[7. Comments from the Public on Non-Agenda Items]

THE PUBLIC ON NONAGENDA ITEMS? >> SEEING AS I HAVE NONE.
I WILL GO TO COMMENTS FROM THE COMMISSION.
NO E-MAILS. HOW ABOUT THAT? OKAY. WE'RE GOING TO START WITH VICE
MAYOR MAYERSOHN. >> THANK YOU, MAYOR.
FIRST THING I JUST WANT TO SAY IS THAT THIS PAST -- TWO WEEKS AGO JOE B BARSELONE PASSED AWA. HIS DAUGHTER AND GRANDDAUGHTER HAVE SOME CONNECTIONS TO THE CITY.
ROBERTA HIS DAUGHTER WAS MARRIED TO ONE OF OUR FORMER COMMISSIONER MARK WEISSMAN OR DAUGHTER-IN-LAW, HIS GRANDDAUGHTER IS MARRIED TO RICKY GORDON'S SON ONE OF OUR FORMER COMMISSIONERS. I JUST WANT TO SAY IF WE CAN JUST TAKE A MOMENT OF SILENCE IN RESPECT TO COMMISSIONER BARCELONE. [SILENCE]
>> THANK YOU. A COUPLE OF THINGS, FIRST OF ALL, OBVIOUSLY WE HAD THE COMMEMORATION ON SUNDAY.
A LOT OF PEOPLE ATTENDED. THERE WAS ALSO THE EAGLES HAVEN DID A GREAT JOB. I WANT TO THANK STAFF FOR THEIR WORK. ESPECIALLY IN A TENUOUS SITUATION. EVERYBODY HAS A LOT OF THINGS THEY WOULD LIKE TO SEE. OBVIOUSLY, YOU KNOW, WE CONTINUE TO IMPROVE EVERY YEAR. BUT I WANT TO THANK STAFF FOR THE SMOOTH JOB THAT THEY DID. IT WENT WITHOUT INCIDENT.
[00:05:02]
PEOPLE CAME IN. PEOPLE CAME OUT.YOU KNOW, AND SO IT WAS REALLY WELL COORDINATED EVENT.
I WANT TO THANK STAFF FOR THAT. I DO WANT TO ALSO THANK CAPTAIN MULLIGAN. I KNOW HE'S NOT THAT.
LIEUTENANT BROWN IF YOU CAN SHARE THIS WITH HIM.
THERE WAS AN INCIDENT IN RECREATION PROGRAM THAT ESCALATED WITHOUT GETTING INTO THE DETAILS, CAPTAIN MULLIGAN SPOKE TO THE -- ONE OF THE PEOPLE THAT WAS INVOLVED AND KIND OF DRILLED DOWN A LITTLE BIT FURTHER THAN JUST THE INCIDENT ITSELF. I WANT TO THANK CAPTAIN MULLIGAN. THE THING I FOUND IMPORTANTS THE YOUTH THAT WAS INVOLVED IN THE INCIDENT, HE ACTUALLY I THINK WENT TO SERGEANT RIZZA, YOU ARE NO LONGER WORKING WITH
THEM ARE YOU? >> WENT DOWN TO DRILL DOWN TO SEE IF THERE'S MORE CONCERN IN THE HOME ITSELF VERSES JUST YOU KNOW WE'RE AT THE SCHOOL VERSES JUST ON THE FIELD.
SO I WANT TO THANK CAPTAIN MULLIGAN FOR DOING THAT.
THAT'S PART OF WHAT WE CALL OUR COMMUNITY PLEASING.
I WANT TO ACKNOWLEDGE CAPTAIN MULLIGAN FOR TAKING THE TIME.
AND SERGEANT RIZZO FOR REACHING OUT TO SRO'S AND DOUGLAS TO MAKE SURE EVERYTHING WAS FIND AND THERE WASN'T MORE OF AN ESCALATION OF AN ISSUE THAT WE NEED TO BE CONCERNED ABOUT.
ALSO WANT TO READDRESS AND THANK JACKIE FOR REACHING OUT TO PRINCIPAL SALTZER ABOUT THEIR E-LEARNING AND CHALLENGES THAT THEY HAVE. I KNOW I HAD A CONVERSATION WITH MISS SELTZER. I HAD A CONVERSATION WITH MR. KING AND LANZA JUST TO REITERATE.
RIVER GLADES HAS BEEN A TREMENDOUS PARTNER WITH OUR CITY. MISS SELTZER NOT NECESSARILY THE OLDEST BUT THE PRINCIPAL WITH SENIORITY.
SHE'S DONE A FABULOUS JOB. I JUST THINK THAT SOMETIMES WHEN WE HEAR CERTAIN THINGS THEY BEGIN TO PERCOLATE AND RUMBLE UP. THEY ARE NOT EXACTLY THE WAY THEY APPEAR TO BE. THEY ARE WORKING THROUGH THIS EL -- E-LEARNING PROCESS. I KNOW IT'S NOT THE BEST FOR TOUCHERS AND STUDENTS. I KNOW THEY ARE TRYING TO WORK THROUGH THAT. I WANT TO THANK MISS SELTZER AND HER STAFF. I GO BACK TO WHEN I WAS DOING READ FOR THE RECORD, JUST TO MANAGE THAT E-LEARNING AND GOING BACK AND FORTH ESPECIALLY FOR ELEMENTARY SCHOOLKIDS A LITTLE BIT DIFFERENT THAN HIGH SCHOOL AND MIDDLE SCHOOL IT'S INCREDIBLE. I WANT TO THANK HER AND HER STAFF FOR WORKING THROUGH THIS. I SPOKE TO MR. KING AND DR. WANZA. THEY ARE TRYING TO COME UP WITH A SOLUTION. KNOWING THEY WANT TO GET THE KIDS THE BEST EDUCATION POSSIBLE.
AS WE MOVE FORWARD THROUGH COVID.
THESE THINGS WILL ALL BE ADDRESSED FROM A DISTRICT STANDPOINT. I KNOW THAT OUR SCHOOL BOARD MEMBERS ARE OUR REPRESENTATIVES ARE ALSO TRYING TO WORK THROUGH THIS E-LEARNING PLATFORM. BRICK AND MORTAR PLAT FORM.
WHO WORKS AND DOESN'T WORK. I WANT TO THANK THEM FOR THAT.
COUPLE OF OTHER THINGS, THE FARMER'S MARKET TWO WEEKS AGO I WILL CALL IT THE PET EXPO. WAS AGAIN TREMENDOUS.
I MEAN WE HAVE THE BEST FARMER'S MARKET IN THE WORLD.
JUST AS THE TESTAMENT TO THAT LYNN STONER THE MAYOR OF PLANTATION. SHE ACTUALLY CAME TO OUR FARMER'S MARKET. THAT'S HOW GOOD IT IS.
THANK YOU FOR CHRISTINE FOR THE GREAT JOB YOU DO OUT THERE.
AND, BILL. IT'S JUST TREMENDOUS.
I WANT TO THANK YOU FOR THAT. AND THEN FINALLY, THE LAST THING I WANT TO MENTION IS WE HAVE A VIRTUAL INSPECTION PROCESS FOR A LOT OF THE -- I WILL CALL THEM MINOR INSPECTIONS. I HAD MY AC CHANGED OUT.
AND I PARTICIPATED -- I THINK I WAS THE FIRST ONE TO PARTICIPATE IN THE VIRTUAL INSPECTION.
FOR ME IT'S VERY INTERESTING. BECAUSE AS THE HOMEOWNER, YOU GET TO UNDERSTAND THE CONTRACTOR THAT'S PUTTING IN YOUR AC. OR WHATEVER ELSE AND YOU KNOW WHAT YOU SHOULD BE LOOKING FOR. AND I JUST FOUND IT TO BE VERY INTERESTING. I THINK IT'S A GREAT OPPORTUNITY. THEY TAKE PICTURES.
IT'S TIME SAVING. IT'S NOT AS IF YOU HAVE TO WAIT THAT WINDOW OF OPPORTUNITY BETWEEN YOU KNOW 8:00 IN THE MORNING AND 12:00 AT NIGHT OR 12:00 IN THE AFTERNOON.
THEY GIVE YOU KIND OF A LITTLE BIT NARROW WINDOW.
YOU TAKE YOUR IPHONE OR AND DROID PHONE AND WHATEVER AND
[00:10:03]
JUST GO AROUND AS I SAID. THEY SNAP PICTURES.IT'S ARCHIVED. YOU CAN SEE WHAT'S GOING ON.
ESPECIALLY IF YOU ARE BUYING A HOME.
AND YOU SAY, OH, I SAW YOUR AC WAS REPLACED.
LET'S GO BACK AND CHECK THE BUILDING AND SEE WHAT'S GOING ON. IT'S EXTREMELY HELPFUL AND I THINK IT'S A GREAT IDEA. WITH THAT, THOSE ARE MY
COMMENTS. >> THANK YOU VERY MUCH VICE MAYOR. WE'LL GO WITH COMMISSIONER
I WOULD ALSO LIKE TO TALK ABOUT THE COMMEMORATION CEREMONY.
I THOUGHT ITS EXTREMELY WELL DONE.
VERY NICE ESPECIALLY HEARING FROM THE LOCAL FAITH LEADERS ESPECIALLY TO BE ABLE TO SEE THE BUMPER STICKER CO-EXIST.
NICE TO SEE SO MANY DIVERSE GROUPS SHARING THE SAME SENTIMENT REGARDLESS OF RELIGION OR RACE OR ANYTHING.
THAT'S AN IMPORTANT POINT. BECAUSE YOU KNOW FOR AS DIFFICULT AS IT MAY BE EVERY TIME THIS TIME OF YEAR COMES AROUND, ESPECIALLY DESPITE THE PASSAGE OF TIME.
I THINK IT WILL BE. A DIFFICULT TIME FOR THE VICTIM'S FAMILIES OR FRIENDS OR COMMUNITY.
