[5. Comments from the Public on Non-Agenda Items]
PUBLIC ON NONAGENDA ITEMS. >> ANYONE FROM THE PUBLIC?
>> WONDERFUL. >> NO ONE FROM THE PUBLIC.
>> JUST ONE. >> VERY GOOD, THANK YOU.
>> THIS IS FROM NATHANIEL. >> MAYOR WALKER AND COMMISSION THANK YOU TO YOU AND CITY TO ADDRESS THE DEVELOPER SITUATION IN THE WEDGE AND THE RESIDENTS. DEVELOPER CONTINUES TO ACT WITH IMPUNITY AND UNFORTUNATE THE CITY NEEDS TO BE ON TOES TO DEAL WITH THEIR CONDUCT. WHILE I COULDN'T BE PRESENT BECAUSE OUR DAUGHTER'S 16TH BIRTHDAY, REST ASSURED IF I WERE PRESENT IT WOULD BE COMPLAIN ABOUT LENNAR'S CONTINUE.
I WILL BE BACK NEXT MEETING TO CONTINUE DOING SO.
THANK YOU VERY MUCH. HE DID SAY HE WASN'T COMING.
HE STILL SENT AN E-MAIL. >> NOW WE ARE GOING TO COMMENTS BY THE MAYOR AND COMMISSION. WE START WITH LET'S START WITH
COMMISSIONER ISROW. >> THANK YOU, MAYOR.
GOOD EVENING, EVERYONE. FIRST LIKE TO WELCOME THE CUB SCOUTS THE GENTLEMAN WHO CAME HERE TO LEARN ABOUT THE CITY AND THE CITY MANAGEMENT. I THINK IT'S IMPORTANT OBVIOUSLY FOR NOT ONLY JUST THEIR EDUCATION AND FUTURE WELL-BEING BUT ALSO FOR US TO SEE FUTURE POTENTIAL OF OUR GREAT CITY.
I THINK THAT'S REALLY COOL. THANKS FOR COMING.
WE'RE GRATEFUL TO HAVE YOU HERE. JUST A QUICK COUPLE BIRTHDAY WISHES. ONE FOR COMMISSIONER BRIER.
I WOULD LIKE TO WISH HIM A HAPPY BIRTHDAY YESTERDAY.
IT'S ALWAYS NICE CELEBRATION AND FOR MY FATHER-IN-LAW, GIVE HIM A NICE BIRTHDAY SHOUT OUT HIS BIRTHDAY.
NICE HAPPY BIRTHDAY. TO CARRY ON TO WHAT MAYOR SAID BLACK HISTORY MONTH. IT'S VERY IMPORTANT FOR US TO BE ABLE TO CELEBRATE THIS FOR MANY REASONS.
MOSTLY BECAUSE WHILE WE CALL BLACK HISTORY MONTH.
WE CAN ACKNOWLEDGE IT SHOULD BE MORE THAN THAT.
[00:05:01]
THERE'S NO REASON TO MAKE IT JUST A DEFINED PERIOD OF TIME.I THINK AS WE CONTINUE TO GROW AS A SOCIETY WE'VE ALL REALIZED THE IMPORTANCE OF CONTRIBUTIONS OF EVERYONE TO OUR SOCIETY.
DOESN'T MATTER SKIN COLOR, ORIGIN, RACE, RELIGION, WHAT HAVE YOU. BUT IT'S ALWAYS GOOD TO BE ABLE TO ACKNOWLEDGE THE DIFFERENT VARIETY AND DIFFERENT DIVERSITY OF OUR GREAT COUNTRY AND ESPECIALLY OUR GREAT COMMUNITY.
I THINK IT'S IMPORTANT AND I WOULD LIKE TO MAKE SURE EVERYONE FIND WAY TO CELEBRATE AND ACKNOWLEDGE THE GREAT HISTORY AND THE CULTURE ASPECTS OF OUR COMMUNITY.
AND I KNOW WE CONTINUE TO DO SO ESPECIALLY WITH PROCLAMATIONS.
I WOULD ALSO LIKE TO AGAIN KIND OF POINT OUT THAT WE ARE STILL OBVIOUSLY IN A PANDEMIC AND FOR AS MUCH AS WE WOULD LIKE TO BELIEVE WE'RE TURNING THE CORNER WITH THE VACCINE, IT'S GOOD TO SEE EVERYONE HERE WITH THEIR MASK ON AND RECOGNIZE THERE'S WORK TO BE DONE. YOU CAN'T GET TOO COMFORTABLE AND THAT'S WHEN I THINK PEOPLE START TO GET TRIPPED UP.
PLEASE KEEP YOURSELF SAFE. REMEMBER THAT IT'S NOT JUST ABOUT YOU. IT'S ABOUT PEOPLE AROUND YOU.
AND YOUR FELLOW CITIZENS AND COMMUNITY MEMBERS.
AND FOR THAT, I AM GOING TO PASS IT I THINK.
HOPEFULLY WE CAN JUST CONTINUE ON WITH A LOT OF GREAT YEAR.
I KNOW IT'S OFF TO ROCKY START AND IT'S ALWAYS GOING TO BE DIFFICULT IN THESE TYPES OF SITUATIONS.
I SEE A LOT OF POSITIVE AN OPPORTUNITY IN THE HORIZON.
>> THANK YOU VERY MUCH COMMISSIONER ISROW.
WE'LL GO TO COMMISSIONER BRIER. >> THANK YOU, MAYOR.
I WOULD LIKE TO ECHO COMMISSIONER ISROW'S COMMENTS.
I WOULD ALSO LIKE TO THANK THE PACK 248; IS THAT RIGHT? 246 FOR COMING OUT TONIGHT. ASIDE FROM HONORING BLACK HISTORY MONTH. I ALSO WANT TO REMIND OUR COMMUNITY NOT THAN ANYONE NEED REMEMBERING WE COME UP ON 3-YEAR ANNIVERSARY OF MSD TRAGEDY. THERE'S A NUMBER OF EVENTS THIS WEEK AND NEXT WEEK TO HONOR THE 17 VICTIMS OF THAT TRAGEDY AND ALSO NOT ONLY THE 17 VICTIMS WERE LOST AND KILLED BUT ALSO 17 INJURED AND THEIR FAMILY AND LOVED ONE SO I WANT TO ENCOURAGE OUR COMMUNITY TO RALLY AROUND THOSE ORGANIZATIONS THAT HAVE BEEN STARTED IN THEIR HONOR. WE HAVE A LOT OF EVENTS AND OPPORTUNITIES TO PARTICIPATE AS COMMUNITY IN SO FORTHING AND LIFTING THEM UP AND SHOWING THEM SOME LOVE.
I KNOW IT'S DIFFICULT FOR OUR COMMUNITY.
BUT IT'S ESPECIALLY DIFFICULT FOR THOSE FAMILIES WHO YOU KNOW CONTINUE TO ENDURE THE HARDSHIPS EACH AND EVERY DAY OF LOSING THEIR LOVED ONE IN SUCH A DEVASTATING TRAGEDY.
IT HITS CLOSE TO HOME. IT'S A SOMBER SEASON FOR US MIXED WITH BRIGHT SPOTS OF BEING A I BELIEVE TO COME TOGETHER AS ONE. I ENCOURAGE EVERYONE TO PARTICIPATE AND I KNOW THAT THE CITY IS DOING MORE EVENTS ON THE 14TH. I HOPE THAT THE COMMUNITY COMES FOR THAT AND PARTICIPANTS IN THAT.
BUT I WANT TO ENCOURAGE EVERYONE TO REACH OUT TO THOSE ORGANIZATION. REACH OUT TO THOSE INDIVIDUALS AND AS MUCH AS YOU CAN DO, THEY NEED ALL THE HELP AND SUPPORT OF LOVE THIS TIME OF YEAR THEY CAN GET.
WITH THAT, THANK YOU, MAYOR. >> WELL SAID.
THANK YOU, COMMISSIONER BRIER. >> WE'LL GO COMMISSIONER
I WANT TO ECHO THE BIRTHDAY SENTIMENTS.
HAPPY BIRTHDAY. AND TO MIKE MOSCOWITZ A LONG-TIME RESIDENT. I WISH HIM HEALTHY AND HAPPY AND MANY MORE. I ENCOURAGE ONE AND ALL AS WE APPROACH FEBRUARY 14TH TO SEEK OUT HELP WHEN NEEDED.
IN THE LEAD UP TO FEBRUARY 14TH AS THOSE FEELING OF STRESS MAY BUILD FROM THINGS WE HEAR IN THE NEWS OR MEMORIES OF THE PAST TRAGEDY. PLEASE KNOW THAT YOU ARE NOT ALONE. AND PLEASE DO NOT FEEL ASHAMED TO SEEK HELP. AT THE TOP OF THE CITY'S WEB PAGE, JUST TYPE IN THE WORD WELLNESS AND YOU WILL FIND LOTS OF TABS WITH RESOURCE INFORMATION.
IF YOU OR SOMEONE YOU KNOW IS SUFFER PTSD OR OTHER MENTAL HEALTH ISSUES AS WHICH APPROACH THE 14TH.
YOU CAN CONTACT EAGLES HAVEN. THEY ARE UP 24/7.
YOU CAN CALL BROWARD 211 WITH LOTS OF HELP AND SERVICES AVAILABLE. IF YOU NEED THEM, USE THEM.
LET'S TAKE CARE OF EACH OTHER. LET'S TAKE ON THE CHALLENGES TO OUR FUTURE IN A KIND AND COMPASSIONATE WAY.
TALK TO YOUR CHILDREN. IN OPEN DIALOGUES THAT WILL HELP ELAY THEIR FEARS AND YOUR OWN. AS ALWAYS ANY ONE OF US YOUR COMMISSIONER AND MAYOR ARE HAPPY TO HELP YOU IN ANY WAY POSSIBLE.
DON'T BE AFRAID TO REACH OUT. AS WE HAVE IN THE PAST THE CITY
[00:10:01]
WILL HOLD A COMMUNITY COMMEMORATION AS COMMISSIONER BRIER POINTED OUT ON SUNDAY FEBRUARY 14TH.THAT'S AT 5:30 PINE TRAILS PARK. AND THE CITY WILL OBSERVE THIS DAY AS A DAY OF LOVE AND REMEMBRANCE SUPPORT SERVICES ARE AVAILABLE BEGINNING AT 5:30. IT WILL INCLUDE CHAIR PI -- THERAPY DOGS. ON SITE DISPLAY BOARDS.
AND SUPPORTING THE COMMUNITY. COVID PROTOCOLINGS ARE IMPORTANT. INCLUDING PHYSICAL DISTANCING AND PROPER MASK WEARING IS VERY IMPORTANT.
BRIEF COMMEMORATION CEREMONY WILL BE CONDUCTED.
YOU CAN ALSO LIVE STREAM THAT IF YOU WANT TO STAY HOME.
I WANT TO CONGRATULATE THE DECADE PROGRAM OVER 250 STUDENT THAT QUALIFIED TO COMPETE IN THIS 61ST ANNUAL FLORIDA DECCA CAREER CONFERENCE. THE STATE LEVEL.
THIS THE AROUND A 25% INCREASE IN NUMBERS FROM LAST YEAR AND THE STUDENTS AND ADVISORS ARE ECSTATIC ABOUT IT.
ON ANOTHER NOTE MONDAY NIGHT MY WIFE SHARON AND I VISITED LORI ELAN IN THEIR HOME AS THEY WERE WORKING HARD TO PREPARE FOR THE SECOND ANNUAL VIRTUAL LIVE FOR ALYSSA BENEFIT HELD ON FEBRUARY 11TH, 2021. THAT'S ONE OF THOSE EVENTS THAT SIMEON WAS TALKING ABOUT TO SUPPORT THE VICTIMS AND THE SURVIVORS. THELY OR ALYSA BENEFIT MAKE OUR SCHOOLS SAFE WHICH CREATED IN THE WAKE OF STONEMAN DOUGLAS TRAGEDY. ALYSA WAS MURDERED AND MOBILE PANIC BUTTON BE INSTALLED THAT WILL SILENTLY ALERT LAW ENFORCEMENT TO LIFE-THREATENING SITUATION.
