[6. Comments from the Public on Non-Agenda Items]

PUBLIC? ON NONAGENDA ITEM.

>> ONE SPEAKER. [INAUDIBLE]

GOOD EVENING. >> NAME AND ADDRESS FOR THE RECORD. MARTIN FEECAN103 #, 63RD DRIVE

MEADOW RUN. >> MAYOR, YOUR INTRODCTION COULDN'T HAVE BEEN MORE APPROPRIATE FOR WHAT I WOULD LIKE TO SAY THE LAST TIME I WAS HERE WAS BEFORE THE VOTE FOR KEEPING THE BROWARD SHERIFF'S ON OR NOT.

SOME OF YOU ARE ARE NOW FACES HERE.

BUT YOU'RE TALKING ABOUT MENTAL HEALTH.

WHAT I WANT TO LEAD WITH LOOKING FORWARD DO YOU REGULARLY COMPARE THE DEPARTMENT OF FAMILY SERVICES THE MOST VULNERABLE YOUNG PEOPLE IN OUR COMMUNTY DO YOU GET THAT REPORT AND COMPARE IT TO THE SCHOOL BOARD REPORT AND THE BROWARD SHERIFF'S? THAT'S WHAT I WOULD LIKE TO KNOW. IF YOU DO.

IS THAT A REGULAR ONGOING THING? BECAUSE WE WOULD LIKE TO AVOID WHAT HAPPENED ON FEBRUARY 14TH A COUPLE OF YEARS AGO. IF YOU ARE NOT DOING THAT THEN SHAME ON YOU. I DON'T KNOW IF THE POLICE ARE DOING THAT. THAT GETS ME TO MY SECOND POINT WE HAVE BEEN HERE TWO YEARS.

WE LIKE THE PARKLAND POLICE DEPARTMENT.

WE SAW THE PARKLAND POLICE DEPARTMENT ON A MUCH MORE REGULAR BASIS. WE'RE A MUCH BIGGER CITY NOW.

I ASSUME WE HAVE A BIGGER STAFF.

WE DON'T SEE THEM. WHEN WE DO SEE THEM, THEY ARE MAKING RIGHT TURNS AT STOPLIGHT WITHOUT USING TURN SIGNAL. CHANGING LANES WITHOUT TURN SIGNALS. THEY HAVE LEARNED ALL THE BAD HABITS JUST START WITH THE BASICS THE FOOTBALL, BLOCK, KICK, RUN. THEY LEARNED ALL THE BAD HABITS OF ALL THE DRIVERS IN PARKLAND.

THEY SHOULD BE SETTING THE EXAMPLE.

I WOULD NOT WANT TO BE A POLICEMEN OR FOR ANYTHING THE WORLD. I WANT TO FUND THE POLICE.

THEY HAVE GOT TO LEAD BY EXAMPLE.

WE DON'T SEE THEM AROUND. I TAKE MY DOGS OUT TWO OR THREE TIMES IN THE EVENING. I CAN HEAR PEOPLE SKIDDING UP AND DOWN CORAL SPRINGS DRIVE. I HAD A GUY PASS ME ON HOMBURG, COME UP TO THE LIGHT WAVED AT ME WITH HIS MIDDLE FINGER AS HE PASSED ME SPEEDING AT ABOUT 55.

YOU CALL 911 YOU GET A CALL CENTER WAY FAR AWAY.

YOU TELL THEM WHERE YOU ARE AND IT TAKES A MINUTE OR TWO.

THEY SAY OKAY. THEY WILL TRANSFER YOU.

THEY TRANSFER YOU TO SOME OTHER CLOSER.

I DON'T KNOW IF IT'S IN PARKLAND OR NOT.

TAKES ANOTHER 2-3 MINUTES TO GIVE THE SAME INFORMATION.

BY NOW THE GUY HAS TAKEN OFF WAY DOWN THE 441.

THAT DOESN'T HELP US OUT. AND YOU'VE GOT PEOPLE WHO WHEN YOU CORRECT THEM WHEN THEY ARE NOT -- WHEN THEY MAKE A RIGHT-HAND TURN, THEY SAY, WELL MIND YOUR OWN BUSINESS.

BUT THE POLICE ARE NEVER THERE TO RESPOND.

WE TRY TO GET LICENSE PLATE NUMBERS.

WE TRY TO GET INFORMATION FOR THEM.

YOU GOT TO GET PEOPLE GENERALLY CONTROL A LITTLE BIT MORE LAW AND ORDER. YOU START WITH THE BASICS.

WE LIKE TO SEE PEOPLE IN THE COMMUNITY.

IF THE POLICE ARE NOT IN COMMUNITY ON A REGULAR BASIS.

THEY SHOULD BE FOLLOWING THE ASSOCIATIONS.

IN CASE OF DRIVE THROUGH THE HEAD OF CITIZENS THE HEAD OF RESIDENTS, WE WANT FRIENDLY FACES.

WE WANT BETTER POLICING PRESENCE.

>> ABSOLUTELY. I APPRECIATE YOUR COMMENTS.

>> OKAY. DO YOU GET A LIST OF THE DEPARTMENT OF FAMILY SERVICES. WE'LL LOOK INTO THAT.

NANCY WILL. >> THIS THE MY PHONE NUMBER.

IF YOU DON'T GET A REPORT, AFTER WHAT HAPPENED STONEMAN DOUGLAS. SHAME ON YOU ALL.

IF YOU HAVEN'T ASKED FOR IT. >> POLICE DEPARTMENT SHAME ON YOU IF YOU DON'T GET THE REPORT.

>> THANK YOU. DO WE HAVE ANY OTHER COMMENTS FROM THE PUBLIC ON NONAGENDA ITEMS?

>> SEEING AS WE HAVE NO OTHER COMMENTS FROM THE PUBLIC,

[00:10:04]

WE'RE GOING TO MOVE COMMISSIONER COMMENTS.

>> IF I COULD INTERRUPT REAL QUICK.

>> I'M SORRY YOU WANTED TO. >> I WOULD LIKE TO INTRODUCE TO YOU THIS ACTUALLY VERY APPROPRIATE NEW PUBLIC SAFETY ADVISOR PAUL O'CONNELL. MANY OF YOU MAY ALREADY KNOW PAUL. HE WAS WITH OUR CITY A FEW YEARS BACK. SO IF YOU WOULD TELL THE COMMISSION A LITTLE BIT ABOUT YOURSELF, PAUL.

>> THANK YOU. MR. MAYOR, VICE-MAYOR.

>> SORRY PAUL. I KNEW YOU HAD SOMEWHERE TO GO. I'M SORRY.

>> THAT'S ALL RIGHT. >> I JUST WANT TO TAKE OFF THE MASK SO YOU CAN PUT THE FACE WITH THE VOICE.

I'VE BEEN A POLICE WORK FOR 44 YEARS.

POMPANO BEACH MERGED IN '# 9. TWELVE YEARS IN SHERIFF'S OFFICE ENDED HERE AT PARKLAND 2004.

2004 TO 2011. FORTUNATE TO BE SELECTED AS NEW POLICE CHIEF IN 2011. I RETIRED LAST MONTH.

AS YOU CAN SEE MY RETIREMENT DIDN'T LAST TOO LONG.

SO I CAME BACK KIND OF LIKE COMING BACK HOME.

T HELP YOUR CITY MANAGER AND YOU JUGGLE ALL THE INS AND OUTS OF CONTRACTS FOR SERVICES WITH THE CORAL SPRINGS POLICE FIRE DEPARTMENT AND THE BROWARD SHERIFF'S OFFICE.

AGAIN I'M AT YOUR SERVICE. ANY PHONE CALLS, ANY ONE ON ONE MEETINGS, I WILL MORE THAN HAPPY TO FACILITY THAT.

BUT I'M LOOKING FORWARD TO WORKING WITH EVERYONE.

>> I KNOW WE'RE GLAD TO HAVE YOU.

I KNOW BOB HAS SPOKEN HIGHLY OF YOU.

IF BOB DOES, THEN IT MUST BE TRUE.

WELCOME ABOARD. AND I'M SURE WE ALL LOOK FORWARD TO SITTING DOWN WITH YOU AND HAVING SOME ONE ON

ONES IF. >> THANK YOU.

>> OKAY WE WILL GO TO COMMISSIONER COMMENTS.

COMMISSIONER ISROW. >> THANK YOU, MAYOR.

I WILL KEEP IT BRIEF TONIGHT. IT'S INTERESTING TO ME WHEN YOU HEAR ABOUT ALL THE DIFFERENT KIND OF WEEKS AND MONTHS CELEBRATIONS THAT THEY HAVE -- I DON'T NECESSARILY KNOW WHO SCHEDULES THEM OR HOW.

BUT IT SEEMS A BUNCH OF THEM OVERLAPPED THAT ARE ALL IMPORTANT. I WANT TO MAKE SURE WE ACKNOWLEDGE IT. SOME WERE PROCLAMATION AND RECOGNITION. FIRST TURNING OFF THE PUBLIC SERVICE RECOGNITION WEEK. AGAIN, THERE'S SO MUCH WORK THAT'S DONE TO KEEP ANY MUNICIPALITY AND ANY GOVERNMENT ENTITY AFLOAT. WHAT YOU SEE HERE TODAY AT COMMISSION MEETING A SLIVER OF IT.

THE REST OF IT IS 99% WHAT ANS OUTSIDE OF THIS VENUE AND ALL OF THAT IS DONE BY CITY STAFF AND OUR PUBLIC SERVICE.

I WANT TO MAKE SURE THAT EVERYONE WHO KIND OF BENEFITS FROM THE WORK, UNDERSTAND AND RECOGNIZES WHO IS RESPONSIBLE AND TAKE THE TIME TO BE GIVEN THAT APPRECIATION.

THEY DESERVE IT. THE SECOND ONE IS THE SMALL BUSINESS WEEK WHICH I THINK NOWADAYS ESPECIALLY EVEN MORE IMPORTANT. YOU KNOW, THERE'S A LOT OF PEOPLE HAVING DIFFICULT TIMES ECONOMICALLY, COMMERCIALLY, AND YOU KNOW THERE'S A LOT OF SMALL BUSINESSES DON'T HAVE THE RESOURCES AND THE FUNDING TO GET THEM TO WEATHER THE STORM. PLEASE BE SURE TO GO OUT AND SUPPORT YOUR LOCAL BUSINESSES. WE HAVE A LOT OF GREAT ONCE IN PARKLAND. YOU HAVE A LOT OF GREAT ONCE IN CORAL SPRINGS THAT PEOPLE WHO LIVE IN PARKLAND ARE PRINCIPLES OF. TEACHER APPRECIATION WEEK.

AGAIN, I THINK EVERYONE IN THIS ROOM CAN LOOK BACK AND PROBABLY TELL ME AT LEAST TWO NAMES OF TEACHERS I DON'T CARE HOW FAR BACK YOU GO THAT INFLUENCED OUR LIFE SO MATERIAL THEY ACTUALLY CAN REMEMBER TO THIS DAY DESPITE THE FACT I'M SURE PROBABLY HAPPENED MANY, MANY YEARS AGO, AND I THINK THAT'S JUST A TESTAMENT TO IMPACT THEY HAVE ON OUR SET AND IMPACT ON OUR KIDS AND IMPACT ON WHO WE ARE AS A PEOPLE. FOR EVERYONE HERE WHO IS ANY COOL OR HAS KIDS IN SCHOOL OR ONE TO REACH OUT TO PEOPLE YOU ARE STILL IN CONTACT WITH. MAKE THAT CONNECTION AND MAKE THEM FEEL APPRECIATED. THEY DESERVE IT AS WELL.

>> LAST BUT MOST IMPORTANTLY. MENTAL HEALTH AWARENESS.

ALL THE STUFF THAT WE DO YOU KNOW TO HOPEFULLY IMPROVE OUR CITY AND MAKE EVERYONE'S LIVES BETTER THAT ALL COMES WITH ONE REQUIREMENT. THAT PEOPLE ARE IN SOUND MIND TO BE ABLE TO APPRECIATION AND ENJOY THE AMENITIES THAT WITH PLAN FOR TO APPRECIATION THE EVENTS THAT WE PUT ON TO APPRECIATION THE ACTIVITIES THE FIELDS.

WITHOUT MENTAL HEALTH NOTHING ELSE MATTERS.

SOMETIMES IT'S INVISIBLE THINGS YOU CAN SEE.

IT'S ONLY SOMETIMES WHEN YOU TAKE THE TIME TO ASK PEOPLE AND DIG IN AND REALLY YOU KNOW CONNECT WITH SOMEONE WHETHER IT'S SOMEONE YOU ARE CLOSE WITH, A FAMILY OR EVEN WORK COLLEAGUE OR ACQUAINTANCE. TO ME I THINK ESPECIALLY NOW MORE THAN EVER, PEOPLE ARE STRUGGLING AND THEY DON'T NECESSARILY WHO TOW LOOK FOR OR WHAT TO LOOK FOR OR HOW TO GET HELP. IF NOW IS EVER A TIME TO REACH OUT TO YOUR FAMILY, YOUR FRIENDS, CHECK IN.

[00:15:04]

AND GIVEN OFFER UP RESOURCES. WE HAVE A LOT OF GREAT STUFF IN PARKLAND THAT'S ACCESSIBLE AND BENEFICIAL FOR A LOT OF PEOPLE WHO NEED IT. PLEASE JUST TAKE THE TIME WHILE I KNOW THAT THESE WEEKS ARE SOMETIMES, YOU KNOW, I DON'T THINK PEOPLE PUT TOO MUCH THOUGHT INTO IT.

THE TOPICINGS WHICH THEY ARE RECOGNIZING IS VERY IMPORTANT.

I WANT TO MAKE SURE WE HAVE THAT TONIGHT.

THANK YOU. >> THANK YOU.

COMMIS COMMISSIONERS ISROW.

>> COMMISSIONER CUTLER. >> I WOULD MIRROR WHAT COMMISSIONER ISROW SAID. I'M NOT GOING TO BELABOR THAT.

