THE BOARD MAKE RECOMMENDATION ON MATTERS SUCH AS SIZE AND LOCATION SO FACILITIES WITHIN OUR PARKS AND THE BORDEN INTERACTS WITH RESIDENT WHOSE USE THE FACILITIES TO ENSURE PROGRESS, DEVELOPMENT MAINTENANCE, AND PLANNING NEEDS ARE MET. ERIC YOUNG ONE OF THE LONGEST SEVERAL INMEMBERS EVER ON THE PARK AND REC ADVISORY BOARD. AS A RESULT HIS INPUT HAS BEEN HELPFUL IN EVERY PARK IN OUR CITY. OR THE LAST 13 YEARS HE HAS DEVOTED INORNANT AMOUNT OF TIME TO BOARD. THE ORGANIZATION CULL TULLE AGGR CULTIVATES AN ENVIRONMENT WITH LOW AND FRIENDSHIP AND WE SAY HAS NO LIMIT. THE WORK OF ORGANIZATION CANNOT BE OVERSTATED NOR CAN ANDY ROLE AND COMMITMENT TO CAUSE. ONE OF THE THINGS THAT ANDY DID WAS HE SPEARHEADED OUR BE FREE INITIATIVE TO ENSURE THAT NO PLAYER WOULD HAVE TO PAY TO PARTICIPATE. SINCE THAT TIME I HAVE CONTACTED FLORIDA POWER & LIGHT AND NO ONE KNOWS OF ANY PROJECT OF THIS NATURE. I'VE BEEN WORKING FOR SIX MONTHS COMPLAINING ABOUT GETTING THE LIGHTS ON IN OUR DEVELOPMENT. AND I HAVE BEEN UNSUCCESSFUL. SO I AM ELEVATING THAT TO THIS BODY HERE TO TAKE SOME RESPONSIBLE ACTION ON BEHALF OF RESIDENT AND THE VISITORS AND THE CHILDRN OF THAT AREA. THERE'S NO REASON A RESIDENT SHOULD HAVE TO SPEND HUNDREDS OF HOUR WRITING E-MAILS ATTENDING MEETING. CALLING CITY STAFF TO LITERALLY WALK BLOCKS OF MY NEIGHBORHOOD TO SPRAY PAINT MARKS ON DEFECTIVE AREAS OF ROADWAYS SIDEWALKS AND SWAILS THAT A DEVELOPER SAID HAD BEEN REPAIRED AND THE CITY WAS READY TO PASS THROUGH. I SHOULD HAVE BEEN UP TO LENNA ARE TO DO RIGHT THE FIRST TIME AND UP TO THE CITY TO MAKE SURE LENNAR FIXED THING IF THEY WERE NOT DONE RIGHT THE FIRST TIME. A RESIDENT SHOULD NOT BE FORCED TO DO THOSE THINGS. AND YET MANY OF US ARE FORCED TO EXACTLY THAT. THE CITY OF PARKLAND NEW LENNAR WAS NOT GOING TO BE AND YOU WILL HEAR THIS PHRASE TONIGHT FROM ME AND A NUMBER OF MY NEIGHBOR. A GOOD CORPORATE CITIZEN. YOU SAID IT YOURSELVES. THIS COMMISSION HAS REFERENCED A GOOD CORPORATE CITIZEN WHEN TALKING ABOUT LENNAR. WELL, WE KNEW THAT LENNAR WAS NOT GOING TO BE A GOOD CORPORATE CITIZEN SINCE BEFORE THE FIRST HOME CAME OUT OF THE HOME IN MAR-A-LAGO IN 2014 AND 2015. I WAS ADVISED BY STAFF LANNAR WAS WARNED OF DRAINAGE ISSUE IN THE WEDGE BEFORE BUILDING EVEN BEGAN. AND WAS BEGIN SUGGESTED FIXES FOR THOSE PROBLEMS. YET LENNAR IGNORED THEM. KNOWING THIS WAS A CONCERN IT'S BIZARRE THAT LENNAR APPEARS TO HAVE GOTTEN THE BENEFIT OF