LORI TOLD ME ABOUT THE PROBLEM THEY HAVE HERE IN PARKLAND THAT I WANTED TO ADDRESS TO THE COMMISSION OVER AT RIVER BLADES.
HIGHEST NUMBER OF ATTENDING ELEMENTALLY, LIVE IN SCHOOL IN THE ENTIRE DISTRICT. WITH COVID GOING ON THAT'S IMPRESSIVE BUT ALSO CREATING AN ISSUE.
WITH CONTACT TRACING ANY KID CAUGHT IN THE SITUATION OF BEING IN PROXIMITY TO A POSITIVE COVID CASE, IS SENT HOME ON QUARANTINE FOR 14 DAYS. THEY ARE GIVEN PACKETS FOR LEARNING BUT THEY ARE NOT BEING TAUGHT.
THEY ARE NOT GIVEN ACCESS TO ONLINE LEARNING EVEN THOUGH THE TECHNOLOGY IS AVAILABLE AND AS A RESULT ARE FALLING THROUGH THE CRACKS AND FALLING BEHIND. THERE ARE CURRENTLY 20 OF OUR RESIDENT STUDENTS CAUGHT IN THAT SITUATION RIGHT HERE IN THESE SCHOOLS. RIVER GLADES.
THE KIDS SHOULD BEGIN A LINK TO THEIR CLASSROOM OR EVEN A SIMILAR GRADE CLASS THAT HAS ONLINE LEARNING SO THEY DON'T FALL BEHIND. I DON'T KNOW IF THERE'S ANYTHING THAT WE AS THE CITY CAN DO. OBVIOUSLY I THINK IMPORTANT THAT WE EXPRESS OUR DESIRE TO MAKE SURE OUR KIDS CONTINUE TO HAVE THE ABILITY TO LEARN ESPECIALLY WHEN THEY DON'T HAVE COVID BUT THEY'VE BEEN FOUND TO BE BECAUSE OF THEIR TRACING IN THIS SORT OF CATCH-22 SITUATION. LASTLY, WE DON'T NORMALLY SPEAK ON NATIONAL ISSUES. BUT THIS HAS A DIRECT IMPACT ON ONE OF OURS. GIVEN WHAT OUR COMMUNITY HAS BEEN THROUGH SINCE 2018 AND THE FACT THAT WE ARE APPROACHING FEBRUARY 14TH, THERE'S NO DOUBT THAT THERE HEIGHTENED SENSITIVITY WHAT'S GOING ON AROUND US IN OUR COUNTRY AND THE WORLD. RECENTLY I WAS SHOCKED AND DIS-MAYED BY THE NEWS FRESHMAN CONGRESSWOMEN U.S. REPTEL MARJORIE TAYLOR GREENE FROM GEORGIA WAS SEEN ON VIDEO VERBALLY ATTACKING PARKLAND SCHOOL SHOOTING SURVIVOR.
GREENE DEFEATED HER OPPONENT IN THE NOVEMBER ELECTION AND SWORN INTO OFFICE EARLIER LAST MONTH AND THE VIDEO WHICH SHE TOOK IN 2019 AND WHICH WAS POSTED THIS YEAR TO HER YOUTUBE PAGE FOR CONGRESSIONAL YOUTUBE PAGE ON JANUARY 21ST.
SHORTLY AFTER THE MSD SHOOTING WHILE HE WAS IN WASHINGTON.
SHE ASK KID WHO SURVIVED A BRUTAL GUN SLAYING AT HIS SCHOOL QUESTIONS LIKE WHY ARE YOU SUPPORTING RED FLAG GUN LAWS THAT ATTACK OUR SECOND AMENDMENT RIGHT WHILE STOCKING HIM DOWN THE STREET. RED FLAG LAWS WHICH ARE MEASURES THAT ALLOW POLICE TO ASK A JUDGE TO LET THEM TAKE AWAY SOMEONE FIREARM IF THE PERSON IS SEEN AS A POTENTIAL DANGER SHE ESPOUSES SEVERAL FALSE CONSPIRACY THEORY LIKE OUR HORRIFYING SCHOOL SHOOTINGS WERE PRESTAGED. TO HIS CREDIT YOUNG DAVID IGNORED HER RANTING AND IN AN INTERVIEW SAID CAN I JUST POINT OUT HOW RIDICULOUS IT IS THAT IT'S ON THE SURVIVOR'S OF GUN
[00:15:02]
VIOLENCE TO STAND UP TO GUN VIOLENCE AND BE THE ONES TO TRY TO PUT AN END TO IT. WHY DO WE HAVE ELECTED OFFICIALS IN THAT'S THE CASE. WHY CAN'T THEY DO THEIR JOBS.SERIOUSLY MISS GREENE, HOW CAN YOU BE SO INSENSITIVE? HAVE YOU VISITED ANY OF THE COMMUNITIES WHERE THESE SHOOTING HAVE TAKEN PLACE? PARKLAND, SANDY HOOK.
LAS VEGAS, ORLANDO, VIRGINIA TECH, UNIVERSITY OF TEXAS, OR THE TREE OF LIFE SYNAGOGUE IN PITTSBURGH? HAVE YOU SAT DOWN WITH MEMBERS OF YOUR OWN COMMUNITY IN GEORGIA? AS OF FEBRUARY 2ND, 2021 THERE'S BEEN 4,445 VERIFIED DEATHS AND INJURIES CAUSED BY GUN VIOLENCE IN GEORGIA. INCLUDING A 107 MASS SHOOTING.
OF COURSE SHE HASN'T. IF SHE HAD JUST SAT DOWN WITH ONE OF THESE GRIEVING VICTIMS FAMILIES HAD GONE TO JUST ONE FUNERAL OF A CHILD KILLED BY GUN VIOLENCE.
MAYBE SHE WOULD LEARN THAT EACH NUMBER REPRESENTS A HUMAN LIFE.
SHAT YERD FAMILY AND THAT ONE VICTIM IS TOO MANY.
ON FRIDAY LAST WEEK, OUR MIDDLE SCHOOL AND HIGH SCHOOL WENT INTO A CODE RED BLOCKDOWN BECAUSE OF A PHONE CALL WITH A THREAT OF VIOLENCE. MY WIFE A SCHOOL TEACHER THAT WAS STONEMAN DOUGLAS AND HER TEACHER FRIEND ADMINISTRATORS AND THE KID GOING TO SCHOOLEN IN THE FACE OF THEIR PAST TRAUMA AND THE THREAT OF COVID WERE PARALYZED BY FEAR WHEN THE CALL WENT OUT. THEY KNOW FIRSTHAND THAT THE THREAT OF GUN VIOLENCE IS NOT A HOAX AS THIS WOMAN CLAIMS. IT IS NOT A STAGED PRODUCTION BY PAID ACTORS AS SHE ALLEGES.
BUT A STARK COLD REALITY WITH THE LOSS OF THE PRECIOUS LIVES OF OUR FRIENDS, NEIGHBORS AND LOVED ONES.
FROM MARJORIE TAYLOR GREENE TO INSINUATE WHAT HAPPENED IN PARKLAND THREE YEARS AGO WAS FAKE OR A FALSE FLAGGENT AND THEN TO BERATE OUR RESIDENT AS HE TRIED TO CONVINCE WASHINGTON TO DO SOMETHING TO PROTECT OUR CHILDREN AND TEACHERS, OUR LOVED ONES IS NOT ONLY DISGUSTING BUT UNFORGIVEABLE CONDUCT BY THE UNITED STATES REPRESENTATIVE. MISS GREEN THE LEVELS OF YOUR INSENSITIVITY AND STARK IGNORANCE DEMONSTRATE UNSUITEDNESS FOR OFFICE THAT YOU HOLD.
AND I CALL UPON THE UNITED STATES CONGRESS TO BRING SWIFT CONSEQUENCES FOR HER IRRESPONSIBLE DEEPLY DISTURBING AND DANGEROUS ACTIONS AND I CALL UPON THE MEMBERS OF THIS CITY GOVERNMENT THIS COUNTY, STATE AND OUR RESIDENTS TO PLEASE MAKE YOUR VOICES HEARD ON THIS ISSUE. THANK YOU.
THANK YOU VERY MUCH COMMISSIONER CUTLER.
VICE MAYOR MAYERSOHN. >> THANK YOU, MAYOR.
>> I WILL MAKE SOME COMMENTS TONIGHT FIRST OF ALL, TO REITERATE WHAT EVERYBODY SAID. WELCOME THE CUB SCOUTS.
THANK YOU FOR BEING HERE. GIVE YOURSELF A ROUND OF APPLAUSE. [APPLAUSE] HAPPY BIRTHDAY TO SIMEON. HAPPY SHOUT OUT TO MIKE MOSCOWITZ. I SAW SOMETHING ON FACEBOOK.
IT'S VERY ENDURING. BUT HAPPY BIRTHDAY MIKE IF YOU ARE LISTENING. AGAIN, IT IS BLACK HISTORY MONTH AND I DO WANT TO SAY ESPECIALLY TO THE YOUNG PEOPLE THAT ARE HERE MAYBE LISTENING OUR LIBRARY, I BELIEVE HAS SOME GREAT RESOURCES -- IS JACKIE HERE?
>> SOME GREAT RESOURCES THAT WE'RE PROMOTING BLACK HISTORY MONTH THERE'S A GREAT SELECTION OF BOOKS FOR PEOPLE TO TAKE OUT AND READ. I ENCOURAGE PEOPLE TO DO SO.
AGAIN THAT'S ONE OF OUR THINGS THAT WE HAVE IN PARKLAND.
WE DON'T HAVE A COUNTY LIBRARY. WE HAVE OUR OWN CITY LIBRARY.
SPEAKING OF OUR LIBRARY. IT'S READ ALLOWED DAY CELEBRATING THE JOY OF READING ALLOWED.
TO BUILD COMMUNITY LITERACY AND EQUITY.
THIS YEAR'S FOCUS ON ENGAGING COMMUNITIES TO BRIDGE THE EDUCATIONAL AND EMOTIONAL GAPS CREATED BY THE COVID-19 PANDEMIC. I DO WANT TO THANK CAPTAIN MULIGAN FOR PARTICIPATING IN ACTIVE TRAINING.
IT WAS VERY ENLIGHTENING AND I THANK YOU FOR THE OPPORTUNITY.
ON THAT NOTE, YESTERDAY, WE LEARNED ABOUT THE HORRIFIC EVENT THAT TOOK PLACE IN OUR SURROUNDING COMMUNITY IN SUNRISE. AND I THINK WE AS A COMMISSION ALL SHARE OUR DEEPEST CONDOLENCES GO OUT TO THE FAMILIES AND LOVED ONE OF THOSE AGENTS WHO LOST THEIR LIVES AS WELL AS THOSE WHO WERE WOUNDED. I BELIEVE ON SATURDAY ONE OF THE AGENTS HAS A FUNERAL AT MARY HEALTH.
I DON'T KNOW IF THERE'S GOING TO BE TRAFFIC, BUT IF SOMEONE COULD FIND THAT OUT JUST TO LET RESIDENTS KNOW WHAT TIME OR
[00:20:04]
WHATEVER. THAT MIGHT BE HELPFUL.ALSO OBVIOUSLY WE KNOW THAT AS THE COMMUNITY WE CONTINUE TO BE EFFECTED BY THE PAIN AND TRAGIC ACTS OF GUN VIOLENCE.
THIS BEING ONE OF THEM. MANY OF US RETRAUMATIZED AND TRAUMA CAN TAKE A TOLL ON OUR FAMILIES AND LOVED ONES.
