WE HAVE THE PROCLAMATION AND RECOGNITION PARKLAND DASH, AND BROWARD COUNTY PUBLIC SCHOOLS. PARKLAND DASH CONTRIBUTION TO BROWARD COUNTY PUBLIC SCHOOLS LOCATED IN PARKLAND.

EVERY WE'RE THE PARK LAND DASH IS HELD TO RAISE FUNDS FOR AMONG OTHER THINGS BROWARD COUNTY PUBLIC SCHOOL LOCATED IN PARKLAND. THIS PAST YEAR WE HAD A VIRTUAL DASH AND RESIDENT STEPPED UP AND MADE A SUCCESSFUL EVENT DESPITE THE OBVIOUS CHALLENGES. USUALLY WE HAVE THE PRINCIPALS HERE TO ACCEPT FUNDS, BUT AGAIN DUE TO COVID WE DECIDED TO DO IT DIFFERENTLY. THE PRINCIPALS HAVE SHOWN THEIR APPRECIATION BY INDICATING WHAT THEY WILL USE THEIR PORTION OF THE DASH PROCEEDS TO BUY. MSD IS GOING TO USE IT FOR CAMPUS BEAUTIFICATION MATERIALS.

WEST GLADES GOING TO BY LAPTOP COMPUTERS FOR STUDENTS.

RIVER GLADES GOING TO USE IT FOR DOCUMENT CAMERAS, HERON HEIGHT STUDENT AND TEACHER RESOURCE READING MATERIAL.

PARK TRAILS, ROBOTS AND EQUIPMENT FOR THE ENGINEERING AND ROBOTICS LABS. WE FIRMLY BELIEVE IN INVESTING IN OUR FUTURE AND THERE'S NO MORE PURE WAY OF DOING SO THAN CONTRIBUTING FINANCIALLY TO THIS SUCCESS OF THE SCHOOLS THAT CARE FOR OUR CHILDREN. SO THANK YOU TO ALL THE FACULTY, STAFF AT OUR SCHOOLS, AND THANK YOU TO EVERYONE WHO PARTICIPATED IN THE 2020 PARKLAND DASH.

ROBERTA HIS DAUGHTER WAS MARRIED TO ONE OF OUR FORMER COMMISSIONER MARK WEISSMAN OR DAUGHTER-IN-LAW, HIS GRANDDAUGHTER IS MARRIED TO RICKY GORDON'S SON ONE OF OUR FORMER COMMISSIONERS. I JUST WANT TO SAY IF WE CAN JUST TAKE A MOMENT OF SILENCE IN RESPECT TO COMMISSIONER BARCELONE.

THERE WAS AN INCIDENT IN RECREATION PROGRAM THAT ESCALATED WITHOUT GETTING INTO THE DETAILS, CAPTAIN MULLIGAN SPOKE TO THE -- ONE OF THE PEOPLE THAT WAS INVOLVED AND KIND OF DRILLED DOWN A LITTLE BIT FURTHER THAN JUST THE INCIDENT ITSELF. THEY ARE WORKING THROUGH THIS EL -- E-LEARNING PROCESS. I KNOW IT'S NOT THE BEST FOR TOUCHERS AND STUDENTS. I KNOW THEY ARE TRYING TO WORK THROUGH THAT. I WANT TO THANK MISS SELTZER AND HER STAFF. I GO BACK TO WHEN I WAS DOING READ FOR THE RECORD, JUST TO MANAGE THAT E-LEARNING AND GOING BACK AND FORTH ESPECIALLY FOR ELEMENTARY SCHOOLKIDS A LITTLE BIT DIFFERENT THAN HIGH SCHOOL AND MIDDLE SCHOOL IT'S INCREDIBLE. WHO WORKS AND DOESN'T WORK. I WANT TO THANK THEM FOR THAT.

I MEAN WE HAVE THE BEST FARMER'S MARKET IN THE WORLD.

I THOUGHT ITS EXTREMELY WELL DONE.

VERY NICE ESPECIALLY HEARING FROM THE LOCAL FAITH LEADERS ESPECIALLY TO BE ABLE TO SEE THE BUMPER STICKER CO-EXIST.