THE DOUBT AT ALL TIMES IN IT'S DEVELOPMENT CONSTRUCTION AND INSPECTIONS IN MAR-A-LAGO, BOTH IN THE HOMES AND THE COMMUNITY ELEMENTS. AND THEN AFTER SEEING THE PROBLEM THAT HAPPENED IN MAR-A-LAGO FOR YEARS, IT'S COMPLETELY UNFATHOMABLE THAT THE SAME KINDS OF PROBLEMS OCCURRED AND WERE ALLOWED TO OCCUR IN TUSCADA AND PARKLAND PAY. WHEN THE COMMISSION AT THAT TIME AND BEFORE I BELIEVE ANYBODY ON THIS COMMISSION CURRENTLY WAS ON THE COMMISSION THE COMMISSION QUESTION STAFF AS TO WHY ENTRY FEATURES WERE DELAYED. WHY LENNAR WAS ALLOWED TO GET MORE PERMIT WITH THE CLUBHOUSE NOT CAN COMPLETED WITH NO ENTRY FEATURES NOT BEING COMPLETED AND STAFF'S RESPONSE COULD BE SUMMED UP AS THE FOLLOWING. WE DIDN'T MAKE CERTAIN THINGS CONDITIONS OF THE ORIGINAL APPROVAL BECAUSE WE HAD NEVER HAD A DEVELOPER THAT DIDN'T BUILD THE COMMUNITY ELEMENTS FIRST. NOW IT'S NOT THE GREATEST ANSWER, BUT IT IS. IT'S AN UNDERSTANDABLE ANSWER. THERE'S BEEN DEVELOPMENT HAPPENING IN THIS CITY IN TERMS OF PLANNED DEVELOPMENTS SINCE THE 80S. SINCE CYPRESS HEAD. THAT'S A PLANNED DEVELOPMENT. WE'VE NEVER HAD IT HAPPEN BFORE. UNDERSTANDABLE. IT HAPPENED HERE. BUT IT'S SHAME ON YOU. NOW WE'RE AT 500 TIMES WITH LENNAR AND YET THE SAME THINGS THAT WERE ALLOWED TO HAPPEN IN MAR-A-LAGO FOR THE REASON OF IT NEVER HAPPENED BEFORE HAVE BEEN ALLOWED TO HAPPEN AGAIN, TOSSCANA ALLOWED TO HAPPEN IN PARKLAND BAY. THE FIVE-PLUS YEAR I SERVED ON % THE PLANNING AND ZONING BOARD THERE'S BEEN MULTIPLE OCCASION WHEN THIS CITY HAS BEEN REQUIRED TO AMEND IT'S ORDINANCE TO HELP RESIDENT BECAUSE OF PROBLEMS CREATED AT LEAST IN PART BECAUSE OF LENNAR. THE MOST RECENT ADDRESSED BY PLANNING AND ZONING LAST WEEK AND WILL BE ON YOUR AGENDA THIS EVENING. I WON'T SPEAK ABOUT THAT ITEM NOW. I WILL SPEAK ABOUT IT WHEN THE ACTUAL ITEM COMES UP AND RELATES TO ACCESSORY STRUCTURES. WELL, COMMUNITY LIKE WATER CREST, THE DEVELOPER OF WHICH WAS ACQUIRED BY LENNAR PRIOR TO TURN OVER OR NOT PERMITTED TO CONSTRUCT BASIC ACCESSORY STRUCTURES IN THE BACKYARDS OF THEIR HOMES BECAUSE THE DEVELOPER EITHER CHOSE OR FORGET TO COME IN AND GET THE SITE PLAN APPROVAL PRETTY MUCH EVERY OTHER DEVELOPER HAS IN THE HISTORY OF THE CITY OF PARKLAND. WITHOUT THAT CODE CHANGE AND OTHER CODE CHANGES THE CITY HAS PASSED IN THE PAST. WHO WOULD ULTIMATELY BE HURT? THE RESIDENT. FOR TOO LONG IT SEEMS LENNAR IS ABLE TO DO WHATEVER IT WANTS IN THIS CITY. AND EVERYBODY JUST