HE SAID ELOQUENTLY. I WOULD LIKE THOSE WHO CELEBRATED A HAPPY CINCO DE MAYO.

HAVE A MARGARITA FOR ME. I HAD A MEETING TODAY.

I MISSED OUT ON THAT. I WOULD LIKE TO ALSO WISH ALL THE MOTHERS HAPPY MOTHER'S DAY COMING UP.

KUDOS TO THE CITY AND ALL OF THE STAFF THAT PUT THAT TOGETHER. IT WAS INCREDIBLE.

THE BAND WAS AMAZING. SHANE DUNCAN BAND HAD EVERYBODY UP AND DANCING. IT WAS GOOD.

I WILL LET EVERYBODY KNOW ON MAY 15TH ON SATURDAY AT 9:30 A.M. THE PARKLAND HISTORICAL SOCIETY IS GOING TO INSTALL A PORTAL FOR THE MARGATE BLUNT ARCHAEOLOGICAL SITE THAT'S OUT HERE. EVERYONE IS WELCOME TO OUT THERE AND LEARN ABOUT THE AMAZING ARCHAEOLOGICAL SITE.

AND ALSO I WANT TO MENTION THAT STONEMAN DOUGLAS STORM IS ACTUALLY GOING TO HAVE STUDENT VACCINATIONS FOR KIDS THAT ARE 16 AND UP STARTING AT 1:00 TO 6:00 TOMORROW AT THE SCHOOL.

STUDENTS CAN ACTUALLY COME AND GET THEIR VACCINATION RIGHT AT THE SCHOOL. IT'S A GREAT OPPORTUNITY TO GET BACK TO THE SCHOOL FOR AT LEAST A MOMENT.

I KNOW A LOT OF KIDS ARE OUT THERE WORKING REMOTELY.

OR AT LEAST SO MY WIFE TELLS ME.

BUT NOW IS THE CHANCE TO GET THERE AND GET THE VACCINE.

I'VE BEEN VACCINATED. I THINK IT'S IMPORTANT FOR US ALL TO DO. I STILL THINK THAT BECAUSE OF SOME OF THE CDC REQUIREMENTS IT'S IMPORTANT FOR US TO CONTINUE TO BE SAFE AND WEAR MASK AND USING YOUR SOCIAL DISTANCING THINGS. BUT I'M LOOKING FORWARD TO GETTING ON WITH IT. THAT'S WHAT I HAVE.

ONE FINAL THING I WANT TO SAY IS FINAL FARMER'S MARKET WAS REALLY GREAT. I UNDERSTAND THERE WERE OVER 3,000 CARS AT THIS PARTICULAR FARMER'S MARKET WHICH IS INCREDIBLE. THAT HAS TO BE A RECORD OR SOMETHING. NOTWITHSTANDING THE HEAT IT WAS A GREAT EVENT. THANKS AGAIN TO THE STAFF FOR THAT AS WELL. THAT'S ALL I HAVE.

THANK YOU. >>

>> THANK YOU, COMMISSIONER CUTLER.

COMMISSIONER BRIER. >> I ECHO ALL THE COMMENTS FROM THE PRIOR COMMISSIONERS. HAPPY MOTHER'S DAY.

YESTERDAYS INTERNATIONAL FIREFIGHTER APPRECIATION DAY.

I WANT TO THANK OUR FIREFIGHTER FOR ALL THAT I DO.

PUBLIC SERVANTS. AND ENCOURAGE EVERYONE TO CONTINUE TO STAY VIGILANT AS WE DEAL WITH THE PANDEMIC AND I'M GLAD TO SEE DOUGLAS ROLLING OUT THE VACCINATION TOMORROW. I WAGE TO THANK TEACHERS WHO DO THEIR JOB DAY IN AND DAY OUT AND NO MORE IN THIS PAST YEAR HAVE THEY BEEN APPRECIATED FOR ALL THAT THEY'VE HAD TO DEAL WITH. I THANK THEM AS WELL.

THANK YOU. VICE-MAYOR MAYERSOHN?

>> I WILL ECHO IS SAME SENTIMENTS BRIER, CUTLER AND ISROW. BUT JUST TO KIND TO TOUCH OF COUPLE OF OTHER DIFFERENT THINGS.

OR MAYBE ECHO SOME OF THE SAME THINGS.

OBVIOUSLY SMALL BUSINESS WEEK. I KNOW YOU'VE BEEN OUT MAYOR OUT AND ABOUT IN COMMUNITIES GETTING A LOT OF POSITIVE RESPONSE FROM CARMEL. THEY THOUGHT I WAS LIKE THE SECOND ITERATION OF THE MAYOR. BUT YOU KNOW THANK YOU FOR BEING OUT AND SUPPORTING OUR BUSINESSES.

PUBLIC SERVICE WEEK. THANK YOU GUYS FOR EVERYTHING YOU DO. IT'S GREATLY APPRECIATED.

I KNOW OUR COMMUNICATION DEPARTMENT PUT A GREAT VIDEO TOGETHER. THANK YOU FOR THAT TO HELP CELEBRATE. IT'S ALSO WHICH WE DIDN'T MENTION MUNICIPAL CLERK WEEK. I WANT TO THANK ALISON AS WELL AS STTEPHANIE FOR THE WORK THEY DO.

I KNOW WE INCORPORATE PUBLIC SERVICE INTO IT ALL.

EVERYBODY HAS A WEEK. THIS IS YOURS.

TEACHER APPRECIATION WEEK. IT WOULD BE REMISS IF I DIDN'T RECOGNIZE MARGIE BEING A TEACHER AS WELL AS MY MOTHER WHO HAS BEEN TEACHER FOR OVER 30 YEAR AS WELL AS MRS. CUTLER. I KNOW KEN FORGET TO MENTION

[00:20:03]

THA THAT.

>> I TELL HER EVERY DAY. >> THAT'S SOME OF IT.

AS FAR AS THE GENTLEMAN THAT TALKED ABOUT REPORTS.

I THINK HE WAS TALKING ABOUT DCF AND THE SCHOOL BOARD REPORT. WHICH MAY I DON'T KNOW WHAT DOCUMENTS HE'S LOOKING AT. I'M CURIOUS TO FIND OUT WHAT HE WAS TALKING ABOUT. I GET REPORTS WHICH I CAN SHARE WITH YOU NANCY OR THE COMMISSION.

EL GET THE QUARTERLY REPORTS FROM 211 WHICH TALKS ABOUT INCIDENTS OR NEEDS IN THE COMMUNITY.

YOU KNOW I CAN ASK HIM TO DO THAT.

THEY DO THAT ON QUARTERLY BASIS.

IF WE NEED TO DO IT ON MONTHLY BASIS.

>> I THINK WE DID ON QUARTERLY BASIS THAT WOULD BE GREAT.

CERTAINLY WOULDN'T HURT TO HAVE MORE INFORMATION.

>> RIGHT. >> I WILL SHARE THOSE WITH YOU. OR HAVE THEM SENT OUT TO EVERYONE IN THE COMMISSION. THAT'S NOT AN ISSUE.

JUST WANT TO MENTION LAST FRIDAY WAS THE DAY OF THE CHILDREN. I DID READ WHICH I TRADITIONALLY DO TO MRS. VAZQUEZ CLASS THEY ARE DUAL LANGUAGE AT RIVER GLADES. 9WITH WE READ THE BOOK "LOVE THE WORLD" BY TODD PAR. THE KIDS LOVED IT.

IT'S GREAT TO SEE THE KIDS IN DIFFERENT ENVIRONMENTS AND AGAIN TEACHER APPRECIATION HATS OFF TO THE TEACHERS.

THEY ARE DEALING WITH KIDS IN THE VIRTUAL WORLD AS KIDS IN THE CLASSROOM. EATS AND BEATS GREAT.

CONGRATULATIONS TO SOFTBALL AND I GUESS ROBERT BRENNAN FOR HIS TEAM WINNING THE CHAMPIONSHIP.

>> ANOTHER ONE. [LAUGHTER]

>> RELAY FOR LIFE. ALTHOUGH THE TURNOUT WASN'T AS MUCH AS EXPECTED, IT'S VERY IMPACTFUL.

I WANT TO ECHO SIMEON FOR STEPPING UP AND WHAT HE SAID WAS IMPACTFUL. GREATLY APPRECIATE THAT.

I HOPE A LOT OF OTHER PEOPLE TAKE YOUR LEAD AND LEADERSHIP IN FIGHTING THAT. ALSO THE LEGISLATIVE SESSION HAS ENDED. I WANT -- ALTHOUGH WE WILL WILL GETTING LEGISLATIVE UPDATE.

>> JUNE 16TH. >> OKAY SO NEXT MONTH WHEN THE GOVERNOR FIGURES OUT WHAT HE IS DOING.

I DON'T WANT TO THANK SENATOR PULASKI AND HER STAFF FOR THEIR WORK. I DID COMMUNICATE TO THEM A COUPLE OF TIME DURING THE SESSION THEY WERE VERY HELPFUL IN FACT ONE OF THE THINGS THAT WERE VERY QUICK TO RESPOND WAS GETTING AN AMENDMENT ON HB-403 WHICH IS WAS HOME-BASED BUSINESS BILL WHICH ADDITIONALLY WENT INTO THE SENATE THAT WAS FINE. WHEN IT CAME BACK, IT WAS ANOTHER STORY. WE CAN TALK ABOUT THAT LATER.

AS WELL AS THANKING REPRESENTATIVE IN PASSING THE BIKE SAFETY BILL. THE SENATE VERSION WAS ADOPTED. CONGRATULATIONS TO HER.

SHE ALSO DID COMMUNICATE TO ME THAT THE AT THIS POINT INFORMATION THAT SHE HAS ON THE SEMINOLE COMPACT WE WILL NOT BE EFFECTED. WE WILL MAINTAIN OUR CONTRIBUTION THAT WE'RE GETTING.

THAT'S THE DAY. IT MAY CHANGE TOMORROW.

THAT'S PART OF IT AS WELL AS WANT TO THANK ROBBIE, CANDYCE AND LAURIN AND THEIR TEAM FOR THE WORK THAT THEY DO UP THERE. I KNOW THIS YEAR WAS A LITTLE BIT MORE DIFFICULT, A LITTLE BIT MORE CHALLENGING.

AND AS WELL AS SOME OF THE WORK THAT WE DONE WITH THE FLORIDA LEAGUE OF CITIES. AND THEN THE LAST NOTE THAT I HAVE ON THE SOLID WASTE GROUP WE HAD A MEETING AFTER OUR COMMISSION MEETING AND JUST TO LET YOU KNOW THERE WILL PROBABLY BE THE MEMORANDUM OF UNDERSTANDING PART OF THAT INTERLOCAL AGREEMENT COMING BACK FOR CITIES TO SIGN UP OR TO SEE IF WE'RE INTERESTED IN SIGNING UP FOR CONDUCT A SOLID WASTE STUDY AND PREPARE A COMPREHENSIVE SOLID WASTE PLAN. COUNTY LOOK TO WHETHER ARCADIS CAN DO IT BECAUSE THEY DID BEFORE.

I THINK THE COMMISSIONER MENTIONED THAT AT MEETING YESTERDAY. WE'LL SEE WHERE THAT TRANSPIRES. THOSE ARE MY COMMENTS.

GREAT. >> AS FAR AS I'M CONCERNED ECHO WHAT ALL OF YOU HAD SAY. WOULD BE REMISS TO NOT AT LEAST TOUCH ON THOSE A LITTLE BIT.

I APPRECIATE YOUR STORY ABOUT TEACHERS.

I THINK SOMETIMES WE FORGET AS WE GET OLDER WHAT AN IMPACT TEACHERS HAVE ON OUR LIVES. AND YOU KNOWKY REMEMBER MY SECOND GRADE TEACHER YOU KNOW THERE'S A LOT OF THINGS YOU REMEMBER GROWING UP.

THOSE ARE THINGS YOU TAKE WITH YOU YOUR ENTIRE LIFE.

OBVIOUSLY WE CAN'T THANK TEACHERS ENOUGH FOR WHAT THAT I DO. THEY ARE NORMALLY UNDERPAID.

THEY HAVE TOUGH HOURS AND ALL THOSE GOOD THINGS.

I KNOW THEY GET THE SUMMER OFF.

[00:25:01]

BUT WHILE THEY ARE WORKING, IT IS EXCRUCIATING ON MANY LEVELS. I CAN ONLY IMAGINE.

THE FIREFIGHTER, PUBLIC SERVANTS.

TEACHERS, MOTHER, HAPPY MOTHER'S DAY.

THESE ARE ALL THE PEOPLE WHO MAKE THE WORLD GO ROUND.

AND MAKE THINGS BETTER. IT'S NICE THEY HAVE EVERYTHING HAPPENING AT THE SAME TIME. I WANT TO TALK ABOUT MENTAL HEALTH. I WILL BE BRIEF.

MENTAL HEALTH IS EXTREMELY IMPORTANT.

I BRING IT UP OFTEN BECAUSE I THINK IT'S IMPORTANT FOR PEOPLE TO KNOW YOU KNOW I DID LOSE MY BROTHER TO SUICIDE MANY YEARS AGO. YOU KNOW AND WHEN YOU SEE SOMETHING YOU HAVE TO SAY SOMETHING.

WHETHER IT'S SOMEONE ON THE VERGE OF SUICIDE OR DRUG OVERDOSE OR MAYBE DOING SOMETHING HARMING ANOTHER PERSON. IT'S IMPORTANT FOR US TO MAKE SURE WE'RE KEEPING EYES AND EARS OPEN.

AND YOU KNOW SOMEONE NEEDS A HUG.

MAKE SURE WE ARE THERE FOR THEM.

MENTAL HEALTH IS IMPORTANT TO MAKE SURE THAT WE TALKED ABOUT IT WITH THE STIGMA. YOU KNOW MENTAL HEALTH IS NOT SOMETHING TO BE ASHAMED OF. IT'S SOMETHING THAT HAPPENS.

