>> SECOND. >> ALL IN FAVOR?

>> AYE. >> PLEASE SHOW IT PASSES UNANIMOUSLY. THE PROCLAMATION AND RECOGNITION FOR TONIGHT IS GOING TO BE CALLED.

[6. Comments from the Public on Non-Agenda Items]

WE WILL MOVE ON TO COMMENTS FROM THE PUBLIC ON NONAGENDA ITEM. HAS EVERYONE IF YOU HAVEN'T SIGNED UP THERE'S STILL TIME. IF WE CAN GET THE LIST.

YOU HAVE THE LIST. AND THEN WE'LL CALL ANYONE WHO WANTS TO TALK AFTER WE GET THROUGH THE LIST.

EVERYBODY WILL HAVE AN OPPORTUNITY TO SPEAK.

FIRST ON THE LIST THE JEAN CAPSER.

>> PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD,

PLEASE. >> JEAN 679 PARKLAND FLORIDA

>> THANK YOU. I'M HERE TODAY.

IT'S WOMEN'S HISTORY MONTH. I HAVE A PETITION RELATED TO GIRLS AND WOMENS RIGHT. WE HAVE A HANDFUL OF SIGNATURES. THERE BE MORE AS THIS ISSUE MAKES ITS WAY THROUGH OUR COMMUNITY.

I WILL READ IT. THE BACKGROUND FROM 1960 THROUGH 1991 THE WORLD THOUGHT PREVENT SOVIET DOMINATION OF WOMEN'S OLYMPIC SPORTS. DURING THE YEAR SOVIET UNION WAS EXPECTED OF CHEATING BY PUT MEN ON TO THE WOMEN'S TEAM. THE FUTURE.

BIOLOGICAL MALE WHOSE IDENTIFY AS WOMEN MAY COMPETE AGAINST BIOLOGICAL GIRLS IN HIGH SCHOOL.

BIOLOGICAL MALES WHO IDENTIFY AS WOMEN UTILIZED WOMEN DRESS ROOM AND LOCKER ROOMS. THE RESIDENT IN PARKLAND UNDER THE POWER AND RIGHT OF INDEPENDENCE REQUESTED THE CITY OF PARKLAND END ATHLETIC PROGRAM PROTECT GIRLS AND WOMEN'S RIGHT TO SPORTS THAT RESULT IN RECORDS, AWARDS RECOGNITION AND SCHOLARSHIPS ENSURE THE GIRLS AND WOMEN'S SPORT IN THE CITY OF ATHLETIC WILL BE STRICTLY ESTABLISHED.

MAINTAINED ONLY FOR BIOLOGICAL GIRLS AND WITH WOMEN.

IN ISSUE ARISING FROM SHARED LOCKER ROOMS. WE ALSO HAVE SAFETY ISSUES, I SEE A LOT OF PROCLAMATIONS FOR WOMEN AND GIRLS. BUT I DON'T SEE A LOT OF ACTION. THE EQUALITY ACT IS RECENTLY PASSED HOUSE. I DON'T KNOW WHAT HAPPENED TODAY IN THE SENATE. BUT IT'S GOING TO BE UP TO YOU AND OUR CITY AND OUR OFFICIALS TO ADDRESS THIS ISSUE IF SOMETHING HAPPEN SCHOLARSHIPS WHERE WOMEN OR GIRLS COMPETE IS PRIMARILY ONE BY LOWER INCOME PEOPLE.

HAVING TRANSGENDER ATHLETE ON WOMEN'S SPORTS WHILE WE TRY TO HAVE EQUAL RIGHT FOR TRANSGENDER.

WE'RE TALKING AWAY FROM WOMEN. THERE'S REALLY NO LAWS ON THE BOOK FOR WOMEN. WHEN WE TALK ABOUT EQUALITY, IT SEEMS LIKE THE WOMEN SORT OF GET PUSHED TO THE SIDE.

I'VE SEEN A LOT OF THINGS FIRSTHAND ON THIS.

I'VE SEEN DISPARITY IN SPORTS. I HAVE A SON THAT PLAYS BASKETBALL OFTEN GET HIGH SCHOOLERS WHEN IN MIDDLE SCHOOL. I HAVE A SON DISABLED.

HE USED TO GET BEAT UP IN BATHROOMS. THESE ARE ISSUES I CAN RELATE TO.

BUT I WILL LEAVE IT TO YOU TO THINK ABOUT IT AND I HOPE TO TALK TO YOU ONE TO ONE ON WHAT PARKLAND CAN DO TO PROTECT WOMEN'S SPORTS. THANK YOU.

>> THANK YOU VERY MUCH. >> PERFECT TIMING.

[00:05:02]

>> YOU CAN GIVE THAT ALISON. >> THANK YOU, ALISON.

>> NEXT ON THE LIST ZBROOCHLT NEXT THE KARIN JOHNSON.

>> KARIN? >> HELLO EVERYONE.

I'M KARIN JOHNSON. PARKLAND, FLORIDA.

I'M HERE FOR MY REGULAR SUBJECT MATTER.

YESTERDAY WE HAD TURN OVER THE MASTER ASSOCIATION FOR MIRALAGO. A LOT OF ISSUE THAT WE'VE BEEN HAVING SINCE 2014 HAVE NOT BEEN ADDRESSED.

AND NOW IT'S GOING TO BE -- IT'S GOING TO BE OUR ISSUE. WE DON'T WANT TO HAVE SPECIAL ASSESSMENT. THIS SHOULD HAVE BEEN LENNAR, RESPONSIBILITY. THINGS SELL QUICKLY.

HOWEVER ISSUES COULD CAUSE OUR VALUES TO GO DOWN A LOT.

WE STILL HAVE A LOT OF NEIGHBORS.

I DON'T HAVE THE ISSUE PERSONALLY.

BUT I HAVE ALWAYS REPRESENTED MY COMMUNITY OR FEEL I SHOULD REPRESENT MY COMMUNITY. WE HAVE A LOT OF NEIGHBORS WITH DRAINAGE ISSUE THAT HAVE NOT BEEN ADDRESSED IN NEW HOMES. THE NEW HOMES HAVE BEEN FRENCH DRAINS. THE QUALITY OF THE CONSTRUCTION ON NEWER HOMES THE PRESSURE THAT YOU PUT ON IS MUCH BETTER THAN IT WAS. I DID A WALK THROUGH TWO DAYS AGO. IT WAS A VAST IMPROVEMENT.

HOWEVER THERE'S SO MANY SO MANY ISSUE THAT HAVE NOT BEEN ADDRESSED. OUR LIGHTS IN THE COMMUNITY ARE NOT SAFE FOR OUR CHILDREN. IT NEEDS TO BE ADDRESSED.

OUR FOUNTAINS WE GOT A NOTICE IT WAS BEING CLEANED AGAIN.

IT'S BEEN ALMOST A MONTH. IT'S VERY HORRENDOUS LOOKING.

MUCKY JUST DISCUSSING FOR INTEREST AMOUNT OF MONEY THAT WE PAID IN THE GRAND SCHEME OF THINGS.

OUR HOA PRETTY FAIR COMPARED OTHER COMMUNITY.

WE DON'T GET THE VALUE FOR WHAT WE PAY FOR.

I URGE YOU GUYS AND I THANK YOU SO MUCH FOR ALL OF YOUR FROM WORK YOU'VE BEEN DOING. I APPRECIATE IT.

YOU CAN SEE THE DIFFERENCE WITH THE WAY THE BUILDING ARE BEING APPROVED AND THE THINGS ARE FAILING.

IT'S FANTASTIC TO SEE THAT. WE NEED TO IMPROVE ON THE ISSUE. MIRALAGO HAS A LOT OF ISSUE.

TOM PARK HAS A LOT OF ISSUES. AND TOSCANA THOSE HOME NEED TO BE ADDRESSED. CUSTOMER SERVICE NEEDS TO BE RAMPED UP. THERE'S 348 NAME FOR 38 LEFT IN TOSCANA. THE CITY SLOWING DOWN LENNAR HELPED THEM BECAUSE PRICES HAVE SPIKED.

IF SOMEONE MISSES SOMETHING FOR TWO SECONDS.

THEY WILL TAKE YOUR HOME AWAY AND SELL IT.

SAME THING WITH PARKLAND BAY. THE VALUES HAVE GONE UP.

THANK YOU. KEEP ENCOURAGING YOU TO KEEP US ON THE TOP OF YOUR MIND. THANK YOU.

>> NEXT. >> LORRAINE ASHENBRENNER.

>> GOOD EVENING. WE OWN TWO HOMES IN CASCATA.

WE SENT YOU AN E-MAIL. I JUST WANTED TO HIT THE HIGH POINTS. THIS IS MY TENTH HOME IN THE LAST 53 YEARS OF MARRIAGE. EYE BEEN THROUGH LOTS OF CONSTRUCTION. UNFORTUNATELY CASCATA IS LOVE I WILL PLACE TO LOVE BUT LENNAR IS NOT A GREAT BUILDER.

WE HAVE HAD ISSUES WITH DRAINAGE SINCE WE MOVED IN.

WE BROUGHT IT TO THEIR ATTENTION.

AND THEY KEPT BRINGING US AROUND AROUND.

WE'VE GOT THROUGH FIVE CUSTOMER SERVICE PEOPLE.

NOTHING HAS BEEN ACCOMPLISHED. I REACHED OUT TO THE CITY.

THEY SENT OUT A PERSON AND SHE WENT THROUGH THE LIST WITH ME.

AND I SUBMITTED TO LENNAR. AND WE GOT THE RUN AROUND.

I'M ASKING YOU TO PLEASE DO WHAT YOU CAN TO GET IT RECTIFIED. AS I CALL IT CORAL GABLES OF BROWARD BECAUSE WE CHOSE TO BE DOUBLE PACKED.

WE APPRECIATE THAT. >> THANK YOU VERY MUCH.

>> GARY PIXEL. GARY?

>> GOOD EVENING, EVERYONE. I'M GARY PICKLE.

RESIDENT IN CASCATA. LIKE KARIN BEFORE YOU I'M HERE TO TALK ABOUT OUR FAVORITE TOPICS WHAT LENNAR IS DOING LATELY. LENNAR IS RECENTLY TURNED OVER -- THE PRESIDENT OF MIRALAGO ASKED LENNAR TO DO A WALK THROUGH. I NEVER SAW A BUILDER REFUSED TO DO ANY TYPE OF WALK THROUGH WITH JUST BULLYING BEHAVIOR.

LENNAR FEELS THEY CAN CONTINUE TO DO WITH ITS RESIDENTS AND

[00:10:02]

COMMITTEE AND THE CITY OF PARKLAND.

THEY NEED TO BE KEPT IN CHECK. I KNOW YOU GUYS KEEP IN CONTACT WITH THEM ON REGULAR BASIS.

THE PRESSURE NEEDS TO BE PICKED UP.

WE DON'T HAVE ACTIVE STREET LIGHTS.

FP&L WAS OUT SEVERAL WEEKS AGO.

NOTHING HAS BEEN REPAIRED. WE STILL HAVE NO LIGHTS.

THE ASSOCIATION AND PROPERTY MANAGER FOR LENNAR THEY ARE ABSOLUTELY -- THAT HAVE NO INFORMATION.

I WOULD RESPECTFULLY REQUEST THAT THE CITY CONTINUE TO BE PUT MORE PRESSURE AROUND THE LIGHTING.

LANDSCAPING AROUND THE COMMUNITY IS HORRIBLE CONDITION. THE CITY OF PARKLAND IMPROVE SUCH POOR INSULATION OF TREES. AND SHRUBBIES, ET CETERA.

SPECIFICALLY AROUND THE CLUBHOUSE AREA.

THAT'S ALL. >> THANK YOU.

>> MICHAEL -- >> MICHAEL?

>> GOOD EVENING. MICHAEL RARE.

PARKLAND. I'VE BEEN A RESIDENT OF COMMUNITY FOR 25 YEARS. I ALSO FOUNDED THE PARKLAND RANGERS TACKLE FOOTBALL LEAGUE, WHICH IS ABOUT STEP YEARS OLD NOW. I GUESS SOMEWHERE AROUND THERE. I DON'T RECOGNIZE ANYBODY SINCE THEN. ANYWAY, I'M TALKING ABOUT THE ALSO THE EQUALITY ACT. BEING IN FOOTBALL AND ALSO ALL THE ORGANIZED INSTRUMENTAL SPORTS.

MY KIDS ARE GROW UP THEY WENT THROUGH THE SYSTEM.

I KNOW FIRSTHAND OF ALL OF THE WHAT GOES ON OUT IN THE FIELDS AND EVERYTHING. AND THE PARENTS, AND I CAN JUST SEE THAT IF THIS DOES PASS, PASS THE HOUSE, IT'S ABOUT READY TO GO TO THE SENATE.

IT'S A GOOD THE WAY THINGS ARE NOW.

IT COULD GO THROUGH THE SENATE.

IT WILL BE ENDING UP ON YOUR LAP ON WHAT YOU NEED TO DO ABOUT THIS. BECAUSE IT'S YOU WILL HAVE PARENTS OUT THERE THAT ARE NOT GOING TO BE VERY HAPPY.

OKAY. THE OTHER THING IS THAT YOU KNOW HAVING DAUGHTERS AND YOU KNOW WHEN THEY GET TO CERTAIN AGE THEY GO USE THE FACILITIES.

AND IF I YOU KNOW I COULD JUST SEE YOU KNOW IF A BOY GOES IN THERE. OKAY.

EVEN THOUGH THEY ARE GENDER AND THAT'S OKAY.

I THINK I WOULD HAVE A PROBLEM WITH THAT.

AND I THINK A LOT OF PARENTS WOULD TOO.

