTED SCHOOL. THE LIAISON FOR THAT EYE POINTED SCHOOL WOULD ESTABLISH RELATIONSHIPS AND BRING INFORMATION BACK TO THE BOARD. ULTIMATELY TO THE COMMISSION FOR ANY ISSUES OR ANY INFORMATION, POSITIVE OR NEGATIVE, RELATED TO THE SCHOOL HERE'S A LIST OF ALL OUR SCHOOLS WE HAVE IN THE CITY. I'M GOING TO TURN THE DISCUSSION OVER TO THE BOARD. THIS STARTED BACK WHEN THE LIAISONS WERE ESTABLISHED FOR A SPECIFIC PURPOSE AT THAT TIME.

THINGS AND TIMES EVOLVED IN THE CITY. AND I BELIEVE THIS IS ANOTHER PROCESS, WE SHOULD TRY TO MAKE IT

>> OKAY. WELL, CAN I ASK A QUESTION?

>> YES. >> IS THERE A REASON YOU LEFT OUT STONE MAN DOUGLAS? IT'S CALLED A TYPO.

>> AND RIVER GLADE. >> YEAH.

>> THAT'S ANOTHER T TYPO, MY APOLOGIES.

[00:50:01]

>> I THINK THAT WOULD BE A GREAT IDEA. I THINK THAT SHOULD BE YOU. BECAUSE YOU ARE RIGHT ON TARGET WITH EVERYTHING GOING ON THERE AND IT'S IMPORTANT TO BE ABLE TO PASS SOME OF THAT INFORMATION BACK TO THE SCHOOLS ABOUT WHAT'S GOING ON WITHIN THE LIBRARY, THE LIBRARY SYSTEM AND ALL THE DIFFERENT THINGS GOING ON AND THE HOURS. ALL THAT IS VERY IMPORTANT WHEN THEY'RE BACK

IN SCHOOL. >> THAT'S A GREAT IDEA. IS IT

POSSIBLE YOU COULD DO THAT? >> I DON'T SEE WHY NOT. AGAIN, I JUST HAVE TO WRAP MY HEAD AROUND THE FUNCTIONS BUT I GUESS WE CAN HAVE SOME CONVERSATION TO FIGURE OUT THE PURPOSE. BUT

YES, I DON'T SEE ANY PROBLEM. >> IS ANYBODY ACTIVITILY GOING TO MAYBE THEY WON'T BE. STUDENTS WILL BE IN PERSON BUT LOT OF US WERE VERY CONCERNED ABOUT SOME OF THE THINGS GOING ON WITHIN THE SCHOOLS THAT OUR OWN KIDS GO TO. AND I GUESS REALLY WHAT WE CAN DO IS JUST TRY TO FIGURE OUT -- BECAUSE FOR ME TO KNOW WHAT'S GOING ON AT HERN HEIGHTS, I HAVE NO IDEA.

MY CHILD GOES TO PARK AND MARJORY STONEMAN DOUGLAS. I KNOW WHAT'S HAPPENING IN THOSE SCHOOLS BUT SOMEBODY WHO MIGHT HAVE A CHILD AT WEST GLADE OR HAS A CHILD AT MARY HELP, THEY MAY BE A BETTER LIAISON FOR THE SCHOOL BECAUSE THEY HAVE A RELATIONSHIP THERE. I GUESS WE CAN START DOWN THE LINE AND SEE IF YOU HAVE ANY INTEREST IN ANY SCHOOL THAT YOU MIGHT LIKE TO BE

A PART OF. >>

>> WE'LL SAVE YOU FOR SOMETHING IF WE NEED A FILL IN. IT IS AN IMPORTANT TASK. WE DEFINITELY WANT TO HAVE -- YOU KNOW, WE DO HAVE A LOT OF COMMUNICATION WITH THEM. THEY HAVE A LOT OF CONCERNS THEY MIGHT WANT TO BRING BACK TO THE CITY. WE'RE THE LIAISON BETWEEN US AND THE COMMISSIONER AND MAYOR SO IT HELPS. ANGELIKA, YOU HAVE BEN INSTRUMENTAL OVER THE YEARS WITH

THIS. >> MY KIDS WILL BE AT RIVER LAKE SO I'M MORE THAN HAPPY TO DO THAT.