YOU CAN HAVE AN ISSUE MENTALLY JUST LIKE YOU CAN BREAK YOUR ARM. IT'S IMPORTANT THAT WE FOSTER EVERYONE ISSUES AND DO EVERYTHING WE CAN TO TRY TO HELP THEM. I APPRECIATE THAT WE DO THIS PROCLAMATION FOR MENTAL HEALTH.

I WANT FDOT IS HERE TO COA PRESENTATION FOR US.

WE HAVE AN OPPORTUNITY TO ASK QUESTIONS.

I WANT TO THANK THEM AND STATE REPRESENTATIVES HUNSCHOFSKY WHO PUSHED TO GET MEETING MONDAY MAY 17TH, 6:30 TO 7:30.

I THANK HER FOR PUSHING FOR THAT.

AND I THANK FDOT FOR DOING IT. I KNOW SHE'S POSTED IT ALL OVER FACEBOOK. SO PEOPLE CAN GET ON IT.

SHY SHARED IT WITH THE HOA PRESIDENT.

IT'S GOT AN LOT OF PUBLIC WLIFT.

IT'S GREAT FOR THE RESIDENTS TO BE ABLE TO SEE SOMETHING THAT'S STARTING TO HAPPEN. THIS THE PROJECT WE BEEN LOOKING FOR TO FOR MANY, MANY YEARS.

WE'RE EXCITED TO SEE THE PROJECT GET STARTED.

I WOULD LIKE TO THANK YOU GUYS FOR KEEPING THE COMMUNITY OPEN. PARKLAND CHAMBER OF COMMERCE, I CERTAINLY SHOULD MENTION THAT THERE'S THE STATE OF THE CITY ON MAY 12TH WHERE I WILL BE SPEAKING TO TALK A LITTLE BIT ABOUT WHAT'S GOING ON AT THE CITY.

AND CAPTAIN MULLIGAN WILL BE SPEAKING ON BEHALF OF BSO.

I ALSO WANTEDED TO TALK A LITTLE BIT ABOUT YOU KNOW ABOUT COVID. I DO WANT TO TALK BRIEFLY ABOUT IT. I DON'T WANT TO GO INTO TOO MUCH DEAIL. OBVIOUSLY THE GOVERNOR DID SUSPEND COUNTY AND LOCAL ORDERS.

THAT DOES NOT MEAN THAT COVID IS OVER.

WHICH STILL NEED TO TAKE PRECAUTIONS.

AND WE NEED TO BE SAFE. OBVIOUSLY I'M NOT WEARING MY MASK HERE BUT AS THE CITY WE HAVE TAKEN PRECAUTIONS.

WE'RE SIX FEET. WE HAVE PARTITIONS.

I'M VACCINATED. I THINK ONE OF THOSE THINGS WE ENCOURAGE EVERYONE TO GET VACCINATED.

IT'S OBVIOUSLY YOUR CHOICE. WE ENCOURAGE EVERYONE TO GET VACCINATED. BECAUSE THE MORE PEOPLE WHO GET VACCINATED THE FASTER WE CAN MOVE ON TO NORMAL LIFE.

I KNOW EVERYONE IS FRUSTRATED WITH THOSE TYPE OF THINGS.

KEEP IN MIND, EVERY BUSINESS HAS THE RIGHT TO DECIDE AND THIS THE PER THE GOVERNOR. EVERY BUSINESS HAS THE RIGHT TO DECIDE WHETHER OR NOT THEY WILL HAVE -- THEY WILL REQUIRE YOU TO WEAR A MASK. DON'T TAKE THIS PERSONALLY.

THIS IS A BUSINESS DECISION THAT EACH BUSINESS IS GOING TO HAVE TO MAKE. AND THEY HAVE TO DECIDE WHAT IS BEST FOR THEIR BUSINESS AND FOR THEIR PATRONS.

IT'S NOT SOMETHING THAT WE SHOULD TAKE PERSONAL.

ITS SOMETHING THAT WE SHOULD RESPECT.

BECAUSE EVERY BUSINESS HAS TO DO WHAT THEY FEEL THE BEST.

ANY BUSINESS IN PARKLAND THAT REQUIRES US TO WEAR A MASK I'M MORE THAN HAPPY TO WEAR A MASK.

I WILL HAVE NO COMPLAINTS. I WILL PATRONIZE THAT BUSINESS. I THINK WE NEED TO MAKE SURE WE HAVE THAT. THERE'S MANY PEOPLE WHO WANT TO WEAR MASK. THAT'S FINE AND GREAT.

BECAUSE THE MORE WE WEAR MASKS, THE SAFER WE'LL BE.

I'M ALL FOR PEOPLE WEARING MASK.

YOU WILL SEE ME AT THE TORE. I WILL HAVE MY MASK ON.

YOU SEE ME RESTAURANT. WHEN I SID DOWN TO EAT, I WILL

TAKE IT OFF. >> WHEN I'M HERE I FEEL COMFORTABLE WITH THE PARTITIONS AND THE SOCIAL DISTANCING. I'M EVACUATION NAVACCINATED.

WHILE I WALK AROUND THROUGH CITY HALL, I WILL BE WEARING

[00:30:03]

MY MASK. IF YOU DON'T MIND IF I TOUCH ADMINISTRATIVE POLICY A LITTLE BIT.

THE CITY OF PARKLAND OUR ADMINISTRATIVE POLICY WHICH I APPRECIATE NANCY AND ANTHONY FOR WORKING ON.

RIGHT NOW IF YOU ARE OUTSIDETY OFFICIALS.

MASK ARE NOT REQUIRED. THEY ARE ENCOURAGED TO WEAR A MASK. WE ENCOURAGE TO SOCIAL DISTANCE. IT'S NOT AN ORDINANCE OR RULE WE NEED TO WEAR A MASK. INSIDE CITY HALL SAME THING.

WE STRONGLY ENCOURAGE EVERYONE TO WEAR A MASK.

WHETHER YOU ARE IN CITY HALL, QUIGLEY TOWN CENTER.

LIBRARY. THOSE TYPE OF FACILITY WE STRONGLY ENCOURAGE EVERYONE TO WEAR A MASK.

IF YOU ARE NOT VACCINATED YOU REALLY SHOULD THINK ABOUT IT.

IT'S SOMETHING I THINK THAT HELPS EVERYONE.

FACEMASK, SAFETY PROTOCOLS. SOCIAL DISTANCING.

ALL THOSE THINGS ARE EXTREMELY IMPORTANT.

I BELIEVE THAT'S ALL I HAD TO SAY.

I JUST WANTED TO TOUCH ON SOME OF THAT.

OBVIOUSLY I HAVE TO SAY CONGRATULATIONS TO VICE-MAYOR MAYERSOHN. YOU KNOW I THINK SOMETIMES PEOPLE DON'T UNDERSTAND WHAT IT MEANS TO GET ON THESE BOARDS, YOU KNOW YOU'RE THE VICE PRESIDENT OF THE BROWARD LEAGUE OF CITIES NOW YOU ARE ON THE BOARD OF DIRECTORS OF THE FLORIDA LEAGUE OF CITIES. THESE POSITIONS ARE TAKEN BY PEOPLE WHO DO AN EXORBITANT AMOUNT OF WORK.

NOT JUST FOR OUR CITY BUT FOR THE REST OF THE COUNTY AND IN THIS CASE MORE SO I'M VERY HONORED AND PROUD TO SERVE WITH YOU VICE-MAYOR MAYERSOHN BECAUSE YOU DO WORK YOU KNOW THROUGHOUT THE COUNTY YOU KNOW YOU TALK ABOUT HOW YOU REACHED OUT TO STATE SENATOR PULSKY. I'M SURE YOU SPOKE WITH KRISTINE HUNSCHOFSKY. THAT MAKES OUR JOB EASIER.

IT REALLY IS A BIG DEAL. YOU SHOULD BE PROUD.

WE'RE PROUD. I'M VERY EXCITED TO SEE WHAT YOU WILL DO FOR NOT ONLY THE BROWARD CITY BUT THE FLORIDA LEAGUE OF CITIES. THAT'S -- [APPLAUSE] THAT'S THE END OF MY COMMENTS,

[7. Approval of the Agenda]

WE'RE GOING TO MOVE ON TO APPROVAL OF THE AGENDA.

>> >> MOTION TO APPROVE.

>> SECOND. >> I HAVE A MOTION APPROVE BY VASE MAYOR MAYERSOHN AND SECOND BY COMMISSIONER BRIER.

ALL IN FAVOR. >> AYE.

>> PLEASE SHOW IT PASSES UNANIMOUSLY.

[8. Consent Agenda]

>> NOW WE HAVE CONSENT AGENDA. >> MOTION TO APPROVE ZBROOCHLT SECOND. MOTION TO APPROVE BY COMMISSIONER BRIER AND A SECOND BY COMMISSIONER CUTLER.

ROLL CALL PLEASE SHOW IT PASSES UNANIMOUSLY.

[9. Regular Agenda]

FOR THE MSD SAFETY BILL. IT'S SO CRUCIAL FOR ESPECIALLY OUR COMMUNITY. BUT IT'S CRUCIAL FOR EVERYONE I WOULD HAVE TOTALLY MISSED THE BALL ON THAT ONE.

THERE WERE MANY OTHERS TONY, STAN, CHRIS STEPHEN, I KNOW DAN WAS WORKING ON IT. THERE WAS A LOT OF PEOPLE WORKING ON THAT BILL. IT WAS NOT EASY I SHOULD SAY TO GET PASSED. WANT TO MAKE SURE IT'S ON THE RECORD THAT WE AS A COMMISSION AS A FATHER OF FIVE CHILDREN IT'S IMPORTANT THAT THEY GET ACKNOWLEDGED FOR THAT WORK.

THEY WERE TESTED AS WELL. NO SIGNIFICANT FINDING TO

REPORT WITHIN THE DOCUMENT. >> THE LAST ITEM THAT I WOULD LIKE TO POINT OUT IN THE PRESENTATION IS THE LETTER THAT YOU RECEIVED THAT WAS ALSO INCLUDED WITH THE COMPREHENSIVE FINANCIAL REPORT.

THAT'S THE COMMUNICATION GOVERNANCE LETTER.

THOSE ARE ALL STANDARD COMMUNICATION WE REQUIRED TO COMMUNICATE TO YOU. WE ARE PLEASED TO REPORT WITHIN HERE THAT WE DIDN'T HAVE ANY DIFFICULT IN COMPETING OR PERFORMING THE AUDIT.

WE DIDN'T HAVE DISAGREEMENT WITH MANAGEMENT.

OVERALL ONCE AGAIN IT WAS IT WAS A SMOOTH, CLEAN AUDIT.

WE DID WHAT WE NEEDED TO DO ASK ALL THE QUESTIONS.

TO BE ABLE TO PRESENT. I WOULD LIKE TO THANK YOU FOR THE COOPERATION, IN THE PROCESS.

WE CAN ONLY DO WHAT WE NEED TO DO IF WE GET THE INFORMATION WE NEED THAT WE NEED TO BE ABLE TO REVIEW AND THE CITY DID THE HARD WORK OF THE CITY. WE'RE VERY APPRECIATIVE TO BE ABLE TO BE OF SERVICE TO THE CITY AS WELL.

I WILL OPEN FOR ANY QUESTIONS YOU MAY HAVE.

>> GREAT THANK YOU MUCH FOR YOUR COMMENTS.

[00:40:05]

I WANT TO THANK YOU FOR YOUR THOROUGH ANALYSIS.

I WOULD LIKE TO CONGRATULATE CHRIS AND NANCY AND THE REST OF THE STAFF FOR ONCE AGAIN DOING A WONDERFUL JOB WITH THIS AUDIT. AND GETTING CLEAN BILL OF HEALTH. I'M PROUD OF YOU.

>> VICE-MAYOR. FIRST OF ALL I WANT TO THANK, ECHO THE SAME SENTIMENTS. THANK NANCY, CHRIS, YOUR STAFF THIS IS YOU KNOW GREAT JOB. A LOT OF TIME YOU SEE CITIES WITH EXCEPTION AND DIFFERENT THINGS IN OUR CITY FOR THE LAST I DON'T KNOW HOW MANY YEARS.

NO EXCEPTION AND SIGNIFICANT MATERIAL WEAKNESSES.

NO SIGNIFICANT DEFICIENCIES. CONGRATULATIONS FOR AGAIN MAKING SURE THAT FINANCIALLY WE ARE VERY SOUND AND I GUESS FOR THE RESIDENTS OUT THERE. A LOT OF PEOPLE LOOK AT THE BUDGET BUT IF YOU REALLY WANT TO KNOW WHAT'S HAPPENING FINANCIALLY THIS IS THE PLACE TO LOOK AT IT.

IT TELLS YOU EVERYTHING THAT YOU WANT TO KNOW.

WE TALK ABOUT POTENTIALLY WITH THE TAKING UP 20 MILLION DOLLAR LOAN. IT TELLS YOU WHERE WE ARE AT AND HOW MUCH MONEY WE HAVE IN THOSE UTILITY AREAS AND OTHER THINGS TO TAKE A LOOK AND YOU CAN WORK TO SEE THAT WE MEET THE THRESHOLD AND RATIOS TO BE ABLE TO DO THAT.

THIS A GREAT REPORT. AGAIN, THANK YOU GUYS.

JUST A COUPLE OF THINGS. YOU STATED IN THE REPORT BUT JUST TO HAVE ON THE RECORD. I WILL ASK YOU THE QUESTION.

UNDERSTAND THE FINANCIAL STATEMENT IN YOUR UNMODIFIED OPINION, WAS THERE ANY MATERIAL WEAKNESS IDENTIFIED?

>> NO MATERIAL WEAKNESS. >> AGAIN, IN THE FINANCIAL STATEMENT IN YOUR UNMODIFIED OPINION DEFICIENCIES

IDENTIFIED? >> NO DEFICIENCIES.

AND THEN FINANCIAL STATEMENT WAS NONCOMMROOINS MATERIAL

FINANCIAL STATEMENT >> NO, NON.