NEEDS TO WORK AROUND THE PROBLEMS THAT THEY [00:20:03] CAUSE. THE MAR-A-LAGO CLUBHOUSE FOR EXAMPLE WAS REPORTED AS HAVING SYSTEMIC PROBLEMS. INCLUDING BEING UNSAFE STRUCTURE. JUST WEEKS AGO, WITH WATER INTRUSION, MOISTURE, REPORTED TOXIC BLACK MOLD. WELL THIS CITY HAS UNSAFE STRUCTURE ORDINANCE WHICH MANDATES DOESN'T SAY MAY, MANDATES, IT SAYS SHALL. THE BUILDING -- THE BUILDING OFFICIAL SHALL INSPECT THE PROPERTY TO DETERMINE WHETHER OR NOT HE BELIEVES THE PROPERTY IS IN FACT UNSAFE STRUCTURE WITHIN THE MEANING OF YOUR CODE. WELL, JUST LIKE LENNAR DID FOR THE HOMEOWNERS ASSOCIATION INSPECTOR, WHO HAD THE BROWARD SHERIFF'S OFFICE CALLED OUT RODE THEM OFF THE PROPERTY. LENNAR HAS THUMBED NOSE AGAIN IN THE CITY AND REFUSED TO ALLOW CITY BUILDING OFFICIALS TO GO IN AND CONDUCT THE INSPECTION THAT YOUR CODE SAYS IS REQUIRED TO HAPPEN. SINCE THE HOMEOWNER'S ASSOCIATION REPORT LENNAR HASN'T BOTHERED TO TRY TO COVER UP THE MOLD. MOLD AND WATER INTRUSION THAT I HAVE BEEN REPORTING TO LENNAR AND TO THE CITY SINCE WEEKS AFTER THE CLUBHOUSE BURST OPEN SEVERAL YEARS AGO. MY PHONE IS RIDDLES WITH VIDEOS AND PHOTOGRAPHS THAT I HAVE BEEN TAKEN OF THE INSIDE OF CLUBHOUSE. IT'S UNSAFE CONDITION FOR YEARS. THAT HAVE BEEN SENT TO STAFF AND LENNAR. LENNAR CAN'T CLAIM THEY DON'T KNOW ABOUT THE PROBLEM. THEY JUST COVER IT UP. BUT THIS TIME THEY HAVE HAD THE GALL AFTER GETTING A REPORT SHOWING EXISTING BLACK MOLD FOR WEEKS, KNOWING THAT ALSO GONE TO CITY. THEY HAVEN'T BOTHERED TO TRY TO COVER IT UP THIS TIME. THEY HAVEN'T BOTHERED TO GO PAINT OVER IT. JUST AS THEY'VE DONE BEFORE. THEY HAVEN'T BOTHERED TO PUT OUT SOME BLEACH AND TRY TO GET RID OF THE BLACK MOLD. WHY? MY OPINION IS LENNAR JUST DOESN'T THINK THAT THIS CITY IS EVER GOING TO HOLD IT ACCOUNTABLE FOR ANYTHING. THINGS ARE SO BAD IN THE COMMUNITY RESIDENT HAVE COINED A TERM. CALLED BEING LENNARED. I SEE ALL OVER SOCIAL MEDIA. OH, LOOK WE GOT LENNAR-ED AGAIN. THE ABILITY OF GETTING HOSED BY SOMEONE WHO DOESN'T CARE ENOUGH TO TRY TO RESPOND EVEN TO CAST ASPERSIONS ON OTHERS. THIS COMMISSION THE PREVIOUS COMMISSION THE COMMISSION BEFORE THAT HAD ALL MULTIPLE MEETING REGARDING THE POOR CONDUCT AND EACH TIME LENNAR WAS TOLD THEY NEED TO QUOTE BE A GOOD CORPORATE CITIZEN. YET THERE IS NOTHING TO SHOW FOR THAT. LENNARS KNOW WITH OUT CLEAR DIRECTION FROM MANAGEMENT AND CITY STAFF THESE WORDS FROM THE COMMISSION ARE JUDGE MEANINGLESS WORDS. THIS