JACKIE AND I SAT DOWN YESTERDAY AND WE WENT OVER THE PROCESS TRYING TO FIGURE OUT A PROCESS THAT WOULD HELP GUIDE YOU ALL TO CREATING A PROCESS. SHE ACTUALLY CAME UP WITH AN IDEA OR SUGGESTION ON A TIMING THAT I DIDN'T EVEN CONSIDER. I ASKED HER TO PULL TOGETHER QUICK PRESENTATION AND TO BRING SOME IDEAS AND SUGGESTIONS FOR THE FUTURE. AS A MATTER OF FACT SOME COMMISSIONS HAVE A TROUBLE COMING UP WITH ONE METHOD OF DOING THAT. THIS COMMISSION IS DIFFERENT. I KNOW YOU CAN COME TO CONSENSUS ON THAT. IT'S NOT AN EASY TASK. THE REASON WE WANT TO MAKE SURE THEY GET PERFORMANCE EVALUATION TO LOOK WHERE SHE'S PERFORMED WELL. REWARDING THAT PERFORMANCE, BUT I THINK,ALSO, THE BIG IMPORTANT THING IS THE RELATIONSHIP THAT THE CITY HAS WITH THE CITY MANAGER IN THE EVALUATION PROCESS. THIS IS PRETTY IMPORTANT. AS YOU KNOW, THE CITY MANAGER'S CONTRACT SPECIFIES THAT PER PERFORMANCE EVALUATION WILL BE REVIEWING THE STRATEGIC PLAN. AND WHETHER THE STRIKE PLAN GOES HAVE BEEN MET FOR THE YEAR. THAT'S WHERE WE HAVE A LITTLE BIT OF A DILEMMA. I'VE DEVELOPED THIS TIME LINE HERE FOR YOU ALL TO TAKE A LOOK AT. I'M GOING TO USE IT AS A GATE AS WE GO BACK AND FORTH IN CONVERSATIONS. THE FIRST THING TO LOOK AT WHERE WE ARE. USUALLY THE EVALUATION WOULD BE BASED ON THAT STRATEGIC PLAN GOALS. THE EVALUATION THAT CITY MANAGER HAS DUE THIS UPCOMING DECEMBER HAS NO STRIKE PLANS TO BASE IT FROM. THAT'S WHERE WE HAD THIS TIME LINE SO YOU CAN SEE THAT AN EVALUATION THAT'S DUE ON DECEMBER 21ST HAS NO STRATEGIC PLAN BECAUSE IT WAS DEFERRED DUE TO COVID-19 BACK IN APRIL 1ST OF 2020. SO HOW DO WE FIX IT FOR THIS YEAR ONLY. IT'S A ONE-YEAR FIX THAT I BELIEVE WE IMMEDIATE. MOVING FORWARD THE CITY MANAGER WILL HAVE THAT STRATEGIC PLAN THAT WE'RE WORKING ON RIGHT NOW TO GUIDE YOU FOR HER EVALUATION FOR DECEMBER OF 2022. RIGHT NOW IT'S JUST WHAT ARE WE GOING TO BE LOOKING AT FROM TODAY UNTIL DECEMBER 5TH OF 2021 WHEN HE EVALUATION IS DUE. THAT'S WHAT YOU NEED TO DO IS KIND OF FIGURE OUT HOW WE WILL SET FORTH THE GOALS TO BE EVALUATED JUST FOR THIS TIME PERIOD ONLY. YOU COULD DO NARRATIVE WHICH IS REALLY JUST THE ANSWER SOME QUESTIONS. YOU CAN DO A VERBAL EVALUATION. THERE'S SEVERAL DIFFERENT WAYS YOU CAN DO THAT. I HAVE FEW WAYS THAT I CAN RECOMMEND. I WOULD SAY THAT STARTS TO SOUND LIKE A CONTRACT AMENDMENT. BUT IF IT'S JUST A MERIT OF FORMULATING THE CRITERIA. I THINK THAT'S ALREADY CONTEMPLATED IN THE AGREEMENT. AND THEN THE ONLY ISSUE LEFT IS REALLY THE DATES. BECAUSE OF THE ISSUES THAT WE'RE JUST EXPLAINED TO YOU.