NICE TO SEE SO MANY DIVERSE GROUPS SHARING THE SAME SENTIMENT REGARDLESS OF RELIGION OR RACE OR ANYTHING.

THAT'S AN IMPORTANT POINT. BECAUSE YOU KNOW FOR AS DIFFICULT AS IT MAY BE EVERY TIME THIS TIME OF YEAR COMES AROUND, ESPECIALLY DESPITE THE PASSAGE OF TIME.

I THINK IT WILL BE. A DIFFICULT TIME FOR THE VICTIM'S FAMILIES OR FRIENDS OR COMMUNITY.

BUT AS CHALLENGING MAY BE TO REVISIT THE FEELINGS OF PAIN, SADNESS WITH EACH PASSING YEAR. IT'S CRITICAL THAT WE CONTINUE TO DO SO. NOT ONLY TO PAY TRIBUTE TO VICTIMS AND KEEP LOVING MEMORIES ALIVE.

BUT NEVER LOSE SIGHT OF PURPOSE SPARKED BY LOSS.

WE SHARE RESPONSIBILITY I THINK TO THE VICTIMS, FAMILIES AND CHILDREN AND TO OURSELVES TO DO EVERYTHING IN OUR COLLECTIVE POWER TO GUARANTEE THAT NOTHING LIKE THIS EVER HAPPENS AGAIN.

AND THAT'S KIND OF WHAT I WANT TO REFLECT ON TONIGHT.

I THINK ESPECIALLY FOR OUR COMMUNITY IT'S IMPORTANT TO RECOGNIZE THE AMAZING WORK THAT ALL OF THE FAMILIES ARE DOING NOW IN SO MANY DIFFERENT REALMS AND PERSPECTIVES.

SOME DOING MORE FOR KIND OF ENHANCING LIVES OF YOUNGER CHILDREN, YOUTH WHO ARE OTHERWISE DISADVANTAGED OR DON'T HAVE AN OPPORTUNITY. OTHER WHO ARE MORE FOCUSED ON ADVOCACY FOR REFORM AND SAFETY AND GUN REFORM.

I WANT TO MAKE SURE EVERYONE TAKES THE TIME TO FIND THEIR OWN WAY TO GET INVOLVED IN THIS.

BECAUSE I THINK FOR WHO WE ARE AS A CITY RATHER THAN LETTING T DEFINE US AS TO WHAT HAPPENS AS TRAGEDY.

WE LET DEFINE US TO MOVE FORWARD AND MAKE POSITIVE IMPACT. I WOULD LIKE TO JUST THANK ALL THE FAMILIES FOR THE EVENTS THEY'VE DONE.

THEY ARE INCREDIBLE. I THINK ALL OF US WENT TO A BUNCH OF DIFFERENT ONES AND TO KIND OF SEE THE WAY THEY TURNED THIS INTO I WOULD SAY THE PAIN INTO PURPOSE IT'S REALLY A GREAT THING TO SEE. AND YOU KNOW, IN FACT, PRESIDENT BIDEN ISSUED A PUBLIC STATEMENT ON SUNDAY, WHICH I THINK SPEAKS VOLUME TO THE AMOUNT OF WORK THAT HAS GONE IN SINCE THE TRAGEDY. THEY ARE MAKING A DENT.

PEOPLE ARE LISTENING. I THINK THAT'S A REALLY INCREDIBLE THING. ESPECIALLY FOR WHAT MOST PEOPLE CONSIDER PARKLAND TO BE AN OTHERWISE SMALL TOWN.

I WOULD LIKE TO JUST MAKE SURE WE HIGHLIGHT THAT.

AND CONTINUE TO DO SO FOR AS MUCH AS THREE YEARS HAVE GONE BY. THE WORK IS JUST GETTING STARTED. I APPRECIATE EVERYONE HERE.

AND SEEING OUR COMMUNITY RALLY AROUND EACH OTHER AND AROUND THE FAMILIES OF THOSE DIRECTLY IMPACTED IS JUST HEARTWARMING.