ESPECIALLY THE MONTH OF FEBRUARY IN OUR COMMUNITY IS ONE THAT REUNITES US AND REMINDS US RESILIENT WE ARE.
I KNOW WE'RE HAVING OUR COMMEMORATION CEREMONY.
I URGE YOU TO BE KIND AND FRIENDLY.
IF YOU NEED A HAND IF YOU FEEL SHAKY, YOU'VE GOT RESOURCES AND THINGS TO HELP. I JUST WANTED TO BRING THAT UP.
AND I GUESS -- I REACH OUT TO MY FELLOW COLLEAGUES HERE.
I KNOW WE HAVE -- IN TWO WEEKS WE HAVE WORKSHOP OR COMMISSION MEETING. I WOULD LIKE TO ADD ON THE AGENDA THAT WE INVITE REPRESENTATIVE TO PROVIDE LEGISLATIVE UPDATE. SHE IS CERTAINLY A VALUABLE MEMBER OF OUR LEGISLATIVE TEAM ALONG WITH SENATOR FOLSKY AND LAURIN AND CANDYCE. WE DON'T WANT TO FORGET WENDY AND THERESA. IF YOU ARE OKAY WITH THAT.
I KNOW SESSION START MARCH. KNOW KNOW THERE'S SOME BILLS.
ONE OF THOSE NO SMOKING IN PARKS AND BEACHES.
THINGS WE MAY WANT TO TAKE A POSITION ON SOMEWHERE DOWN THE
THAT'S SOMETHING THAT I WOULD APPRECIATE.
>> THE BROWARD LEAGUE OF CITY HAD TWO SPECIAL MEETING OVER THE PAST COUPLE OF WEEK. ONE WAS SUPERINTENDENT WHERE TO DISCUSSED ABOUT LEARNING OPPORTUNITY FOR STUDENTS AS WELL AS ADVOCATING FOR TEACHER TO GET VACCINATED AND WHAT SUMMER MAY LOOK LIKE. I KNOW HE'S LOOKING TO KIND OF THE DISTRICT IS LOOKING OUT TO REACH OUT TO MUNICIPALITIES WHETHER IT BE SUMMER CAMPS -- I DON'T KNOW IF WE WILL HAVE SUMMER CAMPS. MIGHT HAVE LEARNING OPPORTUNITIES MAYBE IN OUR LIBRARY AND THINGS DEPENDING ON HOW THINGS GO WITH THE VACCINATION WHERE WE ARE.
I WANT EVERYONE TO KNOW THAT'S THE CONVERSATION FROM THE DISTRICT. WE ALSO HAD THE FLORIDA EMERGENCY MANAGEMENT DIRECTOR MOSCOWITZ.
SOMEONE WE'RE VERY FAMILIAR WITH.
HE OUTLINED THE CHALLENGES WITH THE VACCINE.
MOSTLY AS HE SAID IT'S A SUPPLY ISSUE.
IT'S NOT A DISTRICT ISSUE. I DON'T KNOW IF I WOULD AGREE WHETHER SUPPLY OR DISTRIBUTION. BUT I KNOW I WENT ON SUNDAY WITH MY MOM. AND WAITED OVER FIVE HOURS TO GET A SHOT. THE GOOD THING ABOUT IT I WAS WITH MY MOM. SPEND TIME WITH HER.
WE HAD SNACKS AND FOOD. WE WERE OKAY.
BUT ESPECIALLY FOR SOME OF OUR SENIORS GETTING IT.
WE WERE IN CAR. IMAGINE WAITING ONLINE.
I KNOW IT'S A LONG TIME. FLORIDA DEPARTMENT OF HEALTH TRYING TO WORK TO MINIMIZE THE TIMES.
I DID ATTEND TODAY A CHAMBER MEETINGS.
WHERE, AGAIN, CORAL SPRINGS BROWARD HEALTH TALKED ABOUT SOME OF THE CHALLENGES OR A LITTLE BIT TOUCHED UPON SOME OF THE COVID THINGS. BUT THEY WERE MORE TALKING ABOUT THEIR CARDIAC CARE UNIT THAT THEY ARE WORKING WITH THE IMPORTANCE OF MAKING SURE THAT WE ALL GET CHECKED WHEN WE NEED TO. I DID ATTEND TODAY THE BROWARD READING FOR GREAT LEVEL READING. I SAW MICHELLE WAS ALSO -- SHE WAS ON THERE. AND JUST WITH THE QUESTION.
STORY WALK THAT WE'RE PLANNING TO DO WOULD BE IN -- APRIL?
JUST TO LET EVERYONE KNOW WE HAVE STORY WALK ONE OF THE FIRST CITIES THAT DID THAT. I THINK ONE OF THE FIRST CITIES IN THE STATE THAT DID THAT. IT'S A GREAT OPPORTUNITY ESPECIALLY FOR THE YOUNGER KIDS TO GO OUT AND READ GET SOME EXERCISE, WALK AND READ A STORY. JUST WANTED TO DO THAT.
TO COMMISSIONER CUTLER POINT WITH RIVER GLADES.
I DID SPEAK TO LORRIE AND I ALSO SPOKE TO ONE OF THE DIRECTORS TODAY AS WELL. TO TRY TO FIND OUT WHAT WAS GOING ON, WAS IT MORE OF A SITUATION THAT YOU KNOW IS MORE IN LINE WITH WHAT THE SCHOOL NEEDS TO DO.
WE CAN ADVOCATE ALL WE WANT. SOME OF IT MAY BE YOU KNOW UNION ISSUES WITH TEACHERS. SOME MAY BE OTHER THINGS.
BUT I KNOW THAT THE DIRECTOR I SPOKE HAS BEEN THERE A LONG TIME. HE'S WORKING ON THOSE ISSUES.
HE HASN'T SPOKEN TO MISS SELSER. HE WAS GOING TO MAKE A CALL TO HER TODAY. IF NANCY, IF WE COULD
[00:25:01]
JUST -- JUST FOR FOLLOW UP PURPOSES AT LEAST I'M NOT LOOKING TO ADVOCATE BUT JUST FIND OUT FROM MISS SELZER IF THINGS ARE MOVING ALONG AND IN A GOOD PLACE.LET'S PUT IT THAT WAY. I KNOW WE'RE ONE OF THE -- OUT OF ALL THE SCHOOLS THAT HAVE LARGEST POPULATION GO BACK.
IT'S VERY CHALLENGING ESPECIALLY WHEN YOU ARE DOING THE CONTACT TRACING. AND THOSE ARE MY COMMENTS.
THANK YOU. >> THANK YOU VERY MUCH VICE MAYOR. AND ABSOLUTELY I WOULD LOVE FOR STATE REPRESENTATIVE TO COME AND SPEAK.
YOU BEAT ME TO THE PUNCH. I WAS JUST TALKING ABOUT THAT TO NANCY. THAT I WANTED TO REACH OUT TO HER. I'M GLAD YOU BROUGHT THAT UP.
HAPPY BIRTH DAY. SIMILAR JOHN AND TO YOUR BROTHER. I THINK THAT'S PRETTY AMAZING,
YOU GUYS ARE EIGHT YEARS APART? >> AND BORN ON THE SAME DAY.
THAT TO ME IS ABSOLUTELY AMAZING.
I THINK THAT'S GREAT. AND HAPPY BIRTHDAY TO YOU, MIKE.
HE'S PROBABLY WATCHING. PROBABLY NOT.
I ALSO WANT TO MENTION, OBVIOUSLY, FEBRUARY IS BLACK HISTORY MONTH. AND IT'S IMPORTANT FOR US TO ACKNOWLEDGE THE ROLES OF BLACK INDUSTRIEDS THROUGHOUT OUR HISTORY AND WE HAVE TO REMEMBR THERE'S STILL WORK TO BE DONE FOR RACIAL EQUALITY. I DID WANT TO READ ONE QUOTE FROM HARRIET TUBMAN WHICH I THINK REALLY SPEAKS TO ME.
HERE WE GO. >> EVERY GREAT DREAM BEGINS WITH A DREAMER. ALWAYS REMEMBER YOU WITHIN YOU THE STRENGTH, THE PATIENCE AND THE PASSION TO REACH THE STARS, THE CHANGE THE WORLD. YOU KNOW I THINK THAT'S SOMETHING THAT WE CAN ALL YOU KNOW TAKE AND YOU KNOW LIVE BE.
I ALSO WANTED TO MENTION SPECIAL AGENTS THE FBI AGENTS SPECIAL AGENT DANIEL AND LAURA SWARZENBURGER WHO WERE SHOT AND KILLED. LA LAURA IS CORAL SPRINGS RESIDENT. HER TWO BOYS PLAY LACROSSE IN PARKLAND FOR BOTH THE RED HAWKS AND STEALTH.
THEY HAVE A STRONG CONNECTION TO OUR COMMUNITY.
OBVIOUSLY, AS OUR COMMUNITY ALWAYS DOES, YOU KNOW, KNOW THEY WILL RALLY AROUND THE FAMILY TO MAKE SURE EVERYTHING THAT THEY -- THEY NEED THAT WE'RE THERE TO HELP THEM AND SUPPORT THEM. YOU KNOW HOPEFULLY EVERYTHING YOU KNOW THEY START TO HEAL AS QUICKLY AS POSSIBLE.
I ALSO WANTED TO MENTION ABOUT THE PARKLAND CHAMBER EVENT.
I THOUGHT IT WAS A GREAT EVENT. IT'S NICE TO KNOW BROWARD CORAL SPRINGS LEVEL ONE CARDIAC CARDIOVASCULAR SERVICES HOSPITAL. KUDOS TO BROWARD HEALTH THERE.
AND AS I GUESS EVERYBODY HAS BEEN SAYING, YOU KNOW THE EVENTS ON 2-14, THERE'S A LOT OF EVENTS.
EAGLES HAVEN HAVING SOMETHING ON THE 14TH FROM 10:00 TO 5:00.
THEY WILL HAVE DIFFERENT ART THINGS YOU CAN DO.
STORIES, THINGS OF THAT NATURE. IT'S IMPORTANT THAT THE COMMUNITY YOU KNOW AGAIN RALLIES AROUND IT THE FAMILIES WITH SIMEON MENTIONED WHICH I BELIEVE IS SO IMPORTANT.
AND YOU KNOW THEY ALSO LOOK AFTER THEMSELVES.
IF THEY NEED HELP THERE'S RESOURCES OUT FOR THEM.
AGAIN WHETHER IT'S EAGLES HAVEN, BROWARD 211.
THERE'S DEFINITELY SUPPORT FOR EVERYONE.
BUT WE JUST MUST ALWAYS KEEP IN MIND YOU KNOW THE FAMILIES.
WE GOT TO BE THERE FOR THEM AND MAKE SURE WE'RE SUPPORTING THEM AS MUCH AS WE CAN AS WELL. ONE OF THE EVENTS WE HAVE THIS WEEK COMING THIS WEEK IS THE RUN FOR BEAGLE EVENT.
THAT'S A GREAT EVENT. I ALWAYS PARTICIPATE.
I LIKE DOING THE RUNS. THE 6-YEAR-OLD LOVES TO RUN 5K.
IT'S NOT FUN WHEN HE BEATS ME BUT FUN TO RUN WITH HIM.
I IMAGINE IT WILL GET HARDER AND HARDER AS THE YEARS GO ON TO WIN. BUT I'M LOOKING FORWARD TO THAT ON SATURDAY. I THINK -- THAT'S A GREAT PROGRAM. IT'S THEY RAISED MONEY TO SEND DISADVANTAGED KIDS TO SUMMER CAMPS WHICH I THINK IS GREAT.
