RECOGNITIONS. >> I WILL START WITH A VIDEO OF THE MAN OF THE HOUR. THIS THE PARKLAND COMMISSIONER KEN CUTLER. I WOULD LIKE TO TELL YOU FEW THINGS ABOUT OUR RETIRING CITY ATTORNEY AND MY REALLY GOOD FRIEND ANDREW MAURODIS. HE GRADUATED FROM THE UNIVERSITY OF MIAMI LAW SCHOOL AND COMMENTED TO THE FLORIDA BAR IN 1978. HE WAS APPOINTED A GRADUATE FELLOW AT COLUMBIA UNIVERSITY WHERE HE RECEIVED MASTER DEGREE IN PUBLIC LAW AND GOVERNMENT. IN 1988, HE SUCCEEDED ATTORNEY BOB HEENER AS CITY ATTORNEY AND HELD THAT SEAT THROUGH MULTIPLE ADMINISTRATION FOR 32-PLUS YEAR. OVER 30 YEARS HE HAS SERVED AS CITY ATTORNEY TO BOTH THE CITY OF DEERFIELDFIELD AND PARKLAND AND HE HAS THE BROWARD COUNTY COUNCIL ATTORNEY AND HELD THAT POSITION. WITH THE DEEP KNOWLEDGE OF ALL THE PLACES AND DEVELOPMENT HE COULD LIVE IN THE BROWARD COUNTY AREA. AND HE LOVES THE CITY OF PARKLAND SO MUCH HE MOVED HIS FAMILY HERE IN 1998.

HE HAS BEEN PARKLAND PRIMARY LEGAL SOURCE OF ADVICE FROM LAND USE AND ZONING ISSUES CHARTER REVIEWS, CODE ENFORCEMENT REGULATORY OVERSIGHT, PROCUREMENT.

DENSITY MATTERS. LITIGATION ISSUES, SUNSHINE LAW MATTERS AND SO MUCH. HIS GUIDANCE AND WISDOM HAVE TOUCHED EVERY PARLIAMENT OF WHAT WE SEE IN PARKLAND AS WE KNOW IT TODAY. FROM THE CITY PARKS AND SCHOOLS TO EVERY ASPECT OF BEST RESIDENTIAL AND COMMERCIAL DEVELOPMENT IN THIS CITY SINCE 1988.

ANDY HAS PATIENTLY GUIDED THIS CITY THROUGH GOOD AND BAD TIMES.

WE HAVE PERSEVERED AND RISEN TO THE HIGHEST LEVEL OF QUALITY AND SERVICE. IN OUR COMMUNITY DUE IN LARGE PART TO HIS EFFORTS. I FOR ONE WANT TO THANK ANDY FOR ALWAYS GOING ABOVE AND BEYOND WHAT'S EXPECTED OF THE HIM ANDY.

YOUR WORK AND DEDICATION IS OUTSTANDING.

AND I WANT YOU TO KNOW THE CITY IS FOREVER ENDEBTED TO YOU FOR YOUR SERVICE. BEST OF LUCK IN RETIREMENT.

THAT I GUESS I MET ANDY PROBABLY ABOUT 36 YEARS AGO WHEN HE CAME ONBOARD. AND WE BUILT EVERYTHING IN THE CITY THAT'S THERE TODAY. AND ANDY WAS INSTRUMENTAL IN CREATING ALL OF THE VERBIAGE TO BRING IT ALL FORWARD.

WE THERE WERE NO -- THERE WRE NO PARKS IN THE CITY WHEN WE MOVED IN. THERE WAS NO COMPREHENSIVE CITY PLAN. AND ANDY, AND THE COMMISSION CREATED IT ALL. WITH HIS HELP.

HIS GUIDANCE, AND HE KEPT US ALL SANE AND STRAIGHT AND NONE OF US GOT INTO TROUBLE OR MISCHIEF. I HAVE NOTHING BUT ACCOLADES TO SAY ABOUT ANDY. AND HARRY.

THEY ARE TWO AMAZING, AMAZING PEOPLE TO WORK WITH.

>> HOW CAN I DESCRIBE ANDY? MY OPINION ANDY IS COMPEL LENGTH ATTORNEY, THE ULTIMATE CHAMPION. THAT'S THE BEST WAY TO PUT IT.