BUT AS CHALLENGING MAY BE TO REVISIT THE FEELINGS OF PAIN, SADNESS WITH EACH PASSING YEAR. IT'S CRITICAL THAT WE CONTINUE TO DO SO. NOT ONLY TO PAY TRIBUTE TO VICTIMS AND KEEP LOVING MEMORIES ALIVE.
BUT NEVER LOSE SIGHT OF PURPOSE SPARKED BY LOSS.
WE SHARE RESPONSIBILITY I THINK TO THE VICTIMS, FAMILIES AND CHILDREN AND TO OURSELVES TO DO EVERYTHING IN OUR COLLECTIVE POWER TO GUARANTEE THAT NOTHING LIKE THIS EVER HAPPENS AGAIN.
AND THAT'S KIND OF WHAT I WANT TO REFLECT ON TONIGHT.
I THINK ESPECIALLY FOR OUR COMMUNITY IT'S IMPORTANT TO RECOGNIZE THE AMAZING WORK THAT ALL OF THE FAMILIES ARE DOING NOW IN SO MANY DIFFERENT REALMS AND PERSPECTIVES.
SOME DOING MORE FOR KIND OF ENHANCING LIVES OF YOUNGER CHILDREN, YOUTH WHO ARE OTHERWISE DISADVANTAGED OR DON'T HAVE AN OPPORTUNITY. OTHER WHO ARE MORE FOCUSED ON ADVOCACY FOR REFORM AND SAFETY AND GUN REFORM.
I WANT TO MAKE SURE EVERYONE TAKES THE TIME TO FIND THEIR OWN WAY TO GET INVOLVED IN THIS.
BECAUSE I THINK FOR WHO WE ARE AS A CITY RATHER THAN LETTING T DEFINE US AS TO WHAT HAPPENS AS TRAGEDY.
WE LET DEFINE US TO MOVE FORWARD AND MAKE POSITIVE IMPACT. I WOULD LIKE TO JUST THANK ALL THE FAMILIES FOR THE EVENTS THEY'VE DONE.
THEY ARE INCREDIBLE. I THINK ALL OF US WENT TO A BUNCH OF DIFFERENT ONES AND TO KIND OF SEE THE WAY THEY TURNED THIS INTO I WOULD SAY THE PAIN INTO PURPOSE IT'S REALLY A GREAT THING TO SEE. AND YOU KNOW, IN FACT, PRESIDENT BIDEN ISSUED A PUBLIC STATEMENT ON SUNDAY, WHICH I THINK SPEAKS VOLUME TO THE AMOUNT OF WORK THAT HAS GONE IN SINCE THE TRAGEDY. THEY ARE MAKING A DENT.
PEOPLE ARE LISTENING. I THINK THAT'S A REALLY INCREDIBLE THING. ESPECIALLY FOR WHAT MOST PEOPLE CONSIDER PARKLAND TO BE AN OTHERWISE SMALL TOWN.
I WOULD LIKE TO JUST MAKE SURE WE HIGHLIGHT THAT.
AND CONTINUE TO DO SO FOR AS MUCH AS THREE YEARS HAVE GONE BY. THE WORK IS JUST GETTING STARTED. I APPRECIATE EVERYONE HERE.
PARTICIPATING IN THAT. THAT MEANS A LOT TO EVERYONE.
I HOPE WE CONTINUE TO DO SO. >> THANK YOU VERY MUCH.
COMMISSIONER BRIER. >> THANK YOU, MAYOR.
>> JUST ECHOING WHAT VICE MAYOR MAYERSOHN MAYE SAID.
THE ANNIVERSARY IS NOT AN EEGY THING FOR ANY OF US TO DEAL.
IT'S HARDER FOR THE FAMILIES OF THOSE IMPACTED.
AND SEEING THE MANNER IN WHICH OUR COMMUNITY, OUR CITY, INCLUDING ALL OF THE GREAT WORK THAT THE CITY OF PARKLAND AND THE STAFF AND NANCY AND EVERYONE HERE DID ON THE COMMEMORATION AND THEN ALSO THE GENTLEMAN THAT SHARED THIS WITH ME PARTICIPATING IN ALL OF THE EVENTS THIS WEEK.
AND SEEING OUR COMMUNITY RALLY AROUND EACH OTHER AND AROUND THE FAMILIES OF THOSE DIRECTLY IMPACTED IS JUST HEARTWARMING.
I ALSO NOTE THAT WE HAVE A LOT IN OUR COMMUNITY THAT ARE STILL SUFFERING. A LOT OF STUDENTS, WHO ARE STILL DEALING WITH ISSUE AND GOING TO EAGLES HAVEN AND SEEING THE WORK THEY ARE DO AND TALKING WITH THEM AND SEEING AND HEARING FROM THEM IT'S STILL SOMEWHAT NOT AS PUBLICIZED AS IT SHOULD BE. THE WORK THEY ARE DOING.
I WOULD ENCOURAGE ANYONE. THERE'S NO STIGMA ATTACHED.
I TALKED WITH STUDENTS WHO ARE GOING TO GO AND IT IS AS EASY AS YOU KNOW WALKING THROUGH THE DOOR OR CALLING THEM THEY HAVE 24-HOUR HOTLINE. AND IT'S JUST A PLACE TO GO WITHOUT ANY -- WITHOUT ANYONE QUESTIONING OR JUDGES OR STIGMA JUST GET SOME REPRIEVE AND EVEN SOME JUST CRAFT TIME IS THERE THERAPEUTIC. I WORLD ENCOURAGE YOU TO REACH
[00:15:01]
OUT TO THEM. I WOULD LIKE TO SAY THAT THE WAY IN WHICH OUR COMMUNITY CONTINUES TO SUPPORT THE ORGANIZATIONS THAT HAVE COME OUT OF AS A RESULT OF THE TRAGEDY IS JUST TO ME OVERWHELMING AND I KNOW FOR THE FAMILIES THAT STARTED THE ORGANIZATIONS, WE'RE CHANNELLING THOSE GRIEF INTO ACTION.IT'S EQUALLY OVERWHELMING FOR THEM.
I THANK OUR RESIDENTS AND OUR CITY AND OUR COMMUNITY FOR DOING THAT. I WOULD LIKE TO ENCOURAGE OUR RESIDENTS TO CONTINUE TO STAY SAFE.
CONTINUE TO MAINTAIN YOU KNOW COVID-RELATED PROTOCOLS.
I COULD TELL YOU WE AS THE CITY AND MAYOR AND VICE MAYOR ARE WORKING TO GET MORE VACCINATION OPPORTUNITIES FOR OUR RESIDENTS AND COMMUNICATE THAT INFORMATION AS BEST WE CAN TO OUR RESIDENTS AND I WOULD ENCOURAGE ALL RESIDENTS JUST TO BE VIGILANT ABOUT THAT PROCESS. THE FARMER'S MARKET AND BUSINESS EXPO FARMER'S MARKET IS AS VICE MAYOR SAID AN AMAZING AND THE BEST AROUND. ONE OF THE WAYS WE CAN MAKE IT BETTER IS WHAT BE ARE DOING THROUGH THE BUSINESS EXPO GETTING PARKLAND BUSINESSES BECAUSE WE ONLY HAVE NOT ALL OF BUSINESSES THERE ARE PARKLAND BASED BUSINESSES.
WE SHOULD HAVE MOORP MOORPARKLAND -- MORE PARKLAND BUSINESSES. I WOULD ENCOURAGE ALL PARKLAND BUSINESSES OR BUSINESSES NOT PHYSICALLY IN PARKLAND BUT OWNED OR OPERATED BY PARKLAND RESIDENTS TO GET ENGAGED INTO THE FARMER'S MARKET. IT'S A GREAT OPPORTUNITY TO GET YOUR PRODUCTS DIRECTLY TO THE CUSTOMERS IN OUR COMMUNITY AND FOR THEM TO BECOME AWARE OF THE PRODUCT.
I WORLD ENCOURAGE ALL RESIDENT WHO HAVEN'T ATTENDED THE FARMER'S MARKET AND ALL OF THE BUSINESSES WHO ARE NOT PARTICIPATING TO PARTICIPATE WHETHER IN FARMER'S MARKET OR THROUGH THE BUSINESS EXPO THAT'S COMING UP IN MARCH AND APRIL. THE OTHER THING I KNOW THAT THE COMMEMORATION I GOT FEEDBACK DIRECTLY FROM THE FAMILIES AFTERWARDS, THAT IT WAS VERY WELL DONE.
I CONGRATULATE OUR COMMUNICATIONS DIRECTOR TODD AND OUR STAFF ON THE VIDEO PRESENTATION.
I THANK ALL THE FAITH LEADERS THAT CAME OUT.
THE ONLY THING I CAN SAY IS THAT EXTENT WE CAN BE MORE INCLUSIVE OF FAITH LEADERS IN OUR COMMUNITY AND THE SURROUNDING COMMUNITIES I WOULD LIKE TO CAST JUST A WIDER NET.
I THINK THERE WAS SOME -- THERE'S A WAY WE CAN DO THAT BEYOND THOSE THAT ATTENDED AND MAYBE WE INVITED THEM AND THEY DIDN'T ATTEND. BUT I WOULD LIKE TO BE AS INCLUSIVE AS POSSIBLE. WITH THAT, THAT'S ALL I HAVE TO SAY. THANK YOU MAYOR.
>> THANK YOU VERY MUCH COMMISSIONER BRIER.
>> COMMISSIONER CUTLER. >> THANK YOU MAYOR.
I DON'T BELIEVE THAT I CAN BE AS ELOQUENT AS MY FELLOW COMMISSIONERS HAVE ALREADY DONE IN THE WAY OF WHAT THE EVENTS OVER THE WEEKEND AND THE THANK YOUS TO ALL OF THE INDIVIDUALS AND ENTITYING INCLUDING OUR OWN PARKLAND STAFF AND AT MINUTE STRAIGS THAT -- ADMINISTRATION THAT D DID AN AMAZING JOB.
I WANT TO THANK RELATIVE TO THAT.