I THINK IT'S JUST GOING TO OPEN THE DOOR TO A LOT OF ISSUE. I THINK I DON'T KNOW AT THIS PARTICULAR TIME. THAT YOU WILL LOOK AT THAT UNTIL LATER. BUT I WOULD LIKE TO KNOW PRETTY MUCH WHAT THE POSITION OF THE BOARD ON THIS AND WHAT THE CITY IS -- WHAT THEIR POSITION.

THANK YOU. >> THANK YOU.

>> RALPH RABBA. >> RALPH?

>> >> GOOD EVENING, EVERYONE.

MY ADDRESS 7402 NORTHWEST 61ST TERRACE IN PARKLAND.

BEEN A PARKLAND RESIDENT FOR ABOUT 11 YEARS NOW.

HERE ON BEHALF OF A NEW VENTURE, IF YOU WOULD LIKE TO GET THE BLESSING OF THE CITY. IT'S A RESTAURANT AND BREW PUB THAT WE WOULD LIKE TO LOCATE IN THE RIVERSIDE SHOPS.

RIVER STONE SHOPS. ON 441.

WHAT WILL SEPARATE THIS FROM OTHER PLACES IF WE PLAN -- BREWING OUR OWN BEER. WE WOULD PLAN TO HAVE SMALL ON SITE BREWERY THAT WOULD PROVIDE BEER THAT ONLY ON PREMISES. WE WOULD BE LICENSED TO SELL WINE. THE OWNER ARE AMENABLE TO THE IDEA. THEY ASSIST US WITH REGARD TO SPORT AND ALSO TO POSSIBLY PLAN THE LAYOUT OF THIS PARTICULAR FACILITY. MY WIFE VERONICA AND IT WOULD BE THE OWNERS. AND WE ARE BEER OFFICIALS IF YOU WANT TO CALL IT THAT. WE WANT TO HAVE A FACILITY WHERE YOU COULD BRING I YOUR FAMILY.

YOU COULD BRING YOUR DOG. YOU COULD SHOW UP ON SUNDAY AND WATCH A GAME. HAVE A COUPLE OF FRESH BEERS.

HAVE A SNACK. EAT THERE.

TAKE IT OUT. WE'RE PLANNING PATIO AREA IN THE BACK WITH CORN HOLE AND ALL VARIOUS GAMES WHICH YOU

[00:15:03]

CAN BRING YOUR GAME TO. WE PLAN TO HAVE WATER FOR THE DOGS. THIS THE BRAND-NEW VENTURE.

BREW PUBS SOME OF YOU ARE FAMILIAR WITH THOSE.

THEY ARE FAIRLY LUCRATIVE VENTURES.

THEY ARE POPULAR. THEY GIVEN A ALTERNATIVE TO PEOPLE WHO WOULD LIKE TO HAVE A DIFFERENT TYPE OF ATMOSPHERE TO GO OUT AND HAVE A GOOD TIME.

AND WE WOULD GIVE BACK TO THIS COMMUNITY.

WE WOULD GIVE BACK TO COMMUNITY.

WE WOULD SUPPORT FOR EXAMPLE THE FOOTBALL TEAMS. WE WOULD SUPPORT ALL THE DIFFERENT LOCAL VENTURES AS FAR AS THE LOCAL BUSINESSES. WE WOULD GIVE BACK TO THIS COMMUNITY. WE'RE A PART OF THIS COMMUNITY. AND I BELIEVE IT'S A VERY GOOD IDEA AND WE WOULD LIKE YOUR CAREFUL CONSIDERATION TO HAVE THE BLESSING POSSIBLY TO GO FORWARD THIS VENTURE.

I THANK EVERYONE FOR THEIR TIME.

>> THANK YOU VERY MUCH. >> KARIN JACOBS.

>> KARIN? >> GOOD EVENING.

THANKS FOR BEING HERE ON SAINT PATRICK'S DAY.

I DIDN'T KNOW THAT SOMEONE WAS SPEAKING ABOUT THE BREW PUBLIC FOR FAMILIES. THAT'S SOUNDS AMAZING.

I'M HERE AGAIN TO TALK ABOUT LENNAR AND CASCATA ON A BRIGHT NOTE THE CLUBHOUSE IS OPENED AND TRULY BEAUTIFUL.

THEY REPLACED ABOUT TEN DEAD AND DYING PALM TREES.

GORGEOUS TREES. BUT WE STILL HAVE SO MANY ISSUES. I WON'T KEEP YOU ALL LONG.

I KNOW YOU'VE HEARD US. THE NEIGHBORS WITH THE DRAINAGE PROBLEM. THE POOR COMMUNICATION.

THE TUNNEL THAT OUR KIDS CAN'T USE.

NO LIGHTING. NO COMMUNICATION, YOU KNOW, WE GET AN E-MAIL THAT'S LIKE OH, SORRY.

AT&T KILLED THE POWER. AND NOW THE FOUNTAINS LOOK LIKE THE ROTTING STATUTE OF LIBBERTY TURNING GREEN.

IT'S NOT GOOD. IT'S NOT ACCEPTABLE.

IT'S NOT WHAT THE CITY STANDS FOR BUT WE LOVE OUR NEIGHBORS AND WE LOVE OUR FAND. I'M HERE JUST AGAIN TO SHOW SUPPORT FOR THE NEIGHBORHOOD. WE LOVE OUR LENNAR HOUSES BUT WE REALLY NEED JUST WANT THE NEIGHBORHOOD TO WORK IN REASONABLE FASHION. THANK YOU.

>> THANK YOU, KARIN. >> LEWIS GOMEZ.

I'M TALKING TODAY ON BEHALF OF THE RESIDENTS OF PARKLAND.

WE ARE GROUP THAT WE BASICALLY THE EL WE DENIED TO GET THE PERMIT. WE'VE BEEN TALKING TO THE CITY MANAGER. AND WE WERE TOLD THAT THE CITY IS BEING MORE RESTRICTIVE. EMERGENCY ORDER FOR CORONAVIRUS. WE ARE HAPPY THE CITY HOLDING.

LACROSSE TOURNAMENT. LITTLE LEAGUE.

FARMER'S MARKET. WE SEE A CONTRIBUTION WHY WE CAN'T PLAY SOCCER. DEPRESSION IS INCREASING A LOT. WE JUST PLAY SOCCER AS STRESS RELIEVER. WE ASK YOU PLEASE CONSIDER TO GIVE PERMIT TO PLAY SOCCER. THIS THE ONLY THING WE DO FOR FUN. WE DON'T REALLY SEE THE DINCE.

AS PARENTS WE HAVE TO SIGN THE WAIVER.

WE CAN SIGN THE WAIVER OVER LIABILITY.

WE JUST WANT A PLACE. THANK YOU.

FLUCH >> THANK YOU VERY MUCH.

THANK YOU. THANK YOU FOR VOLUNTEERING.

>> I HAVEN'T SIGNED UP. IS THERE ANYONE ELSE WHO WANT TO SPEAK ON NONAGENDA ITEM. PLEASE STATE YOUR NAME AND

ADDRESS FOR THE RECORD. >> 10340 WATER SIDE COURT, NOT

[00:20:03]

TOSCANA. I WAS THINKING AS LISTENING TO ERR AARON AND OTHER FOLK SPEAK TONIGHT THE BIGGEST ISSUE WE HAVE NOW MAY NOT BE LENNAR BUT ISSUE OF COMMUNICATION AND YOUR RESIDENT NOT KNOWING WHAT'S GOING ON.

IN PREVIOUS COMMISSION AND AT MINUTE STRAIGS AND PREVIOUS MANAGEMENT OF THE CITY WHEN THINGS REACHED FRANKLY BEFORE THE KIND OF TIPPING POINT WHERE YOU HAVE RIGHT NOWLENAR WAS CALLED FOR THE COMMISSION THE COMMISSION REQUIRED OR PRESSURED LANNAR TO HAVE MEETING WITH THE RESIDENT AND CITY STAFF WERE IN ATTENDANCE. RIGHT NO I CONSIDER MYSELF REASONABLY INTELLIGENCE ON PLANNING AND ZONING AND LAND USE. IT'S PARTIALLY WHAT I DO FOR A LIVING. I CAN'T SAY HERE RIGHT NOW WHAT ALL OF THE CONDITIONS OF APPROVAL WERE.

I MAKE THE ASSUMPTION YOU DON'T KNOW ALL OF THE CONDITIONS EITHER. THAT'S NOT YOUR JOB.

BUT THERE'S A LACK OF COMMUNICATION FOR RESIDENTS.

THEY DON'T KNOW WHAT THE CITY HAS THE ABILITY TO DO.

WHAT IS LEFT FOR LENNAR TO COMPLETE.

A TERRIFYING THING FOR HUNDREDS OF RESIDENTS WHO ACTUALLY OVER 1300 HOMES HAPPEN TO BE IN THE COMMUNITY.

LENNAR TURNED OVER OPERATION OF THE MASTER ASSOCIATION WHICH GOVERNS TOWN PARK. MIRALAGO AND CASCATA.

WHILE WE ALL KNOW THEY HAVE FAILED TO COMPLETE SECOND COMPLETION OF THE ROADS AND THE RESIDENTIAL ROADS IN THE COMMUNITY. YOU HAVE ENTRY FEATURE NOT WORKING OVER A MONTH. THOSE ARE BRAND-NEW ENTRY FEATURE. WE STILL HAVE ENTRY FEATURE IN MIRALAGO THAT HAVE NEVER WORKED.

RESIDENTS ARE IN FEAR AND NOT KNOWING WHAT IS LEFT FOR THE CITY TO BE ABLE TO DO TO DEAL WITH LENNAR ON THESE MASTER ASSOCIATION WHICH THEY THINK ARE NOW COMPLETELY THEIR RESPONSIBILITY. EVEN THOUGH MANY OF THOSE ISSUE COMPLETION OF ENTRY FEATURE COMPLETION OF THE FBTS I REMEMBER COMMISSIONER COMPLAINED.

THEY BREAK AND COST RESIDENT TENS OF THOUSANDS OF DOLLARS CASCATA HAS A FOUNTAIN THAT NOT WORK FOR THE LAST MONTH.

I WOULD ASK THAT FOR TRANSPARENCY AND HELP THE RESIDENT UNDERSTAND THIS COMMISSION HAD A WORKSHOP OR A PUBLIC MEETING OR LENNAR IS INVITED.

OR TOLD TO COME TO LISTEN TO THE RESIDENTS SO THAT EVERYBODY UNDERSTANDS WHAT THE OBLIGATIONS OF EVERYBODY ACTUALLY ARE. AND I APPRECIATION THE TIME AS ALWAYS AND THANK YOU VERY MUCH.

THANK YOU, NATHANIEL. >> ANYONE ELSE ON ANY

NONAGENDA ITEMS? >> NAME AND ADDRESS FOR THE

RECORD. >> I'M ANDREA REGAN.

I'M SURE YOU'VE HEARD FROM A BUNCH OF PEOPLE.

JUST WANT TO COME AND SHARE MY OWN EXPERIENCE.

WE'VE GOT MUSHY BACKYARD. WE MOVED HERE FOR THE SCHOOLS AND FOR THE CLIMATE. WE CAN'T ENJOY IT.

WE CAN'T COME OFF THE BECAUSE WE CAN'T WALK IN OUR BACKYARD.

THEY SAY HOLD ON, HOLD ON. WE'LL TELL YOU SOMETHING MORE.

WE MOVED IN IN OCTOBER. WE HAVEN'T BEEN ABLE TO GO

OUTSIDE BECAUSE OF IT. >> IN ADDITION OUR GARAGE SMELLS VERY MOLDY. AND WE REPORTED THIS MULTIPLE TIMES TO THEM. THEY TELL US NONLIABLE SPACE THUS THEY ARE NOT ACCOUNTABLE TO IT.

THEY REFUSE TO SEND OUT A MOLD INSPECTOR AND REFUSE TO DO ANYTHING ABOUT IT. THERE'S NO VISIBLE MOLD ANYWHERE WITHIN THE GARAGE. BUT WE PUT -- WHEN WE FIRST MOVED IN WE HAD HIGH CHAIRS. BOUNCY, SEAT AND COUCH.

ALL OF THAT MOLDED OVER. GREEN AND WHITE MOLD.

WE HAD TO THROW IT ALL AWAY. OUR CAR WHEN WE PARK IT IN THERE. WHEN WE PARK IT OVER NIGHT.

THE ENTIRE THING COVERED IN WILD FILM.

THEY REFUSE TO DO ANYTHING ABOUT.

WE'VE REPORTED IT MANY TIME. >> IF YOU HAVE E-MAILS.

CAN YOU FORWARD THEM TO ANY OF US.

YOU FORWARD TO ALL OF US. IF YOU COULD THAT.

THAT WOULD BE AWESOME. >> WILL DO.

THANKS. >> ANYONE ELSE HAVE ANY OTHER

[00:25:03]

NONAGENDA ITEMS? >> I JUST WANT BEFORE WE START WITH THE COMMISSION. I WANT TO GIVE A QUICK CASCATA UPDATE. AND A WORKSHOP IF WE COULD LOOK INTO THAT, THAT WOULD BE AWESOME.

AS WE HAVE SAID BEFORE. WE ARE -- WE'RE ALL WORKING YOU KNOW WITH LENNAR, TALKING TO THEM ABOUT DIFFERENT ISSUES. WE'VE MADE A LITTLE BIT OF PROGRESS AND FUTURE HOMES IN CASCATA AND FUTURE HOMES IN PARKLAND BAY. DOESN'T MEAN WE'RE FINISHED.

BUT THAT'S WHERE WE ARE. WE GOT AN UPDATE FROM LENNAR ON SOME ITEMS. I UNDERSTAND THEIR COMMUNICATION IS THEY DID BETTER JOB COMMUNICATING WITH RESIDENT. IF YOU KNOW THERE'S AN ISSUE.

IF SOMETHING IS BROKEN OR WHATEVER.

OBVIOUSLY IT MAKES IT EASIER FOR YOU IF YOU UNDERSTAND.