BECAUSE SUMMER CAMPS YOU KNOW IF YOU HAVE GONE TO SUMMER ARE LI THAT YOU GET TO HAVE. I THINK IT'S A WONDERFUL PROGRAM THAT THEY HAVE. I'M LOOKING FORWARD TO THAT
[00:30:02]
EVENT. THEN OBVIOUSLY LORI HAS THE LIVE FOR ALYSSA EVENT. LOOKING FORWARD TO THAT ONE AS WELL. LORI DOES AN AMAZING JOB HELPING MAKE SCHOOLS SAFE AND YOU KNOW THE EVERYTHING SHE DOES.IT'S AMAZING THE FAMILIES HOW THEY JUST THEY DIDN'T STOP.
THEY JUST KEPT GOING, LOOKING FOR WAYS TO HELP MAKE US SAFER MAKE OUR CHILDREN SAFER, MAKE OUR COMMUNITY SAFER NOT JUST HERE LOCALLY BUT ON THE STATE LEVEL AND THE NATIONAL LEVEL AND FOR THAT, I AM YOU KNOW BEYOND APPRECIATIVE OF.
>> I WILL TOUCH ON JUST I'M GOING TO GO QUICKLY, SINCE THERE'S NOT A TON OF PUBLIC HERE.
I WANT TO GET SOME OF THE THINGS ON THE RECORD.
I DID MEET WITH LENNAR LAST WEEK.
I MET WITH CARLOS AND PHIL WHO ARE I GUESS HE'S THE PRESIDENT OF PARKLAND AND PHIL NOT EXACTLY SURE WHAT HIS TIGHTED L WAS.
WE DID ADDRESS. WE WENT OVER A LOT OF THE TOPICS AS FAR AS DEBRIS IN THE LAKES. THE SIGNAGE AT TOSCANA.
FUTURE FEATURE AT PARKLAND BAY. TALKED ABOUT LANDSCAPING.
WE TALKED ABOUT LIGHTS IN TOSCANA.
WE TALKED ABOUT THE AC ISSUES THAT TOSCANA IS HAVING.
WARRANTY, AND WEAR AND TEAR. WE TALKED ABOUT SIDEWALKS AND DRAINAGE. WE TALKED ABOUT THE MIRALAGO CLUBHOUSE. WE TALKED ABOUT THE DRAINAGE.
WE TOUCHED ON A LOT OF TOPICS. I THINK IT WAS A GOOD CONVERSATION. OBVIOUSLY WE DIDN'T SEE EYE-TO-EYE EXACTLY ON A LOT OF THE THINGS BUT THEY DID ACKNOWLEDGE THAT THEY ARE TRYING TO DO A BETTER JOB IN ADDRESSING SOME OF THE ISSUE AS FAR AS THE WARRANTY AND THE DRAINAGE ISSUES. I KNOW THEY RECENTLY SUBMITTED NEW PLANS FOR SOME ADDITIONAL DRAINAGE.
AND SOME GUTTERS IN THE NEW HOME SITES THEY ARE BUILDING.
THEY DID I KNOW THE LIGHTS ARE NOW GETTING CHANGED IN TOSCANA OR FIXED OR INSTALLED WHICHEVER EXACTLY THE SIGNAGE.
I KNOW THEY GAVE US A DATE MIDDLE TO END OF FEBRUARY THEY WOULD HAVE THAT DONE. THE FIRE FEATURE THAT'S -- THEY MENTIONED A LOT OF THINGS THEY ARE DOING WITH FIRE FEATURE.
THEY ADDED PUMPS IN THE LAKES TO TRY TO HELP WITH THE IRON.
THERE'S A LOT OF IRON IN THE LAKES.
SOME OF THE ORANGE AND RED COLORS THAT WE SEE -- I JUST OVERALL IT WAS A DECENT BE MEETING.
IT WASN'T OVERLY CONTROVERSIAL. IT WAS JUST -- OR CONFRONTATIONAL I SHOULD SAY. WE ADDRESSED ISSUE.
THEY GAVE FEEDBACK AND ACTION ITEMS. WE ARE GOING TO CONTINUE TO WORK ANTHONY, NANCY AND SUWANDA.
WE WILL KEEP DOING WHAT WE ARE DOING AND KEEP WATCHING OUT FOR RESIDENTS AS BEST WE CAN. AND THEN HOPEFULLY WE WILL CONTINUE TO MAKE PROGRESS. I FEEL LIKE OVER THE LAST SEVERAL MONTHS I THINK WE'RE MAKING A LITTLE BIT OF PROGRESS.
>> AND I THINK THAT'S ALL MY COMMENTS.
SO I JUST WANT TO ALSO TAKE THIS TIME AS THE COMMISSION WE WANTED TO TAKE A MOMENT OF SILENCE FOR THE VICTIMS OF 2-14.
AND I JUST WANTED TO REMIND EVERYONE ABOUT THE EVENT AT THE AMPHITHEATER AT 5:30. YOU KNOW, HOPEFULLY WE CAN ALL BE OUT THERE. WE WILL HAVE MESSAGE BOARDS AND A VIDEO, THERE WILL BE A PRAYER SERVICE.
IF WE WOULD I WILL READ THE NAMES BUT IF WE COULD TAKE A MOMENT OF SILENCE.
[00:35:18]
WE KEEP THE FAMILIES IN OUR PRAYERS AND YOU KNOW I THANK EVERYBODY LOOKING FORWARD TO BETTER DAYS.[6. Approval of The Agenda]
NOW WE WILL MOVE ON TO APPROVAL OF THE AGENDA.IS THAT RIGHT? >> MOTION TO APROVE.
>> AYE. >> SHOW THAT IT PASSES -- OR ANY NAYS. SHOW IT PASSES UNANIMOUSLY.
[7. Consent Agenda]
THEN WE GO TO CONSENT AGENDA. >> SECOND.
>> MOTION BY COMMISSIONER BRIER. SECOND BY VICE MAYOR MAYERSOHN.
[INAUDIBLE] >> I DON'T WANT TO BE -- JUST WANT TO MAKE ONE CLARIFICATION. ON THE APPROVED CHARITY AND FUND-RAISING WE HAVE TWO ENTITIES THAT WE ARE APPROVING TO ADD TO THAT LIST. BUT THERE'S A HOST OF OTHER ENTITIES THAT HAVE BEEN APPROVED.
MANY OF THEM ARE RELATED TO THE MSD TRAGEDY.
I JUST WANT THE RESIDENTS TO BE AWARE IF THOSE ORGANIZATIONS SUCH AS THE GINA MEMORIAL FUND. MAKE OUR SCHOOL SAFE AND LOCAL ORGANIZATION ARE ALREADY ON THAT LIST.
THESE TWO ARE NOT EXCLUSIVE. THAT'S CORRECT.
WE HAVE WHICH IS IN THE AGENDA. WE HAVE AN APPROVED LIST.
IT DOES ENTAIL THE AMERICAN RED COX.
AND ON THISSY ANTHONY RIZZO. THERE'S A WHOLE HOST OF FOUNDATION ON THE LIST. THAT'S CORRECT.
THIS IS REALLY JUST AN UPDATE TO THE EXISTING LIST.
THIS IS JUST AN INTERNAL LIST FOR US SO THAT WE DON'T HAVE TO CONTINUALLY FILE I WILL CALL ETHICS PAPERWORK.
IF WE SHARE ON FACEBOOK OR PARTICIPATING OR PROMOTING AS LONG AS ITS APPROVED. WE DON'T HAVE TO CONTINUE CALCULATING DID WE HAVE IT. DID WE NOT HAVE IT.
FOR EXAMPLE MOVE TO FLOOR WE CAN PUT OUT THE VIRTUAL FUND-RAISERS GOING ON AND THEN IT DOESN'T ECOME AN ISSUE.
>> I JUST WANTED TO CLARIFY THAT.
FOR SOME RESIDENTS THAT SAW THEY WERE ASKING WHY ARE THEY THE ONLY TWO ENTITIES ADDED. I EXPLAINED TO THOSE BUT FOR ANYONE LISTENING THERE'S A LONG LIST OF OTHER ENTITIES THAT ARE ON THERE AND THIS ALLOWS THE COMMISSION AND THE CITY TO BECOME MORE VOCAL IN SUPPORTING THOSE ORGANIZATIONS.
>> THAT'S CORRECT. I STILL HAVE THE MOTION BY COMMISSIONER BRIER AND SECOND BY VICE MAYOR MAYERSOHN.
ANY OPPOSED? PLEASE SHOW IT PASSES
[8. Regular Agenda]
UNANIMOUSLY. REGULAR AGENDA.>> THANK YOU. >> ITEM 8-1 RESOLUTION NUMBER 2021-009 RESOLUTION RECOGNIZING THE IMPORTANCE OF CIVILITY IN THE PUBLIC SQUARE. RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND RECOGNIZING THE PONCE OF CIVILITY IN THE PUBLIC SQUARE AND PROVIDING FOR SEVERABILITY
AND AN EFFECTIVE DATE. >> THANK YOU.
IF I COULD JUST SAY SOMETHING QUICK ON THIS ONE.
THINK SOMETIMES YOU NEED TO I - REMIND NOT JUST US ABOUT IT BUT THIS IS REMINDER TO EVERYONE ELSE THAT HEY, YOU KNOW THIS IS WHAT WE BELIEVE. WE BELIEVE PEOPLE SHOULD BE CIVIL. YOU KNOW IT'S OKAY TO DISAGREE.
WE'RE NOT GOING TO ALWAYS AGREE. IF I ALLOW YOU TO MAKE MY ARGUMENT AND WE DO THAT IN A CIVIL FASHION THEN IT'S -- THEN IT'S ALL GOOD. EVERYONE CAN NEVER ALWAYS -- YOU CAN NEVER ALWAYS AGREE. THAT'S A PROBLEM SOMETIMES TOO.
IF IT'S JUST YES, YES, YES OR NO, NO, NO.
YOU DON'T GET NEW THOUGHTS OR IDEAS.
IT'S HOW YOU PRESENT THOSE AND HOW YOU ACT AND REACT ON THOSE.
THIS IS AGAIN IT'S IMPORTANT UNFORTUNATE WE HAVE TO ACTUALLY DO THIS, BUT I THINK IT IS GOOD THAT WE DO THIS AND WE SHOW OTHER CITIES, OTHER COUNTIES AND STATES HEY, PARKLAND, WE UNDERSTAND THIS IS HOW WE WILL ACT.
YOU KNOW THIS IS WHAT I THINK IS PRETTY IMPORTANT.
DOES ANYBODY ELSE HAVE COMMENTS ON THIS ONE?
I GOT TO -- ANYONE FROM THE PUBLIC WANT TO SPEAK ON AGENDA
[00:40:06]
8-A. NO.I GOT A MOTION TO APPROVE BY SIMILAR SIMEON AND A SECOND BY VICE MAYOR MAYERSOHN. CAN I GET A ROLL CALL.
PLEASE SHOW IT PASSES UNANIMOUSLY.
>> ITEM 8-B PARKS PROJECT UPDATE.
>> GOOD EVENING, MAYOR AND COMMISSIONER.
I GET TO TALK ABOUT THIS TONIGHT.
I WANT TO AS SURE EVERYBODY CHRISTINE GARCIA OUR PARKS AND REC DIRECTOR AND ASSISTANT CITY MANAGER A LOT OF PEOPLE THAT WORKED HARD TO GET THE PROJECTS TO WHERE THEY ARE TONIGHT.
AND I WANT TO THANK EVERYBODY FOR THAT EFFORT.
FIRST I WILL START OUT WITH THE BASEBALL FIELD IMPROVEMENTS MAINTENANCE PROJECT THAT WE'RE DOING AT TERRAMAR.
IT'S NOW COMPLETE FOR WORKING OUT AT PINE TRAILS.
A AND B WILL BE DONE FOR SATURDAY.