I ALSO NOTE THAT WE HAVE A LOT IN OUR COMMUNITY THAT ARE STILL SUFFERING. A LOT OF STUDENTS, WHO ARE STILL DEALING WITH ISSUE AND GOING TO EAGLES HAVEN AND SEEING THE WORK THEY ARE DO AND TALKING WITH THEM AND SEEING AND HEARING FROM THEM IT'S STILL SOMEWHAT NOT AS PUBLICIZED AS IT SHOULD BE. THE WORK THEY ARE DOING.

I WOULD ENCOURAGE ANYONE. THERE'S NO STIGMA ATTACHED.

I TALKED WITH STUDENTS WHO ARE GOING TO GO AND IT IS AS EASY AS YOU KNOW WALKING THROUGH THE DOOR OR CALLING THEM THEY HAVE 24-HOUR HOTLINE. AND IT'S JUST A PLACE TO GO WITHOUT ANY -- WITHOUT ANYONE QUESTIONING OR JUDGES OR STIGMA JUST GET SOME REPRIEVE AND EVEN SOME JUST CRAFT TIME IS THERE THERAPEUTIC. I WORLD ENCOURAGE YOU TO REACH

OUT TO THEM. I WOULD LIKE TO SAY THAT THE WAY IN WHICH OUR COMMUNITY CONTINUES TO SUPPORT THE ORGANIZATIONS THAT HAVE COME OUT OF AS A RESULT OF THE TRAGEDY IS JUST TO ME OVERWHELMING AND I KNOW FOR THE FAMILIES THAT STARTED THE ORGANIZATIONS, WE'RE CHANNELLING THOSE GRIEF INTO ACTION.

IT'S EQUALLY OVERWHELMING FOR THEM.

I THANK OUR RESIDENTS AND OUR CITY AND OUR COMMUNITY FOR DOING THAT. I WOULD LIKE TO ENCOURAGE OUR RESIDENTS TO CONTINUE TO STAY SAFE.

CONTINUE TO MAINTAIN YOU KNOW COVID-RELATED PROTOCOLS.

I COULD TELL YOU WE AS THE CITY AND MAYOR AND VICE MAYOR ARE WORKING TO GET MORE VACCINATION OPPORTUNITIES FOR OUR RESIDENTS AND COMMUNICATE THAT INFORMATION AS BEST WE CAN TO OUR RESIDENTS AND I WOULD ENCOURAGE ALL RESIDENTS JUST TO BE VIGILANT ABOUT THAT PROCESS. THE FARMER'S MARKET AND BUSINESS EXPO FARMER'S MARKET IS AS VICE MAYOR SAID AN AMAZING AND THE BEST AROUND. ONE OF THE WAYS WE CAN MAKE IT BETTER IS WHAT BE ARE DOING THROUGH THE BUSINESS EXPO GETTING PARKLAND BUSINESSES BECAUSE WE ONLY HAVE NOT ALL OF BUSINESSES THERE ARE PARKLAND BASED BUSINESSES.

WE SHOULD HAVE MOORP MOORPARKLAND -- MORE PARKLAND BUSINESSES. I WOULD ENCOURAGE ALL PARKLAND BUSINESSES OR BUSINESSES NOT PHYSICALLY IN PARKLAND BUT OWNED OR OPERATED BY PARKLAND RESIDENTS TO GET ENGAGED INTO THE FARMER'S MARKET. IT'S A GREAT OPPORTUNITY TO GET YOUR PRODUCTS DIRECTLY TO THE CUSTOMERS IN OUR COMMUNITY AND FOR THEM TO BECOME AWARE OF THE PRODUCT.

I WORLD ENCOURAGE ALL RESIDENT WHO HAVEN'T ATTENDED THE FARMER'S MARKET AND ALL OF THE BUSINESSES WHO ARE NOT PARTICIPATING TO PARTICIPATE WHETHER IN FARMER'S MARKET OR THROUGH THE BUSINESS EXPO THAT'S COMING UP IN MARCH AND APRIL. THE OTHER THING I KNOW THAT THE COMMEMORATION I GOT FEEDBACK DIRECTLY FROM THE FAMILIES AFTERWARDS, THAT IT WAS VERY WELL DONE.

I CONGRATULATE OUR COMMUNICATIONS DIRECTOR TODD AND OUR STAFF ON THE VIDEO PRESENTATION.