THE FOUNTAINS ARE BROKEN. THEY COULD BE DOWN FOR A MONTH. SIX WEEKS WHATEVER IT IS.

AT LEAST THEN YOU KNOW WHAT'S GOING ON.

WE HAVE CONSISTENTLY TALKED TO THEM ABOUT THAT.

BUT, OBVIOUSLY, WE CAN'T FORCE THEM TO COMMUNICATE WITH THE RESIDENTS. WE'VE TRIED TO GIVE AN UPDATE AS WE HERE WE TRY NOT TO ENGAGE ON SOCIAL MEDIA AS MUCH AS WE CAN. BECAUSE, OBVIOUSLY, THAT DOESN'T ALWAYS END IN A GOOD PLACE.

JUST TO GO THROUGH A COUPLE OF THINGS THAT WE HAVE UPDATED CONCERNING THE FOUNTAINS THEY BELIEVED THERE WAS A POTENTIAL LEAK. SO THEY DID EMPTY OUT THE FOUNTAIN. THEY FOUND THAT THERE WAS NO LEAK. THEY WENT AHEAD AND CLEANED THE FOUNTAIN. WE WERE TOLD TO SIGN WOULD HAVE BEEN REPLACED IN FEBRUARY.

THEY HAVE YET TO BE REPLACED. THEIR EXCUSE IS THEY ARE HAVING HARD TIME GETTING MATERIAL FROM THE VENDOR AS SIGNED CONTRACTOR MYSELF. I COULD VERY EASILY GET THE MATERIAL BUT THAT'S AN EXCUSE THEY MAKE.

AGAIN WE PUSH THEM ON THE ISSUE.

BUT OBVIOUSLY WE CAN'T MAKE THEM PULL OUT THE SIGN.

I'M WELL AWARE OF THAT PARTICULAR SITUATION.

THE LIGHTS AGAIN IT'S NOT MY PROBLEM.

THAT'S AN FPO. -- FP&L.

THE LIGHTS THE RESPONSIBILITY OF FP&L.

LENNAR OBVIOUSLY DOESN'T PUSH THEM HARD ENOUGH.

OBVIOUSLY FP&L IS SLOWER THAN LENNAR.

SURPRISINGLY. THAT'S WHERE WE ARE WITH THAT.

WE ARE PUSHING THEM ON THE LIGHT.

THEY PUT TEMPORARY LIGHTS OUT. SOME LIGHTS GOT FIXED.

THERE'S STILL MORE THAT NEEDS TO GET DONE.

BARE IN MIND, WE DO CONTINUE TO PRESSURE LENNAR ON THOSE ISSUES. THE CLUBHOUSE DID OPEN.

WE WERE EXTREMELY DILIGENT IN OUR INSPECS.

THAT'S ONE OF THE REASONS WHY IT WAS DELAYED.

THEY HAD TO REDO DRAINAGE. ONE OF THE REASON IT TOOK LONGER IS BECAUSE WE DID EVERYTHING WE COULD AND MADE SURE WE DOTTED THE I'S AND CROSSED THE "T"'S TO THAT INSPECTION WAS THE BEST OF OUR ABILITY.

THAT'S NOW OPEN. I KNOW NO ONE HERE FROM PARKLAND BAY. I KNOW THEY HAVE ISSUE WITH THE INSPECTION FOR THE POOL. THAT'S THE REASON THAT'S NOT OPEN. JUST TO GIVE YOU SOME -- WE PUT THE CASCATA, THE SIGN AND THE FOUNTAIN.

WE HAD SENT THIS TO A SPECIAL MAGISTRATE WITH CODE ENFORCEMENT THAT'S BEEN ENCODE ENFORCEMENT SINCE 10-24-2020.

IT'S 100 A DAY. THAT THEY PAY UNTIL THE SIGN ARE FIXED. OBVIOUSLY THE 100 A DAY ISN'T ENOUGH FOR THEM TO MOVE FASTER OR MAYBE IT IS.

AND THEY AREN'T TELLING THE TRUTH AND IT'S TAKING LONGER.

THEY ARE CURRENTLY ON COVID ENFORCEMENT AND THEY PAY $100 A DAY UNTIL THE FOUNTAINS ARE WORKING, THE SIGNS ARE UP AND EVERYTHING IS IN GOOD WORKING ORDER.

AT THE END OF THE MONTH WE ARE ALSO GOING TO SPECIAL MAGISTRATE FOR SOME OTHER ITEMS ONE OF BY THE FIRE AND WATER FEATURE OF PARKLAND BAY. THERE'S SOME ISSUE OF PARKLAND BAY WITH THE CANALS. PARKLAND BAY -- WHAT ELSE?

[00:30:08]

WE HAVE INSTALLATION AND MOUNTAINS OF THE CLUBHOUSE.

GRASS OVERGROWN. LANDSCAPE THAT NEEDED TO BE PREPARED. THAT'S GOING TO BE SOMETHING THAT'S GOING TO BE BROUGHT UP. ALSO IN PARKLAND BAY SOME STORAGE DEBRIS BEHIND THE CLUBHOUSE.

AND MIRALAGO, THE ADOPTION OF BROWARD COUNTY BUSINESS CHAPTER. MIRALAGO ALSO THE LAKES.

I KNOW THE LAKES THERE WAS GARAGE IN THE LAKES.

THEY STARTED TO DO SOME FIX. THEY HAVE FIXED A LITTLE BIT.

THEY NEED MORE TO DO. THEY KEEP TELLING US IT NEEDS TO BE TO 5 INCHES BEFORE IT'S DEEPER THAN THEY'VE DONE.

WE ARE USING CODE ENFORCEMENT AS BEST WE CAN.

AND WE ARE TALKING TO THEM YOU KNOW DAILY TRYING TO GET THEM TO MOVE FORWARD. I UNDERSTAND IT'S DIFFICULT.

I UNDERSTAND YOUR FRUSTRATION. OR WE ALL UNDERSTAND YOUR FRUSTRATION. YOU KNOW BUT JUST KNOW WE ARE WORKING. I APPRECIATE YOU COMING.

WE WILL LOOK INTO HAVING A WORKSHOP AND SEEING YOU KNOW I DON'T KNOW IF THAT'S A GOOD IDEA OR NOT.

I'M WILLING TO TRY ANYTHING. THAT'S ALL I HAD TO SAY ON CASCATA OR LENNAR. WE WILL MOVE ON UNLESS ANYONE HAS ANYTHING ELSE TO ADD TO NONAGENDA ITEMS. I WILL MOVE TO COMMISSIONER COMMENTS.

SEEING THAT THERE'S NONE. BEFORE WE MOVE TO COMMISSIONER COMMENTS. YOU SAID YOU WANTED ME TO INTRODUCE LIEUTENANT BROWN WHO HAS BEEN HERE A FEW MONTHS.

MAYBE SIX MONTHS A YEAR. HE HAS BEEN PROMOTED.

YOU GUYS WHAT PRESIDENT -- WANT TO COME UP.

WE HAVE A NEW LIEUTENANT WHO WE WANTED TO INTRODUCE TO EVERYONE. THE MAYOR TONIGHT WE'RE HERE TO SAY GOOD-BYE TO NEWLY PROMOTED CAPTAIN BROWN AND WISH HIM THE BEST OF LUCK AND INTRODUCE TO YOU INCOMING LIEUTENANT. BEFORE WE GET TO CRAIG I WANT TO TAKE AN OPPORTUNITY TO SAY A LITTLE BIT ABOUT JOHN.

AGAIN AS YOU MENTIONED JOHN HAS BEEN HERE SHORT TIME SIX MONTHS. THAT SIX MONTHS HE HAS SIGNIFICANT IMPACT ON THE DISTRICT.

IN THOSE SIX MONTHS I'VE GROWN TO RELY HEAVILY ON HIM.

HIS ORGANIZATIONAL SKILLS HIS ABILITY TO MANAGE AND LEAD THE DEPUTIES WITHIN THE DISTRICT HAS CERTAINLY MOVED OUR OPERATIONS FORWARD. AND AS MUCH AS I'M HAPPY TO SEE HIM GET HIS PROMOTION. IMEXTREMELY UNHAPPY TO SEE HIM GO. JOHN AND I NEVER HAD AN OPPORTUNITY TO WORK TOGETHER BEFORE THIS.

I WILL YOU ITS BEEN A VERY PLEASANT OPPORTUNITY AND I WISH YOU THE BEST OF LUCK. AND HARD TO SEE YOU GO.

>> I WILL LET CRAIG TALK A LITTLE BIT HERE.

I'VE KNOWN CRAIG THROUGHOUT THE CAREER.

NEVER HAD AN OPPORTUNITY TO WORK WITH HIM BEFORE.

CRAIG CAN FILL YOU IN ON THE BACKGROUND.

HE COMES TO ALREADY AS AN XO. HE HAS THE EXPERIENCE OF RUNNING OPERATIONS. HE'S RUN A LARGER OPERATION THAN WE CURRENTLY HAVE HERE. AND SO HE BRINGS TO US A LOT OF KNOWLEDGE, A LOT OF EXPERIENCE IN LOOKING FORWARD TO WORKING WITH HIM. AND CONTINUING TO MOVE THIS

DISTRICT FORWARD. >> THANK YOU.

GREAT GETTING TO KNOW YOU. I HAVE ALL THE FAITH THAT YOU WILL CONTINUE ON WITH THE GREAT SOURCES YOU PROVIDED.

AND WELCOME TO RETIREMENT. PARKLAND IS GREAT SPECULATION AND THERE'S A LOT OF GREAT OPPORTUNITY FOR THE COMMUNITY POLICING THAT I SEE YOU'VE DONE A LOT OF GROUNDWORK.

>> THANK YOU GUYS.

>> OKAY. WE'RE GOING TO MOVE TO COMMENTS BY THE COMMISSION. WE'LL START WITH YOU COMMISSIONER ISROW. DO YOU HAVE ANY COMMENTS

I WANT TO THANK YOU FOR EXPRESSING YOURSELVES AND TELL US WHAT GOING ON IN XHOUR COMMUNITY.

WE NEED YOUR HELP AS WELL. AS WE MOVE FORWARD AND INTO APRIL, WE WILL BE IN OUR STRIKE PLANNING PHASE.

AND IT IS VERY IMPORTANT THAT YOU MAKE YOURSELVES HEARD ON WHAT YOU LIKE TO SEE IN THE CITY.

IF YOU HAVEN'T DONE THE SURVEY.

PLEASE DO IT. IT'S ONLINE.

IT'S EASILY ACCESSIBLE. IT TAKES LITERALLY LESS THAN TEN MINUTES TO GO THROUGH THE WHOLE SURVEY.

PARTICULARLY THOSE WITH YOUNGER CHILDREN.

MARCH HAS A LOT OF EVENTS GOING ON THAT'S INTERACTIVE AND CREATIVE IN NATURE. THE SCHEDULE IS POSTED ON THE CITY'S WEB SITE. LOOK AT THAT AND MAKE IT AVAILABLE. LASTLY I WAS FORTUNATE TO BE AGE ELIGIBLE FOR GETTING THE VACCINE AND I WOULD ENCOURAGE ANYONE MY WIFE IS A SCHOOL TEACHER.

SHE WAS ALSO ELIGIBLE FOR IT. I WOULD ENCOURAGE ANYONE TO TAKE ADVANTAGE OF THAT. SECURE SAFETY FOR YOURSELF AND YOUR FAMILY AND NEIGHBORHOOD. CONTINUE TO WARE YOUR MASK.

WEAR YOUR MASK SO WE CAN GET BACK TO WHAT WE REALLY LIKE TO DO. THANK YOU.

[00:40:03]

COMMISSIONER BRIER. I WANT TO WISH EVERYONE A HAPPY SAINT PATRICK'S DAY. I HOPE YOU ENJOY STAYING HOME BE FAMILY OR BEING OUT TONIGHT.

ENCOURAGE EVERYONE AS I'M SURE CAPTAIN MULL BEGAN WILL TELL YOU TO DO IT SAFELY. WE HAVE ISSUE DURING SAINT PATRICK'S DAY IN MANY CITIES WHERE A RISE IN CAR ACCIDENTS AND DUI AND THOSE KIND OF THINGS.

CONTINUE TO BE SAFE. I WANT TO REMIND YOU MARCH IS WOMEN'S HISTORY MONTH. THERE'S A NUMBER OF EVENT GOING ON. IT'S ALSO COLON CANCER AWARENESS MONTH. COLON CANCER.

WE HAD EARLIER THIS MONTH THE BUSINESS EXPO AT PARKLAND FARMER'S MARKET. WE HAVE ANOTHER ONE COMING UP ON APRIL 25TH. AND SO FOR ALL OF THIS CHARITABLE ORGANIZATION. I BELIEVE THE BOOTH IF YOU SIGN UP THE TENT SPACE AREAS ARE FREE OF CHARGE.

WE HAVE AN OPPORTUNITY TO COME OUT AND EARLY MARCH.

I WANT TO ECHO COMMISSIONER CUTLER COMMENT.

VITALLY IMPORTANT ON WHAT THEY SEE AS ISSUE THAT CITY HAS ADDRESSED. CAN ADDRESS.

I WOULD ENCOURAGE EVERYONE TO TAKE A FEW MINUTES.

I SPOKE TO NUMBER OF RESIDENTS ABOUT THEM.

THE MORE INPUT THE CITY HAS THE BETTER THEY ASSESS THE DESIRE OF RESIDENT IN TERMS OF WHAT THE CITY GIVE POTENTIAL TO. I KNOW THERE'S OTHER ORGANIZATION AND COMMUNITIES HERON BAY IS DOING THEIR SURVEY. TRYING TO ASSESS WHAT THE RESIDENTS WANT WITHIN THAT HOMEOWNER'S ASSOCIATION.

I WOULD ENCOURAGE EVERYONE TO GO COMPLETE SURVEY.

YOU HAVE YOUR DIRECT INPUT TO CITY.