C WILL BE DONE IN TWO WEEKS. THE PROJECT WILL BE WRAPPED UP IN TWO WEEKS. WE'VE COORDINATED WITH THE LEAGUES. FIELD D OUT THERE WILL BE INCORPORATED INTO THE PINE TRAILS WORK THAT I WILL TALK ABOUT IN A MINUTE. THIS PROJECT CONSIST OF REMOVING AND REPLACING THE BUILDUP WHERE THE OUTFIELD GRASS REMOVE THE SOD. REGRADING THE INFIELD FOR LEVEL PLAYING SURFACE IMPROVING THE INFIELD SUBSERVICE.
SO IT'S MUCH SAFER. IF YOU'VE BEEN OUT THERE A LOT AND MR. MAYOR I KNOW YOU ARE OUT THERE OFTEN.
THERE WAS A FABRIC THAT SEPARATED THE TOP FROM THE SURFACE. THAT'S BEEN REMOVED.

I DON'T KNOW IF ANYONE HAD -- >> I WOULD LIKE TO RECOMMEND THAT WE I GUESS PUT DEREK BIGBY BACK ON.

ITEM 8-D RESOLUTION 2021-006 RESOLUTION APPROVING EXECUTION THE SECOND AMENDMENT TO TRANSSYSTEM SURTAX ILA.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PARKLAND, FLORIDA APPROVING THE EXECUTION THE SECOND AMENDMENT OF THE TRANSPORTATION SURTAX INTERLOCAL AGREEMENT PROVIDING FOR AN EXECUTION BY THE APPROPRIATE CITY OFFICIAL
PROVIDING FOR AN EFFECTIVE DATE. >> COMMISSIONER, YOU MAY RECALL BACK IN NOVEMBER OF 2018 THE VOTER OF BROWARD COUNTY APPROVED A ONE CENT TRANSPORTATION SURTAX SALES TAX.
[00:50:03]
SHORTLY THERE AFTER THE CITY THE COUNTY AND THE CITIES AND COUNTY AND MPO ENTERED INTO ILA FOR THE DISTRIBUTION EXPENDITURE OF THE PROCEEDS FOR THAT SURTAX. PROVIDES FOR MINIMUM OF 10% OF THE PROCEEDS TO BE SPENT ON MUNICIPAL PROJECTS.SHORTLY THEREAFTER FIRST AMENDMENT ENTERED INTO PROVIDE FOR ELIGIBILITY AND RANKING CRITERIA FOR MUNICIPAL PROJECTS FOR THE PRIOR FUNDING CYCLES 2019, 2020.
ARE NOW COMING UP TO 2021 FUNDING CYCLE.
THIS SECOND AMENDMENT WAS NEGOTIATED BETWEEN CITY ATTORNEY REPRESENTATIVES AND THE COUNTY. IT ACKNOWLEDGES THE PRIOR RANKING FROM PRIOR CYCLES THE PRIOR EXPENDITURES, THERE'S A DETAILED SUMMARY IN THE BACK UP THAT MY OFFICE PREPARED IF YOU WANT TO SEE ALL OF THIS SPECIFICS.
BUT SOME OF THE DETAILS FOR EXAMPLE IN THE SECOND AMENDMENT THAT WEREN'T PREVIOUSLY IN THE PRIOR AMENDMENT GIVES A LITTLE BIT OF FLEXIBILITY. IF A CITY WANTED TO CHANGE THE PHASING OF A PROJECT THEY HAD PREVIOUSLY SUBMITTED FOR EXAMPLE IF WE ASKED FOR DESIGN COST BUT WE WANT TO SHIFT IT TO CONSTRUCTION OR VICE VERSA. IT GIVES THE CITY ABILITY TO REQUEST THAT. AND THE COUNTY TO APPROVE THAT.
AND ALSO TO APPLY FOR PROJECTS THAT MAY NOT HAVE BEEN ON THE APPROVED LIST. THAT THE MBO AND COUNTY COULD EXPEND ON THAT PROJECT. PURSUANT TO THAT NEW ELIGIBILITY AND CRITERIA PROCESS. AND I THINK SUWANDA CAN ANSWER
TECHNICAL QUESTIONS. >> I WANT TO PUT ON THE RECORD THIS AMENDMENT WOULD NOT IMPACT THE PROJECTS THAT THE CITY HAS IN THE FIRST CYCLE. WE HAVE THREE PROJECT IN THE FIRST CYCLE. PROJECT ON PARKSIDE DRIVE AND WE HAVE POTENTIAL TRAFFIC LIGHT UNIVERSITY ALSO ON THE LIST.
>> >> ANYBODY HAVE ANY QUESTIONS?
>> I KNOW YOU MENTIONED THAT IT'S NOT GOING TO IMPACT IT.
THIS WON'T DELAY THE PROJECT ON LOCKS ROAD IN ANY WAY?
>> IT WILL NOT. SINCE WE ARE IN THE DESIGN PHASE, WE ARE ACTUALLY REQUESTING REIMBURSEMENT FOR THE
CONSTRUCTION OF THE PROJECT. >>
>> THE OTHER QUESTION IS, DO WE KNOW FROM IS THIS OBVIOUSLY IS BASED ON SURTAX DOLLARS. ARE THEY IN LINE WITH WHAT THEY PROJECTED? BASED UPON THE ECONOMY? ARE THEY AT THE SAME LEVEL; DO WE KNOW THAT?
>> I'M NOT SURE. IT'S NOT BEEN REDUCED.
W BEEN FUNDED FOR THE AMOUNT THAT WE'VE REQUESTED.
>> THIS IS FOR THE 2020. I'M TALK -- I HATE TO SAY DOWN THE ROAD. EVERY YEAR WE'RE ALLOWED TO BRING NEW PROJECT FORWARD. WE WILL KEEP LOOKING AT THE LIST
AND REVISE. >> IS THERE ACTUALLY A DEADLINE
TO SUBMIT FOR THIS YEAR? >> THAT DEADLINE PASSED.
THE PROJECT I REFER TO THREE PROJECT MADE IN THE FIRST CYCLE.
THAT CYCLE FIVE-YEAR CYCLE. THE NEXT CYCLE.

>> I RECOGNIZE YOU. >> PER THE RECOMMENDATION OF PNZ AND THE RECOMMENDATION TO FOLLOW THE PNZ RECOMMENDATION WITH RESPECT TO SIMPLIFYING THE ORDINANCE IN THE PROCESS, I WILL POINT OUT SOME OF THE KEY CHANGES THAT BEFORE YOU WITH THIS ORDINANCE. SO WE HAVE REMOVED THE HEARING

OFFICERS COMPONENT. WE REMOVED THE NEIGHBOR NOTIFICATION COMPONENT. ADDED ACKNOWLEDGEMENT THAT HOA APPROVAL MAY BE REQUIRED THEY WILL HAVE TO SUBMIT ONE-PAGE APPLICATION. IT WILL BE DONE MORE CONSISTENT WITH THE BUILDING PERMIT PROCESS.THERE ARE SOME STANDARD IN HERE I BELIEVE THEY ARE CONSISTENT WITH THE DIRECTION THAT WE'VE GOTTEN.
WE'VE PROVIDED THE DEFINITION OF ACCESSORY STRUCTURES AS RECOMMENDED BY THE PLANNING AND ZONING BOARD.
THEY ARE LIMITED TO THE REAR BACKYARD.
THEY HAVE TO COMPLY WITH ALL THE PROVISIONS OF THE FLORIDA BUILDING CODE AND THEN IN TERMS OF SET BACK ONE OF THE MAIN ISSUE DISCUSSED THEY HAVE TO COMPLY WITH MINIMUM SET BACK REQUIREMENTS FOR SCREEN ENCLOSURE THAT'S SPECIFIED IN THE APPLICABLE PRD ORDINANCE. THE STRUCTURE CAN'T ENCROACH WITH EXISTING SETBACK ESTABLISHED FURTHER ACCESSORY STRUCTURES AND WITH THAT I'M HAPPY TO ANSWER ANY QUESTIONS
YOU MAY HAVE. >> THIS CODE ESSENTIALLY IT MATCHES WHAT WE HAVE EXISTING. THIS JUST UPDATING THOSE WHO DID NOT HAVE THE ACCESSORY STRUCTURES IN THE PRD.
>> I WOULD SAY MAKE MORE CONSISTENT WITH THE TRADITIONAL PROCESS FOR OTHER STRUCTURES. BUT STILL ADDRESSES THE SET BACK
ISSUES. >> ANYBODY HAVE ANYTHING?

I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.
ANY ADDITIONAL QUESTIONS ON THIS ITEM?
>> ANYONE HAVE ANY QUESTIONS? >> VICE MAYOR?
>> YES. >> ANTHONY, JUST TO CLARIFY.
ALTHOUGH THIS IS MORATORIUM FOR I GUESS FUTURE PROJECTS, I JUST WANT REGARDING DRAINAGE ISSUE AND WHATEVER.
I WANT TO MAKE SURE YOU CONTINUALLY LOOK AT REGARDING ANY LEGAL THINGS THAT WE COULD DO REGARDING THE CURRENT SITUATION IN THE WEDGE REGARDING DRAIN ISSUES.
>> YES, SIR. CONSISTENT WITH COMMISSION DIRECTION I WORK WITH STAFF ON ALL OF THOSE OPTIONS THAT WE PREVIOUSLY DISCUSSED AT PREVIOUS MEETINGS.
>> ALL RIGHT SO I'M OPEN TO THE PUBLIC.
ANYONE FROM THE PUBLIC HAVE ANY COMMENTS ON 8-F? NO. BACK TO COMMISSION.
I GOT A MOTION FROM SOMEONE >> MOTION TO APPROVE.
>> SECOND. MOTION BY VICE MAYOR MAYERSOHN AND SECOND BY COMMISSIONER CUTLER.
UNANIMOUSLY. ITEM 8-G MOTION TO DIRECT THE CITY ATTORNEY AND STAFF NEGOTIATE A PREANNEXATION AND DEVELOPMENT AGREEMENT WITH THE PROPERTY OWNER AND GATOR ACRES FOR THE CITY COMMISSIONER'S CONSIDERATION.
BRIEF SUMMARY. AINCOMESATION APPLICATION FROM TLC TO LLC. I BELIEVE THE MANAGING MANAGER BRIAN TUNNEL FOR THAT. THIS MOTION BEFORE YOU IS WHETHER OR NOT TO DIRECT ME TO PROCEED TO NEGOTIATE WITH THE APPLICANT WITH RESPECT TO THE ANNEXATION OF THE 4 ACRE KNOWN AS GATOR ACRES TO POTENTIALLY ANNEX THE PARCEL INTO THE CITY.
JUST TO BE CLEAR THIS IS SORT OF THE START OF THE PROCESS TO NEGOTIATE TO THE EXTENT THAT WE'RE ABLE TO REACH SOME SORT OF FORM OF AGREEMENT, THERE'S A NUMBER OF APPROVALS THAT COME BEFORE YOU FOR THAT. THERE'S ANOTHER PUBLIC HEARINGS NUMBER OF OPPORTUNITY FOR THE PUBLIC TO BE HEARD.
FOR YOU TO GET FULL REVIEW FROM STAFF AND INPUT ON ANYTHING THAT
COMES OUT OF THAT. >> DID I HEAR YOU SAY "IF."
>> IF AN AGREEMENT CAN BE REACHED?
>> WHEN AN AGREEMENT WILL BE REACHED.
[01:00:01]
ANYONE HAVE ANY COMMENTS ON THAT?
>> NO COMMENTS. ANYBODY FROM THE PUBLIC HAVE ANY
COMMENTS? >> NO ONE FROM THE PUBLIC.
>> I GOT A MOTION TO APPROVE BY COMMISSIONER ISROW.
AND A SECOND BY COMMISSIONER CUTLER.
>> PLEASE SHOW IT PASSES UNANIMOUSLY.
>> ITEM 8-H MOTION TO RECONSIDER NISD COMMUNICATION TOWER DESIGN.
JUST POINT OUT I BELIEVE MISS JANE HERE ON BEHALF OF NSID.
