[1. Call to Order]
[00:00:02]
>> I WOULD LIKE TO CALL THIS CITY COMMISSION SPECIAL MEETING FOR THE CITY OF PARKLAND TO ORDER.
THURSDAY APRIL 29TH, AT 4:00 P.M.
[4. Discussion and Potential Action regarding Bank Loan and Other Strategic Planning Items]
>> OKAY. SO THIS A DISCUSSION AND POTENTIAL ACTION REGARDING BANK LOAN AND OTHER STRATEGIC PLANNING ITEMS. WE HAD AN EARLIER DISCUSSION ABOUT US PROCEEDING OR GIVING NANCY THE AUTHORITY TO PROCEED WITH THE LOAN. DOES SOMEONE WANT TO MAKE A
MOTION? >> I WILL NOT SPEAK TO THAT.
THANK YOU, MAYOR. FOLLOWING UP ON THE DISCUSSION YOU HAD EARLIER AT THE STRATEGIC PLANNING IF YOU WANTED TO MOVE FORWARD WITH THE BANK LOAN PROCESS.
RECOMMENDED MOTION COULD BE MOTION TO DIRECT THE CITY MANAGER TO PROCEED FORWARD WITH THE BANK LOAN AND EXECUTE THE TERM SHEET. AND THEN JUST BECAUSE WE'RE IN THE SPECIAL MEETING NOW THERE MAY BE A MEMBER OF THE PUBLIC HERE THAT MAY WANT TO SPEAK ON IT.
JUST OPEN IT TO THE PUBLIC BEFORE YOU VOTE.
>> IS THERE ANYONE FROM THE PUBLIC THAT WOULD LIKE TO
SPEAK ON THIS AGENDA ITEM? >> NO ONE FROM THE PUBLIC.
I'M SORRY. >> I BELIEF THE ITEM BEING DISCUSSED THE DISCUSSION AND DIRECTION REGARDING THE STRATEGIC PLANNING AND BANK LOAN.
IF YOU -- I DON'T KNOW WHAT YOUR COMMENT IS.
IF YOU HAVE A COMMENT ON THAT, THAT WOULD BE THE TIME TO DO
IT. >> WE WANT WE DON'T HAVE A PUBLIC COMMENT SECTION. DO WE WANT THEM COME UP AND
GIVE US YOUR COMMENT. >> PETER MAKELTON [INAUDIBLE] I COULDN'T REALLY HEAR IT VERY WELL. BUT THERE WAS GOING TO BE AN ASSESSMENT IN ADDITION TO THE REGULAR ASSESSMENT WE SEE ON OUR TAX BILL? AN ADDITIONAL ASSESSMENT?
>> SINCE I MEAN THERE'S NOBODY ELSE HERE.
TYPICALLY WITH PUBLIC COMMENTS WE HEAR YOUR COMMENTS.
THIS IS NOT AN ADDITIONAL ASSESSMENT.
WE CURRENTLY HAVE A FIRE ASSESSMENT.
THIS WAS JUST A DISCUSSION TO EVALUATE THE PROCEDURE AND THE FIRE ASSESSMENT THAT WE CURRENTLY HAVE.
WE'RE JUST DOING ANOTHER STUDY THAT'S GOING TO EVALUATE THE FIRE ASSESSMENT THAT WE HAVE. IS IT TOO MUCH, TOO LITTLE?
>> IT SEEMED LIKE YOU WERE -- >> GO AHEAD.
>> SEEMED LIKE YOU BASE IT ON THE VALUE OF THE PROPERTY; IS
THAT CORRECT? >> WE'RE POTENTIALLY LOOKING AT TO DO THAT. POTENTIALLY.
>> THERE ARE DIFFERENT WAYS TO HAVE FIRE ASSESSMENTS.
SOME ARE BASED UPON CALLS. SOME ARE BASED UPON STRUCTURAL VALUES. SOME ARE JUST BASED UPON YOU KNOW A PIECE OF PROPERTY YOU ARE ASSESSING.