VICE-MAYOR MAYERSOHN. >> I WILL ECHO SOME OF THE SAME SENTIMENT. IT'S GREAT TO SEE RESIDENT OUT THERE. IT'S FOR THE FINANCE PROFESSIONAL. I WANT TO RECOGNIZE CHRIS AND HIS STAFF FOR THE JOB THEY DO. ITS WANT TO RECOGNIZE THEM.

HERE'S AS COMMISSIONER THE FLORIDA LEGISLATIVE SESSION HAS STARTED. WE HAD BROWARD DAYS MONDAY.

AN OPPORTUNITY FOR ELECTED OFFICIAL.

NORMALLY SOMETIME WE GO FROM TALLAHASSEE WHEN BILLS GO ON.

COMMUNICATE WITH THEM. KIND OF IT IN ZOOM PLATFORM.

WE GOT TO SEE NOT ONLY REPRESENTATIVE THAT REPRESENTATIVE CITY OF PARKLAND.

BUT REPRESENTATIVE THAT REPRESENT REPRESENT OTHER AREAS AS SPEAKER OF THE HOUSE.

SENATE PRESIDENT IT'S GREAT TO KIND OF GET A FEEL OF WHERE THEY ARE FROM THE LEGISLATIVE STANDPOINT.

THERE ARE ALSO THROUGH THE FLORIDA LEAGUE OF CITY HAVE THEIR LEGISLATIVE WEEK. ONE OF THE THINGS AND THEY DO HAVE CERTAIN POSITION PAPERS ON AS WE LOOK AT SHORT-TERM RENTALS AND BUILDING DESIGN WHICH, AGAIN, A LOT OF RESIDENT DON'T HAVE THE EYEBALL ON IT.

THESE ARE ISSUES THAT WHEN YOU LOOK AT HOME RULE AND YOU COME TO US AND SAY HOW DOES THIS HAPPEN, WE SAY WELL WE'RE PREEMPTED BY THE STATE. SOMETIMES IT'S MORE IMPORTANT TO GET RESIDENTS INVOLVED. TO THAT END, I JUST WANT ASK THAT AND I GUESS I WILL NANCY IS THERE SOME WAY AND PROBABLY YOU KNOW TO TODD TO PUT ON OUR CITY WEB SITE MAYBE LEGISLATIVE ALERTS OR THINGS WE MAY WANT OUR RESIDENTS TO KNOW AND MAYBE ADVOCATE FOR. I'M NOT SAYING ALL THE ISSUE ARE THERE BUT AT LEAST TO GET THAT OPPORTUNITY TO GET IT OUT THERE? THAT MAY BE SOMETHING TO LOOK AT. THOSE IN PARKLAND PAY KNOWING HAVING ISSUE WITH THEIR CURRENT DEVELOPER.

[00:45:02]

AND I WANT TO MAKE SURE THAT ANTHONY WE DO EVERYTHING THAT WE CAN THAT WE LEGALLY CAN DO. WE CAN HOLD DEVELOPER ACCOUNTABLE WHETHER IT BE CURRENT DEVELOPER OR FUTURE DEVELOPERS. TO MAKE SURE THAT WE CONTINUE TO LOCK AT THAT. THE LIGHTS WE CAN REACH OUT.

WE CAN PUT PRESSURE SOMEWHERE TO KIND OF HELP FACILITATE.

THEY'VE BEEN GOOD PARTNERS WITH US.

THAT MAY BE AN OPPORTUNITY TO CONTACT THEM.

THOSE ARE MY COMMENTS. >> THANK YOU VICE-MAYOR.

I ALSO WANT TO ECHO MOST OF WHAT EVERYONE HAS SAID HERE.

EATS AND BEATS WAS FANTASTIC. EVERYONE CONTINUE SOCIAL DISTANCING. THEY WORE A MASK.

BUT IT WAS GREAT TO SEE THE COMMUNITY OUT THERE.

THEY ENJOYED THE BAND WAS FANTASTIC.

VIOLINIST. I THOUGHT IT WAS A GREAT TIME.

AND IT WAS NICE TO SEE THE RESIDENT OF PARKLAND OUT THERE. THE FARMER'S MARKET WAS GREAT.

I WAS GLAD TO SEE THIS SMALL BUSINESSES AS COMMISSIONER BRIER SAID I'M GLAD WE ADDED THAT PORTION.

I THOUGHT THAT WAS GOOD. AND AS COMMISSIONER BRIER SAID WE HAVE ANOTHER ONE IN LATE APRIL.

FOR THE SMALL BUSINESSES THAT WE STILL HAVE FARMER MARKET THIS SUNDAY. 9:00 TO 1:00 AT THE EQUESTRIAN CENTER. WE HAD THE MEMORIAL COMMITTEE MEETING LAST WEEK. SO WE'RE STILL FINALIZING.

WE HAD A COUPLE OF LOGO ACTION.

WE FINALIZE THE LOGO. TWITTER HANDLES, WEB SITE, AND THE MEMORIAL COMMITTEE WILL BE COMING IN FRONT OF THIS BOARD POTENTIALLY THE NEXT MEETING TO REQUEST SOME LAND SPACE.

YOU KNOW WE DON'T NECESSARILY NEED TO COME UP WITH SPACE.

THEY WILL OFFICIALLY ASK FOR SOME PACE IN PARKLAND FLORIDA MEMORIAL. I DID WANT TO SAY COUPLE OF THINGS WITH CASCATA. I KNOW THAT THE COUPLE OF PEOPLE BECAUSE IT'S TURNING OVER THE CLUBHOUSE THAT'S A PART OF THE PROCESS. UNDERSTAND WHATEVER WE STILL HAVE LEGALLY THAT THE CITY CAN DO.

WE CONTINUE TO HOLD THOSE THINGS.

JUST BECAUSE THEY TURN IT OVER TO CLUBHOUSE.

THAT'S JUST ANOTHER STEP IN THE PROCESS.

IT DOESN'T MEAN THAT THEY ARE GOING TO LEE.

YOU KNOW IT'S ANOTHER STEP THEY NEED TO TAKE.

IN MIRALAGO AND IN CASCATA WE TOLD THE BONDS WHICH ARE TIRED TO THE ROADS AND SIDEWALKS. I ALSO WANTED TO GIVE A QUICK UPDATE TALKING ABOUT COMMUNICATION.

NATHANIEL, I WANTED TO GIVE A QUICK UPDATE FOR THE RESIDENT CONCERNING HERON BAY. ITS PURCHASED BY AN SID.

I WANT TO TRANSPARENT AND OPEN.

THIS WAS A DECISION BY NISD. THIS WAS NOT SOMETHING AS COMMISSION WE TALK ABOUT OR DISCUSS.

THIS WAS SOMETHING DONE ON THEIR OWN.

THEY DIDN'T NEED OUR APPROVAL TO MAKE THIS PURCHASE.

PERSONALLY, AGAIN, WE HAVE NOT HAD THE OPPORTUNITY TO MEET YET WHICH HOPE ANY WE WILL IN THE FUTURE TO DISCUSS IT AS A TEAM. BUT PERSONALLY, I BELIEVE IT'S A POSITIVE FOR HERON BAY. IT ENSURES A VAST MAJORITY OF THE GOLF COURSE WILL CONTINUE TO BE GREEN.

THERE'S AN OPPORTUNITY FOR POTENTIALLY SOME COMMERCIAL.

IT'S VERY EARLY IN THE PROCESS.

THESE ARE JUST DISCUSSIONS THAT NSID WILL START HAVING WITH ALL OF US. AGAIN, WE HAVEN'T HAD THE OPPORTUNITY TO TALK AS A GROUP YET TO GET EVERYONE'S FEELING TO SEE WHAT WE THINK. AS WE HAVE AN OPPORTUNITY TO TALK AMONGST EACH OTHER TO DECIDE WHAT WE THINK IN CON SKRUFRNGS WITH -- CONJUNCTION WITH THE RESIDENT OF THE CITY OF PARKLAND I'M SURE WE WILL MAKE THAT DECISION AS A COMMISSION. I WANTED TO POINT THAT PART OUT. SO PEOPLE UNDERSTAND IN REFERENCE TO NSIAD. BROWARD DAYS I WANT -- I THOUGHT IT WAS GREAT. WE WENT -- NOT LAST YEAR THE YEAR BEFORE I HAD THE OPPORTUNITY TO GO TO BROWARD FOR THE FIRST TIME AND BEING THERE THE FIRST TIME.

YOU KNOW, YOU GET TO SEE A LOT OF THE STATE REPRESENTATIVES.

THE SENATORS, THINGS LIKE THAT.

THIS I THOUGHT WAS GREAT. IT WAS VERY INFORMTY.

WE GOT TO STAY IN ONE PLACE. WE GOT TO HEAR FROM SO MANY

[00:50:02]

PEOPLE SO QUICKLY. I THOUGHT AS FAR AS ANY INFORMATION GATHERING PROCESS IT WAS GREAT FOR US.

BECAUSE IT GAVE US AN OPPORTUNITY TO HEAR WHAT A LOT OF THE DIFFERENT BILLS THAT WERE OUT THERE.

BUT WHAT WE MISSED WAS AN OPPORTUNITY TO LOBBY TO DISCUSS TO TALK WITH THOSE SENATORS TO TRY TO TELL THEM THIS IS WHAT WE NEED HERE IN PARKLAND.

AND THIS IS WHAT WE THINK. THOSE TYPES OF THINGS.

HOPEFULLY NEXT YEAR WE'RE BACK TO NORMAL BUT I STILL LIKE THIS, MAYBE THEY WILL COMBINE THINGS.

I THINK ONE OF THE GOOD THINGS ABOUT ZOOM IS WE'RE SOME THINGS STAY. SOME THINGS GO WHEN WE'RE PAST WHERE WE ARE RIGHT NOW. WITH THAT, THAT'S ALL I HAVE.

[7. Approval of the Agenda]

WE'RE GOING TO GO APPROVAL OF THE AGENDA.

>> >> MOTION TO APPROVE.

IT INCLUDE DESIGN AND CONSTRUCTION OVERSIGHT BY THE FLORIDA DEPARTMENT OF TRANSPORTATION AND FDOT. THE PROJECT INCLUDE CONSTRUCTION OF BIKE LANES, ADA RAMPS EXTENDING EASTBOUND RIGHT TURN LANE INTO MARJORY STONEMAN DOUGLAS HIGH.

RESURFACING OF PAVEMENT FROM PINE ISLAND WEST TO THE TRAFFIC CIRCLE. THE PROJECT CURRENTLY AT 60% DESIGN AND CONSTRUCTION OF THE PROJECT IS SCHEDULED FOR JUNE 2022. AND THE CITY PORTION IS 85,026. WHICH COVERS THE COST OF THE RIGHT TURN LANE EXTENSION INTO MSD.

THAT PROJECT COSTS BUDGETED IN OUR 2019-2020 CAPITAL IMPROVEMENT PROGRAM. AND WILL MOVE FORWARD WITH THIS YEAR'S CIP'S BUDGET. IT HAS BEEN APPROVED BY THE CITY ATTORNEY AND STAFF REQUESTING APPROVAL OF THE HIGHWAY MAINTENANCE HEM DUM OF AGREEMENT.

JUST A QUICK SUMMARY. THAT AGREEMENT GIVES THE FDOT THE CAPABILITY OF WORKING IN OUR RIGHT-OF-WAY WHEN THE D.O.T. DOES WORK IN LOCAL MUNICIPALITY.

THIS AGREEMENT GIVES THEM THOSHIZATION OF ACCESS TO OUR RIGHT-OF-WAY FOR THOSE IMPROVEMENTS.

THANK YOU. >> AGAIN THIS IS PROJECT FUNDED BY FDOT ACCEPT A SMALL PORTION WHERE THEY ARE WIDENING ONE OF THE LANE WHICH WE REQUESTED TO HAVE DONE TO HELP BETTER TRAFFIC FLOW WITH MSD.

CORRECT? >> THAT'S CORRECT.

>> ANYBODY -- COMMISSIONER BRIER?

>> MOTION TO APPROVE. >> COMMISSIONER CUTLER.

>> I JUST HAVE QUICK COMMENT. NOT RELATIVE TO THE RESOLUTION BUT TO OUR AGENDA TONIGHT. AND FOR THINGS THAT ARE GOING TO BE COMING IN FUTURE. AS YOU MAY NOTICE AND I'M TALKING MAINLY TO THE PUBLIC. A LOT OF THE THINGS THAT WE WILL BE TALKING ABOUT TONIGHT ARE ROADWAY ISSUES.

AND IT MEANS THAT THE CITY IS MOVING FORWARD TO TRY TO DO SOME THINGS WITH THE INFRASTRUCTURE, PARTICULARLY ROADWAY ISSUES WHICH MAY HAVE AN IMPACT ON ROADWAY TRAFFIC.

AND SO I'M LETTING EVERYONE KNOW OUT THERE THAT, THIS IS SOMETHING THAT'S GOING TO BE 9DONE FOR THE BETTERMENT OF THE CITY. IT'S GOING TO BE DONE FOR THE BETTERMENT OF OUR TRAFFIC FLOW AND ULTIMATELY ASSIST ALL OF OUR RESIDENTS, BUT I JUST WANT EVERYONE TO UNDERSTAND THAT

[00:55:01]

THAT'S GOING REQUIRE SOME PATIENCE ON THE PART OF EVERYBODY IN THE COMMUNITY WITH THE UNDERSTANDING THAT DOWN THE ROAD. WE WILL NEED YOU TO BE PATIENT

ON TRAFFIC ISSUE. >> WE WILL COMMUNICATION AS THE PROJECT COMES CLOSER. SO EVERYONE UNDERSTANDS IT WILL TAKE THIS LONG. AS WE GET MORE INFORMATION.

THANK YOU, COMMISSIONER CUTLER.