THIS RELATESTO 2020-078 APPROVED THE LAST MEETING.
THE COMMISSION APPROVED THE MULTIPLE APPLICATIONS FOR THE COMMUNICATIONS TOWER SUBJECT TO A NUMBER OF CONDITIONS.
ONE OF THOSE CONDITIONS BEING RELATED TO THE DESIGN OF THE STEALTH TOWER BEING PINE TREE AMENDMENT.
I BELIEVE MISS EARLY IS HERE TO ADDRESS THAT.
>> THANK YOU VERY MUCH NOR COMING TONIGHT.
>> ANTHONY, BEFORE WE BEGIN IS THIS QUASI-JUDICIAL PROCEEDING?
>> YOU APPROVED THE MATTER. IT'S NOT.
BUT I WILL ASK MISS EARLY WILL MAKE HER PRESENTATION AND DEPENDING ON THE MOTION AND THE DIRECTION OF COMMISSION WE MAY HAVE TO ADDRESS IT AND MAY ASK IF SHE OBJECTS AT SOME POINT?
>> UNFORTUNATELY WE DID LOOK INTO THE MONO AND THE KIND IS TWICE THE AMOUNT [INAUDIBLE] IT'S COST PROHIBITIVE FOR TO US DO THAT.
>> WHAT MAKES IT SO MUCH MORE EXPENSIVE?
>> I GUESS IT'S JUST THE WAY THAT IT LOOKS.
YOU KNOW THE PALM JUST HAS A FEW FRAUNS AT THE TOP.
WHERE PINE THE FULLER ALL THE WAY DOWN AND HEAVIER.
THAT'S THE COST OF THE ACTUAL TREE ITSELF.
YOU HAVE TO TAKE CONSIDERATION THE FOUNDATION.
THAT'S MORE MONEY. WE JUST GOT A PRICE BASED ON THE TO THE PINE. MAINTENANCE IS MORE EXPENSIVE
TOO. >> I'M NOT AWARE OF THE THAT.
IT DON'T HAVE THAT INFORMATION. >> GOOD ENOUGH.
>> DID YOU SOMETHING COMMISSIONER CUTLER?
>> I MEAN, I JUST I'M GOING TO GO BACK TO IDEA THAT I UNDERSTAND THAT THE COST IS MORE.
I THINK THAT THE APPEARANCE -- WE'RE TALKING ABOUT THE APPEARANCE OF SOMETHING IN THE CITY.
AND YOU KNOW YOU'VE GOT A PALM TREE THAT LOOKS LIKE SOMETHING OUT OF CALIFORNIA. AND VERSES A PINE TREE THAT LOOKS LIKE THE SURROUNDING AREA. WE HAVE ANOTHER PINE TREE IN THE
THE WAY -- WHERE YOU TOWER IS LOCATED.
I THINK THE PINE -- IT BLENDS INTO THE LANDSCAPING BETTER.
I HAVE SOME RENDERINGS. [INAUDIBLE] [INAUDIBLE] THE EXTRA COST OF THIS WOULD BE ABSORBED BY ESSENTIALLY THE RESIDENTS; CORRECT? [INAUDIBLE] RIGHT.
[INAUDIBLE] >> I THINK FOR MY PURPOSES AND WHEN YOU SAY IT'S ALMOST DOUBLE. WHEN I SAW THE BACK UP MATERIALS IT LOOKED LIKE THE ESTIMATE FOR THE MONO PALM WAS 141,000.
SOMETHING LIKE THAT. THE ESTIMATE FOR MONO PINE 170
TO 200. >> IT'S JUST -- YOU HAVE TO LOOK FOR JUST THE POLE. FOR THE POLE FOR MONO PINE AND SUPPLIER GS JUST GIVING THE PRICE OF THE POLE ITSELF.
THAT'S WHERE THE DOUBLE CAME IN. >> I JUST WANT TO CLARIFICATION FOR THE RECORD. THE REASON WHY BOTH PNZ AND THE CITY COMMISSION I THINK SUGGESTED THE VARIANCE WITH THE MONO PINE WAS FOR TWO REASONS. NUMBER ONE, WAS FOR AESTHETICS.
AND IF THERE WERE ISSUE WITH COLOCATION WHICH MAY NOT BE AN ISSUE AS I UNDERSTAND IT'S A SECURE AREA AND THEY DON'T MAY NOT WANT ANYONE GOING IN THAT WE WOULD NOT APPROVE
[01:05:10]
ANY COLOCATION. THE MONO PINE WAS 8 FEET SHORTER THAN THE PALM. TO THE EXTENT THEY WOULD SEE ANYTHING THEY WOULD SEE 8 FEET LESS OF IT.THAT'S THE PURPOSE OF THE VARIANCE WITH THAT EXCEPTION.
AT LEAST MY PURPOSE. I'M NOT A SIGNAL ENGINEER.
FROM MY UNDERSTANDING THE SIGNAL ENGINEER THAT KID THIS DESIGN.
THE MINIMUM HEIGHT OF THE POLE HAS TO BE -- THE 80.
THE TOP OF PALM FRAUN 88. THE MINIMUM HEIGHT TO GET COVERED TO THE WEDGE THAT POLE HAS TO BE 80 FEET.
>> I DON'T KNOW ANYONE HAS GONE OUT THERE TO WHERE YOU CAN SEE.
WE HAVE PHOTOS OF -- THESE -- HAVE PHOTOS OF
THE FRONT HILLSBOROUGH. >> CAN YOU SHARE THOSE RENDERING WITH US. WHAT I ALSO PRINTED THIS IS THE BOOSTER STATION WHERE WE WILL PUT THE POLE.
THIS IS RIGHT NEXT DOOR AT THE FPL SUBSTATION.
WHICH THAT HAVE NO LANDSCAPING WHATSOEVER.
JUST SO YOU CAN GET AN IDEA >> THAT'S A RENDERING SHOWING WHAT LANDSCAPING YOU'RE GOING TO [INAUDIBLE] [INAUDIBLE]
[INAUDIBLE] >> JUST HOW TALL ARE THE WATER TOWERS? [INAUDIBLE] 55 FEET HIGH. IF -- I DROVE OUT THERE THE OTHER DAY. IF YOU DRIVE OUT THERE, YOU CAN'T REALLY SEE A HOME BECAUSE YOU HAVE A BERM.
>> CORRECT. THAT'S THE PHOTOS FROM THE ROAD SO YOU CAN SEE THE BOOSTER STATION.
AND THEN RIGHT NEXT TO IT THE FPLC.
I'M NOT SURE IF THAT -- I GOT THAT PHOTO OFF OF BROWARD COUNTY WEB SITE. WE ACTUALLY JUST ENHANCED THE LANDSCAPING FROM FRONT OF OUR STATION.
WE ACTUALLY ADDED A LOT MORE LANDSCAPING.
>> FIRST OF ALL, I WANT TO THANK YOU FOR BEING HERE TONIGHT.
I GO BACK TO I GUESS FROM STANDPOINT OF WHAT OPTIONS WE HAVE IF WE WHICH I DON'T KNOW IF WE CAN RECONSIDER AS OPPOSED TO AMEND OR RESCIND. IF WE WERE TO RESCIND, WE COULD RESCIND THE WHOLE -- I'M JUST ASKING WHAT OPTIONS DO WE HAVE?
>> YOU HAVE THOSE OPTIONS. JUST KEEP IN MIND.
IT'S LIKE RESCINDING APPROVAL. YOU MAY START THE PROCESS OVER AGAIN. FOR EXAMPLE IF YOU WANTED TO -- IF YOU AGREE WITH REQUEST YOU COULD POTENTIALLY AMEND THAT CONDITION. LET'S SAY.
>> I MEAN, FOR ME IT'S ABOUT COST.
BECAUSE I THINK WHAT YOU CAN ACTUALLY SEE AND I SPOKE TO FEW MEMBERS ON THE PLANNING AND ZONING.
AND YOU KNOW, I WON'T GO INTO EXACTLY WHAT EVERYONE SAID.
YOU KNOW, IT'S HARD TO SEE WHAT'S THERE NOW.
WHAT'S GOING TO BE. OBVIOUSLY THIS COST WOULD BE ON THE BURDEN OF THE RESIDENTS. TO ME I SEE THIS AS A POTENTIAL COST SAVINGS. I DON'T KNOW HOW DIFFERENT A PALM OR PINE AT THAT PARTICULAR -- FROM THE RENDERINGS THAT I HAVE SEEN I'M NOT SEEING MUCH OF A DIFFERENCE FROM ONE THING TO THE NEXT. I'M TRULY GOING ON, ON COST.
THE PLANNING AND ZONING WHEN I HEARD THE MEETING.
THEY DIDN'T SEEM -- THERE WAS DEFINITELY ONE MEMBER WHO WAS VERY MUCH WANTED THE PINE TREE. BUT SOME OF THE OTHER ONE WERE LOOKING AT THE OTHER FACTORS MORE SO.
THE ORIGINAL MOTION I COULD BE WRONG.
IT SAID IF COST DON'T PROHIBIT WE'LL GO WITH THE PINE TREE.
THAT'S NOT WHAT WAS OFFICIALLY APPROVED.
[01:10:04]
BUT THAT WAS WHAT THROWN AROUND EARLY ON.FOR ME, IT'S STRICTLY BARES DOWN TO COST BECAUSE FROM THE DRAWING AND RENDERING I HAVE SEEN. I DON'T THINK WHERE PALM OR PINE WILL MAKE THAT MUCH OF A DIFFERENCE.
OBVIOUSLY YOU KNOW COLOCATING -- THAT COULD BE SOMETHING THAT'S BROUGHT UP LATER.
I BROUGHT THIS TO THE TABLE. FOR ME -- DO I HAVE TO PASS THE
>> I CAN MAKE. >> IF YOU WILL MAKE THE MOTION YOU CAN PASS THE GAVEL TO THE VICE MAYOR.
>>IST GOING TO MAKE A MOTION TO AMEND THE CONDITION OF APPROVAL FOR THE NSID COMMUNICATION TOWER TO MODIFY THE DESIGN STYLE FROM PINE TREE TO A PALM TREE DESIGN. THAT'S ESSENTIALLY WHAT I WAS LOOKING FOR AND AGAIN IT COMES DOWN TO COST SAVINGS TO
RESIDENT. >> DO I HAVE A SECOND?
>> I WILL SECOND IT. >> WE WILL OPEN IT TO THE PUBLIC. ANYONE FROM THE PUBLIC -- ACTUALLY SORRY. VICE MAYOR.
>> I OPEN TO THE PUBLIC. >> ANYONE FROM THE PUBLIC WANT
TO COMMENT ON THIS? >> SEEING NONE.
>> I JUST WANTED TO MAKE A COMMENT.
AND I'M CONSCIOUS OF THE COST SAVINGS TO THE RESIDENTS.
I DO APPRECIATE 100,000 MORE WILL TRICKLE DOWN TO THE RESIDENTS. PAND THEY WOULD HAVE TO BARE TH COST. SEEING THE RENDERINGS GIVES ME A COMFORT LEVEL. WE WERE TRYING TO I THINK -- I THINK IT WAS THE PNZ MADE THE COMMENT THAT HAVING THE PINE TREE AESTHETIC STANDPOINT WOULD HELP WITH FUTURE COLOCATION AND REDUCING THE HEIGHT BY 8 FEET. I AM JUST -- JUST WANT TO CLARIFY FOR MY POSITION CO-LOCATION CONSIDERATION DOWN THE ROAD WOULD BE IMPACTED FOR ME BY NOT HAVING THE PINE TREE BECAUSE YOU ARE NOT ABLE TO CAMOUFLAGE THAT AS EASILY AS YOU WOULD IN THE PALM TREE. WITH THAT AND IT'S MY UNDERSTANDING THAT SECURE SIGHT SO CO-LOCATION MAY NOT EVEN BE DESIROUS BY NSID. WITH THAT, THAT GIVES ME COMFORT LEVEL THAT THE PALM TREE WILL NOT BE AS PROBLEMATIC IF THERE WERE A CO-LOCATION ISSUE DOWN THE ROAD.