HE LOVES PARKLAND. HE GUIDED OUR CITY THROUGH THE MOST TUMULTUOUS TIME OF THE GROWTH SPIRIT THAT WE EXHIBITED FROM SAY 1986 ON. HE LED US THROUGH WHAT I BELIEVES THE BUILDING. AS HE WENT ALONG IN HIS CAREER, I THINK ALL THE CITIES THAT HE DEALT WITH THAT HE REPRESENTED AND THE COUNTY HE REPRESENTED. I THINK PARKLAND WAS THE FIRST ONE. I THINK IT STILL IS TODAY.

YOU TALK TO ANDY YOU WILL FIND THAT PARKLAND WHERE STARTED.

WHAT HELD ME. AND I WOULD SAY WHEN WE LOSE

ANDY WE LOSE MORE. >> ANDIES -- ANDIES A GENTLEMAN.

WE TOUGHENED HIM UP. HE JUST LOVED PARKLAND.

WHEN I DID THE LIBRARY HE WAS THERE TO DO GIVE ME ADVICE I NEEDED. WHEN I SAT ON SCHOOL COMMITTEES, PER PARKLAND EDUCATION RESOURCE COMMITTEE, ANDIES THERE TO EL ANDY WAS THERE TO GIVE ADVICE. IF I MET HIM OUTSIDE OF PARKLAND LAST SO GLAD TO SEE. I REALLY WITSH YOU WELL.

>> WE SAT NEXT TO EACH OTHER 15 YEARS GOING BACK TO OLD CITY HALL. A LOT OF ISSUES WE WORKED ON TOGETHER. YOUR ADVICE WAS -- HARD TO EVER MEASURE THE VALUE THAT YOU'RE ADVICE GAVE TO ME AND THE PERSPECTIVE THAT YOU ALWAYS HAD FOR THE BENEFIT OF THE COUNCIL, THE COMMISSION, THE MAYOR, ALL THE RESIDENTS OF THE CITY OF WHICH YOU WERE FOR MOST OF THOSE YEARS.

AND ALS FOR JUST THE BETTERMENT OF THE CITY OF PARKLAND.

AND ON BEHALF OF MYSELF, MY FAMILY AND EVERYONE THAT I KNOW THAT DOESN'T REALIZE HOW MUCH YOU DID BEHIND THE SCENES, TO RIGHT DIRECTION, I WANT TO THANK YOU FOR THOSE 15 GLORIOUS YEARS

YOU ARE MY HISTORY OF PARKLAND. I WOULD LIKE TO SAY THAT YOUR -- YOU ARE THE GOLD STANDARD OF WHAT NOT ONLY AN ATTORNEY SHOULD BE OR SOMEONE SHOULD STRIVE TO BE BUT ALSO THE GOLD STANDARD OF WHAT A HUMAN BEING IS.

YOU ARE THE TRUE DEFINITION OF HONOR AND INTEGRITY.

AND I GUESS WHEN PEOPLE SAY THEY BROKE THE MOLD, YOU REALLY DID WITH YOU. I CAN'T IMAGINE ANOTHER PERSON SITTING IN THE SEAT AND SERVING CITY AS WELL AS YOU DID FOR SO MANY YEARS. PEOPLE WILL DEFINITELY MISS YOU.

BUT I DON'T THINK PARKLAND WILL MISS YOU.

BECAUSE I THINK KEN MENTIONED WHEN WE WERE TALKING ABOUT.

THERE'S NOT A SINGLE SPACE IN THIS CITY NOT AN INCH THAT YOU HAVEN'T LEFT YOUR MARK ON. NO THAT WHILE YOU PHYSICALLY MAY BE GONE FROM BEING PART OF THE CITY GOVERNMENT, YOU HAVE LEFT YOUR MARK IN A WONDERFUL WAY ON THE ENTIRE CITY.

HONESTLY ONE OF THE SKILLS THAT KEPT WITH SINCE I LEFT POLITICS, IS THAT -- IS THE SKILL OF KNOWING HOW TO GET THINGS DONE AND HOW TO GET IT DONE ETHICALLY MORALLY AND EFFICIENTLY.