>> THE FINAL QUESTION IS, AS AN AUDITOR WHAT'S YOUR OPINION

OF WORKING WITH THE STAFF? >> EXCELLENT.

>> THAT'S IT. THANK YOU.

>> CONGRATULATIONS. CHRIS, NANCY.

YOU DID A GREAT JOB. THANKS MAYOR.

THANK YOU FOR GETTING THAT ON THE RECORD.

>> THAT REALLY POINTS OUT WHAT A GREAT JOB.

CHRIS NANCY AND NANCY HAS BEEN DOING THIS FOR YEARS.

AND YOU KNOW THIS ONE OF THE REASONS WHY I'VE BACKED YOU 100%. THIS IS IMPRESSIVE.

BECAUSE IT'S NOT EASY TO DO IT.

YOU KNOW THEN TO GET AUDITED. HAVE SOMEONE LOOKING OVER AND MAKING SURE EVERYTHING IS RIGHT TIME AFTER TIME.

WE ARE DOING EVERYTHING SPOT ON.

WE'RE ALL IN THE GOOD FINANCIAL POSITION YEAR AFTER YEAR. AND IT'S VERY MUCH APPRECIATED FROM ALL OF US. ANYBODY ELSE HAVE ANYTHING?

>> I WANT TO ECHO THAT. ONE OF THE MONTRAS I HEAR COMING FROM NANCY TIME AND TIME AGAIN IS THAT WE WANT TO LIVE WITHIN OUR MEANS. MOTION PEOPLE HAVE A HARD TIME DOING THAT IN PERSONAL LIFE. IN A BUSINESS IT'S DIFFICULT.

YOU HAVE A LOT OF PEOPLE WITH DIFFERENT WANTS AND NEED.

YOU BIG BUDGET. YOU GET TO SPEND AND DO ALL THESE THINGS. AT THE END OF THE DAY, THERE'S ALWAYS THAT BACK UP THAT WHAT IF.

HURRICANE CLEANUP OR COVID RELIEF OR ANYTHING.

IT'S THAT UNKNOWN RAINY DAY FUND.

WHAT IS SO IMPRESSIVE PROVIDING AMENITIES WHILE MAINTAINING THE GENERAL RESERVE TO MAKE SURE WE'RE THERE FOR IN CASE SOMETHING HAPPENS.

I AGAIN WANT TO ECHO EVERYONE. I THINK REALLY A STRONG I WOULD SAY YOU KNOW GOLD STAR ON PARKLAND.

ABOVE ALL THE OTHER THINGS WE DO.

WE HAVE A LOT OF GREAT STUFF TO OFFER.

OUR FINANCIAL ASPECTUDE AND THE ABILITY TO MANAGE BUDGET GIVES US OPPORTUNITY FOR THE FUTURE WHILE ALSO MAKING SURE WE'RE SECURE IN THE PRESENT. IT'S REALLY GREAT THING ESPECIALLY FOR US UP HERE. YOU MAKE THE JOB EASIER AND IT'S BEST FOR THE COMMUNITY. THANK YOU ALL.

>> COMMISSIONER BRIER. DO YOU WANT TO SAY ANYTHING?

. >> ECHO THOSE COMMENTS.

>> YOU KNOW THANKS AGAIN. SERIOUSLY.

IT'S WELL DONE. [APPLAUSE] . I DON'T WANT TO GIVE NANCY ALL THE CREDIT. YOU DESERVE SOME.

>> MY CONTROLLER IS HERE. I WANT TO GIVE HIM CREDIT ON THE RECORD AS WELL. HE'S THE ONE THAT REALLY DROVE THE AUDIT THIS YEAR. I WANT TO MAKE SURE HE GETS THE PROPER RECOGNITION AS WELL.

THANK YOU VERY MUCH FOR YOUR POSITIVITY.

>> THANK YOU. >> ITEM 9-B.

ORDINANCE 2021-004 AMENDMENTING TELECOMMUNICATION.

[00:45:07]

I ARE SPEAK TO THIS ITEM. FIRST I WANT TO TALK ABOUT WHAT THE SCOPE OF THIS ORDINANCE IS.

TO BE CLEAR. WE'RE NOT TALKING ABOUT TELECOMMUNICATIONS FACILITIES ON PRIVATE PROPERTY.

OR EVEN ON CITY PROPERTY OUTSIDE OF THE RIGHT-OF-WAY.

THIS IS JUST DEALING WITH TELECOMMUNICATIONS FACILITIES WITHIN THE CITY RIGHT-OF-WAY. ON BY THE CITY HAS JURISDICTION. NOT HILLSBOROUGH BOULEVARD.

NOT 441. AND 2017 WITH THE PUSH FOR BROADBAND AND 4G AND 5G TECHNOLOGY THE STATE LEGISLATURE PASSED A LEGISLATION THAT SIGNIFICANTLY PREEMPTED A LOT OF AREAS OF THE CITY'S REGULATORY AUTHORITY WITH RESPECT TO TELECOMMUNICATIONS FACILITIES IN THE RIGHT OF WAY. IN FACTIST IN THIS CHAMBER PROBABLY ABOUT THREE YEARS AGO WHEN THE CITY COMMISSION ADOPTED AN ORDINANCE. TO BE CONSISTENT WITH THAT STATE LAW. SINCE THAT TIME.

THERE'S BEEN COUPLE OF ADDITIONAL BILLS THAT HAVE PASSED THAT HAVE BEEN PROMOTED BY THE TELECOM INDUSTRY THAT HAVE FURTHER DELVED INTO OUR REGULATORY AUTHORITY.

THE ORDINANCE BEFORE YOU PRIMARILY TODAY IS UPDATE OUR ORDINANCE FOR STATE LAW AND ALSO TO ADOPT DESIGN STANDARD WHICH IS ONE OF THOSE FEW AREAS LEFT WHERE YOU STILL HAVE THAT REGULATORY AUTHORITY.

THERE'S BEEN SOME FACILITIES INSTALLED AND SO THE DESIGN STANDARD THAT ARE BEFORE YOU REQUIRE THE FACILITIES GOING FORWARD TO BE CONSISTENT WITH THE FACILITIES INSTALLED.

ANY GROUND MOUNTED EQUIP THALL BE PAINTED HUNTER GREEN.

ANY POLLS USED TO SPOT THE SMALL WIRELESS FACILITIES NEED TO BE CONCRETE AND EITHER MATERIAL OR IN COLOR.

THEY HAVE TO INCORPORATE STEALTH DESIGN FEATURES FOR EXAMPLE THE ANTENNA SHOULD BE ENCLOSED OR ENCASED.

ENCASEMENT HAS TO BE SIMILAR IN APPEARANCE TO OTHER ENCASEMENTS ALONG THAT RIGHT-OF-WAY.

THAT'S PRIMARILY THE CRUX OF THE ORDINANCE BEFORE YOU.

I'M HAPPY TO ANSWER ANY QUESTIONS IF YOU HAVE ANY.

>> GREAT. THANK YOU FOR THAT EXPLANATION. DOES ANYBODY HAVE ANY

COMMENTS? >> ANYONE FROM THE PUBLIC WISH

TO SPEAK ON THIS AGENDA ITEM? >>

>> MOTION TO APPROVE. >> SECOND.

>> WE GOT A MOTION TO APPROVE BY VICE-MAYOR MAYERSOHN AND SECOND BY COMMISSIONER BRIER. ROLL CALL.

UNANIMOUSLY. >> ITEM 9-C ORDINANCE 2021-007, PROCUREMENT CODE REVISIONS "2ND READING." I KNOW WE DISCUSSED IT ON FIRST READING.

THERE WAS AN AMENDMENT TO ADD JUSTIFICATION MEMO.

THAT LANGUAGE HAS BEEN ADDED TO THE ORDINANCE.

AND NANCY OR MYSELF ARE AVAILABLE TO ANSWER QUESTIONS.

>> I THINK THAT WAS WHAT YOU HAD REQUESTED VICE-MAYOR, MAYERSOHN. THAT'S TO YOUR LIKING WHAT WAS

ADDED. >> I JUST WANT TO BE I GUESS CLEAR IS THAT THE PURCHASE IS EXEMPT PROVIDED THAT THERE'S THE JUSTIFICATION MEMO IS INCLUDED.

BUT IT DOESN'T EXEMPT IT FROM COMING BACK TO THE COMMISSION FOR APPROVAL. I GUESS IT'S LIKE YOU KNOW WE EXEMPTION FOR THE PROCUREMENT ASPECT OF IT.

WE DON'T HAVE EXEMPTION FOR THE APPROVAL OF IT.

>> RIGHT. I ALWAYS LIKE TO LOOK AT EVERY PROCUREMENT ISSUE THERE'S ALWAYS LIKE TWO SUBISSUES.

ONE IS WHAT DO YOU HAVE TO DO TO COMPETE.

THE COMPETITION ASPECT AND THEN WHAT LEVEL OF APPROVAL NEEDED. MANAGER'S APPROVAL OR THE COMMISSION'S APPROVAL. THIS DEALS WITH COMPETITIVE ASPECT OF IT. IT WOULD BE EXEMPT FROM A FULL COMPETITIVE PROCESS. BUT JUSTIFICATION MEMO IS REQUIRED TO BE ON FILE WITH THE PROCUREMENT DEPARTMENT IN ORDER TO EXERCISE THAT EXEMPTION.

>> RIGHT. IF IT'S OVER THE $50,000 THRESHOLD, IT WOULD COME BACK TO US AS AN APPROVAL.

CORRECT? >> THE ACTUAL LOAN ITSELF

WOULD, CORRECT. >> THAT'S ALL I WANTED TO MAKE

CLEAR. >> YES.

>> ANYONE ELSE? >> YOU GOOD?

>> VASE MAYOR? >> I'M GOOD.

ANYONE FROM THE PUBLIC WISH TO SPEAK ON THIS AGENDA ITEM?

>> SEEING AS THERE'S NOBODY. ANYONE FROM THE COMMISSION?

>> MOTION TO APPROVE. >> SECOND.

>> WE GOT A MOTION TO APPROVE BY COMMISSIONER ISROW AND SECOND BY VICE-MAYOR MAYERSOHN.

ROLL CALL.

[00:50:03]

PLEASE SHOW IT PASSES UNANIMOUSLY.

>> ITEM 9-D LOXAHATCHEE ROAD IMPROVEMENT PROJECT UPDATE.

>> THANK YOU WE HAVE SOME MEMBERS OF STAFF HERE FROM THE DOT. WE NEED TO CALL IN THE CONSULTANTS THAT ARE WORKING ON THIS PROJECT.

I CAN DO IT. PRESS THE BUTTONS.

LAURA, GOOD EVENING. THIS IS RICH WALKER.

I CALLED YOU FIRST. I WILL CALL YOUR COLLEAGUE SCOTT. JUST BEAR WITH ME.

THIS MY FIRST TIME DOING THIS. I HAVE SOMEONE WATCHING OVER ME TO MAKE SURE I DO THIS RIGHT.

BEAR WITH ME. >>

>> HELLO, SCOTT. >> HELLO.

>> I WILL CONFERENCE YOU IN. THIS RICH WALKER.

CITY OF PARKLAND. >> THEY ARE WATCHING IT LIVE

STREAM. >> HEY, HOW ARE YOU DOING?

>> AS YOU KNOW THE LOCKS LOCKS PROJECT PROJECT WE'VE BEEN WORKING ON FOR QUITE SOMETIME. I WANT TO TAKE THE TIME OUT TO GO AHEAD AND INTRODUCE THE PROJECT MANAGER FROM THE DEPARTMENT OF TRANSPORTATION. SHE IS ALSO A PARKLAND RESIDENT. I WILL HAVE HER COME UP AND DO HER PRESENTATION AND INTRODUCE THE MEMBERS OF HER TEAM.

>> GREAT. >> THANK YOU.

>> NOW WE KNOW THE PROJECT -- YOU ARE LOOKING OUT

FOR US. >> GOOD EVENING.

I'M WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION.

[INAUDIBLE] GOOD EVENING.

THE TEAM AND I WILL GIVE YOU AN UPDATE ON THE LOXAHATCHEE ROAD IMPROVEMENT PROJECT. WE ARE GOING COVER FOUR MAIN TOPICS. RECAP THE PROPOSED IMPROVEMENT. COVER THE PROJECT STATUS.

WE'RE GOING TO GO OVER THE NOISE ANALYSIS AND THEN END WITH THE PROJECT COST. MR. SCOTT IS THE DESIGN

PROJECT MANAGER. >> SCOTTS THE FLOOR IS YOURS.

>> CAN YEAR HEAR US? .

>> CAN. I'M TRYING TO GET USED TO

DELAY A LITTLE BIT. >> SORRY.

>> CAN YOU HEAR US. YOU CAN PROBABLY.

>> I CAN'T SEE. THERE'S QUITE A DELAY.

I DON'T SEE THE PRESENTATION. >> THERE IT IS.

I SEE IT. NOW I SEE IT.

I'M READY TO GET GOING. WE'RE READY.

I'M THE PROJECT MANAGER WORKING FOR THE DEPARTMENT AND ON THIS PROJECT. A LITTLE BIT ABOUT THE PROJECT. PROJECT LOCATION AS YOU CAN SEE ON THE SLIDE BEGINNING ON LOXAHATCHEE ROAD AT THE WILDLIFE NATIONAL WILDLIFE REFUGE.

CONTINUES EAST OVER TO U.S. 441.

STATE ROAD 7. SURPRISINGLY ABOUT SIX MILES.

WE SEE THE NEXT SLIDE. KEEP GOING.

YOU'RE GOOD. SOUNDS LIKE THERE'S

[00:55:04]

THREE-MINUTE DELAY. NOW IT'S POPPING UP.

>> WELCOME, SCOTT. >> RICH WALKER.

CITY OF PARKLAND. THANKS FOR JOINING OUR PRESENTATION. JUST KIDDING.

>> PROJECT IMPROVEMENT. THE IMPROVEMENT ON THIS PROJECT PROVIDE STATEMENT ACCOMMODATE BIKE LANES.