>> CAN I ASK A QUESTION? >> THANK YOU VICE MAYOR.
>> WITH RESPECT TO THIS PHOTOGRAPH THAT YOU PRESENTED TO US. THIS IS THE VIEW FROM THE ROAD LOOKING AT THE WATER TOWERS THEMSELVES.
WHERE IN THIS PICTURE WOULD BE -- WOULD THIS TREE GO?
>> RIGHT IN BETWEEN THE TWO TANKS.
>> IF YOU HOLD UP THAT FOR HER THAT MIGHT SHOW BETTER.
>> RIGHT. I MEAN WE HAVE A PHOTOGRAPH WITH A RENDERED TREE IN THE BACKGROUND FROM THE RESIDENCES LOOKING AT WHAT THE TREE WOULD LOOK LIKE FROM THAT RESIDENCE.
WE DON'T HAVE IT IN HERE. WHEN I'M LOOKING AT -- WHAT I'M TRYING TO UNDERSTAND IN LOOKING AT THIS GOOGLE EARTH PHOTOGRAPH THAT YOU PRESENTED FROM THE ROADWAY, LOOKING AT THE TOWERS, WHAT WE SEE ARE TREES IN THE FOREGROUND IN FRONT OF THE TANKS BUT THEN YOU WILL HAVE THIS VERY LARGE PALM TREE STICKING UP STRAIGHT OUT OF THE THE MIDDLE OF PHOTOGRAPH.
IS THAT WHAT I'M -- [INAUDIBLE]
>> DO YOU MIND SPEAKING INTO THE MIC.
>> YOU SAID THE TANKS ARE 55 FEET TALL.
THE POLE IS ACTUALLY SET BACK FROM THE ROAD.
MUCH FURTHER. IT'S NOT GOING TO BE RIGHT UP AGAIN THE TREES THAT YOU ARE SEEING ALONG THE ROAD.
>> I DON'T WANT TO DRAW ON YOUR PICTURE HERE.
BUT I'M TRYING TO GET A SENSE LIKE FROM THE OTHER THINGS THAT YOU'VE PRESENTED WHAT THAT TREE WILL LOOK LIKE IN THIS
PHOTOGRAPH WHERE -- >> I UNDERSTAND.
THE REASON WE DID THESE BECAUSE THE CONCERN WAS THE RESIDENT.
THE TWO RESIDENTS THAT WERE THE CLOSEST.
THAT'S WHAT THEY WOULD SEE. NOW DRIVING DOWN THE ROAD.
MIGHT HAVE A DIFFERENT VIEW. BUT THE CONCERN WAS THE ACTUAL VIEW FROM THE RESIDENT'S HOME. THAT'S WHY WE DID THE RENDERING
FROM THOSE LOCATIONS. >> NANCY, THIS IS ON THAT
[01:15:02]
ROADWAY AREA ON HILLSBOROUGH I WAS TALKING ABOUT WHERE I WAS HOPING MAYBE ME WOULD HAVE OTHER LANDSCAPING AS WELL?>> IF I DREW A PALM TREE IN HERE WE'RE GOING THIS THING STICKING UP IN THE MIDDLE OF PICTURE. BASED ON WHERE YOU ARE STANDING.
YOU MAY NOT SEE IT BECAUSE OF ITS SET BACK SO FAR.
THAT EVEN THOUGH IT'S 88 FEET. THE OTHER SIDE OF THE NORTH SIDE OF THE ROAD YOU ARE NOT -- IT MIGHT NOT STICK UP ABOVE THAT TREE. WE DIDN'T DO THAT TYPE OF RENDERING. IT'S FURTHER BACK TO THE SOUTH
OF THE PROPERTY. >> AND I THINK YOU SAID THAT THE LANDSCAPING THAT'S IN FRONT OF THESE TOWERS NOW IS MORE THAN WHAT'S DEPICTED IN THE PHOTOGRAPH.
>> WE SPENT AROUND 45,000 AND ADDED ADDITIONAL LANDSCAPING
APPROVED BY PARKLAND. >> WHERE THERE MORE TREES OR
LOWER BUSHES AND SHRUBS? >> WE ADDED BOTH.
LANDSCAPE PLAN WAS APPROVED YEARS AGO.
AND OVER THE YEARS WITH PLANTS DYING WE JUST WENT AHEAD AND REPLANTED OR ADDED ADDITIONAL TO INCREASE THAT BUFFER.
>> IF I MAY. >> I THINK WHAT YOU'RE TRYING TO SHOW FROM THESE PICTURES, BECAUSE THIS WOULD BE OVER BY
LIKE WATER CREST. >> DRIVING DOWN THE ROAD YOU
LOOK OVER -- >> IS THE POLE BEHIND THE TANKS
OR IN FRONT OF THE TANKS? >> [INAUDIBLE] IF THESE ARE 55 FEET TALL.
THIS THING WILL BE WAY BACK HERE.
>> MAYOR IF I MAY. I WAS ONE OF THE FIRST PEOPLE TO PUSH FOR THE PINE TREE. AND I DID SO FOR COUPLE OF REASON. ONE COMMISSIONER BRIER IT REDUCES THE POLE AND SET BACK. I WAS IN WATERCREST.
BASED ON THAT KIND OF PERSPECTIVE OF IT FROM THE DEPTH, WE WILL SEE SOMETHING BUT I THINK EVEN REGARDLESS OF WHAT YOU WILL SEE PROBABLY THE TIP OF THE POLE.
I THINK WHETHER IT'S PINE TREE OR PALM TREE FROM THAT PERSPECTIVE EXTRA 100,000. YOU WILL NOT GET THE VISUAL AESTHETICS. THAT'S FROM SOMEONE WHO ACTUALLY
LIVES ACROSS THE STREET. >> I JUST WANTED TO SAY SO NOW WE CAN BLAME JORDAN IF WE SEE IT.
>> EXACTLY. >> I CLIMB UP AND ADD LEAVES TO
IT. >> I WANTED TO KIND OF CHIME WHEN THIS VARIANCE CAME FORTH. I WAS NOT COMFORTABLE WITH APPROVING THE VARIANCE. LOOKING AT IT IS THAT LOOK NSID IN THAT CORNER AS YOU DRIVE IN. THERE'S LAND THERE TO BUILD A TOWER. IT MAY NOT BE THE OPTIMAL PLACE.
BUT THEY COULD BUILD 130-FOOT TOWER, GET THE SIGNAL STRENGTH THEY NEED, NOT HAVE ANY ELEMENTS OF PINE TREE PALM TREE WHATEVER IT IS. AND IT'S RIGHT UP AGAINST THE ROAD VERY SIMILAR AS JANE POINTED OUT TO THE FP&L POLES.
IT'S NOT PERFECT. BUT IT'S THE BEST THAT WE CAN SIT HERE AND WORK WITH NSID TO TRY TO GET.
WHEN I GO BY AND, AGAIN, GOING BACK TO PINE TREE.
WHEN I GO BY PUBLIC WORKS AND DRIVE BY, IT'S ALL YOU KNOW WITH THE TREES THAT ARE IN THERE. UNLESS YOU LOOK FOR THE TOWER, YOU CAN'T FIND IT. I'M NOT LOOKING FOR IT WHEN I'M DRIVING. WHEN I DRIVE UP AND DOWNHILLS -- DOWN HILLSBOROUGH. I'M NOT LOOKING FOR THE TOWER.
WE HAVE MORE EGREGIOUS TYPE OF TOWERS.
YOU HAVE ONE BY THE HABAD WHERE THE LANDSCAPING COMPANY IS.
THAT'S RIGHT IN THE MIDDLE OF LOCKS.
I LIVE IN MAY FAIR. >> I WE SEE IT FROM MY HOUSE.
IN LOOKING AT THE RESIDENTS THAT ARE GOING TO BE IMPACTED BY IT FROM THEIR BACKYARD THAT'S AN IMPORTANT PART TO CONSIDER.
I'M NOT LOOKING AT THE COST. I'M LOOKING AT WHAT BLENDS IN.
I DON'T THINK WE HAVE ANY PINE TREES THAT ARE OUT THERE ON THE WEST SIDE OF TOWN ACCEPT FOR THE BEASELY PROMPT WHICH I'M SURE ONCE WE DEVELOPED THOSE TREES WILL GO DOWN.
IT KIND OF IS WHETHER IT'S A TOWER, WHETHER IT'S PINE.
[01:20:03]
PALM OR WHATEVER. IT'S STILL GOING TO BE NOTICEABLE. BUT THE POINT IS THAT NSID IS TRYING TO UTILIZE THIS AS A TOOL TO HELP THEM BE ABLE TO SEE FOR HOMELAND SECURITY. AND I THINK THAT IF YOU KNOW WE'RE GOING TO SIT HERE AND DISCUSS PALM AND PINE, I DON'T KNOW WHICH ONE WORKS BETTER TODAY A PALM MAY WORK BETTER.TEN YEARS A PINE MAY WORK BETTER.
BUT YOU KNOW, AGAIN, IF -- I DON'T THINK THEY ARE LOOKING TO COLOCATE. YOU HAVE HIGH SECURITY.
YOU HAVE TO REASON TO GO IN. I DON'T THINK YOU WANT TO HAVE WHETHER IT'S VERIZON COMING IN, IN THE MIDDLE OF THE NIGHT.
WE NEED TO GET IN HERE AND FIX OUR SATELLITES.
IN EFFECT YOUR SATELLITES. I'M SUPPORTIVE OF THE AMENDMENT.
AND, AGAIN, ON THE BASIS THAT WE'RE THIS IS THE BEST I THINK THAT WE WILL GET FROM A STANDPOINT OF WHAT'S CONTIGUOUS OUT THERE AND WHAT LOOKS THE BEST AND AGAIN THE FACT YOU'VE GOT THE BERM AND IF YOU DRIVE BY, YOU DON'T REALIZE THOSE TOWERS ARE 50 FEET. MAYBE YOU THINK THEY ARE 20 FEET. THAT'S MY OPINION.
>> OKAY. YOU'RE INFRINGING UPON MY --
>> HERE WE GO AGAIN. >> ARE THERE ANY MORE COMMENTS FROM THE COMMISSION. IF NOT -- YES, ANTHONY.
>> THANK YOU VICE MAYOR. I WANTED TO CONFIRM WITH MISS EARLY YOU HEARD THE COMMISSION YOU HEARD THE MOTION DOES NSID HAVE ANY OBJECTION TO THE MANNER?
>> NO WE DON'T. >> ALYSON, ROLL CALL.
I'M NOT ENTIRELY HAPPY WITH THE IDEA THAT YOU WILL GO WITH PALM TREE VERSES THE PINE TREE. BECAUSE I THINKS A THETCALLY THE PINE THE TREE WILL BLEND IN. [INAUDIBLE]
>> NOW YOU CAN HAVE YOUR GAVEL BACK.
>> MOTION PASSES UNANIMOUSLY. >> THANK YOU VERY MUCH.
>> THANK YOU. >> WE HAVE COMMENTS BY BROWARD
[9. Comments by the Broward Sheriff's Office]
SHERIFF'S OFFICE. CAPTAIN MULLIGAN.BEFORE I BEGIN WITH OUR NORMAL CRIME UPDATE, I WANTED TO MAKE EVERYONE AWARE OF A SCAM THAT'S GOING ON WHERE RESIDENT GET PHONE CALL FROM SOMEONE CLAIMING TO BE FROM FLORIDA POWER & LIGHT. THEY ARE TOLD THEIR BEHIND IN THEIR PAYMENTS. IF THEY DON'T WANT POWER TURNED OFF IMMEDIATELY, THEY NEED TO GO PURCHASE GIFT CARDS AND THEN CALL THE NUMBER BACK AND GIVE THEM THE INFORMATION OFF THE GIFT CARDS. WE HAVE HAD TWO VICTIMS RECENTLY. IT'S GOING ON OUT THERE.