SOMETHING KARA KNOWS, SOMETHING OVER THE YEARS THAT I HAVE MENTIONED IS BECAUSE OF WORK RESPONSIBILITIES, I CAN'T ALWAYS ATTEND STAFF MEETINGS BUT TAKE PLACE DURING THE DAY. I WISH THERE WERE SOME AVAILABLE IN THE EVENING. I KNOW THERE'S ATTENDANCE ISSUES BUT I WILL DO

MY BEST. >> I KNOW FROM HISTORY, YOU DEFINITELY GET INVOLVED WHEN YOU DON'T HAVE THE HOURS SO I KNOW YOU'RE CAPABLE OF THAT. ANY IDEA OF WHERE YOU WOULD LIKE

TO -- OBVIOUSLY. >>

>> I AGREE WITH WHAT YOU'RE SAYING. I TAKE PTO TIME. IT'S DISENFRANCHISING BECAUSE AROUND DOWNTOWN. THEY ALL HAVE EVENING MEETINGS. THE SUBURBS --

DOUGLAS? >> STONEMAN DOUGLAS, AGAIN.

>> OKAY. >> SHARRY? I GUESS -- OKAY.

HE'S GOING TO LOOK INTO THAT FIRST AND SEE IF WE CAN EVEN DO THAT. THEN WE'LL GO AHEAD AND -- CARA, ANY INTEREST IN ANY OF THE SCHOOLS? WEST LAKE? PERFECT. OKAY, PERFECT.

[00:55:11]

DENISE? >>

>> A LOT OF US USED TO DO TWO SCHOOLS. SO -- SHE SAYS SOMERSET AND HERON HEIGHTS. OKAY. KENDRA?

>>

THAT ... >> ACTUALLY RIGHT NEXT DOOR HERE. IT'S JUST PAST THE HOMEBURG ON

THE LEFT-HAND SIDE THERE. >>

>> THAT WILL BE YOUR JOB AT MARY HELP. THEY'RE PRIVATE SO DON'T FORGET, YOU HAVE MORE LENIENCY OVER THERE. THEY REALLY DON'T HAVE TO DO WHAT BROWARD COUNTY TELLS THEM TO DO, SO MARY HELP, THEY'RE A VERY GOOD SCHOOL. THEY'RE VERY ACCOMMODATING.

GREAT PEOPLE OVER THERE SO I THINK YOU'LL ENJOY WORKING WITH

THEM. >> SO HOW DO I GET THE INFORMATION FROM MARY HELP OF CHRISTIAN'S --

>> WE'LL GET YOU EVERYTHING. >> PERFECT, THANK YOU.

>> THEN RUPERT? WHAT ARE YOUR THOUGHTS?

>> HEIGHTS, WE HAVE THAT COVERED WITH DENISE. WE HAVE WEST GLADES, THAT'S COVERED. WE HAVE STONEMAN DOUGLAS. RIVER GLADES, WE HAVE MARY HELP, WHAT WAS THE -- WE HAVE.

>> SOMERSET. >> YEAH, WE HAVE SOMERSET.

ACTUALLY SHE'S -- DENISE IS TAKING CARE OF SOMERSET. SO WE HAVE PARK TRAILS AND -- WHAT ELSE?

>> THAT'S IT. >> I THINK WE'VE GOT EVERYBODY.

OKAY. SO I MEAN MY SON'S IN PARK TRAILS, SO I'LL TAKE PARK TRAILS. AND I'LL HELP JEFF WITH STONEMAN DOUGLAS. I KNOW THEY CAN -- YOU KNOW, THEY'VE GOT A LOT GOING ON OVER THERE.

>> AND SINCE I CAN DO -- THE HELP AT THE LIBRARY IF YOU ONLY WANTED TO DO MARY HELP, SO THIS WAY, EVERYBODY WOULD AT LEAST HAVE -- IF YOU DON'T MIND MY VOLUNTEERING --

>>

>> SO GETTING BACK TO RUPERT, I'M JUST -- YOU KNOW WHAT? DID YOU -- YOU SAID THEY'RE AT SOMERSET, YOUR KIDS? SO IF YOU WANT TO STICK WITH SOMERSET, INSTEAD OF GIVING YOU TOO MUCH -- HE CAN TAKE HERON HEIGHTS.

OKAY. WE GOT RUPERT WITH HERON HEIGHTS. SO LET'S GO THROUGH THIS NOW. SHARRY, IF ALL GOES WELL, YOU'RE THE LIBRARY LADY.

YOU'RE IN CHARGE OVER THERE. THAT WILL BE COOL BECAUSE ALL OF US WILL HAVE TO BE SPEAKING WITH YOU TO SEE EXACTLY WHAT'S GOING ON WITH THE LIBRARY SO WE CAN PASS THAT INFORMATION BACK TO THE SCHOOLS. THAT WILL BE PRETTY COOL. I HOPE WE CAN MAKE THAT WORK OUT. ANGELIKA, RIVR GLADES, JEFF, STONEMAN DOUGLAS AND MYSELF. KARA, WEST GLADES, DENISE, SOMERSET, KENDRA WILL HAVE MARY HELP, RUPERT HERON HEIGHTS AND I'LL HAVE PARK

TRAILS. >> AND LORI'S GOING TO HELP SHARRY, IF WE CAN MAKE THAT WORK OUT.