THE PEOPLE OF OUR COMMUNITY WHO VOLUNTEERED THEIR TIME AND THEIR ENERGY AND GAVE OF THEMSELVES TO TO HELP OUR COMMUNITY HEAL OVER A VERY GOOD WEEKEND.
I HAD A CHANCE TO GO TO SEVERAL DIFFERENT EVENTS.
THERE'S A LOT OF LOVE IN THE COMMUNITY.
I'M HAPPY TO SEE THAT. I HOPE THAT CONTINUES.
IN REGARDS TO RIVERGLADES. I ALSO HAD AN OPPORTUNITY TO SPEAK TO PRINCIPAL SELTZER. I'M FIRMLY CONVINCED BASED UPON MY CONVERSATION WITH HER SHE HAS IT WELL IN HAND.
SHE'S AN EXCELLENT PRINCIPAL AND HAS DONE AN EXCELLENT JOB IN A VERY DIFFICULT CIRCUMSTANCE.
AND IT SEEMS THAT NOTWITHSTANDING THE FACT THAT THEIR SCHOOL HAS THE MOST STUDENTS THAT HAVE RETURNED TO IT THIS PROBLEM RELATIVE TO THE TECHNOLOGY AND ATTENDING CLASS OR NOT ATTENDING CLASS IS A COUNTY AND PERHAPS STATEWIDE ISSUE THAT HAS A LOT OF DIFFERENT MOVING PARTS AND A LOT OF DIFFICULTY TO IT. I KNOW THEY ARE STRUGGLING WITH IT AND DOING THE BEST THEY CAN UNDER THE CIRCUMSTANCES.
IT'S MY HOPE AS COMMISSIONER BRIER HAS EXPRESSED THAT WE CAN GET VACCINES SOONER THAN LATER. AND MOVE THAT NEEDLE AND THAT'S ALL I HAVE. THANK YOU.
>> THANK YOU VERY MUCH. COMMISSIONER CUTLER.
I CAN'T SAY IT BETTER THAN EVERYONE ELSE UP HERE DID.
SUNDAY WAS WELL DONE BY THE CITY.
GALE, TODD, YOU KNOW NANCY AND EVERYONE ELSE INVOLVED.
[00:20:01]
THANK YOU VERY MUCH. WHAT'S GREAT TO SEE, WHICH COMMISSIONER ISROW SAID SO GREAT.PEOPLE ARE NOTICING HOW STRONG OUR COMMUNITY IS.
HOW STRONG THE FAMILIES HAVE BEEN.
YOU KNOW THEY HAVE TAKEN THE TRAGEDY AND THEY REALLY TURNED IT INTO SOMETHING POSITIVE. THEY ALL HAVE SCHOLARSHIPS, YOU KNOW THEY ARE TRYING TO MAKE POSITIVE CHANGE.
AND IT'S AMAZING TO SEE OUR COMMUNITY RALLY AROUND THEM WHETHER IT'S THE BUSINESSES, WHETHER ITS THE RESIDENTS.
IT'S GREAT TO SEE. THAT'S INFECTIOUS.
IT'S INFECTIOUS NOT JUST IN OUR COMMUNITY BUT THROUGHOUT THE STATE AND EVEN THROUGHOUT THE COUNTRY.
AS LONG AS WE CAN CONTINUE YOU KNOW OUR EFFORT IN SUPPORTING THE FAMILIES. I I THINK WE HAVE AN OPPORTUNITY TO REALLY DO SOME GOOD NOT JUST HERE BUT YOU KNOW THE BROADER. AND TO BRING UP EAGLES HAVEN, I WANT TO TELL ONE QUICK STORY WITH EAGLE HAVENS.
SO PEOPLE UNDERSTAND HOW THE DEVOTED THEY ARE TO OUR COMMUNITY. YOU KNOW, YES, THE TRAGEDY, BUT THEIR DEVOTION GOES FULL CIRCLE.
LAUSHRY SWARZENBURGER THE FBI AGENT KILLED.
SHE WAS A CCD TEACHER AT MARY HEALTH.
AND SO WHEN THAT CLASS LOST THEIR TEACHER, YOU KNOW, THERE WAS A CONCERN FOR THE STUDENTS IN THAT CLASS.
WE WERE ABLE TO REACH OUT TO EAGLES HAVEN.
THEY IMMEDIATELY WERE ECSTATIC, NOT BECAUSE OF WHAT HAPPENED BUT TO BE INVOLVED AND TO TRY TO MAKE THINGS BETTER AND EASIER. THEY MET WITH THE CLASS ON ONE OCCASION. I THINK MAYBE ON TWO OCCASIONS, YOU KNOW TO TALK TO EVERY STUDENT TO TALK TO CLASS IN IT'S ENTIRETY. AND YOU KNOW EVERYTHING I'VE HEARD ABOUT THAT SESSION THAT THEY HAD WITH THEM.
THERE WAS TWO PEOPLE FROM EAGLES HAVEN, DR. SOLOMAN WAS ONE OF THEM. THE OTHER NAME -- FORGIVE ME FOR DRAWING A BLANK THERE. THEY HAD A GREAT OPPORTUNITY TO SPEAK ALL STUDENTS. THEY ALLOWED THEM TO TALK TO GET OUT SOME OF THEIR FEELINGS. IT WAS TOUCHING AND MOVING.
THAT'S THE TYPE OF PLACE EAGLES HAVEN IS.
THEY ARE THERE TO HELP US IN ANY WAY THEY POSSIBLY CAN.
WHEN THEY TELL YOU OR US WE'RE HERE.
ANYTHING YOU NEED. ANYTHING YOU NEED.
YOU KNOW THEY ARE HERE. THAT'S THE TYPE OF PLACE EAGLES HAVENS. IT'S IMPORTANT -- I THINK COMMISSIONER BRIER AND WE'VE ALL TALKED ABOUT EAGLES HAVEN.
LOOK, WHATEVER ISSUES YOU ARE HAVING, THEY ARE THERE TO HELP.
THERE'S SOMEONE RIGHT HERE IN OUR CITY WILLING AND READY AND ABLE TO HELP. WE NEED TO MAKE SURE WE TAKE ADVANTAGE OF THAT AS BEST WE CAN.
THAT'S WHAT THEY WANT TO DO. FARMER'S MARKET REALLY LOOKING FORWARD TO THE FARMER'S MARKET. THE SUNDAY AND BUSINESS EXPO WILL BE GREAT. I WANTED TO JUST TALK ABOUT -- A LITTLE BIT -- BIKE SAFETY.
THERE'S BEEN SOME THINGS GOING AROUND ON SOCIAL MEDIA, YOU SEE PICTURES, YOU SEE VIDEOS. PARENTS, YOUR CHILDREN NEED TO WEAR A HELMET. I KNOW WE DIDN'T WEAR HELMET WHEN WE RODE BIKES. WE DIDN'T WEAR SEAT BELTS OR CAR SEATS OR ANY OF THAT STUFF. YOU NEED TO WEAR YOUR HELMET.
YOU NEED TO TEACH YOUR KIDS TO RIDE THEIR BIKES PROPERLY.
THERE'S BIKE LANES. THEY SHOULDN'T BE RIDING IN THE MIDDLE OF THE STREET. THEY SHOULDN'T BE YOU KNOW TRYING TO CUT OFF CARS. IT'S -- WE DON'T WANT SOMETHING TO HAPPEN BEFORE WE START TO MAKE NOTICE OF THAT.
BIKE SAFETY, I CAN'T STRESS ENOUGH HOW IMPORTANT IT IS TO MAKE SURE WE'RE TALKING TO OUR CHILDREN ABOUT HOW TO RIDE BIKES. I KNOW KIDS WILL BE KIDS AND THEY WILL DO STUFF HERE AND THERE.
YOU KNOW, BUT THAT WILL HAPPEN. BUT IF IT BECOMES A CONSISTENT PATTERN, THAT FALLS ON US AS PARENTS.
THAT TELL US WE'RE NOT TALKING TO OUR CHILDREN ENOUGH.
THAT'S SOMETHING THAT WE NEED TO CORRECT.
IT SHOULDN'T BE SOMETHING THAT THE POLICE NEED TO WORK ON, THE CITY NEEDS TO WORK ON, US UP HERE NEED TO WORK ON.
AS PARENTS, THERE'S CONSISTENT HABITS.
YOU NEED TO TALK TO YOUR KIDS. BIKE SAFETY THE IMPORTANT.
ESPECIALLY NOW. EVERYONE IS OUT RIDING THEIR BIKES. THERE'S TONS OF PLACES TO RIDE YOUR BIKES THAT AREN'T IN THE MIDDLE OF THE ROADS.
YOU CAN RIDE AROUND THE PARK. THE LEVEE.
THERE'S TONS OF PLACES TO GO. FINAL THING I WANTED TO MENTION THE LUMINARIES THAT WAS PLANNED.
[00:25:02]
I DON'T KNOW EXACTLY WHO STARTED IT OR WHATEVER.IT WAS ABSOLUTELY AMAZING. EVERY COMMUNITY GOT INVOLVED.
EVERY RESIDENT GOT INVOLVED. WHEN I CAME HOME THAT NIGHT FROM THE COMMEMORATION TO DRIVE THROUGH MY COMMUNITY AND SEE EVERYBODY WITH ALL THE LUMINARIES OUTSIDE THEIR DRIVEWAY. MY WIFE AND TOOK A WALK LATER.
IT WAS REALLY MOVING TO SEE THE COMMUNITY COME TOGETHER IN THAT PARTICULAR FACET. YOU KNOW, KUDOS TO EVERYONE WHO PARTICIPATED. I KNOW THE FAMILIES AS TRAGIC AS THIS IS, OUR COMMUNITY IS REALLY RALLIED BEHIND THEM.
I THINK THEY FEEL THAT. YOU KNOW I KNOW THAT GIVES THEM SOME RELIEF IN SOME FORM OF FASHION TO KNOW HOW MUCH BEHIND THEM WE ARE. WITH THAT, THAT'S ALL I HAVE FOR MY COMMENTS. WE WILL GO -- OKAY.