WE WILL BE CONSTRUCTING AVAILABLE SPACE TO DO SO.

WE WILL BE UPGRADING THE GUARDRAIL ON THE NORTH SIDE OF THE ROAD. THAT SEPARATES THE ROAD FROM THE WATER MANAGEMENT DISTRICT EASEMENT AND CANAL.

WE WILL CONSTRUCT INTERSECTION IMPROVEMENT WITH THE POSSIBILITY OF ROUND ABOUTS. KNOB HILL ROAD UNIVERSITY DRIVE AND BROOK SIDE DRIVE. WE WILL BE CONSTRUCTING ONE ADDITIONAL EASTBOUND LEFT TURN LANE AND ADJUSTING OR ADDING MODIFICATION AND SIGNALS AS NECESSARY TO ACCOMMODATE THE

EASTBOUND LEFT-TURN LANE. >> SHE MOVED.

WE'RE AT THE NEXT ONE. WE SEE THE CIRCLE.

>> >> THERE IT GOES.

THE ROUNDABOUT THEY MENTIONEDS OF TO INTERSECTIONS APPEARS TWO EXAMPLE KNOB HILL ROAD AND UNIVERSITY DRIVE INTERSECTION.

THE CONFIATION AS ROUNDABOUT YOU CAN SEE THERE.

THOSE INTERSECTIONS. YOU CAN CLICK FORWARD.

WE'RE AT A CLOSE UP. ARE WE ASKING QUESTIONS AT THE

END. >>

>> ONLY BECAUSE I HAD A QUESTION ON THIS SLIDE.

IN THE LONG AWAITED ROUNDABOUT.

FOR SIMILAR CONFIGURATION. THIS ONE IS DIFFERENT THAT IT UTILIZES THE PROPERTY OWNED BY THE CITY.

IT'S ON THE SOUTHWEST QUADRANT.

KEEP GOING. >> I DON'T THINK SCOTT HAS A COPY. HE'S RELYING ON US.

I PULLED IT ALL ON THE OTHER SCRINE.

I WILL TALK AHEAD. ON MY SLIDE DECK HERE.

PROJECT STATUS THE PROJECT RIGHT NOW AT 90% COMPLETE.

ALL THE PERMITS HAVE BEN SUBMITTED AND OBTAINED FOR THE PROJECT. AND THERE WERE SOME SPECIFICALLY FOR DRAINAGE IMPACT THAT WE HAD.

COORDINATION WITH UTILITY OWNER ALONG THE EASTBOUND LOXAHATCHEE ROAD TO LOCATE THE UTILITIES IS UNDER WAY.

WE'RE WORKING ON THAT COORDINATION STILL.

AND ALSO THERE'S COORDINATION ALONG THE WAY WITH VARIOUS PROPERTY OWNERS IN ORDER TO REMOVE RIGHT-OF-WAY ENCROACHMENTS AND TIE IN OF DRIVE WAYS AND SUCH.

THE NOISE ANALYSIS. A LITTLE BIT ABOUT THE NOISE ANALYSIS DONE WITH THE PROJECT.

>> ANALYSIS WAS DONE AS PART OF FEDERAL PROJECT SITES REQUIRE A NOISE ANALYSIS TYPICALLY.

>> THERE ARE THREE TYPES OF PROJECTS THAT'S THE BICYCLE AND PEDESTRIAN LANES. AND ALSO NOISE ANALYSIS NOT REQUIRED FOR THE PROJECTS. IT'S NOT REQUIRED IN FEDERAL FUNDS. FEDERAL FUNDS ARE NOT APPLICABLE FOR THIS TYPE OF A PROJECT.

[01:00:06]

IMPROVEMENT TO LOXAHATCHEE ROAD ARE DESCRIBED AS TYPE 3.

NOISE ABALTMENT. NOISE WALL IS NOT TO BE PROVIDED AND NOISE ABATEMENT IS NOT -- IF THEY WERE PROVIDED WOULDN'T BE ELIGIBLE FOR FEDERAL FUNDS.

THANK YOU, SCOTT. NEXT SLIDE.

NOISE ANALYSIS CONDUCTED FOR - THE CORRIDOR.

WE PROVIDED THE NOISE ANALYSIS FOR NOISE CONSULTANT FOR THE CITY FOR REVIEW. THERE WERE SOME LOCATIONS THAT ACCORDING TO THE STUDY WOULD TYPICALLY QUALIFY FOR NOISE ABATEMENT YOU KNOW FOR THE RIGHT KIND OF PROJECT.

THIS KIND OF PROJECT DOESN'T QUALIFY TORE THIS.

THERE WERE SOME LOCATIONS THAT DID TRIP THE THRESHOLD FOR NOISE ABATEMENT. THE COST REQUIRED FOR NOISE ABATEMENT TO ACCOMMODATE THE AREAS WOULD BE UPWARD OF 6.6 TO 7 MILLION DOLLARS AS ESTIMATED.

AS I MENTIONED BEFORE NOISE BARRIERS IS NOT CURRENTLY INCLUDED IN THE PROJECT BECAUSE IT'S NOT ALLOWED FOR FEDERAL FUNDING FOR PROJECT LIKE THIS.

NEXT SLIDE. I MENTION IN THE PRIEST SLIDE THERE WERE A COUPLE OF LOCATIONS THAT WERE IDENTIFY WHERE THERE'S SOME CURRENT NOISE IMPACTS THAT EXIST TODAY. THOSE WERE MAY FAIR COMMUNITIES. WE SEE EXCUSE ME LOCATED HERE ON THE SLIDE FOR THE EAST SIDE OF THE PROJECT.

NECESSARY SLIDE. A LITTLE BIT ABOUT THE PROPOSED SECTION FOR THE PROJECT.

THIS ONE FROM PARK SIDE DRIVE TO 620 FEET EAST OF THE STREET INTERSECTION. AND WHAT WE HAVE HERE IN THIS AREA WE DON'T HAVE A MEDIAN AS I DESCRIBED LOCATED IN SOME OF THE AREA HERE. THIS IS JUST DIVIDED THE TWO 11-FOOT LANE. IT INCLUDE BIKE LANE IN BOTH DIRECTIONSES. THEN ON THE SOUTH SIDE OF THE ROAD WE ALSO WERE SHOWING THE FPL UTILITY POLLS WITH LIGHTS THAT ARE BEING HARDENED IN MANY CASES.

YOU KNOW THROUGH THAT AREA. NEXT SLIDE.

THE NOISE BARRIER COST LOOKING AT THREE CATEGORIES BASED ON HEIGHT. 8-FOOT BARRIER ESTIMATED TO COST ABOUT 6.6 MILLION. 10-FOOT BARRIER 6.8.

12-FOOT ABOUT 7 MILLION. NOISE BARRIER ACCOMMODATES THE IMPACTED AREAS, THE RATHERS IMPACTED BY SOUND.

THERE ARE NUMBER OF CONFLICT THAT WOULD BE INVOLVED IN PUTTING SUCH A BARRIE IN. INVOLVING RIGHT OF WAY AND RIGHT OF THE WAY CONFLICTS WITH RELOCATIONS WOULD BE 5.8 MILLION DOLLARS ESTIMATED. AND NOISE BARRIER NOT CURRENTLY INCLUDED THE PROJECT BECAUSE IT DOESN'T QUALIFY THOSE FEDERAL FUNDS INVOLVED WITH THIS PROJECT.

NEXT SLIDE. >> WE LOOKED AT PA RIM TEFR WALL A LITTLE BIT DIFFERENT APPROACH.

JUSTIFICATION REPORT PREPARED FOR THE MAYOR IN PARKLAND REQUESTED THAT AND IT WOULD PROVIDE BARRIER BETWEEN THE HIGHWAY AND ADJACENT PROPERTIES.

THIS KIND OF BARRIER IS NOT THE KIND THAT REALLY PRODUCES ANY KIND OF NOISE ABATEMENT. IT'S MORE OF SECURITY THING.

JUST THE VISUAL BARRIER MORE THAN ANYTHING ELSE.

>> PERIMETER WALL COST TYPICALLY 8 FEET.

AND THE COST OF THAT WAS ESTIMATED 2.1 MILLION DOLLARS.

[01:05:05]

PERIMETER LANE IS ALSO 3. -- 3,285 FEET.

AND THE SAME KIND OF RIGHT-OF-WAY AND UTILITY IMPACTS COST AROUND 5.8 MILLION.

PERIMETER WALL NOT INCLUDED IN THIS PROJECT FOR THE SAME REASONS. NEXT SLIDE.

THE WALL CONSTRUCTION I MENTION THERE'S SOME IMPACTS THAT WE ANTICIPATED FOR ANY KIND OF BARRIER THAT WOULD BE INSTALLED IN THE AREA. THE IMPACT BASICALLY COME DOWN HERE. 6 FEET OF RIGHT-OF-WAY WOULD BE NECESSARY IN ORDER TO CONSTRUCT THE BARRIER WALL.

HOWEVER IN THAT AREA, THAT NEED TO BE CONSTRUCTED.

WE HAVE OVERHEAD UTILITY. UNDERGROUND UTILITIES.

THERE'S EXISTING LANDSCAPING. ALL OF THESE THINGS WOULD BE IMPACTED IF WE ATTEMPTED TO PUT ANY KIND OF BARRIER OR WALL OR PERIMETER WALL. ALSO REQUIRES THE ELIMINATION OF ONE IMPROVEMENT WHICH IS THE LEFT BAND TURN LANE THAT WE HAVE NORTHWEST 61ST. THAT WOULD GO AWAY AS WELL.

PROJECT SCHEDULING COST. A LITTLE BIT ABOUT THAT.

NEXT SLIDE. HERE'S A SUMMARY OF THE SCHEDULE AND COST THAT WE HAVE FOR THE PROJECT.

FINAL COMPLETION MAY OF 2022. THE CONSTRUCTION ESTIMATED TO START SOMETIME IN THE FALL OF 2022.

TO BE COMPLETED THE FULL PROJECT COMPLETED BY THE SUMMER OF 2024. CONSTRUCTION COST ESTIMATE IS CURRENTLY SET AT 23 AND A HALF MILLION DOLLARS.

AND THAT IS IT. THAT'S THE LAST SLIDE.

GREAT THANK YOU VERY MUCH. THAT WAS A GOOD PRESENTATION.

I WILL SEE IF ANYONE HAS QUESTIONS.

I WILL START SINCE I WAS LOOK THING WAY.

I WILL START WITH COMMISSIONER ISROW.

THANK YOU VERY MUCH FOR THAT INFORMATION AND THE PRESENTATION. VERY HELPFUL.

THE QUESTION I HAVE THE YOU SAID DESIGN IS ABOUT 90% COMPLETE. AND THAT IT WON'T BE COMPLETE UNTIL MAY OF NEXT YEAR. YOU SAID THERE'S ENVIRONMENTAL AND DRAINAGE ISSUE. ANY INFORMATION YOU CAN

PROVIDE ON THAT? >>

>> YOU ASKED THE DRAINAGE IMPACT.

YOU MENTIONED THERE WAS DRAINAGE ISSUE.

IS THAT PART OF THE REASON YOU ARE ONLY AT 90%.

THAT BEING SAID WE STILL LIKE SOME ADDITIONAL INFORMATION

ABOUT THE DRAINAGE IMPACTS. >> THERE WERE SEVERAL WETLAND AREAS. SOME WERE THE BEGINNING OF THE PROJECT AT WILDLIFE REFUGE JUST WEST OF THE ROAD.

TO APPROXIMATELY UNIVERSITY. THERE WERE LOCATIONS WHERE THAT [INAUDIBLE] SOME OF IT HAD TO DO WITH DRAINAGE.

A LOT OF THE BIETHING OF THE ROAD TO THE VALVE IN THOSE AREAS WHERE WE ARE TRYING TO INSTALL WIDER THAT WIDEN

PUSHED THE AREAS. >> GREAT.

JUST ONE MORE FOLLOW UP. THANKS FOR THAT.

IF WE'RE AT 90% FOR DESIGN. WE HAVE ANOTHER YEAR TO GO.

WHAT'S WILL TAKE UP THE SIGNIFICANT PORTION OF THAT TIME. 10%.

>> OKAY. WELL THERE WAS ALSO FUNDING FOR THE PROJECT. THERES ENOUGH FUNDING I'M NOT SURE WHEN THE FUNDING GOT REDONE OR THERE WAS NOT ENOUGH FUNDING WHEN THE ORIGINAL SCHEDULE.

[01:10:14]

THE FUNDING WINDOW CHANGED. TO THE NEXT HOPING FOR WHEN THERE WERE FUNDS FOR THE PROJECT.

IN THE MEAN TIME WHAT WE WORK FOR THE DRAINAGE PERMITTING WRAPPING UP THE DESIGN CHANGES THAT MAY HAVE TAKEN PLACE AS WELL THE COORDINATION. [INAUDIBLE]

THANK YOU. >> COMMISSIONER CUTLER.

>> THANK YOU SCOTT. THAT WAS A GOOD PRESENTATION.

I REALLY APPRECIATE IT. I DO WANT TO ASK A COUPLE OF QUESTIONS CONCERNING THE WALL THE SOUND WALL.

YOU HAD GIVEN ESTIMATES ON THE COST OF A SOUND WALL VERSES A PERIMETER WALL AND CAN YOU TELL US A LITTLE BIT ABOUT THE

DISTINCTION BETWEEN THE TWO? >> SOUND WALL I'M NOT A SOUND WALL EXPERT. BUT A MORE HARDY FACILITY.

I WILL ALLOW THE TRANSFER OF SOUND FROM ONE SIDE TO ANOTHER. [INAUDIBLE] ALL OF THOSE THINGS MAKE IT SIGNIFICANTLY MORE EXPENSIVE.

>> YOU INDICATED THAT THE COST OF THE 8-FOOT SOUND WALL WAS 6.6 MILLION. I GIVE A ROUGH NUMBER.

I KNOW THE NUMBER WAS MORE EXTENSIVE IN YOUR REPORT.