IN COMBINATION WITH THE FIRST RESOLUTION THAT WAS READ FOR THE RECORD. BUT FOR PURPOSES OF THE RECORD THIS PROJECT IS FUNDED THROUGH THE BROWARD METROPOLITAN PLANNING ORGANIZATION. IT'S PART OF THE COMPLETE STREETS AND LOCAL INITIATIVE PROJECT AND INCLUDE DESIGN AND CONSTRUCTION OVERSIGHT BY THE FLORIDA DEPARTMENT OF TRANSPORTATION. THE PROJECT ITSELF WAS FUNDED AT 656,801 DOLLARS. THAT'S ALL THROUGH MPO DOLLARS. THE ONLY COST THAT THE CITY IS 85,026 THAT WE MENTIONED BEFORE EXTENSION OF THE RIGHT TURN EASTBOUND LANE INTO MSD. >> THANK YOU ANTHONY. THIS PORTION OF THE AGREEMENT IS BASICALLY THE HOLDING OF ALL THE MONIES THAT THE CITY BRINGS FORWARD FOR THIS PROJECT.

AND THE DOT AND ACTUALLY THE DEPARTMENT OF FINANCIAL SERVICES DIVISION AND TREASURY WILL ACTUALLY ACT AS THE ESCROW AGENT FOR THIS PROJECT. AND WITHIN 30 DAYS OF US EXECUTING THE LFA, WE ARE REQUIRED TO PROVIDE THE FUNDING WHICH IS GOING TO BE HELD IN AN ESCROW ACCOUNT.

ONCE THE PROJECT IS CLOSED OUT, THAT ESCROW ACCOUNT WHEN ALL FUNDS ARE DISBURSED RELATED TO THIS PROJECT.

AGAIN, THIS AGREEMENT HAS BEEN REVIEWED AND APPROVED BY THE CITY ATTORNEY AND STAFF REQUESTING APPROVAL OF FDOT THREE-PARTY ESCROW AGREEMENT FOR THE HOLMBERG COMMUNITY

ITEM 9-D. RESOLUTION 2021-022: LANDSCAPE BUFFER SR7 MAINTENANCE AGREEMENT.

I DON'T THINK I SAID MY NAME PRIOR.

THE DEPARTMENT OF TRANSPORTATION AND THE CITY OF PARKLAND ENTERED INTO AN MEMORANDUM IN OCTOBER OF 2008.

THIS IS FOR CERTAIN LANDSCAPING IMPROVEMENT ALONG STATE ROAD 7. CITY WAS RESPONSIBLE FOR SAID MAINTENANCE. THAT MAINTENANCE HAS BEEN TRANSFERRED TO THE COMMUNITY ON THE PEREPHERIA IN THE

[01:00:05]

EXECUTED AGREEMENT PURSUANT ANOTHER AGREEMENT FDOT AGREED TO REMOVE ADDITIONAL EXOTIC VEGETATION ALONG 4441 ALONG THE SOUTHERN BOUNDARY OF THE COMMUNITY.

THEY REACHED OUT TO D.O.T. FOR ASSISTANCE WITH REMOVAL OF THE EXOTIC VEGETATION. AND THE DOT IS DOING ONE BETTER FOR COMMUNITY. THEY ARE NOT ONLY REMOVING IT BUT PLANTING NEW LANDSCAPING. IN LANDING THE COMMUNITY RESPONSIBLE RESPONSIBLE FOR MAINTENANCE.

DOT NOT ALLOWED TO ENTER AGREEMENT WITH PRIVATE COMMUNITIES. SO DAY ARE USING OUR EXISTING MEMORANDUM AS A VEHICLE FOR THE COMMUNITY TO HAVE AN ABILITY TO INSTALL THIS LANDSCAPING.

AS PART OF ATTACHMENT FOR OUR EXISTING AGREEMENT, WE ENTERED INTO A NEW AGREEMENT WITH THE COMMUNITY FOR MAINTENANCE RESPONSIBILITY WHICH THEY HAVE EXECUTED AND ONCE WE EXECUTE IT WILL BE SUPPLEMENT TO THE EXISTING AGREEMENT.

DISASTER IS RECOMMENDING APPROVAL OF THE MAINTENANCE AGREEMENT BETWEEN THE COUNTRY POINT HOMEOWNER ASSOCIATION

AND THE CITY OF PARKLAND. >> THANK YOU.

JUST TO BE CLEAR THIS HAS NO COST TO THE CITY.

FDOT AS YOU SAID EARLIER CANNOT FILE AN AGREEMENT WITH THE HOMEOWNER ASSOCIATION. SO THAT'S WHERE WE ARE COMING 9IN. AND WE'RE A CONDUIT SO FDOT CAN WORK CAN DO THEIR WORK. AND SABLE PASS WOULD BE RESPONSIBLE. WE'RE JUST SIGNING THE CONTRACT FOR THEM. BUT AGAIN NO COST TO THE CITY.

>> THAT'S CORRECT. VICE-MAYOR?

>> JUST TO REITERATE SABLE PASS HAS SIGNED OFF.

>> THEY HAVE THROUGH THEIR HOMEOWNER ASSOCIATION.

>> JUST ONE FURTHER THING. ARE OUR ARROREST WOULD BE IN

COMPLIANCE WITH OUR CODE? >> THAT'S CORRECT IN THE DOT HAD TO SUBMIT PLANS TO THE CITY FOR REVIEW AND WE HAVE AND APPROVED THE MATERIAL BEING LANDED.

TO GO A STEP FORWARD THE COMMUNITY ASSOCIATION CAME IN LAST FRIDAY AND THEIR PLANS ARE THEY STILL A LITTLE BIT OF EXOTIC VEGETATION LEFT IN THE COMMUNITY.

THEY ARE PLANNING TO REMOVE THAT ON THEIR OWN.

THEY WILL DO PLANTING ON THEIR OWN.

THEY WILL TAKE ADVANTAGE OF OUR INCENTIVE PROGRAM FOR

REMOVAL OF EXOTIC VEGETATION. >> GREAT.

>> ANYONE ELSE? >> ANYONE FROM THE PUBLIC WISH

TO SPEAK ON THIS AGENDA ITEM? >> SEEING NO ONE.

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE A MOTION TO APPROVE BY COMMISSIONER ISROW.

I WILL GIVE COMMISSIONER CUTLER THE SECOND.

>> ROLL CALL.

UNANIMOUSLY. >> ITEM 9-E RESOLUTION 2021-025: OLD CLUB ROAD/UNIVERSITY DRIVE ROUNDABOUT-RFP RANKING.

THANK YOU ANTHONY. GOOD EVENING.

VICE-MAYOR AND COMMISSIONER. AS ANTHONY INDICATED WE'RE TRYING TO SECURE THE SERVICES FROM GENERAL CONTRACTOR BUILD A ROUNDABOUT. THE CITY ELECTED RFP PROCESS TO NOT ONLY AWARD ON THE LOWEST BIDDER BUT BASED ON THE BEST VALUE USING A COMBINATION ATTRIBUTE WITH EXPERIENCE, QUALIFICATIONS PRICE, METHODOLOGY.

COMPOST OF THE PURCHASE PUBLIC WORKS DIRECTOR, BUILDING OFFICIAL, AND THEY ARE FORMER CITY ENGINEERING.

THEY ALL REVIEW THE PROPOSALS AND HAVE A RANKING.

THE COMPANY RECOMMENDED FOR WORK IS ABOUT 1% WITHIN 1% OF THE LOWEST BIDDER. THE GOOD THING ALL FOUR VENDORS ARE WITHIN 4%. WHICH IS GOOD SIGN.

A GOOD INDICATION WE HAD GOOD SPECIFICATION AND EVERYONE WAS THE SAME PLAYING FIELD. THE PROBLEM IS WE BUDGETED A LITTLE BIT SHORT ON THE RFP. AND WE GIVE YOU PERMISSION TO SIT DOWN WITH THE VENDOR AND SEE IF WE CAN BRING CLOSER TO A BUDGET AND MAKE RECOMMENDATION OF THE NEXT COMMISSION MEETING ON THE BEST APPROACH TO PROCEED WITH THE AWARD. WE NEED YOUR PERMISSION FOR

THIS. >> OKAY.

THANK YOU. THIS WAS OBVIOUSLY SOMETHING

[01:05:01]

WE BUDGETED IN OUR STRATEGIC PLANNING.

WHERE A MAJORITY OF THE FUNDS I BELIEVE 500,000 OR SOMETHING

LIKE THAT WAS -- >> 640 --

>> WAS BEING FUNDED BY PARKLAND GOLF.

THE CITY WAS PAYING A PORTION. THE BID PROCESS.

TO HAVE FOURED BY BIDDERS WAS GREAT.

WE'RE LOOKING TO LET ANTHONY NEGOTIATE WITH THEM AND GO

FROM THERE. >> MY ONLY COMMENT.

I DISCUSSED WITH NANCY JUST CONTINUE TO KEEP OUR PGCC PRIZE BECAUSE THE NEGOTIATION MAY IMPACT THE TIMING OF PROJECT SO I KNOW YOU WILL. THE DIALOGUE WILL BE RESPONSIBLE FOR MAINTENANCE. AND SO I'M SURE THE TIMING SHOULD BE ABLE TO PREPARE WAY IN ADVANCE.

>> WE HAD A MEETING LAST FRIDAY WITH THE OAMENT AND THEIR PROPERTY MANAGER. KEEPING THEM ABREAST WHERE WE ARE. AND THE NEXT CRITICAL STEP FOR HOA THEY WANT TO BE A PART OF THE PRECONSTRUCTION MEETING WITH THE CONTRACTOR. JUST BECAUSE OF THE IMPACT THAT ARE ENTRANCE. THAT'S THE NEXT CRITICAL THING

IN OUR PATH. >> THANK YOU.

>> THANK YOU. >> THANKS FOR THAT.

COMMISSIONER BRIER AND THANKS FOR KEEPING THEM INFORMED.

>> ITEM 9-F. LETS SOLUTION 2021-026 PROFESSIONAL TENNIS SERVICES. RFP RANK: CHRISTINE GARCIA. AS YOU ALL KNOW WE PROVIDE TENNIS LESSONS CLINICS CAMPS AND PROGRAM FOR ADULT AND CHILDREN OF ALL AGES THROUGH A PROFESSIONAL SERVICE TENNIS INSTRUCTOR. THAT'S CURRENTLY ROB NICHOLS.

HAT CONTRACT DOES EXPIR APRIL.

IN ACCORDANCE WITH OUR CITY PROCUREMENT CODE WE WENT OUT AND SOLICITED REQUEST FOR PROPOSAL.

ONE PROPOSALS RECEIVED WHICHES NICHOL.

THE EVALUATION COMMITTEE DID MEET AND PREPARE THE PROPOSAL.

IT MET ALL THE CRITERIA FOR RFP ON A SIDE NOTE.

RUNNING FANTASTIC PROGRAM THERE AT THE TENNIS CENTER.

THE PROGRAM IS CONTINUING TO GROW.

WE'RE VERY HAPPY WITH THE SERVICES.

AND WHAT HE PROVIDES FOR THE RESIDENT AND HE'S GREAT TO WORK WITH WITH THE CITY STAFF. BASICALLY WE'RE RECOMMEND APPROVAL OF THE EVALUATION COMMITTEE.

AND TO AUTHORIZE ANTHONY TO GO AHEAD AND NEGOTIATE THE

CONTRACT FOR ANOTHER TERM. >> GREAT.

THANK YOU CHRISTINE. ANYONE WHO HAS NOT BEEN TO THE TENNIS CENTER, ROB DOES AN AMAZING JOB.

THE PROPOSAL YOU PUT TOGETHER WAS FANTASTIC.

I KNOW THE KIDS LOVE IT. THE TENNIS CENTERS THRIVING.

WE APPRECIATE ALL OF THE WORK THAT YOU DO.

WE KNOW THE RESIDENTS APPRECIATE IT.

KEEP UP THE GOOD WORK. I DON'T KNOW IF YOU WANT TO

SAY ANYTHING. >> I KNOW THIS THE AN OPPORTUNITY FOR YOU TO INTRODUCE YOURSELF TO NOT JUST US I'M SURE WE ALL KNOW WHO YOU ARE.

BUT THIS GIVES YOU AN OPPORTUNITY TO INTRODUCE

YOURSELF TO THE PUBLIC. >> WELL, THANK YOU VERY MUCH.

MY NAME ROB NICHOLS. I'M HERE WITH MY WIFE CATHY.

WE'RE PARKLAND RESIDENTS. IT'S BEEN REALLY AN HONOR SINCE TENNIS CENTER OPENED FIVE YEARS AGO.

IT'S A BIG PROJECT. IT'S A BEAUTIFUL TENNIS CENTER. COULDN'T BE HAPPIER WITH THE PROGRESS WE'VE AID. WE'RE GROWING MONTH BY MONTH.

WE HAVE OUR CHALLENGES LAST YEAR LIKE EVERYONE IN THE PUBLIC DID PERSONALLY. AND BUSINESS WISE THE LOCKDOWN, OF COURSE. AND WE'VE COME BACK STRONGER.

AND I THINK ONE OF THE THINGS I'M MOST PROUD OF.

HO WORK WITH ME. WE HAVE SIX TENNIS PROS,

[01:10:04]

FULL-TIME PROS. COULDN'T BE HAPPIER.

I'M HAPPY TO GET THE CONTRACT. I'M JUST LOOKING FORWARD TO CONTINUING IN THIS RELATIONSHIP.

THIS IS A DREAM TO ME. I LIVE HERE.

I'M A PARKLAND RESIDENT. WE SERVE THE PARKLAND PEOPLE.

THANK YOU VERY MUCH. >> ABSOLUTELY.

APPRECIATE IT VERY MUCH. THANK YOU.

ANYONE HAVE ANYTHING.

ANYONE UP HERE HAVE ANYTHING? >> VICE-MAYOR MAYERSOHN?