SHE SAID HOW ABOUT AFTER THE COMMENTS.
>> SHE MUST HAVE BEEN WATCHING. >> HELLO REPRESENTATIVE.
>> HELLO. IS THIS REPRESENTATIVE
[5. Presentation]
CHRISTINE HUNSCHOFSKY? >> YES, IT IS, MAYOR.
>> THANK YOU FOR JOINING US. YOU ARE LIVE.
I FORGET A PICTURE. I WAS THINKING MAYBE I CAN HOLD A PICTURE WHILE YOU'RE ON THE PHONE.
I DON'T THINK WE HAVE SPLIT SCREEN CAPABILITIES TO SHOW YOUR PICTURE. BUT ANYWAY, THANK YOU VERY MUCH
THANK YOU MAYOR, VICE MAYOR, AND MEMBERS OF THE COMMISSION AND THE CITY MANAGER AND ESPECIALLY THANK CITY CLERK ALISON MORALES FOR REACHING OUT TO MY STAFF TO REQUEST THAT I SPEAK THIS EVENING. I WANTED TO SAY THANK YOU.
I WISH I COULD BE THERE IN PERSON.
BUT WE'RE STILL IN THE MIDDLE OF THIS FINAL COMMITTEE WEEK BEFORE SESSION STARTS ON MARCH 2ND.
AND IT'S BEEN A BUSY TIME. I WANT TO UPDATE YOU ON A COUPLE OF THINGS. YOUR APPROPRIATIONS REQUEST WHICH IS HOUSE BILL 2253. PARKLAND STORMWATER QUALITY IMPROVEMENT, IT WAS HEARD IN THE AGRICULTURE APPROPRIATIONS COMMITTEE ON TUESDAY FEBRUARY 16TH.
AND IT WAS APPROVED. NOW IT WILL GO TO THE FULL APPROPRIATIONS COMMITTEE. BECAUSE IT'S A WATER PROJECT, IT SHOULD COME OUT WITH A HIGHER PRIORITY BUT I'VE BEEN VERY UP FRONT WITH ALL OF THE CITIES AND EVERYONE WHO HAS COME WITH APPROPRIATIONS PROJECTS THAT THERE'S CURRENTLY WITH THE CURRENT PROJECTIONS A 2 BILLION -- THAT'S WITH A B, PROJECTED SHORTFALL IN THIS YEAR'S BUDGET.
AND THEREFORE, THE FUNDING FOR THE NUMBER OF PROJECTS WILL BE GREATLY DIMINISHED THIS YEAR COMPARED OTHER YEARS.
THE GOOD NEWS IS HOPEFULLY, THERE'S A NEW PROJECTION THAT IS COMING OUT THE BEGINNING OF MARCH, AND THEN WE ARE HOPING THAT THE PROJECTED SHORTFALL WILL BE LESS THAN IT'S CURRENT BUBBLE. AND THAT WILL ALSO CHANGE THINGS. IT'S GOOD NEWS THAT THE BILL PASSED APPROPRIATIONS THE FIRST COMMITTEE.
HOWEVER, IN THE END, IT IS GOING TO BE UP TO THE GOVERNOR, MOST LIKELY AS TO WHICH OF THESE IF ANY OF THESE NUMBER OF APPROPRIATIONS GO THROUGH. ADDITIONALLY, I HAVE HEARD FROM SOME OF YOU AND I'VE HEARD FRO REGARDING HB-219, VACATION RENTAL BILL. THE BILL SIMILAR TO THIS COMES UP EVERY YEAR. ATTEMPTING TO PREEMPT THE CITIES FROM REGULATING OR EVEN INSPECTING THE VACATION RENTAL HOMES. IT'S NOT EXPECTED TO COME IN FRONT OF ONE OF THE COMMITTEES THAT I SIT ON.
BUT I DO EXPECT TO SEE IT ON THE FLOOR.
I KNOW IT IS PART OF THE LEGISLATIVE PRIORITIES FOR THE CITY OF PARKLAND TO WORK AGAINST ANY TYPE OF PREEMPTION FROM A LOCAL LEVEL. I PLAN TO BE PROACTIVE ON THAT LEVEL. AS A SEPARATE NOTE, I READ -- BROUGHT FORTH MY FIRST BILL BEFORE SUBCOMMITTEE THIS
[00:30:02]
WEEK. IT WAS THE BILL TO DESIGNATE AND NAME THE CONSERVATION OF CONSERVATION AREA AFTER OUR FORMER STATE REP KRISTEN JACOBS AND REPRESENTED US WONDERFULLY IN THE FLORIDA HOUSE KRISTEN FIERCE ENVIRONMENTALIST AND SOMEONE WHO WORKED IN A BIPARTISAN WAY TO GET THINGS DONE. FOR THOSE OF YOU WHO WERE ON THE DAY AFTER THE MARJORY STONEMAN DOUGLAS SHOOTING.YOU WILL REMEMBER THAT KRISTEN WAS AN INCREDIBLE ADVOCATE FOR OUR CITY AND MAKING SURE THAT THE MARJORIE STONEMAN DOUGLAS SAFETY ACT NOT ONLY CAME TO FRUITION BUT ALSO PASSED.
BRINGING LOTS OF MENTAL HEALTH DOLLARS TO OUR AREA.
AND, THAT'S KIND OF MY BRIEF UPDATE.
ON A SEPARATE NOTE, ALSO, I WOULD LIKE TO COMMEND THE COMMISSION AND STAFF ON A BEAUTIFUL COMMEMORATION OF EVENT ON SUNDAY FOR THE THIRD COMMEMORATION OF THE MARJORY STONEMAN DOUGLAS SHOOTING. IT WAS A BEAUTIFUL CEREMONY AND ITS INCREDIBLY MEANINGFUL. WELL DONE.
WELL DONE. >> THANK YOU VERY MUCH.
I APPRECIATE THE UPDATE. AND THANK YOU FOR ALL YOUR HARD WORK. DOES ANYBODY HAVE ANY QUESTIONS. I THINK SOMEONE MAY HAVE A
>> VICE MAYOR MAYERSOHN. >> I THOUGHT IT WAS
COMMISSIONER BRIER. >> THANK YOU VERY MUCH REPRESENTATIVE HUNSCHOFSKY FOR OBVIOUSLY YOUR SERVICE HERE AS MAYOR AS WELL AS YOUR SERVICE AS OUR STATE REP.
I DID GET AN OPPORTUNITY TO WATCH YOUR FIRST BILL.
IT WAS VERY EXCITING FOR ME PERSONALLY.
ONE OF THE THINGS I WANT TO BRING OUT FOR THOSE WHO DIDN'T WATCH OR HADN'T SEEN IT. JUST AS A TESTAMENT TO REPRESENTATIVE HUNSCHOFSKY WORK HERE AS MAYOR, THE TESTAMENT TO HER WORK IN TALLAHASSEE WAS THAT SHE PRESENTED THIS BILL.
EVERYBODY WAS SUPPORTIVE OF IT WHERE IT PASSED -- I THINK 18-0. AND I THINK PERSONALLY AND THIS IS WHERE I ASK ALL OF US -- THIS IS A BILL ABOUT ENVIRONMENT. I WOULD LIKE US TO -- NANCY, I DON'T KNOW IF WE CAN DO A RESOLUTION.
MAYBE HAVE IT ON OUR NEXT MEETING.
IT MAY BE A LITTLE BIT LATE BECAUSE IT'S ALREADY GONE TO A COMMITTEE. BUT STILL YOU KNOW, OBVIOUSLY PASS A RESOLUTION IN SUPPORT OF THE BILL, THE NAMING AS WELL AS YOU KNOW SEND IT OFF TO AND I GUESS REPRESENTATIVE HUNSCHOFSKY AND ROBBIE CAN TELL US WHERE TO DO IT WHETHER TO THE GOVERNOR OR SPEAKER OF THE HOUSE, ET CETERA, ET CETERA.
IF EVERYBODY CAN SUPPORT THAT, I WOULD LIKE TO BE ABLE TO MOVE
>> I WOULD SECOND THAT. >> YEAH.
OKAY. I WOULD ABSOLUTELY -- WOULD TOT TOTALLY .
>> THANK YOU VERY MUCH. THAT WOULD BE WONDERFUL.
IT WAS SO NICE DURING THE COMMITTEE TO HEAR SO MANY DIFFERENT PEOPLE SEND IN THEIR SUPPORT FOR THE BILL.
IT'S VERY MEANINGFUL. I WOULD REALLY APPRECIATE THAT.
>> ABSOLUTELY. THANK YOU VICE-MAYOR FOR SAYING THAT. THANK YOU FOR REPRESENTATIVE HUNSCHOFSKY FOR OBVIOUSLY ALL YOUR WORK HERE AT THE CITY.
AND THEN OBVIOUSLY NOW ON THE STATE LEVEL.
IT'S GREAT TO HAVE YOU IN OUR CORNER FIGHTING FOR US EVERY DAY. AND I APPRECIATE THAT.
AND I LOOK FORWARD TO HEARING FROM YOU SOON.
DOES ANYONE ELSE HAVE ANYTHING? >> NO.
HANK YOU, AGAIN FOR GIV THAT UPDATE.
THANK YOU FOR CALLING. I LOOK FORWARD TO TALKING TO
THANK YOU SO MUCH, EVERYBODY. TAKE CARE.
WE'RE GOOD WITH THAT. THANKS, BOB.
THAT'S GREAT. >> NOW WE'RE GOING TO CONSENT
[9. Consent Agenda]
AGENDA. MOTION TO APPROVE?>> MOTION TO APPROVE CONSENT AGENDA.
>> SECOND. >> SO I HAVE A MOTION BY VICE MAYOR MAYERSOHN AND SECOND BY COMMISSIONER CUTLER.
PLEASE SHOW IT PASSES UNANIMOUSLY.