YOU KNOW, SOME OF MY FAVORITE MEMORY CONSTANT APOLOGY WHEN I WOULD ASK COULD WE DO SOMETHING THIS WAY OR THAT WAY.

HE ALWAYS STARTED WITH I'M SORRY.

DADE BUT YOU WILL HAVE TO DO IT THIS WAY.

AND I ALWAYS JOKED WITH HIM. NEVER APOLOGIZE.

IT IS WHAT IT IS. HE MADE SURE THAT WE KEPT ON STRAIGHT AND NARROW AND MADE SURE THAT WE DOING THINGS THE RIGHT WAY WHICH IS IMPORTANT. AND SO IN THE WHOLE TIME THAT I WAS ON BOTH THE COMMISSION AND P AND Z.

WE DIDN'T HAVE ANYTHING THAT WOULD HAVE MADE THE NEWS OR WOULD HAVE MADE ANY OF THE TABLOIDS HAPPY.

I THINK ANDY PROBABLY PROUD OF THAT AS WELL THAT HE KEPT US OUT OF TROUBLE. NONE OF WERE TRYING TO GET IN TROUBLE. WHEN YOU GO INTO THE BUSINESS WORLD FROM POLITICS THERE'S RULES THAT ARE NUANCE THAT IT'S GOOD TO HAVE SOMEONE LIKE ANDY TO SHOW YOU THE ROPES.

I'M GRATEFUL FOR WISDOM THAT YOU GAVE TO ME WHILE UP WITH OF THE CITY COMMISSIONER. YOU WERE INVALUABLE TO OUR CITY AS WELL AS TO ALL THE CITIES THAT YOU WORKED FOR IN SOUTH FLORIDA. WE ARE THANKFUL FOR YOU SERVICE.

WE BOUGHT IN PARKLAND BECAUSE IT'S THE BEST CITY TO RAISE A FAMILY. WE MOVED WITH 3 AND 2 AND 6-MONTH-OLD. COUPLE OF MONTHS LATER MY THEN 8-MONTH-OLD WAS TAKE EMERGENCY ROOM FOR MOLD RELATED BREATHING ISSUE. WE BEGAN NOTICING MOLD GROWTH ALL THROUGHOUT THE HOME ON HOUSEHOLD OBJECTS.

WE PUT TICKET WITH LENAR. THAT SAME MONTH HE WAS BROUGHT TO ER FOR MOLD-RELATED BREATHING ISSUE AND HAD TO STAY ICU.

IN SEPTEMBER WE HAVE BLACK MOLD GROWING ALL THROUGHOUT OUR CEILING ON SECOND FLOOR. HE WAS RUSHED TO THE HOSPITAL IN AMBULANCE SPENT ANOTHER TWO DAYS ICU FOR BREATHING COMPLICATIONS.

LENAR REFUSED TO SHARE MOLD REPORTS WITH US.

WE HIRED OUR OWN MOLD INSPECTOR. THEY HAVE FOUND MOLD IN OUR AIR, THAT HAS PROVEN CAUSE THAT LED TO DEATH IN MANY CHILDREN.

MY BIGGEST CONCERN IS FOR THE MANY, MANY HOMEOWNER DEALING WITH THIS ISSUE. THAT WE'RE DEALING WITH.

WE DO HAVE THEM WORKING WITH US. THEY DID GET RID OF THE MOLD.

IT CAME BACK. THEY ARE BACK AGAIN.

WE DEALT WITH SIX DIFFERENT REPS.

OFTEN TIME THEY ETHE R PELL S GRADED ON HOW QUICKLY THEY CLOSE TICKET. AN TIMES TICKET WILL JUST GET CLOSED WITHOUT WORK DONE. IT'S BEEN A FULL-TIME JOB TO FOLLOW UP ON THE TICKET. AND THEN ONCE THEY GET CLOSED MAKE SURE THEY GET REOPENED. SPECIFICALLY WE HAVE HAD SEVERAL ISSUES WITH WATER INTRUSION AS WELL.

I'M NOT SURE WHY. BUT CURRENTLY THE QUALITY THE MATERIALS AND THE WORK OF LENNAR IS NOT UP TO PAR.