>> YOU KNOW WHAT? IF WORSE COMES TO WORSE, IF THE LIBRARY THING DOESN'T FALL THROUGH, WE ALWAYS HAVE LAURIE AND SHARRY THAT CAN FILL IN IN CASE ANYBODY NEEDS ASSISTANCE OR CAN'T MAKE A MEETING, MAYBE THEY CAN REACH OUT AND SEE IF THEY CAN HELP

WITH THAT. >> PERFECT. OKAY. PERFECT.

[01:00:08]

>> DOES THAT -- >> THAT'S THE END OF MY PRESENTATION. WHAT I WILL DO IS I WILL -- AS I SAID, FOR OUR NEXT MEETING, KIND OF HAVE MORE POINTED TASKS, A FEW OF THE PROGRAMS WE HAVE TO GET GOING ON AND TASKS WE HAVE TO GET GOING ON FOR THE NEXT MEETING. IF I NEED TO SHARE INFORMATION WITH THE BOARD, I'LL COMMUNICATE BY EMAIL JUST TO GET US GOING. ONE THING THE BOARD COULD HELP ME OUT WITH IS THE SCHOLARSHIPS SO LET ME KNOW. OUR BUDGET, OUR FIRST BUDGET HEARING IS IN AUGUST. SO I WOULD LIKE TO AT LEAST GET A FRAMEWORK AS TO HOW WE WANT TO DO THE SCHOLARSHIPS. I HEARD RUPERT SAY PROBABLY KEEPING THE NUMBERS CLOSER SINCE THERE'S NOT TOO MUCH SEPARATION BETWEEN THE STUDENTS. THAT'S FOOD FOR THOUGHT. IF WE INCREASE THE AMOUNT, MAYBE WE ADD ANOTHER SCHOLARSHIP AND IF I COULD GET GUIDANCE, THAT WOULD BE GREAT.

>> FANTASTIC. OKAY. >> YES.

>> ALL RIGHT. THAT'S IT FOR NEW BUSINESS, WE WILL MOVE ON TO OLD BUSINESS. I DON'T THINK WE REALLY HAVE ANY, CORRECT?

>> NO, WE DON'T. >> OKAY. AND NEXT WE JUST HAVE

[10. Comments from Staff]

COMMENTS FROM THE STAFF. >> OKAY, I THINK THE ONLY THING I LEFT OUT IN MY PRESENTATION IS THE AWARD OF THE SCHOLARSHIP WILL BE AT THE MAY 19 CITY COMMISSION MEETING. SO THE THOUGHT PROCESS IS WE WILL GO AHEAD AND PRESENT THE CHECKS TO THE STUDENTS IN PERSON. THEY'LL BE HERE IN PERSON IF ANY BOARD

MEMBERS WANT TO ATTEND. >> I WOULD LOVE TO BE THERE AND I HOPE EVERYBODY CAN BE THERE. IT'S NICE, THE COMMISSIONERS WILL CALL EVERYBODY UP AND THE MAYOR WILL CALL YOU UP TO BE PART OF EVERYTHING YOU GUYS HAVE DONE.

ALL RIGHT, WELL, I WANT TO THANK EVERYBODY FOR BEING HERE TONIGHT. OUR NEXT MEETING WILL BE HELD TUESDAY, JULY 1 13TH, 2021. WITH THAT SAID, I WOULD LIKE TO GET -- OH, WHAT DO YOU

HAVE THERE, RUPERT? >> WILL THE CITY BE

THAT INTO CONSIDERATION. >>

>> TUESDAY, JULY 13TH. >> 6:00 P.M.

>> THE NEXT MEETING. THEN MAY 19TH WILL BE THE COMMISSION MEETING WHERE THEY'RE GOING TO GIVE THE SCHOLARSHIPS OUT.

>> YEP. WE DID SEND A COMMUNICATION BACK TO EVERYBODY PARTICIPANT IN THE APPLICATION PROCESS THANKING THEM FOR PARTICIPATING AND LETTING THEM KNOW THIS ISN'T A REFLECTION ON THEIR PERFORMANCE IN ANY WAY AND THE HOW CLOSE THE PROCESS WAS.

WE DID SEND THAT TO EVERYBODY WHO PARTICIPATED IN THE

APPLICATION PROCESS. >> EXCELLENT. GOOD. ALL RIGHT, WITH THAT SAID, I GET A MOTION TO ADJOURN, A SECOND?

>> SECOND. >> ALL RIGHT. AND ALL IN FAVOR

SIGNIFY BY SAYING AYE. >> AYE.

>> ANYONE OPPOSED? ALL RIGHT. AND WE ARE NOW A