REGULAR AGENDA. >> ITEM 1-A THE STORMWATER
[10. Regular Agenda]
MASTER PLAN AMENDMENT. THANK YOU.THE STORM MASTER PLAN WAS 2020 COMMISSION MEETING.
IN THE AMOUNT OF $250,000. IN THE WORK SPECIFIED IN THAT
[00:35:04]
CONTRACT STAFF REQUESTING ADDITIONAL SCOPE OF CURRENT DRAINAGE CONDITIONS IN THE WEDGE.THIS TIES IN WITH MORATORIUM FOR THE WEDGE.
STANDARD ALONG WITH REVIEW AND INSPECTION PROCESS OF PROVISION CAN BE MADE TO ESTABLISH MINIMUM REQUIREMENTS TO AVOID SIMILAR ISSUES IN THE FUTURE. WORK AUTHORIZATION IN THE AMOUNT OF $75,000 FOR THE WORK AND PROPOSES THE COMPLETE WORK WITHIN 8 TO 10 WEEKS OF APPROVAL OF THIS AMENDMENT.
ADDITIONAL COST REQUIRE BUDGET TRANSFER AND TRANSFER WILL BE DONE BY DEPARTMENT FUNDS AS THE WORK RELATES THE BUILDING CONSTRUCTION IN THE WEDGE. STAFF IS REQUESTING APPROVAL OF RESOLUTION 2021-14 COVER ADDITIONAL SCOPE OF STORMWATER
PLAN. >> THIS IS BASICALLY STORMWATER MASTER PLAN WHICH WE IN THE MIST OF CONDUCTING.
AND THIS ADDING ADDITIONAL SCOPE AND WE ARE ABLE TO USE FUND FROM THE BUILDING DEPARTMENT FUND WHICH WE HEARD BEFORE WAS YOU KNOW WE HAVE THE FUNDS THERE TO USE.
THAT'S WHAT WE ARE LOOKING TO DO.
ANYONE HAVE ANY COMMENTS? >> VICE MAYOR?
>> I JUST WANT TO SAY, NANCY, JUST TO BE CLEAR THESE ARE FUNDS THAT ARE NOT IMPACTED ON RESIDENTS.
THIS IS FUNDS THAT ARE COLLECTED THROUGH DEVELOPERS AND IMPACT FEES AND OTHER THINGS.
IT'S NOT AS IF WE'RE TRANSFERRING FUNDS THAT ARE TAKING AWAY FROM SOMETHING ELSE.
>> THAT'S CORRECT. THEY ARE NOT IMPACT FEES.
RIGHT. >> I WANT THE RESIDENTS TO KNOW
THAT. >> THAT'S A GREAT POINT.
THESE ARE FUNDS THAT HAVE TO BE USED IN A BUILDING DEPARTMENT CAPACITY. AND THIS IS ONE OF THOSE OPPORTUNITIES. WHETHER IT'S IMPACT FEES OR EVEN JUST REGULAR PERMIT FEES, YOU KNOW THESE ARE THE TYPES OF FUNDS THAT REALLY DON'T HAVE ANY BEARING ON OUR GENERAL FUND. I'M GLAD YOU BROUGHT THAT UP,
VICE MAYOR. >> ANYONE HAVE ANY --
>> I HAVE ONE QUESTION. I SEE THE AMENDMENT SAID IT DOESN'T INCLUDE DESIGN FOR PERFORMANCE ISSUE OR OTHER PAST PERFORMANCE PROFICIENCY. I UNDERSTAND WE'RE TRYING TO GO FORWARD ON THE GOING FORWARD BASIS.
EVEN IF IT'S SOMETHING FOR THE BENEFIT OF THE RESIDENTS, WE MAY NOT BE THE ONES TO AFFECT WAITE THE CHANGE BUT IF IT'S THAT IN THE PROCESS OF DOING ANALYSIS THEY CAN IDENTIFY SOMETHING THE RESIDENTS MAY BE ABLE TO FIND BENEFICIAL I WOULD ASK THAT WE AT LEAST FOR THE COMMISSION TO CONSIDER THAT.
>> SO IN TERMS OF A DESIGN CONCEPT, WE'RE NOT GOING TO GET DESIGN CONCEPT OUT OF THIS PROCESS.
WHAT WE WILL GET THEY WILL JOINT ENGINEERING OPERATIONAL CHANGES. AND WITH ENGINEERING OPERATIONAL CHANGES THAT'S NOT SOMETHING THAT HAS TO COME BACK TO THE COMMISSION FOR ANY APPROVAL SO TO SPEAK.
THAT'S SOMETHING WE CAN IMPLEMENT EFFECTIVE IMMEDIATELY AND IT WILL APPLY ACTUALLY TO EXISTING CONSTRUCTION.
>> IF I CAN JUST CLARIFY FOR MYSELF.
AS WELL, THEY ARE LOOKING MORE AT THE PROCESS, MORE SO THAN I THINK WHAT COMMISSIONER ISROW IS ASKING THEY WILL NOT COME UP WITH A WAY TO ALLEVIATE WATER PRESSURE OR DRAINAGE ISSUES.
THEY WILL HELP US WITH THE PROCESS.
WE WILL GET AN ELEMENT OF THE TESTING AND ANALYSIS THAT WILL BE IMPLEMENTED INTO OUR FUTURE CODES.
IN TERMS OF EXISTING HOMES OR EXISTING CONSTRUCTION.
WE WILL GET PROCEDURAL CHANGE FOR THE ENGINEERING DEPARTMENT
THAT WILL HELP US. >> THIS MORE CODE AND PROCESS AS OPPOSED TO SPECIFIC DRAINAGE CORRECTIONS.
>> CORRECT. >> BECAUSE I THINK WHAT COMMISSIONER ISROW HE HAD A GOOD POINT THERE.
THAT'S NOT WHAT THIS -- YOU KNOW IT WOULD BE NICE TO POTENTIALLY THINK ABOUT LOOKING BACK AND SEEING IF THERE ARE OPPORTUNITIES FOR US TO LET THE RESIDENTS KNOW HEY, YOU KNOW,
ANYBODY ELSE HAVE ANYTHING ELSE?
>> ANYBODY FROM THE PUBLIC WANT TO SPEAK ON THIS AGENDA ITEM?
>> NO ONE FROM THE PUBLIC. ANYONE FROM THE COMMISSION WANT
A MOTION. >> MOTION TO APPROVE.
>> SECOND. I HAVE MOTION TO APPROVE BY VISIT MAYOR MAYERSOHN AND SECOND BY COMMISSIONER CUTLER.
[00:40:02]
>> PLEASE SHOW IT PASSES UNANIMOUSLY.
ITEM 10-B IS ADA TRANSITION PLAN UPDATE.
>> THANK YOU. >> WITH ADA TRANSITION PLAN JACLYN WINMEYER WILL PRESENT WHERE WE ARE IN THE ADA TRANSITION PROCESS. WE WILL DEFINE WHAT ADA TRANSITION PLAN IS IT. WE WILL TALK ABOUT THE PHYSICAL ELEMENTS, THE PROGRAMS AND SERVICES, AND THEN WE WILL GIVE YOU SCHEDULED ITEM WHAT WE ARE TRACKING MOVING FORWARD.
FINALLY JACKIE, WE WILL GIVE YOU UPDATE ON THE AUTISM FRIENDLY INITIATIVE. BEFORE WE START THE PRESENTATION I WOULD LIKE TO GIVE A SPECIAL THANKS TO OUR CITY STAFF. THIS HAS BEEN CONCENTRATED EFFORT BY CITY STAFF TO PREPARE THE ADA TRANSITION PLAN TO DAYLIGHT. WE HAVE CONSULTANT HELPING US WITH SOME PORTIONS OF THE PLAN. BUT THE MAJORITY OF THE HEAVY
LIFTING IS DONE BY STAFF. >> THANK YOU.
JUST TO START OFF OUR PRESENTATION, WE WANT TO LET YOU KNOW THIS PRESENTATION WAS CREATED COMPLETELY USING ADA COMPLIANT FORMAT. IT JUST LOOKS LIKE REGULAR POWERPOINT PRESENTATION. BUT THERE'S SUBTLE CHANGES SUCH AS THE TITLES AND THE LABELS THAT MAKE THIS ADA COMPLIANT PRESENTATION. SO THE AMERICAN WITH DISABILITIES ACT AND SECTION 504 OF THE 1973 REHABILITATION ACT ARE THE TWO MAIN LAWS THAT PERTAIN TO ACCESSIBILITY.
TITLE 2 OF THE FIVE TITLES WHICH IS THE SECTION ON STATE AND LOCAL ACTIVITIES STATES THAT PROHIBITS DISCRIMINATION IN ALL OF THE SERVICES PROGRAMS AND ACTIVITIES THAT WE PROVIDE TO THE PUBLIC. IN ADDITION TO OUR PROGRAMS ACTIVITIES AND SERVICES, THE ADA ALSO APPLIES TO THE PHYSICAL AND ELECTRONIC ACCESS. SO THERE'S SEVERAL DIFFERENT STEPS THAT WE NEED TO TAKE TO CREATE THIS ADA TRANSITION PLAN. ONE OF THEM IS DESIGNATE ADA COORDINATOR, AND THAT WOULD BE ME.
DEVELOP AND POST POLICY STATEMENT THAT'S SOMETHING THAT'S COMPLETED AND SIT ON OUR WEB SITE.
DEVELOPMENT POST OF GRIEFANCE PROCEDURE AND COMPLAINT PROCEDURE FOR THE GENERAL PUBLIC.
SOMETHING THAT'S COMPLETEDND ON OUR WEB PAGE.
WE NEED TO COMPLETE SELF-EVALUATION OF OUR CURRENT SERVICES POLICIES AND PRACTICES AND WE ASKED OUR DEPARTMENT TO PROVIDE US WITH INFORMATION ON WHAT WE PROVIDE AND WE'VE DONE AN INITIAL EVALUATION, AND REVIEWING ALL OF THAT.