>> I JUST WANT TO SAY THANK FOR THE GREAT WORK YOU DO OUT THERE. I HERE A LOT OF POSITIVE FEEDBACK. I JUST WANT TO POINT OUT MAYBE IT'S A CREDIT TO YOU. I GUESS IT WAS FIVE YEARS AGO THIS CONTRACTS FOR FIVE YEARS. FIVE YEARS AGO I THINK THERE WERE 7 OR MAYBE MORE THAN THAT VENDORS THAT WANTED TO BE PART OF A CONTRACT. AND I KNOW THERE WAS A TOUGH COMPETITION, ROB WON OUT. OBVIOUSLY TODAY YOU DON'T SEE THOSE EIGHT OTHERS OR SIX OTHERS COMING HERE.

THAT'S A CREDIT TO YOU FOR THE WORK THAT YOU DOING.

9I WANT TO MAKE MENTION OF THAT.

THANK YOU. >> THANK YOU.

>> COMMISSIONER CUTLER. AND I ALSO WANT TO THANK YOU AND AND SAY THAT IN ADDITION TO DOING THE FINE WORK THAT YOU DO OUT THERE. YOU'VE BEEN VERY SUPPORTIVE OF A LOT OF THE CHARITIES THAT HAVE COME TO YOU.

AND THEY'VE HAD GREAT EVENTS OUT THERE.

AND YOU ALWAYS MAKE PEOPLE FEEL WELCOME.

AND SO I THANK YOU ON BEHALF OF THE REST OF THE CITY FOR ALL THAT YOU'VE DONE THUS FAR. I LOOK FORWARD TO A BRIGHT

FUTURE. >> MOTION TO APPROVE.

>> SECOND. >> ANYONE FROM THE PUBLIC WISH

TO SPEAK ON THIS AGENDA ITEM? >> YOU GOT THREE MINUTES.

LES. >> COME ON.

>> GO AHEAD. >> NOW IS YOUR TIME.

PLUG IT AWAY. >> WE HAS HIS COMMENTS IN HERE WITH HIS LETTER OF RECOMMENDATION.

>> I'M NOT USED TO TALKING. >> MAKE SURE YOU START THE

CLOCK. >> I'M PRETTY SHY ABOUT THIS.

>> NAME AND ADDRESS FOR THE RECORD, PLEASE.

>> MY NAME LES LEASE. I'M THE GUY THAT RUNS AND WORK WITH THE MEN'S TENNIS CENTER. ROB HAS DONE AN AMAZING JOB.

MADE TENNIS INTO PROFIT MAKING ORGANIZATION.

WE DON'T HAVE PROFIT-MAKING ORGANIZATION IN THE RECK CREATION PARKS AND EVERYTHING. NOW WE HAVE SITUATION WHERE WE WHICH WILL MAKE SOME PROFITS AT THE TENNIS CENTER.

WITH THE MEMBERSHIP GOING, THE WAY IT IS.

IT'S EXCITING. BECAUSE WE HAVE A CHANCE TO BREAK-EVEN. THINK ABOUT THAT.

BUT YOU KNOW YOU DON'T HAVE ANY OTHER RECREATION FACILITY THAT DOES THIS. THIS ADULT FACILITY AND ROB RUNS THE CHILDREN. TENNIS CENTER IS GROWING.

ONE OF THE THINGS THAT ROB HAS DONE AND WE DONE WE'VE OPENED IT UP TO A COMMUNITY OF FOR PEOPLE COMING AS TEAMS. I MEAN I HAVE NINE TEAMS RUNNING WITH THE USDA.

AND THESE GUYS ARE JOINED TOGETHER IN GROUPS.

THEY ARE ALL FRIENDS. THEY PLAY ROUND ROBIN.

THEY APPLY FOUR OR FIVE TIMES A WEEK.

THEN WE HAVE LEADS. ONE OF THE PROBLEMS WE ARE NOW UP TO 277 PEOPLE. AND ALL WE HAVE THE TWELVE COURTS. ROB USES FIVE OF THEM.

HE NEEDS MORE. HE WILL BE GROWING.

HE WANTS TO ADD MORE. WE CAN MAKE MORE MONEY.

WE NEED -- WE'RE GOING TO NEED COURTS IN NEAR FEATURE.

THEY GETTING AG AGGRAVATED. THEY WANT THEM.

AND THEY CAN'T BOOK THEM. ROB IS MANAGING THAT.

THE PROBLEM IS THERE'S ALWAYS SOMEONE THAT WILL BE UNHAPPY.

WE DON'T WANT THAT. I WANT YOU TO THINK ABOUT BUILDING NEW COURTS. THAT'S WHAT IT IS.

OR CONVERTING TERRAMAR AND MAKING EVERY FACILITY IN PARKLAND. THIS SOMETHING YOU THINK ABOUT. EVERY FACILITY HAS A PERMIT.

WE HAVE THE COURT DOWN TERRAMAR PARK THEY CAN WALK ON. MOST OF THE TIME THE GUYS THAT ARE OUT THERE ARE TEACHING. WHICH IS TAKING FROM WHAT WE'RE MAKING MONEY ON IN PARKLAND.

WHAT I WANT TO SEE IS THAT AND ROB HAS TALKED ABOUT THIS.

HE COULD PUT A COUPLE OF TRAINING COURTS OUT THERE.

HIRE SOME MORE PROS. WE'LL KEEP THE P -- KICK THE PROS THAT DON'T BELONG THERE. I FILM THIS.

[01:15:01]

THE GUY OFFERED ME A LESSON. AT $60 AN HOUR.

RIGHT THERE AND I'M TALKING IN PHONE WE CAN GET IT FOR $60.

I FILMED IT. I CAN SHOW IT TO YOU.

THEY ARE USING THE COURTS AND THERE'S RESIDENTS IN THE CITY THAT WANT TO USE THE COURT FOR FREES.

WE DON'T HAVE TO STOP. WE CAN LET THEM USE THE COURT FOR FREE. I WANT THE TENNIS CENTER TO CONTROL THOSE COURTS. AND IF PEOPLE WANT TO PLAY ON THEM. TO CALL.

BOOK THE COURT. GO OUT THERE FREE.

AND THAT'S GOOD. THAT WORKS.

BUT WE WANT TO TAKE THE CONTROL OF THE COURT LIKE WE CONTROL EVERY OTHER PROPERTY IN THE CITY.

THAT'S MY SUGGESTION. >> I LOVE YOUR PASSION.

>> ARE YOU CUTTING ME OFF >> NO.

NO. NOT ME.

I DON'T LIKE TO TALK. ANYONE ELSE?

>> NO. SEEING NO ONE ELSE.

DO I HAVE A MOTION? >> MOVE TO APPROVE.

>> SECOND. >> I THINK WE DID THAT.

>> IT DOESN'T MATTER. >> MOTION TO APPROVE BY VICE-MAYOR. AND SECOND BY COMMISSIONER CUTLER. ROLL CALL.

UNANIMOUSLY. ITEM 9-G, DEDICATION POLICY.

YOUR DIRECTOR OF COMMUNICATION.

BEFORE YOU THIS EVENING TO TALK ABOUT THE DEDICATION POLICY. POLICY THAT WILL DICTATE HOW WE NAME FACILITIES. WE'VE HAD SEVERAL ITERATION OF THIS POLICY THE MOST RECENT OF WHICH IS BEFORE YOU TONIGHT.

THIS INCLUDES OUR HAVING INCORPORATED PREVIOUS COMMENTS FROM THE COMMISSION INTO THIS. WE'RE COMING DOWN THE HOME STRETCH. LOOKING TO BUTTON THIS UP AND FINALIZE IT. I WANTED TO CHECK IN WITH YOU ONE LAST TIME BEFORE WE DID THAT.

>> WITH THAT. I'M ALL EARS.

IF YOU HAVE FEEDBACK. >> ANYONE HAVE -- VICE-MAYOR

MAYERSOHN. >> COUPLE OF THINGS WHICH I HAD MY ONE ON ONE CONVERSATION WITH NANCY.

AS WE LOOK AT THIS POLICY I WOULD PREFER THIS TO BE A COMMISSION POLICY AND WHETHER THAT'S A ACCOMPLISHED THROUGH RESOLUTION. IT GIVES LEEWAY AND LATITUDE FOR US TO AMOUNT. IF WE NEED TO OUR FUTURE COMMISSIONS THEN NECESSARILY PUTTING THAT BURDEN ON CITY STAFF. THAT'S NUMBER ONE.

THERE'S A COUPLE OF KIND OF EDITS THAT I WANT TO GO OVER, IF I CAN. ON CONSIDERATIONS, I JUST WANT TO INCLUDE EXTRAORDINARY CIRCUMSTANCES.

IT DOESN'T MEAN THAT EVERYTHING BECOMES AN EXTRAORDINARY CIRCUMSTANCE. IF THERE'S SOMETHING WE HAVEN'T CONSIDERED IN A POLICY.

WE'RE NOT LOOKED INTO SOMETHING WHERE, AGAIN, THEY RECOMMENDING BODY THAT YOU WOULD HAVE WOULD BE ABLE TO CONSIDER THAT. AGAIN, WE'RE BEING THE FINAL

DECISION MAKERS. >> WHERE ARE YOU REFERRING TO

THAT? >> ON PAGE ONE OF 7 WHERE IT SAID CONSIDERATION. IF YOU WOULD ADD IT TO THE BOTTOM OF CONSIDERATIONS AS EXTRAORDINARY CIRCUMSTANCES.

>> OKAY. >> IF YOU MOVE TO PAGE 2 OF 7 ON THE TOP WHERE IT SAYS CONSIDERATION SHOULD BE DISQUALIFIED WHILE SERVING IN PUBLIC OFFICE PUBLIC OFFICIALS SHOULD NOT BE CONSIDERED. I THINK TO ALIGN OURSELVES WITH OUR CURRENT FACILITIES THAT SOMEBODY WHO IS CURRENTLY A PARKLAND ELECTED OFFICIAL WOULD NOT BE ELIGIBLE.

IF SOMEONE WERE SERVING IN ANOTHER CAPACITY THEY WOULD BE ABLE TO HAVE SOMETHING NAMED. COULD BE CONSIDERED TO HAVE SOMETHING NAMED AFTER THEM. THIS WAY WOULD ALIGN TO WHAT WE CURRENTLY HAVE. BECAUSE AGAIN SOMEONE SAY SAY FURTHER ON IN THE POLICY THAT COULD BE REMOVED.

I DON'T WANT THAT TO JEOPARDIZE THIS WAY.

IT WOULD BE AN ACCEPTABLE CONSIDERATION.

I WOULDN'T BE -- IT WOULD BE ACCEPTABLE TO BE CONSIDERED.

THEN THE ONLY OTHER COMMENT THAT I HAVE THE ON THE COMMITTEE CREATION. WHEN I SAY CITY COMMISSION POLICY. AS MUCH AS I APPRECIATE THE COMMENTS AND THE PARTICIPATION OF CITY STAFF BEING ONE AND

[01:20:03]

BEING CITY DIRECTOR OF PARK AND REC.

IS THAT SOME OF THE COMMITTEES WOULD BE, I GUESS HAVE LIAISON SIMILAR TO WHAT WE DO IN ADVISORY COMMITTEES.

YOU KNOW SUWAND DEALS WITH THE COMMUNITY ADVISORY BOARD.

MICHELLE DOES THE PLANNING AND ZONING ADVISORY BOARD.

THEY ARE NOT VOTING MEMBER BUT THERE TO ADVICE AND RECOMMEND AND HELP FACILITY. THOSE ARE MY ONLY COMMENTS.

>> COMMISSIONER CUTLER. >> I KNOW WE TALKED ABOUT THIS BEFORE TODD. EYE GONE BACK AND FORTH IN MY MIND ABOUT THE NAMING AFTER THE LIVING PERSON VERSES AFTER SOMEONE THAT'S PASSED ON. I WENT BACK AND LOOKED AT SOME OF THE MINUTES WHEN WE DEDICATED THE CITY HALL HERE.

THAT WAS IN JULY OF 2004. AND I ENCOURAGE THE COMMISSION IF THEY FEEL LIKE LOOKING A LITTLE BIT OF HISTORY PAGES 30 THROUGH 41. THERE WERE 11-MINUTE PAGES OF ADJUSTED DISCUSSION ON THE NAMING OF THIS CITY HALL.

AND WHO THE CITY HALL IS NAMED AFTER.

HE WAS A VERY PRESENT MEMBER OF THE DISCUSSION.

HE WAS NOT ON THE COMMISSION AT THE TIME.

HE HAD RETIRED FROM HIS ACTIVE SERVICE.

AND YOU KNOW, THE PROCESS WAS AN UNCOMFORTABLE ONE FOR THE COMMISSIONER AT THE TIME. BECAUSE YOU HAVE A PERSON WHO HAD DEDICATED A GREAT DEAL OF LIFE TO THE CITY AND DONE SOME OUTSTANDING AND AMAZING THINGS FOR US OVER THE YEARS WHO WAS PRESENT AND IN THE DISCUSSION OF THE WHETHER OR NOT TO NAME SOMETHING AFTER HIM. AND SO YOU KNOW I ENCOURAGE YOU AS YOU THINK ABOUT THIS MY FELLOW COMMISSIONERS TO KIND OF YOU KNOW THINK ABOUT THE POLICY OF NAMING IT AFTER A LIVING PERSON BECAUSE IT HAS A TENDENCY TO PERHAPS PUT YOU IN A POSTURE THAT MAYBE YOU DON'T WANT TO BE IN.

IF THAT PERSON COMES FORWARD AND CONFRONT YOU.

IF YOU READ THROUGH THE MINUTES.

THEY WERE EVEN TALKING ABOUT THE SIZE OF THE LETTERS THAT WILL COULD GO FACADE OUTSIDE. YOU KNOW IT JUST BECOMES A DIFFICULT SCENARIO. THAT'S NUMBER ONE.