FOR THE SAME LENGTH 3,285 FEET PERIMETER WALL 8 FEET AT 2 POINLT 1 MILLION DOLLARS. THAT WAS THE COST OF THE WALL ITSELF AND THEN THERE WAS AN ADDITIONAL COST THAT YOU THROUGH IN THERE OF 5.8 MILLION DOLLARS FOR RIGHT OF UTILITY RELOCATION AND THAT CONSISTENT WITH BOTH OF THEM.

IS THAT UTILITY RELOCATION DIFFERENT THAN WHAT FP&L IS DOING NOW? [INAUDIBLE] IT WOULD BE GENERATED BY THE INSTALLATION OF THE WALL.

NOT SOMETHING THE UTILITIES ARE DOING.

THE UTILITIES ARE DOING THEIR OWN PROGRAM --

[INAUDIBLE] >> I THINK THE COST DIFFERENT.

THERE'S AN 8-FOOT PERIMETER WALL FOR THE SOUND WALL MORE EXPENSIVE DUE TO THE CAPABILITY OF SOUND WALL.

THEY WILL NOT TRANSMIT SOUND. >> AND LET ME UNDERSTAND THAT NOTWITHSTANDING THE FACT THAT THE PROJECT IN ITS EVALUATION DETERMINE THAT THERE WERE LOCATIONS THAT QUALIFIED FOR NOISE ABATEMENT, THE HOLD UP ON FDOT MOVING FORWARD WITH THE PROJECT BECAUSE THEY ARE UNABLE TO SECURITY FEDERAL

FUNDING FOR THAT? >> THIS PROJECT IS FEDERALLY FUNDED. IT'S FUNDED CERTAIN TYPE OF FEDERAL FUNDS THAT DON'T ALLOW FOR THE CONSTRUCTION OF CERTAIN THINGS. ONE OF THEM I WOULD NOT QUALIFY UNDER THIS KIND OF FEDERAL FUNDING TO PUT IN A SOUND WALL. THIS PROJECT SOLELY TO BIKE FEATURES. ANYTHING THAT IS NECESSARY IN ORDER TO INSTALL THOSE FEATURES IS ALLOWED.

ANYTHING BEYOND THAT IS NOT ALLOWED.

I DON'T KNOW IF THAT ANSWERS YOUR QUESTION.

[01:15:03]

IF THERE ARE LOCATIONS -- [INAUDIBLE] THE ONLY DIFFERENCE AND THE REASON THERE ISN'T ONE INCLUDED IN THE PROJECT DOW TO TYPE OF FUNDING THIS TYPE OF

PROJECT HAS. >> I'M ASKING THIS QUESTION BECAUSE I KNOW THAT THE RESIDENTS THAT LIVE IN THOSE AREAS WILL BE LISTENING OR HEARING ABOUT THE PROJECT AND WANT TO MAKE SURE THEY UNDERSTAND THE RATIONALE BEHIND WHY FDOT IN THIS PARTICULAR PROJECT WILL NOT

FUND A WALL. >> THAT'S WHY I'M ASKING THE

QUESTION. >> HOPEFULLY I EXPLAIN IT WELL ENOUGH. IF YOU HAVE OTHER QUESTIONS PLEASE ASK. IT HAS TO DO WITH THE FUNDING.

IT'S NOT ALLOWED TO INCLUDE A FACILITY LIKE A WALL.

>> GOT IT. >> THANK YOU FOR THE PRESENTATION. OBVIOUSLY THIS IS ONE OF THOSE KEYSTONE PROJECTS IN THE CITY THAT NEAR AND DEAR TO MY HEART. 30 YEARS IN THE MAKING.

I HAVE A COUPLE OF QUESTION SINCE THE PURPOSE TO PROVIDE THE BIKE PATHS AND PEDESTRIAN ARE THERE SAFETY MEASURES OTHER THAN MEDIAN PORTIONS SEPARATING THE LANES THAT WILL BE EMPLOYED IN THE DESIGN FOR BIKE PATHS.

ARE THE PIKE PATHS SEPARATED FROM THE CAR LANES BY CURVE OR SOME SORT OF DIVIDER? CURRENTLY NO.

THEY DON'T INCLUDE SEPARATION BETWEEN THE BIKE LANE AND THE TRAVEL LANE. [INAUDIBLE] I DON'T KNOW IF FINAL DETERMINATION HAS BEEN MADE.

IN ORDER TO PROVIDE A SEPARATION NOW, WE HAVE BIKE LANE IN THE AREAS TO THE EAST OF I'M SORRY WEST OF UNIVERSITY. THEY GOT A BUFFER.

THERE'S SEPARATION. I WOULD ASK YOU TAKE A CLOSE LOOK AT THAT. MY CONCERN HERE IS THAT ROAD IS A DANGEROUS ROAD AS IT. I KNOW WE WILL MAKE IMPROVEMENTS TO TRY TO MITIGATE THE RISK AND DANGER FACTOR THERE. THE MOTION OF BIKE PATHS ALONG THOSE LINE WITH OU ANY DIEDER OR CURVE TO SEPARATE LARGE 18 WHEELER TRUCK AND CONSTRUCTION VEHICLES AND EVERYTHING FROM TRAVERSING THAT ROAD IS CONCERN FOR THE SAFETY OF THOSE BICYCLIST. I WOULD ASK YOU TO TAKE CLOSE LOOK AT THAT TO SEE IF WE CAN MITIGATE AGAINST THOSE CONCERNS. THE OTHER THING IS THIS.

DO YOU HAVE DESIGN PROPOSAL I SAW SCHEMATICS A YEAR AGO THAT SHOWED THE MEDIAN. DIDN'T SHOW WHICH PORTIONS OF LOXAHATCHEE WOULD NOT HAVE A MEDIAN.

I UNDERSTAND FROM TONIGHT'S PRESENTATION THERE'S PORTION THAT WOULD NOT BE HAVE THE VEHICLE LANE SEPARATED BY A

MEDIAN. >> CAN YOU REPEAT THAT.

IT'S HARD TO HERE. >> HE WANTED TO KNOW IF YOU HAVE A SCHEMATIC WHICH HE TELLS WHAT AREAS DO AND DO NOT

GET MEDIANS. >> YES, I DO.

WE CAN SEND THAT TO YOU. [INAUDIBLE]

[INAUDIBLE] >> OKAY.

[01:20:26]

THEN MY LAST QUESTION OBVIOUSLY WE RAISED THE ISSUE ABOUT THE SOUND WALL. IS THERE A POSSIBILITY THIS, THIS PROJECT AFTER IT'S COMPLETED WITH THIS TYPE THREE FUNDING FOR THE PEDESTRIAN AND BIKE LANES IS CAPABLE FOR SOME ALTERNATE FUNDING FOR THE SOUND BARRIER?

IN THE FUTURE? >> ARE YOU ASKING AFTER THE PROJECT IF THERE'S OTHER FUNDING AVAILABLE FOR A WALL.

>> THAT'S EXACTLY WHAT HE ASKED.

>> I'M NOT FAMILIAR WITH. THAT'S SOMETHING THE DEPARTMENT MAY BE ABLE TO ANSWER.

TO MY KNOWLEDGE THEY WOULDN'T BE ABLE TO BE DONE AS PART OF

THIS PROJECT. >> GOT IT.

>> THAT'S A POSSIBILITY IF FUNDS COULD BECOME AVAILABLE.

THAT WOULD BE DONE SEPARATE. WE IS SET ISSUE TO WHERE TO PUT THE WALLS. THAT'S SOMETHING WE CAN DISCUSS AND FIND A WAY TO RESOLVE.

>> GREAT. >> VICE-MAYOR MAYERSOHN.

NO QUESTIONS LEFT. >> FOR THE RECORD I LIVE IN MAY FAIR. I DON'T LIVE ON THE LOXAHATCHEE SIDE. BUT I DO LIVE IN MAYFAIR.

I KNOW THERE'S RESIDENTS THAT ARE CONCERNED.

BECAUSE HISTORICALLY, WHEN BEFORE THIS PROJECT WAS EVEN THOUGHT OF THERE WERE RESIDENTS THAT HAD A CAR COMING ACROSS AND GOING INTO SOMEONE'S POOL.

TRACTOR-TRAILER WITH A BUNCH OF LARGE INDUSTRIAL TIRES THAT WENT INTO SOMEONE'SLYING ROOM. SYSTEM OF THIS NOISE AND SAFETY CONCERN IS YOU KNOW THEY HEAR THE CARS RUMBLING BACK AND FORTH. THESE ARE REAL CONCERNS.

MY QUESTION IS I DON'T KNOW WHETHER I ASK TO YOU OR SCOTT.

YOU'RE SAYING THERE THAT CRITERIA THAT THIS PROJECT MEETS TYPE THREE PROJECT. YOU SAY TYPE THREE PROJECT DON'T REQUIRE TRAFFIC NOISZ ANALYSIS.

BUT YOU DID SAY STUDY. MY QUESTION IS WHYS A STUDY DONE AND THEN THE FOLLOW UP TO THAT, WHO PAID FOR THE STUDY?

>> I DON'T KNOW IF I CAN PULL THE ANSWER TO THAT.

THE STUDY WAS DONE. I DON'T KNOW YOU KNOW OTHER THAN SCOTT I WILL STOP YOU. I WILL STOP YOU.

BECAUSE IT LOOKS LIKE THEY HAVE SOME SORT OF ANSWER.

>> GOOD EVENING. >> I'M THE DOT.

STUDY -- THOSE STUDIES TAKE A WHILEMENT.

AN EFFORT TO BE PRO ACTIVE I DON'T THINK WE WERE CLEAR IF A STUDY WAS REQUIRED THAT'S WHY A STUDY WAS STARTED ON THIS PROJECT. AFTER WE LOOKED AT THE PROJECT THE MANUALS ALSO BEING UPDATED AT THE TIME.

WE REALIZED THAT PROJECT NOT ELIGIBLE FOR FEDERAL FUNDING.

THAT'S A HARD RULE FROM THE FEDERAL FUNDING.

YOU CANNOT SPEND IT ON FUNDING.

>> WE'RE TALKING ABOUT FUNDING ISSUE IS WHERE YOU'RE DILEMMA IS. BUT YOU SAY THE STUDY WAS DONE TO BE PROACTIVE AS WELL AS YOU GUYS PAID FOR IT.

>> HE CAME OUT OF FEDERAL FUNDING.

HOW THE STUDY WAS PAID FOR? >> YEAH.

>> >> THAT I COULDN'T TELL YOU.

CAN WE FIND OUT HOW IT WAS PAID FOR.

THAT TO ME IF IT CAME OUT OF FEDERAL FUNDING NOW YOU TELL ME IT'S NOT ELIGIBLE. THE STUDY WAS DONE BUT AGAIN

JUST AS LONG AS YOU COMPLY. >> THE OTHER ASPECT IS THAT OBVIOUSLY THERE'S A NOISE STANDARD.

IN YOUR STUDY, YOU SAY IT EXCEEDS THE THRESHOLD.

AND SO THAT POINT IS YOU IDENTIFIED THAT YES THERE'S NOISE THAT GENERATED. MY QUESTION IS WHEN SOMETHING IS DONE THAT EXCEEDS A THRESHOLD YOU HAVE MITIGATION STANDARDS OR BAITMENT CRITERIA.

BUT YET IT DOESN'T QUALIFIED. KIND OF LIKE FALLS IN THE

[01:25:02]

ABYSS. >> I COULD KIND OF.

IF WE GO INTO THE PAST. 9WE BUILD A LOT OF ROAD AND NEIGHBORHOODS BUILD NEXT ROAD THEN THE NEIGHBORHOOD WERE WIDE AND CLOSER TO NEIGHBORHOOD.

AND AT THAT TIME. THERE WAS NO POLICY REGARDING NOISZ. THE DEPARTMENT FOLLOWING FEDERAL GUIDELINES, ANYTIME WE -- EVERY TIME WE RESURFACE A ROAD. THERE MAY BE NEIGHBORHOODS THAT MEET SOME TYPE OF THRESHOLD FOR NOISE ABATEMENT.

THEY EXCEED THE NOISE ABATEMENT CRITERIA.

BECAUSE OF THE WHAT THE DEPARTMENT IS DOING ON THAT PROJECT, WE DON'T BUILD A NOISE WALL.

THE PROJECT ITSELF HAS TO BE ADDING CAPACITY, MEANING ADDING LANES TO THE PROJECT OR PHYSICALLY MOVING THAT ROAD CLOSER TO THE HOMES IN ORDER TO BE REQUIRED AND TO BE ELIGIBLE TO OUT FEDERAL FUNDS ON THAT PROJECT.

THAT'S THE DILEMMA. >> YOU AGREE IT EXCEEDS THE THRESHOLD OF THE NOISE. KNOW STUDY SHOWS THAT.

IT NOT ONLY SHOWS MEETS THE THRESHOLD THAT IT ALSO SHOW THE NOISE WOULD BENEFIT, WOULD REDUCE THE LEVEL OF NOISE.

>> IN YOUR STUDY YOU HAVE NOISE ABATEMENT MEASURES.

AND YOU LIST THE FOUR THAT ARE HERE AND THEY DON'T QUALIFY.

IS THEY DON'T QUALIFY BECAUSE OF FEDERAL DOLLARS OR THEY DON'T QUALIFY BECAUSE THEY ARE NOT REASONABLE?

>> THEY DON'T QUALIFY BECAUSE THEY ARE NOT ELIGIBLE FOR

FEDERAL DOLLARS. >> I WILL ASK YOU A QUESTION.

FROM YOUR VIEWPOINT IF YOU RESIDENT OR PROPERTY OWNER THAT WERE AFFECTED WOULD YOU CONSIDER THAT THIS APPROACH WAS REASONABLE? AND FAIR?

>> I WOULD COMPLETELY UNDERSTAND THE FRUSTRATION.

MY QUESTION PROBABLY WHAT WILL HAPPEN ON THE 17TH, YOU GOING TO HAVE RESIDENTS THAT ARE GOING TO WANT TO HAVE AN OPPORTUNITY HOW THE DECISION WAS MADE.