AND THEN WE HAVE TO DEVELOP THE ACTUAL TRANSITION PLAN.
WE DO HAVE A FINAL DRAFT REPORT THAT THE COMPLETE AND WE LET YOU KNOW MORE ABOUT THAT COMMITTEE AS WE GO ALONG IN
THIS PRESENTATION. >> THANK YOU.
>> THE ADA TRANSITION PLAN IS A PLAN DEVELOPED BY THE MUNICIPALITY. THAT BASICALLY DEFINES AND OUTLINES THE ACCESSIBILITY. THE PLAN LOOKS AT ALL THE ELEMENTS OF ACCESSIBILITY AND DEFINES A PLAN FOR REMEDIATION.
THERE'S A LOT OF CITY WITH OLDER INFRASTRUCTURE IT'S SOMEWHAT -- SOMETIMES IMPOSSIBLE TO BRING IT UP TO ADA COMPLIANCE. AS PART OF THIS TRANSITION PLAN YOU HAVE TO OUTLINE WHAT IT IS AND STATE ON THE RECORD WHILE YOUR HARDSHIP FOR REMEDIATION. THE PLAN ITSELF IS LIVING DOCUMENT THAT INCLUDE FEEDBACK FROM THE GENERAL PUBLIC AND RA RATIFIED BY THE GOVERNOR BODY OF THE MUNICIPALITY.
THE FEDERAL GOVERNMENT PROVIDES CERTAIN LEVEL OF LATITUDE FOR MUNICIPALITIES TO DETERMINE THE TIME FRAMES FOR REMEDIATING ANY IDENTIFIED ADA DEFICIENT ITEMS AS PART OF THE TRANSITION PLAN.
AGAIN THIS DEPENDENTON THE ITEM AND EMPHASIS IS MADE ON ADDRESSING THE ITEMS. [INAUDIBLE] THE CITY COMMISSION WILL ADOPT THE ADA TRANSITION PLAN UPON COMPLETION. THAT ADOPTED PLAN WOULD THEN BE POSTED TO OUR WEB SITE FOR ACCESS AND PERPETUAL FEEDBACK.
STAFF WILL BRING PROJECTS ALONG THE WAY.
THE COMMISSION OUR THOUGHT PROCESS WAS IF WE HAVE ANY ITEMS OUT THERE THAT ARE TIERED OR RANKED HIGH.
WE WILL START TO IDRESS THEM PRIOR TO THE COMMISSION IADOPTING THE PLANS. AND FOR EXAMPLE, WE ARE DOING A CROSSWALK PROJECT ON HOMBURG AND PARKSIDE IN SUMMER OF 2021.
THAT WAS A APPROVED BY THE COMMISSION IN THE PAST BUDGET CYCLE. THE PHYSICAL PORTION OF THE PLAN CONTAINS ASSESSMENTS OF PEDESTRIAN FEATURES WITHIN THE
[00:45:04]
CITY ON RIGHT-OF-WAY. INCLUDING PARKING LOTS WALKWAYS PLAYGROUNDS PARK AND REC FACILITIES.OUR CONSULTANT WENT AHEAD AND ASSESSED THE INTERIOR OF OUR BUILDINGS. UTILIZING A SPECIFIC CHECKLIST FOR THE HUMAN CENTER DESIGN. INCLUDED IN THE PHYSICAL TRANSITION PLAN IS EXHIBITS OF THOSE DEFICIENCIES AS WELL AS ENGINEERING COST ESTIMATES FOR OUR BUDGETARY PURPOSES, THE PLAN ALSO PRIORITIZED PROJECT AND PROVIDE TIME FRAME FOR THE DEFICIENT. WITH REGARD TO OUR PROGRAM AND SERVICES, AGAIN JACKIE MENTIONED EARLIER WE PROVIDED A FULLEST OF REQUEST TO ALL DEPARTMENT.
THIS WAS DONE BACK IN APRIL OF 2020.
THEY PROVIDED INFORMATION RELATED TO THEIR SERVICES AND PROGRAMS. ALL OF THAT INFORMATION HAS BEEN COMPILED AND THE INFORMATION IS NOW BEING REVIEWED BY JACKIE AND MYSELF BECAUSE WE HEAD UP THE DIFFERENT COMMITTEES. AND ULTIMATELY IT'S GOING TO BE REVIEWED BY THE ADA PUBLIC WORK.
WHAT IS THAT YOU MAY ASK? IT'S A GROUP THAT THEY ALSO REQUIRE AS PARLIAMENT OF THE PROCESS TO ESTABLISH SO WE CAN GET PUBLIC INPUT ON OUR ACCESSIBILITY.
WE ARE GETTING READY TO WORK ON SENDING OUT A SURVEY TO THE COMMUNITY WITH REGARDS TO THE ADA ACCESSIBILITY OF THE CITY.
THOSE ARE GOING TO BE POTENTIALLY 7 SPECIFIC QUESTIONS THAT RESIDENTS HAVE TO ANSWER.
AS PART OF THE QUESTIONS, THEY WILL GIVE US YOUR INDICATE OUR INTEREST FOR SERVING ON THE ADA.
IT WILL CONSIST OF MAYBE FIVE RESIDENTS OF THE CITY.
AND WILL REVIEW THE PHYSICAL PLAN.
THE WEB SITE AS WELL AS OUR SERVICE AND OUR PROGRAMS. IMPORTANT TO NOTE THAT GROUP WILL SUNSET WHEN THE DOCUMENT IS ADOPTED. IN EARLY 2019 A LAWSUIT WAS FILED AGAINST THE CITY WITH REGARD TO OUR ELECTRONIC ACCESSIBILITY. CLAIMED WEB SITE PREVENT FULL AND EQUAL USE OF WEB SITE BY PERSONS WHO ARE VISUALLY IMPAIRED. THE LAWSUIT WAS THEN SETTLED.
AND MEASURES AND DEADLINES WERE PUT IN PLACE TO ENSURE PERFORMANCE OF THE WEB SITE. IT'S ALSO IMPORTANT TO KNOW THAT PRIOR TO US BEING SUED. THE CITY DIDN'T BEGIN THE ADA PLANNING PROCESS. THE ELECTRONIC ACCESSIBILITY PORTION OF THE PLAN INVOLVING CONFORMANCE OF THE WEB SITE.
THE PLAN WILL INCLUDE STANDARDS FROM ALL CITY DOCUMENTS WHEN UPLOADED WEB SITE WE HAVE ADA COMPLIANCE.
IN ORDER TO KIND OF GET THIS PROCESS ROLLING WE WENT AHEAD AND INTERNALLY CREATED AN ADA ACCESSIBILITY COMMITTEE MADE UP OF ALL CITY STAFF. FROM VARIOUS DEPARTMENT.
THE STAFF HAS WORKED TIRELESSLY ON THE EFFORT.
AND WE ACTUALLY CREATED ADA COMPLIANT POWERPOINTS, WHICH IS THE ONE YOU SEE TONIGHT. EXCEL SPREADSHEET TEMPLATES.
WE CREATED PDF TEMPLATES. BECAUSE WORD SUCH EXPANSIVE PROGRAM WE HAVE WORD DOCUMENT. IN REGARD TO SCHEDULE OF SYMPTOMS. WE HAD JUNE 14TH 2019.
AND DECEMBER WE DID ALL THE POSTING THEY REFERRED TO EARLIER. IN APRIL WE BRING THE PROJECT TO STRATEGIC PLANNING. AND IN AUGUST WE WILL BUDGET THE PROJECT THAT PRIORITIZE. IN NOVEMBER OF 202 WHEN WE TARGET THE TRANSITION PLAN. AND BY JANUARY 2ND OF 2023.
THERE WILL BE SUBSTANTIAL CONFORMANCE.
>> THANK YOU. AN UPDATE ON THE OPTIMISM FRIENDLY INITIATIVE. AS YOU KNOW FROM FROM BEGINNING WE PARTNERED WITH NOVA HEART PROGRAM.
THEY WORK WITH BUSINESSES AND DECEMBER FAITH THEM AS AUTISM FRIENDLY BUSINESSES. THEY HAVE PARTNERED WITH US AS THE FIRST CITY WHO WILL BE DESIGNATED AS AUTISM FRIENDLY CITY IN BROWARD COUNTY. THAT'S SOMETHING WE'RE EXCITED ABOUT. THE PARK PROGRAMS ARE AMAZING, AMAZING PROGRAM. THEY HAVE OUTREACH AND SUPPORT FOR NOT ONLY PEOPLE WITH AUTISM.
BUT THEIR FAMILIES AND THE PROFESSIONALS WHO WORK WITH THEM. SOME OF THE THINGS THAT WE ARE IMPLEMENTING AS STEPS FOR BEING AN AUTISM FRIENDLY CITY.
EVERY SINGLE EMPLOYEE HAS GONE THROUGH ONE-HOUR TRAINING ON AUTISM AWARENESS. AND NOT ONLY ALL OF THE CURRENT EMPLOYEES BUT FUTURE EMPLOYEES THAT WILL BE PART OF THEIR -- PART OF MANDATORY TRAINING.
THAT IS RIGHT NOW COMPLETE. ALSO WE'RE WORKING WITH BSO TO
[00:50:02]
HAVE ALL OF THE SRO'S TRAINED. ALL 12 OF THEM SIGN UP FOR TRAINING ON APRIL 2ND. WE HAD VIRTUAL TOUR INSIDE OF THE FACILITY. WHAT WE DID WE FILMED IT.AND WE WENT OVER IT WITH MEMBERS OF THE CARD PROGRAM AND HAD SOMEONE ON THE ZOOM MEETING WHO IS SOMEONE ON THE SPECTRUM SO THEY CAN ALSO GIVE US THEIR PERSPECTIVE ON WHAT IT LOOKED LIKE TO ACCESS OUR FACILITIES. AS A RESULT OF THAT, WE'RE WORKING ON SIGNAGE AND SOCIAL NARRATIVES THAT WOULD BE HELPFUL TO PEOPLE WITH AUTISM. THAT COMPLETES OUR PRESENTATION. IF YOU HAVE ANY QUESTIONS FOR
>> I DON'T HAVE ANY QUESTIONS. >> VICE MAYOR.