COMMISSION MAKES POLICY. QUICK EXAMPLE. MY HOME THE HOME I LIVE IN WITH MY FAMILY THAT I HAVE MOVED INTO IN LATE 2014 LENNAR BUILT THE WRONG HOUSE. ON MY LOT. WHAT'S INTERESTING ABOUT THAT. IS FOR MONTHS DURING CONSTRUCTION THE PERMIT BOX OUT FRONT HAD THE PLANS TO THE CORRECT HOUSE. AND YET EVERY TIME LENNAR HAD TO COME FOR INSPECTION AND APPROVAL, CHECK. MOVE ALONG. CHECK, MOVE ALONG. MY HOUSE HAD THE WRONG FRONT FRONT. THE WRONG ROOF, THE WRONG DOORS HAD THE WRONG WINDOWS. YET EVERY SINGLE ONE OF THOSE INSPECTIONS PASSED BY CITY STAFF. AND I WHO HAVE NO MECHANICAL OR ENGINEERING ABILITY WHATSOEVER AM THE ONE WHO FIGURED IT OUT. AND HAD TO LET LENNAR KNOW THEY WERE BUILDING THE WRONG HOUSE ON MY PROPERTY. HOW CAN THAT HAPPEN? PLANNING AND ZONING BOARD MEETING THERE WAS A LENGTHY AND SPIRITED DISCUSSION AT THAT MEETING, AND AT THE END OF THE DISCUSSION, BOARD MEMBER NATHANIEL WHO IS HERE IN AUDIENCE MADE MOTION TO ELIMINATE THE WHOLE HEARING PROCESS OUTLINED IN THE ORDINANCE THAT SIMPLIFIED THINGS. PROVISION STRUCTURE NOT ENCLOSED [02:00:02] ON MORE THAN THREE SIDES. WITH ENCLOSURE TEMPORARY AND PERMANENT. THE MOTION ALSO WANTED TO ENSURE THAT THE DEFINITION ADDRESSES ONLY PERMANENT STRUCTURES. AND TO ENSURE THAT ACCESSORY STRUCTURE ARE LOCATED IN BACKYARDS ONLY. MASTER PLAN SPECIFIES THE STRUCTURE AND USES AND THE CODES SPECIFICALLY SAID THAT IF IT'S NOT SPECIFIED ON THE MASTER PLAN YOU CANNOT SUPPOSED TO HAVE IT. WE'RE TRYING TO REMEDY THAT SITUATION. THERE WAS SOME DISCUSSION ON THE MOTION. THE SPIRIT OF THE WHOLE CONVERSATION WAS THAT THE INDIVIDUAL COMMUNITY HOMEOWNER'S ASSOCIATION HAVE STRICT GUIDELINES AND THE REQUIREMENT OF UNIQUE TO EACH COMMUNITY. WATER CREST MAY HAVE SLIGHTLY DIFFERENT GUIDELINES AND CASCADO OR PARKLAND BAYS. THE BUT THE WHOLE IDEA BEHIND THIS WAS THE CITY SHOULD HAVE VERY BASIC, VERY BROAD FRAMEWORK AND LET THE HOA'S DETERMINE WHAT IS ACCEPTABLE IN EACH INDIVIDUAL COMMUNITY. BOARD MEMBER DAVID HAD SOME CONCERN. NOT ALL HOA'S HAVE DINED PROFESSIONALS ONBOARD AND IT'S BOARD MEMBER'S RECOMMENDATION WE NOT GO BROAD FRAMEWORK THE CITY DEFINED EVERY POTENTIAL ACCESSORY STRUCTURE WE COULD HAVE AND DEVELOP REGULATION FOR EACH OF THOSE INDIVIDUAL ACCESSORY STRUCTURES. THE BOARD HEARD THAT. BUT THEY DIDN'T INCORPORATE THAT INTO THE MOTION. SO THE MOTION PASSED AS COMPOSED BY BOARD MEMBER CLIFFSBURG AND SECONDED BY BOARD MEMBER ANTHONY AVELLO.