I THANK ALL THE FAITH LEADERS THAT CAME OUT.

THE ONLY THING I CAN SAY IS THAT EXTENT WE CAN BE MORE INCLUSIVE OF FAITH LEADERS IN OUR COMMUNITY AND THE SURROUNDING COMMUNITIES I WOULD LIKE TO CAST JUST A WIDER NET.

I DON'T BELIEVE THAT I CAN BE AS ELOQUENT AS MY FELLOW COMMISSIONERS HAVE ALREADY DONE IN THE WAY OF WHAT THE EVENTS OVER THE WEEKEND AND THE THANK YOUS TO ALL OF THE INDIVIDUALS AND ENTITYING INCLUDING OUR OWN PARKLAND STAFF AND AT MINUTE STRAIGS THAT -- ADMINISTRATION THAT D DID AN AMAZING JOB.

I WANT TO THANK RELATIVE TO THAT.

SHE'S AN EXCELLENT PRINCIPAL AND HAS DONE AN EXCELLENT JOB IN A VERY DIFFICULT CIRCUMSTANCE.

AND IT SEEMS THAT NOTWITHSTANDING THE FACT THAT THEIR SCHOOL HAS THE MOST STUDENTS THAT HAVE RETURNED TO IT THIS PROBLEM RELATIVE TO THE TECHNOLOGY AND ATTENDING CLASS OR NOT ATTENDING CLASS IS A COUNTY AND PERHAPS STATEWIDE ISSUE THAT HAS A LOT OF DIFFERENT MOVING PARTS AND A LOT OF DIFFICULTY TO IT. I KNOW THEY ARE STRUGGLING WITH IT AND DOING THE BEST THEY CAN UNDER THE CIRCUMSTANCES.

IT'S MY HOPE AS COMMISSIONER BRIER HAS EXPRESSED THAT WE CAN GET VACCINES SOONER THAN LATER. AND MOVE THAT NEEDLE AND THAT'S ALL I HAVE. THANK YOU.

AND IT'S BEEN A BUSY TIME. I WANT TO UPDATE YOU ON A COUPLE OF THINGS. YOUR APPROPRIATIONS REQUEST WHICH IS HOUSE BILL 2253. PARKLAND STORMWATER QUALITY IMPROVEMENT, IT WAS HEARD IN THE AGRICULTURE APPROPRIATIONS COMMITTEE ON TUESDAY FEBRUARY 16TH.

AND IT WAS APPROVED. NOW IT WILL GO TO THE FULL APPROPRIATIONS COMMITTEE. BECAUSE IT'S A WATER PROJECT, IT SHOULD COME OUT WITH A HIGHER PRIORITY BUT I'VE BEEN VERY UP FRONT WITH ALL OF THE CITIES AND EVERYONE WHO HAS COME WITH APPROPRIATIONS PROJECTS THAT THERE'S CURRENTLY WITH THE CURRENT PROJECTIONS A 2 BILLION -- THAT'S WITH A B, PROJECTED SHORTFALL IN THIS YEAR'S BUDGET.

AND THEREFORE, THE FUNDING FOR THE NUMBER OF PROJECTS WILL BE GREATLY DIMINISHED THIS YEAR COMPARED OTHER YEARS.

THE GOOD NEWS IS HOPEFULLY, THERE'S A NEW PROJECTION THAT IS COMING OUT THE BEGINNING OF MARCH, AND THEN WE ARE HOPING THAT THE PROJECTED SHORTFALL WILL BE LESS THAN IT'S CURRENT BUBBLE. AND THAT WILL ALSO CHANGE THINGS. IT'S GOOD NEWS THAT THE BILL PASSED APPROPRIATIONS THE FIRST COMMITTEE.

HOWEVER, IN THE END, IT IS GOING TO BE UP TO THE GOVERNOR, MOST LIKELY AS TO WHICH OF THESE IF ANY OF THESE NUMBER OF APPROPRIATIONS GO THROUGH. ADDITIONALLY, I HAVE HEARD FROM SOME OF YOU AND I'VE HEARD FRO REGARDING HB-219, VACATION RENTAL BILL. THE BILL SIMILAR TO THIS COMES UP EVERY YEAR. ATTEMPTING TO PREEMPT THE CITIES FROM REGULATING OR EVEN INSPECTING THE VACATION RENTAL HOMES. IT'S NOT EXPECTED TO COME IN FRONT OF ONE OF THE COMMITTEES THAT I SIT ON.