JUST SOMETHING FOR YOU IF YOU ARE OUT TALKING TO RESIDENTS, KIND OF PUT IN THEIR EAR. AND FOR ANYONE THAT'S LISTENING.
JUST BE CAREFUL. FP&L DOESN'T CALL YOU TO GO GET GIFT CARDS. YOU HAVE A QUESTION ABOUT THE CALL WHETHER VALID OR NOT. HANG UP.
CALL THE FP&L NUMBER THAT YOU FIND ONLINE.
AND CONFIRM WITH THEM THERE'S AN ISSUE.
DON'T GIVE ANYONE INFORMATION. DON'T GO BUY CARDS AND CALL PEOPLE BACK AND GIVE THAT INFORMATION TO THEM.
>> THANK YOU FOR THAT. I WILL STOP YOU FOR ONE SECOND.
WE'RE GOING TO HAVE WORK SHOP ON THE 17TH.
CAN WE MAKE SURE WE INVITE CAPTAIN MULLIGAN THERE.
>> VERY GOOD. >> A LITTLE BIT ABOUT WHERE WE ARE AT IN TERMS OF CRIME TRENDS. TO LET YOU KNOW WE TYPICALLY HAVE A PROBLEM WITH AUTO BURGLARS.
I DISCUSSED INCIDENCE LAST TIME WE WERE HERE.
WE WERE HAVING PROBLEMS DURING THE DAY.
I MENTIONED THAT A ANOTHER AGENCY MADE AN ARREST IN THAT.
THAT WHOLE SEQUENCE OF EVENT HAD US SIT DOWN WITH THE SECURITY COMPANY AND HOA AND PROPERTY MANAGEMENT AND DO AN EVALUATION OF WHAT SOME OF THEIR CONCERNS MAY BE OR SOME OF THEIR WAYS
[01:25:03]
PEOPLE MAY BE GETTING ON TO THE PROPERTY.SO ONE OF THE THINGS THAT WE EVALUATED.
WE LOOKED AT THE GOLF COURSE ITSELF AND IN PARTICULAR THE OLD PRO SHOP OVER BY THE MARRIOT. AND WE FOUND THAT IT'S PRETTY EASY TO GO BACK THERE FROM THERE DRIVE A VEHICLE ON GOLF COURSE.
WE DID IT JUST THE OTHER DAY. OUR CRIME SUPPRESSION TEAM THE GENTLEMAN BEHIND ME GERMAINE JOHNSON.
THEY SET UP SURVEILLANCE ON THAT.
THEY WERE ABLE TO ACTUALLY GO BACK AND FIND SOMEONE.
BLACKED OUT IN THEIR VEHICL WHEN THEY ATTEMPTED TO MAKE CONTACT WITH THAT PERSON. THEY DROVE OFF.
THEY WERE ABLE TO STOP THE CAR AS A RESULT OF THAT THEY RECOVERED A GUN. MASKS GLOVES, TO CLEAR THEY'VE PERSONS BACK THERE WITH THE INTENTION OF DOING SOMETHING THEY SHOULDN'T HAVE BEEN DOING. THE FURTHER INVESTIGATION ON THE GUN PORTION REVEALS THE GUN -- THE FRAME OF THE GUN DID NOT HAVE A CEREAL NUMBER ON IT. UTILIZING THE CONNECTION WE'RE MEETING ATF TOMORROW TO SEE IF WE TAKE THAT CASE FEDERAL.
AND CHARGE THAT PERSON WITH AN UNAUTHORIZED FIREARM.
ADDITIONALLY TWO GENTLEMEN MIND ME HAVE BEEN DOING A GREAT JOB THE LAST COUPLE OF WEEKS. LAST NIGHT WE WERE ABLE TO GET A HIT OFF OF ONE OF CORAL SPRINGS APR'S AND AGAIN GOING BACK TO TALK ABOUT THE TECHNOLOGY AND I WANT TO THANK YOU FOR PURCHASING THOSE. WHEN WE TALKED ABOUT MOVING FORWARD WITH THIS PURCHASE, WE WANTED TO MAKE SURE OUR SYSTEM ININTEGRATED WITH CORAL SPRING. WHEN THAT HAPPENED IN CORAL SPRINGS WE RECEIVED THE INFORMATION AT THE SAME TIME.
THE DETECTIVE WERE ABLE TO GO AHEAD AND START LOOKING FOR INTEREST VEHICLE. THEY LOCATED THE CAR IN NORTH LAUDERDALE. THEY WENT INTO STOP THE INDIVIDUAL AGAIN. THERE WAS A LITTLE BIT OF A VEHICLE DROVE OFF. THEY WERE ABLE TO STOP THE VEHICLE. UTILIZING THE AVIATION UNIT.
AND OUR K-9 UNIT WERE ABLE TO TAKE THE SUSPECTS INTO CUSTODY.
HE'S A FREQUENT FLIER.PHE'S BEE. TO DRIVE THE POINT HOME OF WHY IT'S IMPORTANT TO LOCK YOUR CAR DOORS NOT LEE YOUR KEYS IN YOUR VEHICLE WHEN THEY WERE INTERVIEW I COME TO PARKLAND BECAUSE IT'S EASY MONEY. WHY WE ARE MAKING SOME SIGNIFICANT INROADS IN DEALING WITH THE CRIME.
NO SMALL PART FOR THE GENTLEMAN MIND ME.
AGAIN, IT'S STILL VERY IMPORTANT TO MAKE SURE THAT WE'RE TAKING THOSE SAFETY PRECAUTIONS. THAT'S ALL I HAVE FOR TONIGHT.
ANY QUESTIONS CAN J? >> IS THERE ANY INFORMATION YOU
CAN GIVE US ON THAT CODE RED? >> YOU PROBABLY HAVE MOST OF THE INFORMATION. IT'S BEEN IN THE PRINT.
WHAT WE WOULD HAVE CALLED A PRANK CALL YEARS AGO NOW WE CALL IT A SQUATTING CALL. IT CAME IN CAME INTO THE SCHOOL.
CAME INTO OUR REGIONAL COMMUNICATION.
IT'S AN ATTEMPT TO PROVOKE LARGE-SCALE LAW ENFORCEMENT RESPONSE. WE INITIATED ALL OF OUR NORMAL ACTIVE SHOOTER PROTOCOLS AND RESPONDED.
I WOULD GIVE US A B-PLUS. LIKE ANYTHING ELSE AS YOU EVALUATE THINGS THERE'S THINGS WE COULD HAVE DONE BETTER.
WE WILL ADDRESS THOSE THINGS. WE'RE MEETING THE PRINCIPALS TOMORROW TO TALK A LITTLE BIT ABOUT HOW WE CAN BETTER COORDINATE THEIR RESPONSES. THERE WAS A LITTLE BIT OF CONCERN WHEN THE OTHER SCHOOLS IN THE CITY WENT INTO LOCKDOWN.
UNDERSTANDABLE. WE APPRECIATE THAT.
WHAT THAT MIGHT MEAN TO PEOPLE. IN EVALUATING OUR RESPONSE, WE WILL MEET WITH THEM AND WE WILL DISCUSS THINGS THAT WE CAME UP WITH THAT WE THINK WE WILL BETTER COORDINATE OUR RESPONSES.
AND PROBABLY BE ABLE TO PUT THEM INTO A POSTURE THAT WILL ALLOW THEM TO MAINTAIN SECURITY BUT AT THE SAME TIME NOT CREATE A SENSE
OF ALARM FOR EVERYBODY. >> WE THINK THE CALL CAME FROM OVERSEAS. WE HAVEN'T PINNED IT DOWN YET.
WE BELIEVE THAT IT CAME FROM OVERSEAS.
>> WHICH IS NOT UNUSUAL. I THINK YOU GUYS, COMMISSIONER MAY NOT HAVE BEEN ON AT THAT TIME.
. JUNE OF LAST YEAR WE HAD A CALL WHEN MSD OPENED UP GENTLEMAN AND AGAIN NOT TO GET ON SOCIAL MEDIA DISCUSSION BUT FOR THOSE OF US THAT ARE PARENTS IT JUST GOES TO SHOW YOU HOW IMPORTANT IT IS PART OF THIS WAS PRECIPITATED BY A STUDENT LARGE SOCIAL MEDIA PRESENCE.
AGAIN, THOSE ARE THINGS AS PARENT WE WANT TO MAKE SURE WE'RE KIND OF MONITORING THAT STUFF.
THIS IS NOT AN UNCOMMON THING THAT GOES ON.
>> ON THE FP&L SCAM HAVE YOU CONTACTED FP&L ABOUT IT?
>> NO, WE HAVE NOT. WE CAN REACH OUT TO THEM.
>> JUST TO MAKE THEM. I DON'T KNOW WHAT OTHER THAN MAKE THEM AWARE. MAYBE THEY CAN PUT SOMETHINGHAT.
[01:30:01]
AND, AGAIN, WITH OUR TIM HOGAN ON JULIET LET THEM KNOW THIS IS GOING ON. MAYBE THEY WANT TO PUT ON ALERTESPECIALLY TO THEIR CUSTOMERS. >> WE CAN REACH OUT TO THEM.
>> GOOD POINT. IT'S PROBABLY NOT JUST HAPPENING IN PARKLAND. IT'S HAPPENING ALL OVER.
I WANTED TO SAY ONE THING. CAPTAIN AND LIEUTENANT, I KNOW THERE'S BEEN TWO RECENT ARRESTS OF INDIVIDUALS WHO WERE PARKLAND RESIDENTS WHO WERE ALLEGED OF COMMITTED CRIMES AGAINST CHILDREN. I WANTED TO THANK YOU AND YOUR TEAM FOR PARTICIPATING IN THOSE. WHAT HAPPENED YESTERDAY WAS WITH THE FBI HITS CLOSE TO HOME. IN DOING THAT IN PROTECTING OUR CHILDREN AND PROTECTING OUR FAMILIES, FROM PREDATORS, YOU THE MEN AND WOMEN OF THE RELATED AGENCY ARE PUTTING YOUR LIVES ON THE LINE. WHILE WE HONOR LAURA AND THE OTHER FBI AGENTS WHO WERE -- THE ONES THAT WERE KILLED AND INJURED. I WANT TO SAY WE'RE PRAYING FOR THE SAFETY OF OUR MEN AND WOMEN OF BSO WHO ARE OUT THERE IN THE FIELD TRYING TO PROTECT OUR CHILDREN AND I THANK YOU FOR DOING THAT. BECAUSE WHILE IT'S NOT SOMETHING THAT HAS PARKLAND RESIDENT OR PARKLAND COMMISSION I WANT TO SEE HAPPENING IN OUR COMMUNITY. I DO WANT -- I'M THANKFUL THAT YOU ARE OUT THERE PREVENTING IT AND ARRESTING THOSE INDIVIDUALS.
>> I APPRECIATE THAT. I WILL PASS THAT ON TO THOSE DETECTIVES THAT WORK WITH THE CASE.
>> WELL SAID COMMISSIONER BRIER. >> ANYONE ELSE?

I WAS FORTUNATE ENOUGH TO DO THE FRST ONE THIS MORNING.

>> ANYBODY? >> DEPUTY CHIEF, FOR RESIDENTS BECAUSE I KNOW I-INVOLVING. FOR RESIDENT WATCHING OR LISTENING. WHAT'S THE BEST WAY IF THEY ARE 65 OR OVER WHAT'S THE BEST WAY TO OBTAIN THE VACCINE?
>> THE WEB SITE CONTINUES TO HAVE PROBLEMS FROM THE STATE.