>> THE ADA PUBLIC WORK GROUP. I MENTIONED TO SUANDA IF WE CAN HAVE THAT GROUP THAT DIVERSE IN INCLUDING PEOPLE WITH OBVIOUSLY DIFFERENT DISABILITIES -- YOU DON'T WANT 100 PEOPLE.
JUST SOMETHING SO YOU GET A DIFFERENT PERSPECTIVE FROM A DIFFERENT LENSE. IF THAT CAN BE ACHIEVED, THAT WOULD BE A GREAT IDEA. I THINK IF WE LOOK TO FUND THE PROJECTS TO GET GRANTS THAT MAY BE A VERY KEY POINT OF OUT WE WENT ABOUT REVIEWING THE PROCESS.
I JUST WANTED TO MAKE THAT NOTE TO YOU AS WELL AS THE SUANDA AND NANCY. AS FAR AS THE TRAINING FOR THE AUTISM FRIENDLY CITY. I -- I TOOK THE TRAINING ITSELF. I DON'T KNOW IF ANYONE ELSE HAS. I DON'T KNOW IF THE NEW COMMISSIONERS HAVE SEEN THAT. THAT MAY BE SOMETHING TO RESCIND TO THEM. WHERE THEY MAY TAKE A LOOK AT IT AND REVIEW THE DOCUMENT OR DO IT AS -- I THINK IT'S VERY IMPORTANT TOOL TO KIND OF GET A DIFFERENT LENSE.
ONE OTHER THING AND THIS IS SOMETHING THAT I CAN SEND TO NANCY AS WELL. I THINK TAMARACK HAD RECENTLY A AUTISM TYPE OF PROGRAM. IT WAS LIKE -- IN LINE WITH BSO. KIND OF MAKING FAMILIES FEEL SAFE AND SECURE. I THINK IT WAS THROUGH THEIR FIRE DEPARTMENT AS WELL. BUT I WILL SEND YOU THE INFORMATION. MAYBE THAT'S SOMETHING ALONG THE WAY THAT WE CAN SET UP KIND OF A FUN FAMILY DAY.
LETTING PEOPLE KNOW ESPECIALLY IF YOU KNOW SOMEONE DOES RUN INTO LAW ENFORCEMENT ISSUES OR IF THERE'S A FIRE, THAT THERE'S THAT CONNECTIVITY. AND I THINK BOTH BSO HAS IT AND CORAL SPRINGS FIRE AS WELL. WHICH IS ANOTHER IMPORTANT PIECE JUST TO SEND OUT. THEY'VE GOT, YOU KNOW, A LIST OF PEOPLE IN THE DATABASE. YOU WILL BE BRINGING BACK THE PROJECTS DURING THE STRIKE PLANS.
>> THAT'S CORRECT. I WILL BRING THE ACTUAL CAPITAL PROJECTS. JUST SO YOU KNOW THE CONSULTANT THAT WAS PROVIDED TO US BROKEN UP OVER TEN YEARS.
>> THIS IS THE FLUID TYPE OF -- >> CORRECT.
THE WAY IT'S SET UP. THE REASON IT HAS TO BE PUBLIC YOU HAVE TO KEEP -- YOU HAVE TO SOLICIT FEEDBACK FROM THE
PUBLIC. >> IT MAY BE DESIGN OF SPORTS
FIELDS OR BUILDING OR WHATEVER. >> OKAY.
COMMISSIONER ISROW. >> ONE COMMENT.
LET'S MAKE SURE THAT WHILE WE MAKE THE CHANGES TO OUR WEB SITE AND POWERPOINT, ET CETERA. LET'S MAKE SURE THE SURVEY ALSO DONE IN SUCH A WAY THAT'S SUCCESSFUL FOR ALL THE PEOPLE
SUPPOSED TO BE FILLING IT OUT. >> COMMISSIONER CUTLER.
>> ONE OTHER COMMENT. WE HAVE SEVERAL DIFFERENT ORGANIZATIONS EITHER IN OUR COMMUNITY OR ADJACENT TO OUR COMMUNITY THAT CAN GIVE FEEDBACK INTO WHAT YOU DO WITH THIS. IF YOU LOOK FOR OTHER GROUPS TO ACCESS FOR GETTING INPUT, I KNOW THE BUDDY SPORTS PEOPLE FRIENDSHIP JOURNEY, THERE'S SEVERAL OTHERS THAT MAY BE -- CAN PLAY INTO THOSE THINGS.
YOU MAY WANT TO LOOK AT THAT TOO.
>> COMMISSIONER BRIER. >> I JUST WANT TO SAY TWO THINGS. WHEN I COMMENT THE APP.
I KNOW BECOMING AUTISM FRIENDLY CITY I KNOW WHAT IT MEANS TO THE STAFF TO WORK ON THAT. I THINK IT'S FANTASTIC
INITIATIVE. >> THE OTHER THING.
I WOULD ASK THIS. I KNOW YOU'RE TRYING TO GET TO VICE MAYOR'S POINT. I KNOW YOU WANT FIVE MEMBERS OF THE COMMUNITY TO SERVE ON THE COMMUNITY.
[00:55:02]
BUT IF BY GOD'S GRACE YOU GET AN OVERWHELMING RESPONSE, I JUST ASK THAT YOU BE FLUID OR KEEP AN OPEN MIND HOW MANY FOLK WE CAN GET ON THE COMMITTEE. I THINK TO VICE MAYOR'S POINT GETTING INPUT FROM DIFFERENT MEMBERS OF OR DIFFERENT INDIVIDUALS WITH DISABILITIES OR ORGANIZATION MAY BEBENEFICIAL. >> ANYONE ELSE? ANY COMMENT FROM THE PUBLIC ON THIS PARTICULAR AGENDA ITEM?
>> NO COMMENTS FROM THE PUBLIC. >> MOTION TO APPROVE.
>> THAT'S JUST AN UPDATE. >> GOOD ENOUGH.
[11. Comments by the Broward Sheriff's Office]
COMMENTS BY BROWARD COUNTY SHERIFF'S OFFICE.WE HAVE A PRESENTATION TODAY GOOD EVENING.
CAPTAIN IS ON VACATION. HE WILL BE BACK MONDAY.
THIS IS OUR SCHOOL RESOURCE SERGEANT.
>> THE MSD COMMEMORATION I HAD STUDENTS THAT REACHED OUT TO ME VERY COMPASSIONATE, VERY NICE. THANKS TO EVERYONE WHO PUT IT TOGETHER. COUPLE OF AUTO THEFTS IN GRAND CYPRESS SATURDAY FEBRUARY 13TH. SAME THING LIKE CAPTAIN MULL BEGAN PUTS OUT. YOU HAVE TO REMIND PEOPLE NOT TO LEAVE YOUR KEYS IN YOUR VEHICLES.
WE MADE AN ARREST SQUATTER IN THE HOUSE IN PARKLAND RANCHES.
DEPUTIES RESPONDED. GENTLEMAN HAD BEEN LIVING THERE WHILE THE RESIDENTS WERE IN NEW YORK.
COUPLE OF BURGLARIES THROUGHOUT THE CITY.
OTHER THAN THAT IT'S BEEN PRETTY QUIET.
THAT'S PRETTY MUCH IT. >> I JUST WANTED TO SAY TO YOU AND ALSO THE CAPTAIN AND BSO GENERAL.
THANK YOU. I KNOW YOU EXTENDED THE INVITATION TO PARTICIPATE IN THE ACTIVE SHOOTER TRAINING.
AND I JUST WANTED TO AT LEAST FOR ANYONE WHO HASN'T HAD AN UPDATE, IT'S EXTREMELY IMPRESSIVE.
I MEAN THAT IN SINCEREST WAY. TO SEE THE TIME AND THOUGHTFULNESS THAT THEY PUT INTO THIS.
I KNOW SHERIFF TONY THIS NEAR AND DEAR TO HIS HEART IN TERMS OF TOPIC. TO SEE IT LIVE AND SEE WHAT GOES INTO IT AND HOW IN DEPTH IT WASES NOT ONLY IMPRESSIVE BUT REASSURING I THINK FOR MYSELF AS PARENT.
AND TO SEE THE STEP THAT ARE BEING TAKEN.
I WANTED TO COMMEND YOU ON THAT.
AND WE APPRECIATE GETTING US INVOLVED TO HAVE VISIBILITY.
SO WE CAN RELAY THAT TO OUR CONSTITUENTS.
>> COMMISSIONER CUTLER. >> I JUST WANTED TO SAY YOU HAD SOME CARS STOLEN AND PEOPLE PUT THEIR KEYS IN THE CAR AND DIDN'T LOCK THEM. AND THAT'S HOW THEY GOT STOLEN?
>> COUPLE OF THE CARS. TWO CARS IN PARTICULAR SAME
>> BURGLARS WERE OUT LOOKING FOR -- THERE'S CERTAIN THINGS THEY LOOK FOR. MECHANISMS IN CAR WHEN YOU TURN THE CAR OFF AND YOU LEAVE THE KEY IN.
>> OR MIRROR LEFT OPEN. THEY FOUND TWO VEHICLES IN THE
SAME RESIDENT THAT HAD KEYS. >> OKAY.
JUST REMINDER, ONCE AGAIN TO ALL OF OUR PEOPLE IN OUR COMMUNITY NOTWITHSTANDING THE FACT THAT YOU ARE IN GATED COMMUNITY. YOU CAN'T LEE YOUR KEYS IN THE CAR AND EXPECT THEY WOULDN'T GET BROKEN INTO OR STOLEN.
PLEASE LOCK THEM UP. >> THAT'S A GOOD POINT.
>> LOCK YOUR DOORS. >> REOCCURRING POINT.
>> UNFORTUNATELY YOU ALMOST GET NUMB TO IT.