NUMBER TWO, HISTORICALLY I HAVE AN ISSUE.

THERE WAS AT THE TIME THE CITY OF PARKLANDS MUNICIPAL BUILDING WAS NAMED AFTER OUR FOUNDER BRUCE BORNE.

THIS IS PHOTOGRAPH GUYS OF THE SIGN THAT WAS OUTSIDE INDICATING THE MUNICIPAL BUILDING WAS FAMED FOR OUR FOUNDER. TODAY WE DON'T HAVE A STRUCTURE NAME FORD THE MAN RESPONSIBLE FOR THE CITY OF PARKLAND AND YOU KNOW IT WOULD BE YOU KNOW I DON'T KNOW AND I CAN'T FIND IN THE MINUTES WHAT HAPPENED.

LIKE WHEN THEY MOVED THE CITY HALL FROM ONE PLACE TO NEXT.

WHY DIDN'T THEY CALL IT ADMINISTRATIVE BRUCE ADMINISTRATIVE COMPLEX OR WHATEVER YOU KNOW NAME.

I DON'T KNOW WHAT HAPPENED. I DON'T KNOW YOUR POLICY HAS ANY CRITERIA. IS THAT A SPECIAL EXCEPTION SCENARIO. IS THAT SOMETHING I NEED TO BRING IT BACK TOCK THIS COMMISSION AND START ALL OVER FROM THE POLICY GROUND UP OR YOU KNOW HOW DO WE DAILY WITH THAT? THAT'S JUST SOMETHING THAT I DON'T SEE IN THERE. AND THAT'S WHAT I WANTED TO

OPEN FOR DISCUSSION. >> THAT PARTICULAR THING AND OF COURSE YOU GUY GET TO DECIDE.

THAT STRIKES ME. IF HIS NAME FALLS OFF THE FRONT. IT DOESN'T CEASE TO BECOME THE CITY HALL. YOU ARE TALKING ABOUT SIGN WAS REMOVED. AND THAT STRIKES ME AS SOMETHING PUT THE SIGN BACK UP AS OPPOSED TO THIS PARTICULAR POLICY. WHICH IS ABOUT NAMING SOMETHING. I DON'T HAVE AN ISSUE WITH THAT. MAYBE I'M JUST MISSING IT.

I CAN'T FIND ANY MINUTE OR RESOLUTION OR ANYTHING AS TO WHEN A COMMISSION MADE THE DECISION TO NAME IT AFTER HIM.

THAT'S THE ONLY THING I'M CONCERNED ABOUT.

I DON'T KNOW IF THERE'S ANY LEGAL OR ANY OTHER ASPECT TO THIS OTHER THAN YOU KNOW, IF WE DECIDE AS A COMMISSION, YEAH, THE SIGN FELL OFF. LET'S PUT THE SIGN BACK UP.

I'M FINE WITH THAT TOO. >> MILE CONCERN IF YOU CAN'T

[01:25:02]

FIND IT HISTORICALLY. I DON'T HAVE HIGH HOPES THAT

ANYONE WOULD BE ABLE. >> IF KEN CAN'T FIND IT, IT

DOESN'T EXIST. >> THAT'S MY THINKING.

>> COMMISSIONER BRIER. >> I HAD A --

>> I HAD COUPLE OF ISSUE. AS I UNDERSTAND THE PROCEDURE PROPOSED IS THAT ANY RESIDENT CAN SUBMIT A REQUEST AND CITY MANAGER'S OFFICE FOR SOMETHING TO BE NAMED AFTER AN INDIVIDUAL. AND THEN THE COMMITTEE WOULD GO ON THE PROCESS OF CONSIDERING THAT REQUEST.

I DON'T KNOW IF THAT IS AND MAYBE WE ONLY GET ONE REQUEST HERE AND THERE. BUT MAYBE WE GET A LOT THAT WE'RE WARRANTED TO FOR THE COMMITTEE TO GO THROUGH THAT PROCESS. IS THERE A BETTER MECHANISM TO START THE COMMITTEE DOWN THE CONSIDERATION PROCESS? JUST A RESIDENT MAKING REQUEST TO CITY MANAGER?

>> IF THE COMMISSION DECIDES THAT THERE IS.

AS I SAID WE'RE ALL EARS. THIS IS THE WE HAVE GONE THROUGH AS I SAID COUPLE ITERATION OF THIS.

IT'S EVOLVED. IS WHERE WE ENDED UP.

IT'S NOT SOMETHING THAT -- IF WE WILL CONVENE A COMMITTEE FOR PURPOSES OF NAMING. IT'S NOT SOMETHING THAT'S COME UP OFTEN. WE WANT TO BE READY FOR IT.

AND IT'S NOT SOMETHING THAT'S DONE IN A KNEE JERK REACTION HAT'S WHERE WE COME UP TWICE A YEAR.

A COMMITTEE WOULD CONVENE. IT'S NOT THE SAME COMMITTEE EVERY TIME. THE COMMITTEE WOULD SUNSET AFTER THAT PROCESS WAS COMPLETE.

AND NEW COMMITTEE WOULD BE CREATED IN THAT NEXT SIX MONTH. AND THEY WOULD CONSIDER ALL OF THE THINGS THAT HAVE BEEN BROUGHT FORWARD WHETHER FROM THE COMMISSION OR FROM RESIDENTS.

FOR THE PREVIOUS SIX MONTHS IN THAT ONE COMMITTEE SETTING.

NUMBER ONE IF THERE IS NO RECOMMENDATIONS DOES THE COMMITTEE AND ALL OF A SUDDEN ONE COMES IN.

THE KEY WAITS UNTIL THE NEXT SEMIANNUAL PERIOD.

IF THERE'S NOTHING PROPOSED IN THAT SIX MONTHS THE COMMITTEE WOULD NOT BE CONVENED. IF ONE CAME IN THE DAY AFTER FOR EXAMPLE THAT WOULD BE CONSIDERED IN THE NEXT COMMITTEE CONVENING WHICH WOULD BE SIX MONTHS.

>> EITHER CITY STAFF MAKES THE RECOMMENDATION.

>> CURRENTLY WE DON'T HAVE A POLICY THAT GOVERNS THAT.

>> IS IT THE PROCESS OF EITHER THE STAFF OR THE COMMISSION?

>> IT WOULD BE THE COMMISSION. THE CITY STAFF WOULD NOT

REPORT. >> OTHER ISSUE THAT I HAD WAS WITH REGARD TO MAKE UP OF THE LARGER COMMITTEE.

IS THERE SOME MECHANISM TO SELECTED MEMBER OF FROM THE

COMMUNITY. >> TO AVOID BIAS.

THAT WOULD BE RANDOM PROCESS TO COLLECT SOMEONE AND THAT WOULD BE OF COURSE THE PARAMETERS AND BY THE WAY THE WAY THIS IS CRAFTED. IT WILL ALLOW FOR TERMS. FOR CONVENING IN OCTOBER OF THIS YEAR.

MAY HAVE A VERY DIFFERENT CONSIDERATION BEFORE THEM.

THEN A COMMITTEE â– CONVENING IN MAY OF 2045.

MAY DO LARGELY IN PART BECAUSE WE'RE OUT OF THE FACILITY.

WE'RE RELATIVELY SMALL CITY. IT'S WRITTEN TO ALLOW SOME ROOM FOR INTERPRETATION AND TO FOLLOW THE INTENT.

NOW THAT I TALK SO LONG I FORGET THE QUESTION.

>> I APPRECIATE THE HARD WORK THAT'S GONE INTO IT.

I APPRECIATE CUTLER'S COMMENT IN PRIOR NAMINGS IT HAS BEEN PROBABLY A VERY UNCOMFORTABLE POSITION FOR THE COMMISSION AT THAT TIME. ESPECIALLY BECAUSE SOME WERE STILL ACTIVE IN COMMUNITY. SOME ACTIVE IN LOCAL POLITICS.

ET CETERA, ET CETERA. I'M SURE THIS PROCESS WILL HELP IT. SOME REGARD.

I AGREE WITH VICE-MAYOR MAYERSOHN'S COMMENTS IN STRUCTURING SUCH THAT THE COMMISSION IS MORE ALLOWING THE COMMITTEE TO DO WORK BUT MORE INVOLVED IN THE PROCESS.

MY ISSUE WAS WITH SELECTING MEMBERS THE COMMUNITY AT RANDOM. I DO HAVE A CONCERN WITH THAT.

I DON'T KNOW THAT THERE' AN APPRECIATION.

I THINK THERE SHOULD BE SOLICITATION OF INDIVIDUALS AND THEN THERE SHOULD BE SOME CAVEAT GIVEN TO MEMBERS OF THE PARKLAND HISTORICAL SOCIETY OR SOME FOLK WHO HAVE AN APPRECIATION FOR THE HISTORICAL CHARACTER OF WHAT THIS NAMING COULD BE MEAN. AND THE IMPACT THAT COULD HAVE ON PARKLAND. I AGREE WITH COMMISSIONER CUTLER ON THE POINT ABOUT HIS RELATIONSHIP AND THE NUMBER OF FACILITIES. NOTING THOSE FOUNDING FATHER

[01:30:01]

OF OUR COMMUNITY ARE NOT NAMED BEFORE MOTHER AS THE CASE MAY BE IS CONCERNING. FIGURING HOW TO CONSTITUTE THE LARGER COMMITTEE AND MAKE UP THE LARGE COMMUNITY.

MAYBE INVOLVEMENT FROM THE PARKLAND HISTORICAL OR PRESENTATION OR RECOMMENDATION OR INPUT FROM THEM WOULD BE HELPFUL. AND THEN FIGURING OUT THE COMMISSION'S ROLE IN THAT PROCESS.

>> EVERYTHING THAT YOU SUGGEST FOR INCLUSION IN THE LARGE COMMITTEE OR THE SMALL COMMITTEE FOR THAT MATTER IS ALLOWABLE THE WAY IT IS CURRENTLY WRITTEN.

AS STATED HERE, THESE ARE SOME SUGGESTIONS OF WHAT COULD COMPRISE THE COMMITTEE. IT COULD CERTAINLY BE SOMEONE FROM THE HISTORICAL SOCIETY. IT COULD BE SOMEONE FROM ANY NUMBER OF THINGS YOU THINK MAY BE APPROPRIATE BASED ON ARE WE NAMING A CONFERENCE ROOM IN AILED BEING.

ARE WE NAMING A PARK? >> I AGREE WITH YOU THE VICE-MAYOR ABOUT THAT. IN FORM OF RESOLUTION THAT THE COMMISSION COULD MODIFY IT IF NEED BE WITH THE STAFF'S APPROVAL AND STAFF'S INPUT AS WELL.

>> I'M IN AGREEMENT WITH COMMISSIONER BRIER WHAT HE SAID THERE AS FAR AS BOB MAKING A COMMISSION RESOLUTION. AND -- NOW COMMISSIONER CUTLER, DID YOU IMPLY OR I DIDN'T TOTALLY GET WHAT THE LIVING -- ARE YOU SAYING THAT WE DON'T WANT TO NAME IT AFTER LIVING? WASN'T 100% SURE?

>> WHAT I WAS TRYING TO SUGGEST IS THAT WE THINK ABOUT THAT AS ASPECT OF MAKING THE DETERMINATION OF WHETHER WE WANT TO HAVE FACILITIES NAMED AFTER SOMEONE WHO IS PRESENTLY LIVING OR WAIT UNTIL THEY PASS BEFORE THEY QUALIFY AND THE ONLY REASON I'M SUGGESTING THAT IS THAT IF -- IT PRESENTS A PERHAPS UNCOMFORTABLE SITUATION IF YOU'VE GOT THAT PERSON IN FRONT OF YOU AND THEY ARE INVOLVED IN THE PROCESS. YOU KNOW, OF TRYING TO NAME SOMETHING AFTER THEMSELVES. HONESTLY.

WE'VE HAD THAT HAPPEN AT LEAST THREE TIMES IN THE LAST TEN YEARS. BECAUSE WE'VE GOT BOB MARKS NAME AND MICHAEL UDENE AT THE AMPHITHEATER.

WE SITTING IN THE CITY HALL. THERE'S POTENTIAL ISSUES WITH THAT. I DON'T WANT ANYONE TO GET ME WRONG. EVERY ONE OF THE PEOPLE I

MENTIONED. >> YOU JUST SAY TO CONSIDER WE SHOULD STRONGLY CONSIDER -- YOU ARE NOT

SAYING -- >> YES.

EVERY ONE OF THOSE PEOPLE I MENTIONED HAVE MADE SIGNIFICANT IMPACT TO THIS COMMUNITY.

AND AMAZING -- AMAZING THINGS THEY'VE DONE FOR US.

>> NOTED. >> WITH THAT.

AS FAR AS I'M CONCERNED I'M FINE WITH YOU KNOW IF IT'S -- I UNDERSTAND THE COMPLEXITY OF THE IT'S A LIVING PERSON. BUT I'M OKAY WITH THAT.

I THINK EXTRAORDINARY CIRCUMSTANCES IS GOOD.

AND I THINK AS FAR AS A LOCAL PARKLAND POLITICAL FIGURE YOU KNOW IF CHRISTINE GOES ON TO BE PRESIDENT.

I'M FINE WITH NAMING AFTER HER.

BUT ANYWAY. I THINK THAT'S I THINK THAT'S GOOD. THAT MAKES A LOT OF SENSE.

YOU NEVER KNOW WHAT HAPPENS. I UNDERSTAND COMMISSIONER BRIER'S CONCERNS WITH THE PARKLAND RESIDENT.

HOW YOU CHOOSE THAT. I THINK RANDOM IS IT'S KIND OF HOUSE ELSE. A SMALL COMMITTEE COULD BE COMPRISED. WHAT WE COULD DO.

WHETHER IT'S PARKLAND HISTORICAL PERSON.