AND I GUESS MY QUESTION WOULD BE IS THAT THEY WILL PROVIDE YOU VIEWPOINTS. THEY WILL PROVIDE YOU THEIR OPINION IS THAT GOING TO BE CONSIDERED IN MAYBE CHANGING THE PROJECT OR LOOKING FOR ADDITIONAL FUNDS WHETHER FLEW THE STATE OR OTHER AREAS. YOU IDENTIFIED THERE'S A NOISE ISSUE THAT A WALL WOULD BE THE APPROPRIATE SOLUTION BUT YET YOUR DILEMMA SEEMS TO BE FEDERAL FUNDING.

AS FDOT, ARE THERE OTHER POCKETS OF FUNDING TO PROVIDE THIS THAT YOU KNOW WORKING WITH RESIDENT OR WORKING WITH HOA, WHATEVER. HOA MAY TURN AROUND AND SAY HERE, TAKE THE RIGHT-OF-WAY. HAVE AT IT.

>> QUITCLAIM IT TO YOU FOR A DOLLAR.

HAVE YOU DONE THAT DUE DILIGENCE, BECAUSE THIS ISSUE WILL COME UP AND I JUST CONCERNS THAT RESIDENTS WILL PRESENT THEIR VIEWPOINT AND CONCERNS HOW THERE THAT BE CONSIDERED AND DOES THAT WEIGH INTO PROVIDING A SOLUTION.

THAT'S WHY WE STARTED TO LOOK INTO THE PERIMETER WALL.

WE THOUGHT THAT WAS A POSSIBLE SOLUTION AND THAT WOULD PROVIDE SOME SATISFACTION TO THE HOMEOWNERS.

BUT UNFORTUNATELY THIS IS PRETTY COMMON ISSUE AND THERE'S JUST NO WAY AROUND THE FEDERAL GUIDELINES.

THERE'S NO WAY. >> I UNDERSTAND FROM FEDERAL

DOLLARS. >> BUT ARE THERE OTHER POSSIBLETTE OF MONEY OR OTHER AREAS TO PROVIDE --

>> NOT THAT I'M AWARE OF. THE DEPARTMENT OF TRANSPORTATION FUNDS WE USE FOR ROADWAY PROJECT.

WE'RE NOT ALLOWED BY STATUTE OR LAW TO SPEND STATE FUND MEANING ON A NONSTATE ROAD. THE DEPARTMENT COULDN'T FUND THE NOISE WALL IF WE WANTED TO.

WE HAVE TO USE FEDERAL FUNDING THAT'S WHY THE FEDERAL CRITERIA WE HAVE TO FOLLOW THAT.

I MEAN, AS I SAID YOU WILL ANGRY RESIDENTS GO.

YOU DID A STUDY. IT SAID EXCEEDS THE THRESHOLD.

BUT THERE'S NOTHING WE CAN DO. THAT TO ME.

IS NOT AN ACCEPTABLE SOLUTION. THAT'S MY COMMENT.

I HOPE THERE'S SOME WAY AROUND.

THERE'S FUNDING AVAILABLE. WHETHER IT'S IN DIFFERENT POCKETS THROUGH THE STATE OR WHATEVER.

I UNDERSTAND WHERE YOU ARE GOING AT FROM A PROJECT STANDPOINT. BUT I'M HOPING THAT YOU CAN

FIND A SOLUTION SOMEWHERE. >> I MEAN THIS PROJECT.

NOT LIKE WE NEED AN ANSWER TOMORROW.

THERE ARE OPPORTUNITIES. THAT'S WHAT I'M HOPING.

THANKS. >> RIGHT.

WELL, SAID VICE-MAYOR. I THINK WE ALL HAVE THAT SAME DESIRE THAT HOPEFULLY YOU GUYS CAN COME UP WITH YOU KNOW

[01:30:02]

HAT IS OBVIOUSLY AN ISSUE.

AS IT EXIST TODAY IT EXCEED THOSE NOISE.

WE WANT TO PUT IN IMPROVEMENT. [INAUDIBLE] THAT'S WHERE WE ARE AT. FOR THE FUNDING TO BECOME AVAILABLE. THAT'S SOMETHING THE DEPARTMENT WILL HAVE TO CONSIDER.

>> GREAT. >> I HAVE ANOTHER QUESTION.

>> SURE. >> MY ONE QUESTION GOES BACK TO WHAT YOU JUST SAID UNFORTUNATELY THE FEDS ARE NOT GOING TO FUND THE WALL. THERE'S A 5.8 MILLION DOLLAR TICKET FOR UTILITY RELOCATION. IS THAT SOMETHING ALSO EXCLUDED BY THE FEDERAL FUNDING IF WE WERE TO RAISE 2.1 MILLION FOR THE BUILDING OF A PERIMETER WALL, WOULD THE FEDS THEN PAY FOR THE RELOCATION 5.# MILLION DOLLARS SO THAT NOW WE'RE TRYING TO DEAL WITH A LITTLE BIT LESSER

OF A COST. >> CAN WE RELOCATE THEM NOW AND INCLUDE THAT AS PART OF THE PROJECT? RELOCATING THE UTILITY NOW AS OPPOSED TO LATER HAVE THAT BE PART OF THE PROJECT WHILE WE'RE OUT THERE WORKING.

HAVE THOSE UTILITIES RELOCATED SO THAT IN THE EVENT WE'RE ABLE TO HOWEVER FUND THE WALL, OURSELVES OR THROUGH OTHER MEANS, WE'RE ALREADY ABLE TO DO THAT PROJECT WITHOUT NOW STARTING SOMETHING ELSEWHERE WE HAVE TO DO MOVE IN THE P UT

>> ASKED IF WE COULD MOVE AS PART OF THE PROJECT.

WE KNOW A NEWS WALL ABATEMEND IS REQUIRED.

IF WE ARE PROACTIVE AND MOVE ALL THE UTILITIES NOW AS PART OF THE PROJECT, THEN WHETHER IT'S YOU FIND ADDITIONAL FUND FOR THE NOISE WALL ITSELF OR US 32 THE STATE OR THE COUNTY INTERNALLY WHATEVER. THAT WORK WILL ALREADY BE DONE. WE DON'T HAVE TO GO THROUGH THAT WORK AGAIN AND IF YOU ARE OUT THERE ALREADY WORKING.

I WOULD IMAGINE THE RIGHT-OF-WAY UTILITY RELOCATION WOULD BE A LITTLE BIT CHEAPER THAN IT WOULD BE TWO OR THREE YEARS FROM NOW WHEN THE PROJECT IS COMPLETE.

I DON'T KNOW IF WE CAN MOVE THEM.

THAT'S SOMETHING WE COULD LOOK INTO.

>> OKAY. >> COMMISSIONER CUTLER.

>> THANK YOU. AS I UNDERSTAND IT THE REASON FOR THE SUBCATEGORY THAT WE'RE IN, THE CATEGORY THREE IS BECAUSE THERE'S NO SHIFTING OF THE ROAD TOWARD THE RESIDENTS BUT IF YOU ARE IN THE DESIGN PHASE AND THE DESIGN WERE TO SHIFT THE ROAD. I DON'T KNOW HOW MUCH NEEDS TO BE SHIFTED. BUT IF THE DESIGN WERE TO BE SHIFTED A LITTLE BIT TOWARD THE RESIDENTS WOULD IT THEN BE

COVERED BY THE FEDS. >> TO THAT ARGUMENT HOW WIDE IS THE ROAD NOW. IS IT 24-FEET? IS IT THAT WIDE. ARE THE LANES 11 FEET NOW?

>> THEY WILL BE 11 FEET. >> DO YOU KNOW HOW WIDE THE

ROAD IS CURRENTLY? >> THE PAVEMENT ITSELF?

>> YES. THE WIDTH OF LOXAHATCHEE IS

WHAT CURRENTLY? >> I THINK IT'S ABOUT 22 FEET.

WE WOULD BE GOING WIDER. THAT'S SOMETHING WE SHOULD ALSO LOOK AT. IF YOU TALK ABOUT 22 FOOT LANE PLUS THE MIDDLE. THAT'S CALL IT 23, 24 FEET.

IF WE'RE AT 22, 23 FEET. THAT EXTRA FOOT WOULD BRING THAT ROADWAY CLOSER TO THE PROPERTY LINE.

>> EXACTLY MY POINT. >> AND THAT WAS COMMISSIONER CUTLER'S POINT, FOR THE RECORD.

>> I WILL LOOK INTO IT. >> WE'RE LOOKING -- THIS THE ONE OF THE -- I LOVE THE CONVERSATION WE HAVE.

BECAUSE HE SAID SOMETHING. WE COME TO GOOD CONSENSUS.

AT LEAST THE WHEELS ARE TURNING.

SO YOU UNDERSTAND OBVIOUSLY THIS IS A HUGELY IMPORTANT PROJECT FOR US. TO GET COMPLETED.

NOW WE'RE IN A POSITION WHERE WE NEED TO ADDRESS SOMETHING

[01:35:03]

ELSE. WHATEVER HELP WE CAN GET FROM YOU WHETHER IT'S LOOKING AT THE RIGHT-OF-WAY UTILITY RELOCATION NOW LOOKING AT THE WIDTH OF THE ROAD, YOU KNOW THESE ARE THE THINGS THAT WE NEED TO MAKE SURE WE'RE EXPLORING. IF THERE IS COUNTRY TO GET ADDITIONAL FEDERAL FUNDS ESPECIALLY NOW WITH ALL THE FEDERAL FUNDS THAT ARE FLEET FLOATING AROUND ALL OVER THE MACE. THERE'S OPPORTUNITY WHERE WE COULD GET FEDERAL FUNDS. THIS IS A SHOVEL READY PROJECT. YOU KNOW, GOVERNMENT ALWAYS TALK ABOUT LET'S GET THE SHOVEL READY PROJECT GOING.

THIS THE ONE OF THOSE. YOU KNOW IF WE'RE ABLE TO PROCURE ADDITIONAL FEDERAL FUNDS, YOU KNOW IT LOOKS GOOD FOR ALL OF TO SAY, HEY WE FOUND THIS OPPORTUNITY AND WE'RE ABLE TO DO THIS, THIS AND WHATEVER.

>> ANYTHING ELSE HAVE ANYTHING ELSE?

>> I JUST HAVE A COUPLE OF QUICK QUESTIONS.

BECAUSE YOU GUYS ANSWERED -- ASKED ALL THE GOOD ONES. I WANT TO MAKE SURE PEOPLE THINK I KNOW WHAT I'M DOING UP HERE.

SERIOUSLY. THE TURN AT THE END OF LOXAHATCHEE GOING ON TO 440 OR STATE ROAD -- WHATEVER YOU WANT TO CALL IT. THAT'S A BIG CONCERN.

TO MAKE SURE THERE'S ENOUGH ROOM FOR STACKING.

RIGHT NOW TRYING TO MAKE A LEFT OUT OF THERE IS A REAL HASSLE. WE WANT TO MAKE SURE WITH TWO LANES THAT YOU ARE PROVIDING THERE'S ENOUGH STACKING TO MAKE SURE THAT IT DOES IMPROVE THAT TURN.

AND YOU MENTIONED SOMETHING ABOUT SIGNAL MODIFICATION SO THERE WOULD BE SOMETHING YOU WOULD HAVE THE GREEN LIGHT

LONGER. >> FOR THE SIGNAL MODIFICATION WE REPLACE AND PUT ADDITIONAL LANE.

>> GOT IT. >> OKAY.

IF WE CAN MAKE SURE WE'RE FOCUSING IN ON THAT TURN.

WE HAVE -- IT'S NOT THE BEST SITUATION.

MAKING A LEFT RIGHT NOW YOU'RE LUCKY IF YOU CAN GET 3-4 CARS OUT OF THERE. I THINK THAT'S IT.

>> THE ROUNDABOUT. THE ROUNDABOUT ON PARKSIDE.

RIGHT NOW THERE'S THE HABBAD THERE.

THEY HAVE DRIVEWAY THAT'S CLOSE TO THE ROUNDABOUT.

AT THE BEGINNING OF THE ROUNDABOUT ON LOXAHATCHEE THERE'S A LITTLE BIT OF MEDIAN.

I JUST WANT TO MAKE SURE THAT WE UNDERSTAND WHERE THEIR EXIT IS. I DON'T KNOW IF YOU CAN MAKE A LEFT. I'M NOT SURE.

I KNOW WE REMEMBER WE ASKED ABOUT THAT.

I THINK WE SAID KNOW IF THAT WILL BE THE CASE.

IT DOESN'T MATTER AS MUCH. BUT WE WANT TO MAKE SURE THEY ARE ABLE TO GET OUT OF THEIR DRIVEWAY.

WITH THAT ROUNDABOUT. JUST MAKING SURE.

I KNOW YOU SAID YOU TALKED TO ALL THE BUSINESSESES A RESIDENTS. THAT'S ALL I HAVE HAD.

ANYONE ELSE BEFORE WE SAY THANK YOU FOR COMING.

GOOD LUCK ON THE 17TH, I THINK IT WAS.

YOU KNOW AS BOB SAID, OBVIOUSLY WE HAVE A LOT -- WE'RE ALL EXCITED FOR THE PROJECT TO GET COMPLETED.

WE WANT TO MAKE SURE IT'S DONE RIGHT AND ANY ADDITIONAL THINGS WE FEEL ARE REQUIRED WE WANT TO DO EVERYTHING WE CAN TO TRY TO MAKE SURE WE ARE GETTING THE BENEFITS.

SCOTT, I APPRECIATION EVERYTHING.

I'M GLAD WE WERE ABLE TO WORK OUT THE DELAY WE HAD THERE WITH THE PRESENTATION. THAT'S ALL I HAVE, SCOTT.

THANKS FOR HAVING ME. >> GREAT, THANK YOU.

THANK YOU. WE NOW HAVE COMMENTS BY THE

[10. Comments by the Broward Sheriff's Office]

BROWARD SHERIFF'S OFFICE. URE SIGNS ARE A BIG HIT.