WHAT WE ARE GOING TO DO AT LEAST IS PUT OUT AN RFP.
WE WILL REASSESS INITIALLY OUR FIRE ASSESSMENT FEE.
AND DEPENDING ON WHAT THE COST IS POSSIBLY LOOK AT OPTIONS TO REASSESS -- TO ASSESS IN A DIFFERENT METHODOLOGY.
>> REQUEST FOR PROPOSAL. 9WE HAVE TO GET SOMEONE A CONSULTANT TO COME IN AND ADDRESS WHAT WE CURRENTLY HAVE TO REEVALUATE OUR METHODOLOGY AND HOW WE ARE DOING IT.
IF THE COST HAVE INCREASED, WE CAN OBVIOUSLY INCREASE THE COST -- NOT SAYING WE WOULD BUT WE COULD INCREASE THE COST OF OUR CHARGE FOR FIRE ASSESSMENT.
>> MY CONCERN YOU SEEM -- [INAUDIBLE] LESS THAN 4% OF THE CALLS NATIONWIDE ARE FIRE CALLS.
I THINK IT'S IN THE NEIGHBORHOOD OF 65% ARE MEDICAL CALL. TO ME YOU'RE BASING IT ON THE
>> I CAN SPEAK TO THAT. GOOD AFTERNOON, SIR.
>> THE CITY IS NOT ALLOWED TO ASSESS FOR EMS FEES.
PER STATE LAW IT'S A SEPARATE CHARGE THAT'S BASED ON THE ACTUAL COST OF PRESIDING THE EMS SERVICE.
WHEN THEY SPEAK ABOUT FIRE SERVICE ASSESSMENT AND COLLECTING THE ASSESSMENTS NONE OF THAT MONEY CAN GO
[00:05:03]
TOWARD EMS FEES PER STATE LAW. [INAUDIBLE] I THINK BASED ON WHAT OUR ATTORNEY IS SAYING AND THE STATE STATUTE, WE DON'T HAVE -- EVERY CITY HAS A FIRE ASSESSMENT FEE. BECAUSE THAT'S THE ONLY ASSESSMENT THAT YOU CAN GIVE TO THE RESIDENTS.>> MY TIME IS UP. >> THANK YOU.
>> I CAN TALK TO HIM AFTER IN MORE DETAIL IF HE'S
BASICALLY WE'RE LOOKING FOR A MOTION THAT WOULD --
>> IF YOU WANT ME TO RESTATE IT WE HAD A PUBLIC COMMENT IN THE MIDDLE. A MOTION TO DIRECT THE CITY MANAGER TO PROCEED WITH THE 20-YEAR BANK LOAN AND EXECUTE THE TERM SHEET AND I JUST WANT TO POINT OUT TO THE COMMISSION, ULTIMATELY, THE FINAL BANK LOAN DOCUMENTS ARE GOING TO COME BACK TO YOU FOR YOUR APPROVAL.
BY DOING THIS, YOU ARE NOT NECESSARILY APPROVING EVERYTHING AND IT'S DONE. THERE'S GOING TO BE ANOTHER MEETING AT SOME POINT WHEN THE BANK LOAN DOCUMENTS GET DONE.
YOU KNOW THEY WILL DO THE CREDIT CHECK AND ALL OF THAT.
AND IT WILL PROBABLY ADOPTED RESOLUTION AS NANCY POINTS OUT IN A MONTH AND A HALF OR SO IF THIS IS THE ROUTE.
>> WE'LL HAVE AN OPPORTUNITY TO VIEW THE CONTRACT AND VIEW ALL THE PAPERWORK. ONCE THIS -- THIS JUST GIVING NANCY TO GET THAT PROCESS STARTED.
>> WE WILL GET GREATER CLARITY AND THE TIMING OF THAT AS
WELL. >> I WILL GO AHEAD AND MAKE
>> WE HAVE A MOTION BY COMMISSIONER CUTLER AND A SECOND BY COMMISSIONER ISROW. ROLL CALL.
UNANIMOUSLY. >> MOTION TO ADJOURN.
>> SO MOVED.