COMMISSIONER BRIER, DO YOU HAVE ANYTHING?
>> OKAY. THANK YOU VERY MUCH, GUYS.
HAVE A GOOD ONE. >> COMMENTS BY THE CORAL
[12. Comments by the Coral Springs/Parkland Fire Department]
SPRINGS FIRE DEPARTMENT. >> GOOD EVENING.
I ALSO CANNOT WAIT FOR THE REMINDERS OF LEAVING YOUR KEY FABS. IT'S FRUSTRATING.
I DIDN'T HAVE ANY INFORMATION LAST MEETING.
[01:00:02]
IT WAS THE FIRST OF THE MONTH. I WANTED TO REPORT ON JANUARY STATISTICS FROM YOUR CITY. WE RAN A TOTAL OF 173 INCIDENT IN THE CITY OF PARKLAND. OF THOSE 173, 117 WERE FIRE AND OR EMS CALLS. AND OF THOSE 117 CALLS, 113 WERE EMS RELATED AND FOUR OF THEM WERE FIRE RELATED CALLS.ON THAT NOTE, RIGHT WHEN THE MAYORS STRIKING THE GAVEL TO START THE MEETING. I SENT THE TEXT MESSAGE VIA THE SYSTEM THAT YOU SHOULD BE GETTING MESSAGES ON.
IF YOU DID NOT GET THAT TEST, THAT EXACTLY 7:00 OR CLOSE TO THAT LET ME KNOW AND WE WILL RESEARCH.
THERE WERE A COUPLE THAT HAD OPTED OUT OF THIS BLAST MESSAGING SERVICE. BECAUSE YOU PROBABLY GOT SPAMMED FROM IT BEFORE. WE CAN JUST EASILY OPT YOU BACK IN. IF YOU DIDN'T GET IT, PLEASE LET ME KNOW. QUICK UPDATE ON THE VACCINE SITE THAT WE HAVE AT THE MALL THAT A LOT OF RESIDENTS HAVE BEEN ABLE TO PARTICIPATE IN. AS OF YESTERDAY WE HAVE GIVEN 16,000 VACCINATIONS OUT OF THAT SITE.
AND BY FRIDAY, BY THE END OF THIS WEEK WE WILL HAVE GIVEN 20,000 VACCINATIONS. WE'RE HAPPY WITH THOSE EFFORTS.
OBVIOUSLY ANYONE IN THIS AREA OF THE COUNTY AND RESIDENT OF THE STATE OF FLORIDA ARE ELIGIBLE TO COME THERE.
OF THOSE 20,000 VACCINES, SEVERAL HUNDRED OF THEM HAVE BEEN WHAT WE CALL OUR GLOBAL SITE.
WE HAVE TAKEN IT NURSING HOME AND WE HAVE TAKEN IT TO SOME CITY PARKS THROUGHOUT THE AREA FOR THOSE THAT WERE NOT ABLE TO MAKE IT TO THE VACCINATION SITE.
WE HAVE ALSO DONE HOME VISITS OF SOME HOME BOUND FOLKS THAT ARE NOT ABLE TO GET TO THE SITE.
AND JUST SO YOU KNOW BECAUSE YOU MAY HAVE BEEN ASKED OR MAY GET ASKED IN THE FUTURE. THAT LIST WAS OBTAIND FROM THE COUNTY'S EXISTING VULNERABLE POPULATION REGISTRY.
IF SOMEONE SAYS WHY DIDN'T YOU COME TO MY HOUSE.
BECAUSE WE USE THE LIST THAT PEOPLE OPT INTO.
AND THAT COUNTY MAINTAINS. WE'RE VERY CAREFUL AS TO WHO WE DO THE HOME VISITS TO. BECAUSE IT IS TAXING RESOURCE.
WE WANT TO MAKE SURE IT'S FOLKS THAT DEFINITELY ARE NOT ABLE TO COME TO THE SITE. WE HAVE BEEN ABLE TO DO SEVERAL HUNDRED OF THOSE. WE'RE HAPPY ABOUT THAT AS WELL.
AND COMMISSIONER ISROW YOU SPOKE ABOUT THE CHAIN TRAINING YOU HAD WITH BSO. I WILL GET WITH THEM SOMETIME THIS WEEK. WE WILL DOT ANOTHER 101, WHICH SIMILAR TO WHAT YOU DID WITH THE SHERIFF'S OFFICE.
THE MORE FUN FIRE STUFF. WE'LL GET YOU SOME BUNKER GEAR ON AND WE'LL TAKE YOU INSIDE AND GET YOU TOASTY AND TEACH YOUR FIRE TOUGH. IT'S EASTER WEEKEND.
THAT'S WHEN WE HAD AVAILABILITY.
IF THERE'S ANY CONFLICT THERE PLEASE LET US KNOW.
WE HOPE YOU ARE AVAILABLE AND YOU CAN JOIN US.
VICE MAYOR, MAY MAYERSOHN. CAN YOU GO OVER PULL POINT APP.
FREE APP. WE SUBSCRIBE TO THAT.
WE PAY THAT COMPANY SOME MONEY SO WE DOWNLOAD OUR CAD DATA INTO THE APP. YOU DONE LOAD THE APB.
IT'S FREE. GO TYPE IN CORAL SPRINGS AND PARKLAND IT COMES UP WITH THE NAME OF THE AGENCY.
AND BE CAREFUL HOW YOU SET IT UP.
THERE'S A WAY TO SET ALERTS THERE.
IF YOU SET THE CALL TYPES AND GET ALERTS.
IT WILL GO OFF AT 3:00 IN THE MORNING WHEN THERE'S FIRE ON THE SIDE OF THE ROAD. BE CAREFUL HOW YOU SET UP YOUR NOTIFICATIONS. EVEN IF YOU DON'T HAVE NOTIFICATIONS, SET UP YOU CAN STILL TURN IT ON AND SEE ALL THE CALLS THAT WE ARE WORKING IN OUR CITY.
IF IT'S A FIRE CALL THE ADDRESS WILL BE DISPLAYED.
MEDICAL CALL DUE TO HIPPA. THE HOUSE NUMBER WILL NOT BE VISIBLE. BUT SOMEWHERE IN THE CENTER OF THE STREET SEGMENT. IF IT'S 66 IT WILL BETWEEN 66 TO THE OTHER END. YOU WILL KNOW THERE'S AN INCIDENT ON THE STREET BUT YOU WON'T KNOW THE ADDRESS THERE.
IT'S A GOOD APP. BECAUSE OF THE DATA GOES OUT FROM THE PULSE POINT ALTERNATE THE TIME THE CALL ENTERED INTO THE CAD. BE PULSE POINT NOTIFICATION WILL COME TO YOU BEFORE OUR TRUCKS ARE EVEN NOTIFIED.
IT GETS SENT. IT'S VERY, VERY QUICK.
>> WE DISCUSSED BEFORE THE MEETING AS WELL, WE'RE ALSO GOING TO BETTER THE WAY THAT WE DO THE TEXT MESSAGES THAT WE JUST SENT YOU GUYS TO NIGHT. TO IF IT'S AN INCIDENT WHERE SHIFT SUPERVISOR TIED UP ON THE CALL NOT ABLE TO MAKE THE NOTIFICATION. WE WILL WORK WITH DISPATCH TO BE ABLE THE SEND THAT. SO YOU AREN'T CAUGHT UP.
WE UNDERSTAND THAT YOU NEED THE INFORMATION AS SOON AS POSSIBLE. AND NOT AFTER THE PACT.
>> I APPRECIATE THAT. >> COMMISSIONER BRIER.
>> DEPUTY CHIEF, JUST FOR THOSE RESIDENT WHOSE ARE EITHER WATCHING OR IN THE CHAMBER, CAN YOU GO OVER AND I KNOW IT'S
[01:05:04]
FLUID AND IT WILL CHANGE AT SOME POINT.CAN YOU GO OVER THE CURRENT CRITERIA AND PROCEDURE FOR THE VACCINATION AT THE CITIES LOCATION.
>> YEAH. THE STATE IS DICTATING THE VACCINE THAT THEY GIVE US AND THE PEOPLE WHO ARE ABLE TO U.S.
THE VACCINE. IT'S STILL 65 AND OVER ONLY.
YOU MUST BE A FLORIDA RESIDENT TO GET AN APPOINTMENT.
YOU GO ON THE COVID-19 SITE. YOU USED TO BE ABLE TO REGISTER ONLINE. THERE'S A PHONE NUMBER.
THE PERSON WILL CALL THE 1-800 NUMBER.
LIT PROMPT THEM FOR QUESTIONS. MAKE SURE THEY ARE ELIGIBLE.
IF THE ANSWERS TO THEIR QUESTIONS CONFIRM THEY ARE IN FACT ELIGIBLE FOR THE VACCINATION THEN THEY WILL BE FORWARDED TO AN ACTUAL PERSON WHO WILL MAKE THE APPOINTMENT FOR THEM IN THE SYSTEM. THAT CALLED FLORIDA SHOTS.
THEY WILL GET THE SHOT. AND THEY ALSO GET A RETURN DAY 21 DAYS AFTER THE ORIGINAL VACCINATION.
PROCESS IS VERY SIMPLE. PEOPLE ARE IN AND OUT IN ABOUT
HALF AN HOUR. >> DO WE HAVE ANY IDEA WHAT THE BACKLOG IS FOR THE FOLKS THAT HAVE REQUESTED THE VACCINATION THROUGH THAT SITE? .
I HAVE HEARD SOME FOLKS SAID THEY HAD ISSUE MAKING THAT APPOINTMENT. BUT I'VE HEARD SOME OTHERS WHO SAID THEY THEY HAD NO PROBLEM AND WERE IN AND OUT IN SHORT PERIOD OF TIME. WE'RE AT THE WILL OF OTHERS.
>> THANK YOU. HAVE A GREAT NIGHT.
COMMENTS BY THE CITY MANAGER. COMMENTS BY THE CITY ATTORNEY.