MY SINGLE CAR GARAGE HAS HAD WATER INTRUSION SEVERAL TIMES AS WELL. MY DAUGHTER'S BALCONY SLIDING DOOR ALWAYS HAS STANDING WATER. THE DOOR FRAME HAD TO BE REPLACED. IT TOOK TWO YEARS.

THE SAME PROBLEM CAME BACK AGAIN.

A LOT OF ISSUE WITH DRAINAGE. THAT'S A DIFFERENT TOPIC.

A LOT OF ISSUE WITH WATER. ALSO I HAVE ISSUE WITH HOA COST.

LENNAR IS BULLY. THERE'S NO OTHER WAY TO DO IT.

SINCE THEY CONTROL THE BOARD RIGHT NOW; THEY DON'T LISTEN TO US. AND THE COST WHEN YOU COMPARE THEM TO SIMILAR COMMUNITIES, WITH SIMILAR AMENITIES ARE MUCH HIGHER. NOT ONLY DO THEY NOT LISTEN TO RESIDENTS. THEY ARE PLAYING GAMES WITH NUMBERS. THEY ARE OVERCHARGING US.

AND ANYONE WHO LOOKS AT BUDGET CAN FIGURE THAT OUT.

OUR FIRST WALK THROUGH WE HAD OVER 60 PUNCH LIST ITEMS. BEER BOTTLES EVERYWHERE IN OUR HOME.

SECOND WALK THROUGH MORE PROBLEMS. MORE BEER BOTTLES DELAYING THE CLOSING FOR MONTHS.

WHILE WE WERE ENTERING THE PANDEMIC.

REFUSE TO COMPLETE BASIC ISSUE HOPING WE WOULD GIVE UP.

WE DECIDED NOT TO LIST THE OLD HOME UNTIL THE CLOSING BECAUSE WE COULD SEE THEY WERE TOYING WITH US AND THAT SELLING OUR HOME WOULD GIVEN THEM THE UPPER HAND.

BEFORE WE MOVED IN. WE ALSO DISCOVERED OUR FLOORS AND OUR SECOND FLOOR WERE COMPLETELY UNNEN IN EVERY ROOM.

THEY REALLY WERE CORRECT IN NAMING THIS NEIGHBORHOOD CASCATA. NOW THEY REFUSE TO CHECK THE SUBFLOOR WHERE THE LEAK BEGAN. THEY SCRATCHED UP OUR NEVER-USED BATHTUB. INSTEAD OF REPLACING THEY WANT TO POLISH IT AND MOVE ON. THEY CUT CORNERS.

WE HAVE DRAINAGE ISSUE WHICH WE WON'T GET INTO.

I HAVE MOLD IN THE SECOND FLOOR AC.

I HAVE DUCT WORK IN THE ATTIC INSTALLED INCORRECTLY.

USUALLY WHEN THEY COME OUT THEY START REPAIR AND THEN THEY LEAVE AND WE DON'T HEAR FROM THEM FOR WEEK.

THERE'S REVOKABLE LICENSE AGREEMENT BETWEEN THE COUNTY AND CITY AND SEPARATE AGREEMENT BETWEEN THE CITY AND DEVELOPER.

IN THIS PARTICULAR CASE THE ORIGINAL AGREEMENTS SOLELY RELATED TO THE ORIGINAL CONDITION SOLELY RELATED TO THE AGREEMENTS. WHEN WE WERE ABOVE EARLIER THIS YEAR IT WAS AMENDED TO REQUIRE PRIOR TO 50TH BUILDING PERMIT WE WOULD ENTER INTO THOSE VARIOUS AGREEMENT IN PARTICULAR STARTS WITH COUNTY. BEFORE WE CAN ENTER INTO THE AGREEMENT WITH THE CITY. IT WAS ALSO FURTHER AMENDED SOMETHING NOT PART OF THE CONDITIONS THAT ALL OF THE LANDSCAPING REQUIRED ALONG HILLSBOROUGH BOULEVARD IN THAT AREA, BE INSTALLED PRIOR TO 100-BUILDING PERMIT.

NOT HERE ASKING FOR ANY SORT OF RELIEF ON THAT PARTICULAR COMPONENT OF THE CONDITION THAT WAS CHANGED.