THERE'S A LOT OF CITY WITH OLDER INFRASTRUCTURE IT'S SOMEWHAT -- SOMETIMES IMPOSSIBLE TO BRING IT UP TO ADA COMPLIANCE. AS PART OF THIS TRANSITION PLAN YOU HAVE TO OUTLINE WHAT IT IS AND STATE ON THE RECORD WHILE YOUR HARDSHIP FOR REMEDIATION. THE PLAN ITSELF IS LIVING DOCUMENT THAT INCLUDE FEEDBACK FROM THE GENERAL PUBLIC AND RA RATIFIED BY THE GOVERNOR BODY OF THE MUNICIPALITY.

THE FEDERAL GOVERNMENT PROVIDES CERTAIN LEVEL OF LATITUDE FOR MUNICIPALITIES TO DETERMINE THE TIME FRAMES FOR REMEDIATING ANY IDENTIFIED ADA DEFICIENT ITEMS AS PART OF THE TRANSITION PLAN.

AGAIN THIS DEPENDENTON THE ITEM AND EMPHASIS IS MADE ON ADDRESSING THE ITEMS. THE CITY COMMISSION WILL ADOPT THE ADA TRANSITION PLAN UPON COMPLETION. THAT ADOPTED PLAN WOULD THEN BE POSTED TO OUR WEB SITE FOR ACCESS AND PERPETUAL FEEDBACK.

STAFF WILL BRING PROJECTS ALONG THE WAY.

THE COMMISSION OUR THOUGHT PROCESS WAS IF WE HAVE ANY ITEMS OUT THERE THAT ARE TIERED OR RANKED HIGH.

OUR CONSULTANT WENT AHEAD AND ASSESSED THE INTERIOR OF OUR BUILDINGS. UTILIZING A SPECIFIC CHECKLIST FOR THE HUMAN CENTER DESIGN. INCLUDED IN THE PHYSICAL TRANSITION PLAN IS EXHIBITS OF THOSE DEFICIENCIES AS WELL AS ENGINEERING COST ESTIMATES FOR OUR BUDGETARY PURPOSES, THE PLAN ALSO PRIORITIZED PROJECT AND PROVIDE TIME FRAME FOR THE DEFICIENT. WITH REGARD TO OUR PROGRAM AND SERVICES, AGAIN JACKIE MENTIONED EARLIER WE PROVIDED A FULLEST OF REQUEST TO ALL DEPARTMENT.

WHAT IS THAT YOU MAY ASK? IT'S A GROUP THAT THEY ALSO REQUIRE AS PARLIAMENT OF THE PROCESS TO ESTABLISH SO WE CAN GET PUBLIC INPUT ON OUR ACCESSIBILITY.

THE LAWSUIT WAS THEN SETTLED.

AND MEASURES AND DEADLINES WERE PUT IN PLACE TO ENSURE PERFORMANCE OF THE WEB SITE. IT'S ALSO IMPORTANT TO KNOW THAT PRIOR TO US BEING SUED. THE CITY DIDN'T BEGIN THE ADA PLANNING PROCESS. THE ELECTRONIC ACCESSIBILITY PORTION OF THE PLAN INVOLVING CONFORMANCE OF THE WEB SITE.

BUT THEIR FAMILIES AND THE PROFESSIONALS WHO WORK WITH THEM. SOME OF THE THINGS THAT WE ARE IMPLEMENTING AS STEPS FOR BEING AN AUTISM FRIENDLY CITY.

EVERY SINGLE EMPLOYEE HAS GONE THROUGH ONE-HOUR TRAINING ON AUTISM AWARENESS. AND NOT ONLY ALL OF THE CURRENT EMPLOYEES BUT FUTURE EMPLOYEES THAT WILL BE PART OF THEIR -- PART OF MANDATORY TRAINING.

THAT IS RIGHT NOW COMPLETE. ALSO WE'RE WORKING WITH BSO TO