IT DEPENDS WHO YOU ASK. >> GOOD EVENING, I JUST WANTED TO SHARE SOME CRIME STATS WITH COMMISSIONER AND MAYOR.

FOR THE LAST YEAR WE GOT OUR FINAL CRIME STATUS FOR 2020.

AND FIRST QUARTER FOR 2021. JUST SOME FACTS HERE.

NUMBERS OF INTEREST. IN 2020 WE SAW 9% INCREASE OVER 2019. THE ACTUAL NUMBERS THAT WHEN YOU LOOK AT THOSE BOIL DOWN TO CRIMES 214 CRIMES IN 2019.

216 IN 2020. WHEN YOU LOOK AT THE NUMBERS THEMSELVES THERE'S NOT A HUGE DISPARITY THERE.

YOU WILL SEE IN A MINUTE WHY THAT PERCENTAGE PROBABLY WENT

[01:40:01]

UP. WE TOOK A BIG HIT IN RESIDENTIAL BURGLARIES IN O 20.

WE SAW 63% INCREASE. WHICH AMOUNTS TO 26 IN 2020 AS OPPOSED TO 16 IN 2019. OUR SECOND BIGGEST CRIME FOR THE YEAR WAS AUTO THEFTS WITH A 62% INCREASE AGAIN WE SAW 34 IN 2020. AS OPPOSED TO 21 IN 2019.

NOW SOME GOOD NEWS. FOR THE FIRST FOUR MONTHS OF 2021 WE'RE DOWN 13% IN THE CRIME.

WE SAW 88% REDUCTION. RESIDENTIAL BURGLARIES.

WE HAD TWO RESIDENTIAL BURGLARIES AS OPPOSED TO THE SAME TIME PERIOD LAST YEAR. OUR AUTO THEFTS ARE DOWN AS WELL. WITH BE 33% DROP.

HOWEVER OUR CAR BURGLARIES CONTINUE TO BE AREA OF CONCERN. 94% INCREASE OVER 2020.

THERE'S A SIGNIFICANT INCREASE IN OUR CAR BURGLARIES THERE.

BUT, AGAIN, THANK YOU FOR MENTIONING THE SIGNS BUT DESPITE THE EDUCATIONAL EFFORT THE VAST MAJORITY OF THESE VEHICLES ARE UNLOCKED. TO KIND OF USE A PHRASE THAT CRAIG POINTED OUT WHEN HE GOT HERE.

THESE ARE PREVENTABLE CRIMES. AGAIN BUT IT'S A PARTNERSHIP AND WE NEED RESIDENTS HELP. I KNOW THERE ARE SOME FOLKS THAT FEEL LIKE THE SIGNS ARE YOU KNOW MAYBE COULD BE BETTER USED. BUT AGAIN DESPITE THE AMOUNT OF EDUCATIONAL EFFORT WE GO AND PUT OUT THERE.

TWITTER, SIGNS, MESSAGE BOARDS.

WHICH STILL SEEM TO HAVE THE SAME PROBLEM GOING FORWARD.

THAT'S HOW WE'RE LOOKING TO SHARE.

THE GOOD NEWS IS AGAIN FOR THE FIRST FOUR MONTHS OF THIS YEAR WE SEE SIGNIFICANT DROP IN OUR CRIME.

WE'LL CONTINUE TO WORK ON EDUCATING OUR RESIDENTS CONTINUE TO DO BEST WE CAN IN TERM OF CAR BURGLARIES.

AS AN EXAMPLE YOU HEARD AT THE LAST COUPLE OF COMMISSION MEETING DISCUSS ABOUT IN PROGRESS CRIME THAT WE MADE ARREST. TWO IN THE LAST MONTH IN APRIL WHERE WE SAY IN PROGRESS CALLS.

THE OTHER ONE CALL WHERE WE RESPONDED WHERE WE MAKE AN ARREST. WE'RE DOING THE BEST WE CAN FROM CRIME FIGHTING STANDPOINT.

A LITTLE BIT HELP WITH LOCKING THE DOORS WOULD GO A LONG WAY.

ONE THING I WANTED TO ADDRESS, I KNOW THERE'S SOME ISSUES WITH PARKING OVER AT TERRAMAR PARK.

WE ISSUED A COUPLE OF CITATION.

TO BE CLEAR WE'RE NOT LOOKING TO CITE CARS TO BEGIN WITH.

WE UNDERSTAND THAT. THERE ARE WEEKEND THERE DUE TO AMOUNT OF ACTIVITIES GOING ON THE PARKING IS PREMIUM.

ONE OF THE THINGS THAT I WOULD ASK RESIDENTS TO BE CONSCIOUS OF IS NOT PARKING ON THE SIDEWALK.

WE HAVE GOTTEN SOME COMPLAINT WE RESPOND TO COMPLAINT.

WE'RE NOT LOOKING FOR TROUBLE. AGAIN AN OPPORTUNITY TO EDUCATE FOLKS HERE TONIGHT JUST TO REMIND IF YOU PARK OUT FRONT BECAUSE NO PARKING IN THE PARK ITSELF.

WE GET IT. IT'S USUALLY NOT A BIG DEAL.

BE CONSCIOUS OF NOT PARKING ON THE SIDEWALKS SO PEOPLE CAN

GET BY. >> JUST TO BE CLEAR WITH THAT; THAT'S OVERFLOW PARKING BECAUSE WE DON'T HAVE ANYTHING ELSE. IT'S NOT AN AREA TO PARK IF

THE PARK IS EMPTY. >> WHAT I WOULD TELL YOU.

WE'RE NOT LOOKING FOR TROUBLE. WE NEED TO KEEP THOSE SIDEWALKS -- WE HAD COMPLAINTS.

PEOPLE RAISED THE ADA ISSUE OF FOLK BEING ABLE TO GET BY.

WE'RE RESPONDING TO COMPLAINT FROM RESIDENTS.

IF PEOPLE PARKED ON SIDEWALK, THE NEXT BEST THING PUT

CITATION ON THE VEHICLE. >> MAYBE WE COMMUNICATE WITH EVERYBODY AND SAY TRY NOT TO PARK ON THE GRASS IF YOU DO, DO NOT PARK ON THE SIDEWALK. YOU WILL GET A TICKET.

IS LAST THING I WANT TO MENTION AS YOU DISCUSSED EARLIER CALLING OUT OF COVID AND RELAXING OF RESTRICTIONS.

WE'RE HAPPY TO SAY WE'RE GETTING BACK OUT THERE TO THE COMMUNITY THIS FRIDAY. WE'LL BE PARTICIPATING IN A MOTHER'S DAY CELEBRATION. WITH ONE OF OUR COMMUNITIES.

AGAIN NICE TO BE GETTING OUT THERE.

WE'LL HAVE A BUNCH OF ASSETS FOR THE RESIDENTS TO LOOK AT.

HOPEFULLY AS SUMMER PROGRESSES THERE'S A LOT MORE.

>> WE APPRECIATE YOUR ACTIVITY WITHIN THE COMMUNITY WHETHER HOA MEETINGS AT THE PRESIDENT'S COUNCIL MEETINGS.

WHAT YOU ARE DEALING WITH MOTHER'S DAY THING.

WE DO APPRECIATE AND ACKNOWLEDGE YOUR PRESENCE IN COMMUNITY AND MUCH APPRECIATED.

>> VICE-MAYOR. >> CAN YOU TALK ABOUT.

THE PROGRAM THAT YOU GUY WILL PUT ON THAT YOU TALKED WITH ME

THIS MORNING. >> ONE OF THE THINGS AND UNFORTUNATELY TIMING IS EVERYTHING.

[01:45:01]

SOMETIMES I WORK IN BIG ORGANIZATION.

SOMETIMES WE DON'T KNOW WHAT ONE HAND THE DOING AND THE OTHER HAND. WE TALKED ABOUT THE AUTISM AWARENESS MONTH. AND WE HAD BE ASKED TO LOOK INTO SOMETHING WE COULD DO IN SUPPORT OF THE CITY EFFORT.

I FOUND A PROGRAM. IF YOU EVER BEEN GO DRINK WINE AND PAINT KIND OF THINGS. ABSENT THE WINE THIS IS WHERE WE BRING KIDS IN ON SPECTRUM. WE WORK WITH BEST BUDDIES.

WITH WORRY TLEM. WE HAVE THEM SET UP PAINT CANVASES. SNACKS AND AN OPPORTUNITY TO ENGAGE WITH RESIDENT THAT WE MAY NOT ORDINARILY HAVE.

WE TRY TO KICK THE EVENT OFF THIS WEEKEND.

UNFORTUNATELYIST REMINDED THAT MOTHER'S DAY WEEKEND.

WE LOOK TO PUSH THE EVENT BACK.

SOMETIMES LATER IN THE MONTH. WE WILL MAKE SURE NANCY KNOWS.

WE WILL GET THAT UP TO YOU GUYS.

>> ANYONE ELSE? >> THANK YOU.

[11. Comments by the Coral Springs/Parkland Fire Department]

>> COMMENTS BY THE BROWARD -- BY THE CORAL SPRINGS FIRE DEPARTMENT PARKLAND FIRE DEPART.

HE STILL LAID UP AND RECOVERING.

HIS SURGERY WENT VERY WELL. AND HE WANTED TO ME TO SAY HI TO EVERYBODY. TELL YOU THAT HE'S TRYING TO GET BACK AS SOON AS POSSIBLE. I WON'T DO AS GOOD OF JOB AS MIKE. I WILL DO MY BEST.

THE FIRST THING I WANT TO DISCUSS WAS MAY 10TH.

MENTAL HEALTH DAY. SPECIFICALLY FOR MENTAL HEALTH AND FIRST RESPONDERS. AS YOU ARE AWARE AND PART OF, OUR DEPARTMENT SPECIFICALLY ALONG WITH HIS PARKLAND AND CORAL SPRINGS EXPERIENCE THE GREAT TRAGEDY ON FEBRUARY 14TH. WE'VE BEEN DEALING WITH THAT EVER SINCE. OUR DEPARTMENT LED THE WAY WITH SUPPORT FROM THE NATION AND SPECIFICALLY FROM OUR LEADERSHIP IN BOTH PARKLAND AND CORAL SPRINGS IN COMBATTING THAT AND WORKING WITH OUR FIRST RESPONDERS.

WE'VE BECOME A NATIONAL MODEL FOR OTHER DEPARTMENTS TO FOLLOW. WE'VE BEEN REACHED OUT TO HUNDREDS OF TIME. IF EVERYONE CAN KEEP THAT IN MIND. MAY 10TH IS FIRST RESPONDER MENTAL HEALTH DAY. MONTH OF MAY IS WATER SAFETY MONTH. APRIL IS DROWNING PREVENTION.

IN APRIL MAY IS WATER SAFETY MONTH.

WE UNDERSTAND THE AMOUNT OF WATER WE'RE SURROUNDED BY.

WE OBVIOUSLY RESPOND TO ANY TYPE OF WATER EMERGENCIES.

OUR DIVE TEAM IS ALWAYS READY. WE DO A LOT OF THINGS RELATED TO WATER. WE HAVE MULTIPLE BOATS.

THEY CAME TO REITERATE THE SAFETY AROUND WATER.

COUPLE OF THINGS CHIEF WANTED ME TO GO OVER MULLENS SITE FOR TESTING. THEY WILL NOT LONGER DO TESTING FOR COVID. THE DEPARTMENT OF HEALTH GOING TO BE TAKING OVER THE CORAL MALL SITE DOING THE VACCINATION PROGRAM WHICH AGAIN MOEL FOR OTHER AGENCIES AND CITIES TO USE AS A BENCHMARK AN HOW TO DO THIS TLAUOUT THE COUNTY AND THROUGHOUT THE STATE.

THEY WILL RUN IT THE WAY SAME THEY'VE BEEN RUN.

AS FAR AS PARKLAND GOES WE HAD 100.

171 TOTAL INCIDENTS IN PARKLAND.

112 FIRE AND EMS AND 59 OTHERS.

OUR AVERAGE RESPONSE TIME FOR EMS FIVE MINUTES 14 SECONDS.

AND FOR FIRE 7 MINUTES AND 40 SECONDS.

OUR GUYS ARE DOING GREAT JOB GETTING TO THE CALL.

DO YOU HAVE ANY QUESTIONS? >> ANYONE HAVE ANY QUESTIONS?

>> YOU SURE? >> THANK YOU.

[12. Comments by the City Manager]

[01:50:04]

>> COMMENTS THE CITY MANAGER. >> YES.

THANK YOU MAYOR. I LIKE TO TAKE THIS OPPORTUNITY TO THANK ALL OF OUR EMPLOYEES FOR THEIR HARD WORK AND DEDICATION. I CANNOT BE MORE PROUD OF ALL OF YOU. EARLIER THIS WEEK WE POSTED A BRIEF VIDEO THAT SYMBOLIZES OUR EMPLOYEES AND CAPTURES THE SPIRIT OF PUBLIC SERVICE. I WOULD LIKE TO SHOW YOU THIS VIDEO THAT OUR COMMUNICATIONS DEPARTMENT CREATED FOR YOU.

THIS MAY LOOK LIKE WORK TO YOU BUT IT'S NOT.

>> WE CONNECT OUR LOCAL ENVIRONMENT TO YOU.

RESIDENTS WE ARE PROUD TO SERVE.

>> DAY IN AND DAY OUT. THIS WEEK AND ALL YEAR LONG.

>> ABSOLUTELY, THANK YOU. WELL DONE ON THE VIDEO, ALSO.

>> DID YOU DO SINCING ON THAT ONE JM ?

>> I DID NOT. THANK YOU FOR WALKING BACK TO

THE MICROPHONE. >> AS LONG AS I'M HERE.

>> GREAT. >> THEY WERE NOT HIRED ACTORS.

>> THEY WERE NOT. >> EVEN BETTER.

>> I DIDN'T WANT TO DO THAT. >> COMMENTS BY THE CITY

[13. Comments by the City Attorney]