>> TO THE TWO OTHER POINTS, CONSIDERATION OBVIOUSLY AGAIN CONSIDERATION NOT A MANDATE FOR DISQUALIFYING FACTOR HOW IT IS PHRASED BEFORE THE PUBLIC PERSON SERVING IN PUBLIC OFFICE. THEN THE ITEM BELOW THAT ON TOP OF PAGE 2 NAMING AFTER LIVING PERSON SHOULD ONLY BE 9DONE IN CASES OF UNUSUALLY OUTSTANDING PUBLIC SERVICE AND IN THE PERSON'S TWILIGHT YEARS.

THAT GIVES A CONSIDERATION AGAIN NOT A MANDATE.

IT'S NOT RIGID. ALLOWS ROOM FOR SOME INTERPRETATION. AND AGAIN, WE'RE SITTING HERE TODAY TEN 15 YEARS FROM NOW THERE MAY BE A CIRCUMSTANCE THAT COMES UP BASED ON THE AVAILABLE OF FACILITIES.

[01:35:01]

THIS THE A LIVING BREATHING PRODUCT.

THERE'S NOTHING THAT SAY IT HAS TO MEET A, B AND C.

IT'S CONSIDER THIS AND CONSIDER THAT.

I THINK YOU KNOW FOR ME COMMISSIONER ISROW.

DO YOU HAVE ANYTHING?

>> THAT'S VICE-MAYOR. >> I WOULD JUST ASK ANTHONY.

I THINK I KNOW THE ANSWER. BUT I WILL ASK THE QUESTION.

THESE COMMITTEES, WOULD BE UNDER SUNSHINE? THAT'S CORRECT VIOLATION . THEY ARE MAKING RECOMMENDATION. THERE WOULD BE A PROCESS.

THERE WOULD BE I GUESS A PROCESS SIMILAR TO WHAT WE NORMALLY DO AT COMMISSION MEETING OR ANY ADVISORIES DO.

WHERE YOU KNOW TO COMMISSIONER CUTLER'S POINT THE PERSON WHO MIGHT STILL BE WITH US WOULDN'T NECESSARILY HAVE THE OPPORTUNITY AND THE GRANTS ABOUT WHETHER THEY WANTED SOMETHING NAMED AFTER THEM OR NOT.

THERE MAY BE 50 PEOPLE THAT MAY AND COME SUPPORT AND 50 THAT COME IN OPPOSITION. THAT GROUP WOULD HEAR THAT COMMENTS AND TAKE THAT DO THEIR CONSIDERATION WHEN THEY DECIDE TO MAKE RECOMMENDATION. IT MIGHTS TWICE A YEAR.

THAT LIMITS WHAT YOU WERE SAYING.

YOU WAIT UNTIL THE NEXT. THAT'S THE WAY IT.

SERVES UNDERSCORE THE SIGNIFICANCE OF THIS.

IS THERE A NUMBER OF WAY PEOPLE RECOGNIZED IN THIS CITY. THIS COMMISSION DOES IT ALL THE TIME. AN INDIVIDUAL MAY RECEIVE PROCLAMATION. THE MAYOR MEDAL OF CHARITABLE SERVICES ONE WAY. WE AWARD BLACKS TO PEOPLE FOR THEIR SERVICE. THERE'S A NUMBER OF WAY PEOPLE ARE RECOGNIZED. THIS IS BASICALLY THE HIGHEST HONOR. WITH RELATIVE I WILL SMALL CITY. WITH I THINK WE WOULD ALL AGREE LONG AND BRIGHT FUTURE WHERE THERE'S A LOT OF PEOPLE WITH SIGNIFICANT CONTRIBUTIONS TO THE CITY.

THIS SHOULD BE BE-STOWED WITH RESTRAINT.

AND I THINK THAT ONCE EVERY SIX MONTHS HELPS UNDERSCORE

IT. >> BEFORE I GO, I WANT TO MAKE SURE THAT I'M UNDERSTAND WHAT THE WILL OF THE COMMISSION.

THIS WILL BE A COMMISSIONED POLICY.

WE'LL BRING IT BACK WITH THAT CHANGE.

AND WE WILL ARE WE ADDING THE EXTRAORDINARY CIRCUMSTANCE?

>> YES. >> AND WE ARE CHANGING THAT WE ARE REMOVE WHILE SERVING IN PUBLICS OF AND MAKING THAT WHILE SERVES IN PUBLIC OFFICE IN THE CITY OF PARKLAND.

>> CORRECT. >> HOWEVER THE WORDING -- I THINK OUR INTENT IS LIKE A COMMISSIONER OR MAYOR.

IS THAT GOOD. WE'RE GOOD?

>> I'M GOOD IF YOU ARE, THANK YOU VERY MUCH.

>> OKAY. I'M 9-H DISCUSS AND CONSIDERATION REGARDING CITY MANAGER PERFORMANCE REVIEW.

>> I WILL SPEAK ON THIS ONE. WE HAD WORKSHOP EARLIER WHERE WE OUTLINED WHAT MORE DEFINITIVELY WE DO GOING FORWARD. WE HAVE ALREADY EVALUATED NANCY. SO THOSE EVALUATION HAVE ALREADY BEEN SUBMITTED. AND BASED ON THE AVERAGE.

NANCY IS BASED ON THE AVERAGE THE AVERAGE WAS 2.75% WHICH WOULD BE HER INCREASE. BASICALLY IT'S BEEN AVERAGED.

THING WE WANT TO DO BASED ON THE RESULTS.

THAT WOULD BE THE NUMBER OF HER INCREASE.

IF WE WANT TO DISCUSS DIFFERENTLY, I DON'T KNOW HOW ELSE WE WOULD DO IT OTHER THAN AVERAGE.

YOU KNOW THAT'S ME. I'M NOT SAYING THAT'S WHAT IT IS. BUT 2.75 IS AVERAGE.

UNLESS WE EVALUATE ANOTHER WAY.

MY RECOMMENDATION TO GIVE HER THE AVERAGE WHICH IS 2.75.

>> ANYONE HAVE COMMENTS ON THAT?

>> ANYONE? >> COMMISSIONER ISROW.

[01:40:07]

>> MOTION. >> ANYONE FROM THE PUBLIC WANT

TO TALK ON THIS AGENDA ITEM? >> NO.

ANYONE HAVE COMMENTS. MOTION TO APPROVE?

>> MOTION TO APPROVE. >> SECOND.

>> I HAVE MOTION TO APPROVE BY ISROW AND SECOND BY

COMMISSIONER CUTLER. >> JUST FOR CLARIFICATION.

APPROVE 2.75%. 2.75.

COMMISSIONER ISROW. >> 2.75.

IS THAT YOUR MOTION. >> YES.

ROLL CALL.

PLEASE SHOW IT PASSES UNANIMOUSLY.

[10. Comments by the Broward Sheriff's Office]

NOW WE HAVE COMMENTS BY THE BROWARD SHERIFF'S OFFICE.

LIEUTENANT, YOU DROPPED SOMETHING THERE CAPTAIN.

>> YOU DROPPED SOMETHING. BUT LIEUTENANT PICKED IT UP FOR YOU. CHRIS MULLIGAN.

JUST QUICK RECAP FROM LAST COMMISSION MEETING.

HAPPY TO SAY THINGS HAVE BEEN QUIET IN THE CITY NOW.

WE'VE HAD ONE CAR BURGLARY SINCE MARCH 1ST AND ONE AUTO THEFT. THINGS ARE QUIET.

UNLESS YOU HAVE QUESTIONS THAT'S ALL I HAVE FOR YOU.

>> I HAVE NO QUESTIONS. ANYBODY?

>> NO QUESTIONS. COMMENTS.

THANK YOU CAPTAIN MULLIGAN. AGAIN, WELCOME.

SEE YOU AROUND. ANY COMMENTS BY THE CORAL

[11. Comments by the Coral Springs/Parkland Fire Department]

SPRINGS PARKLAND FIRE DEPARTMENT?

>> GOOD EVENING. I WILL BE BRIEFLY CAP OF STATUS FROM LAST ONE. 181 INCIDENTS CITY OF PARKLAND. 117 OF FIRE EMS WHICH IS OBVIOUSLY OUR MOST POPULAR. OUT OF THE 1117 FIRE AND EMS115 OF THOSE CALLS WERE EMS AND TWO WERE FIRE CALLS.

I KNOW HE'S NOT HERE ANY LONGER.

YOU COULD PASS ALONG TO THE EX LIEUTENANT IT WAS PLEASURE WORKING WITH HIM. I LOOK FORWARD TO WORKING WITH NEW LIEUTENANT. THAT'S ALL I HAVE.

>> GREAT. THANK YOU.

>> ONE COMMENT TO THE DEPUTY CHIEF, PLEASE.

JUST REITERATE WHAT'S GOING ON WITH VACCINATION AT CORAL SQUARE. AND I GOT TO TELL YOU IT'S A GREAT PROCESS. IT'S REALLY MOVED QUICKLY.

ANDS VERY WELL MAINTAINED. YEAH I'M PLEASED TO SEE IT.

>> WE'RE GETTING A LOT OF COMMENTS ABOUT THE EFFICIENCY.

WE APPRECIATE THAT. WE TRY TO MAKE IT PAINLESS.

IT'S STILL VERY BUSY THERE. THE SITE IS BEING APPOINTMENT ARE BEING DONE THROUGH THE STATE.

AS WE SEE THE VACCINE BECOMING A LITTLE BIT MORE COMMERCIAL, WE EXPECT BUT WE'RE NOT SURE THAT THE NEED FOR THE GOVERNMENT-RUN SITE MAY BE LESSENED AS WE MOVE FORWARD.

AGAIN YOU CAN GO ON. PUBLIX, WAL-MART, CVS, WALGREENS THOSE PEOPLE ARE GETTING THE VACCINE NOW.

THERE'S ONE WEB SITE THE STATE HAS PUBLISHED THAT YOU CAN LOOK AT AVAILABLE VACCINES AT ANY OF THE FACILITIES WHICH IS NICE. IT'S A ONE-STOP SHOP WHERE YOU CAN GET TO GET THE INFORMATION SO YOU DON'T HAVE TO GO TO EACH INDIVIDUAL STORE TO SEE WHAT THEY HAVE.

WE EXPECT TO RUN UNTIL THE NEED IS MUCH LESS FOR THE COMMERCIAL SIDE OF IT CAN TAKE OVER.

WE DON'T HAVE TO RUN THE SITE THERE WITH THE DOH.

>> THANK YOU. >> VISIT -- VICE-MAYOR

MAYERSOHN. >> IS THERE ANY WAY -- I KNOW LIKE I SAID I WILL CHECK PULSE POINT TO SEE WHAT'S GOING ON.

THERE'S TIME THAT WE MAY GET COMMENTS OR CONCERNS FROM RESIDENTS THAT WHETHER IT BE CORAL SPRINGS OR COCONUT CREEK THERE MAY BE AN ACCIDENT OR TRAFFIC OR WHATEVER MAY BE.

AND WE'RE NOT DIRECTLY GETTING THEM.

IS THERE ANY WAY YOU CAN COORDINATE FROM CORAL SPRINGS AVENUE THROUGH TODD OR NANCY JUST THE WAY TO ALERT US? I KNOW WE GET DIRECT INFORMATION FROM TODD IF HE IS SENDING OUT INFORMATION. JUST LIKE I KNOW THERE AS AN ACCIDENT ON CORAL RIDGE DRIVE BY THE CHURCH THE OTHER DAY.

>> WE WOULD BE HAPPY TO SHARE WITH YOU WHATEVER CALLS FOR SERVICE WE'RE RUNNING. THE REASON WHY YOU GET NEW THE ONES THAT ARE LESS SEVERE OR LESS PRIORITY FOR US.

WE DON'T WANT TO BOG YOU DOWN. >> I'M TALKING ABOUT THE -- THE ONE THAT YOU YOU'VE GOT FIVE ENGINE.

AND THERE'S A TRAFFIC ISSUE. SO THAT WE'RE AHEAD OF THE GAME. THEN BEHIND IT.

[01:45:01]

AND THEN HAVING TO GO BACK AND SAY OKAY WHAT HAPPENED.

IT'S NOT IN OUR CITY. TAKING UP TODD'S TIME TO GO RESEARCH IT WHEN HE'S WORKING ON SOMETHING ELSE.

>> WE CAN LOOK AT ALL OF THE CALLS WE ARE RUNNING.

WE CAN ASK THE SUPERVISORS TO INCREASE THE TYPES OF CALL.

IF YOU SAY YOU LIKE TO BE NOTIFIED OF AN ACCIDENT THAT MAYBE ISN'T SEVERE BUT BLOCKING THE ROAD.

THOSE ARE THINGS WE CAN DO. WE WOULD BE HAPPY TO SHARE

THAT WITH YOU. >> APPRECIATE IT.

>> THANK YOU. ANYBODY

>> COMMISSIONER ISROW, YOU ARE GOOD?

[12. Comments by the City Manager]

>> COMMENTS BY THE CITY MANAGER.

KUDOS TO STAFF FOR GETTING THE INFORMATION OUT THERE. AND THANK YOU COMMISSION FOR COMMUNICATING THAT. ADDITIONALLY I WANT EVERYONE TO KNOW THAT IT WILL BE CLOSED ON FRIDAY.

>> FRIDAY MORNING IS THE OFFICIAL CLOSING OF THE SURVEY. IF YOU HAVEN'T COMPLETED THE INFORMATION, PLEASE GO ONLINE AND COMPLETE THE SURVEY.

>> CAN YOU MAKE SURE YOU DO LIKE ONE MORE FACEBOOK THING, TODD SO WE SHARE THAT OUT AND BLAST THAT OUT ONE MORE TIME.

LET THEM KNOW FRIDAY THE DAY. NOT EXTENDING IT AGAIN.

>> WE'RE GOING TO DO LAST-MINUTE THING ON THURSDAY ALSO ON PARKLAND ON TAP ON THURSDAY.
